A Study on the Status of Chinese Fishing in the East Sea off North Korea and Directions for Countermeasures (중국 어선의 북한 동해수역 입어동향과 대응방향)

  • This study is aimed to analyze the change of chinese fishing vessels' entry into the East Sea off North Korea and suggest directions for countermeasures. Based on the real landing data in China, Chinese fishing vessels' squid catch volume and value in the East Sea off North Korea are estimated. Results show that at least 205 thousand tons of squid was caught by Chinese fishing vessels in 2014. If the catch amount is calculated by the unit price per kilogram at the same year in Korea, it would be 556.3 billion KRW. As the UN sanctions become stricter with the recent resolution 2371 passed, Chinese fishing vessels' entry may increase in the future to compensate decreased seafood supply from North Korea. Even though there are not many options left for Korea to decrease the impact of Chinese depletive fishing, the study suggests countermeasures such as strengthening cooperative crack down on the Chinese illegal fishing vessels in Korean waters; increasing cooperation with UN member countries to incorporate banning the trade of fishing rights in the next UN sanctions; establishing regional fisheries management organization and managing migratory species with China and Japan cooperatively in the long term.

Estimation of Bigeye tuna Production Function of Distant Longline Fisheries in WCPFC waters (WCPFC 수역 원양연승어업의 눈다랑어 생산함수 추정)

  • The purpose of this study is to analyze the returns to scale by estimating the bigeye tuna production function of Korean distant longline fisheries in WCFPC waters. In the analysis, number of crews, vessel tonnage, number of hooks, and bigeye tuna biomass are used as input variables and the catch amount of bigeye tuna is used as an output variable in the Cobb-Douglas production function. Prior to the function estimation, the biomass of bigeye tuna was estimated by the Bayesian state-space model. Results showed that the fixed effect model was selected based on the hausman test, and vessel tonnage, hooks, and biomass would have direct effects on the catch amount. In addition, it was shown that the bigeye tuna distant longline fisheries in WCFPC water would have increasing returns to scale.

  • The study tries to suggest one kind of method for measuring expost commutative fisheries damages caused by a large scale coastal reclamation. The situation of fisheries damages which the paper is considering is different from those of general cases:the latter is a priori investigation but the former is a posteriori one. Therefore we need a different approach for exact measurement of such kind of fisheries damages. The key contribution of the paper is to try to estimate a decreasing production function using the results of present investigation and several statistical data about our coastal fisheries productivity and environmental deterioration. Using the function, the paper tries to derive the expected catch amount and damage amount.

  • The study on the Assembling Mechanism of the Hairtail, Trichiurus lenpturus, at the Fishing Grounds of the Cheju Strait had been investigated by analyzing the relationship of the oceanographic conditions and the fishing ground of the Hairtail in the Cheju Strait. 1. The fishing grounds of the hairtail at the Cheju Strait are formed at the bottom of a high temperature of the tidal front at the coast. area of northern Cheju Island, the tip of the linguiform is high in salinity at the eastern and western entrances of Cheju Island, low salinity eddy on the surface and its surrounding front, various water masses in the Strait and coastal waters of the South Sea in Korea. 2. The fishing grounds of the Hairtail at the Cheju Strait begins with the sea surface temperature higher than $15^{\circ}C$ and the incoming of low salinity water now from the East China Sea. 3. Estimation of optimum temperature and salinity per season based upon analysis for relationship between temperature of water and salinity of the bottom layer and the catch is : 15.2~$16.4^{\circ}C$, 34.20~34.40${\textperthousand}$ in spring(June); 14.4~ $17.0^{\circ}C$, 33.70~34.30${\textperthousand}$ in summer(July~September); and 15.7~ $18.6^{\circ}C$, 33.70~34.50$\textperthousand$ in autumn(October~December). Hairtail are mostly caught at the Yellow Sea Warm Current and Tsushima Current with temperature over $14.5^{\circ}C$ and salinity over 33.70${\textperthousand}$ at the bottom layers of the Cheju Strait. 4. Considering the relationship between the amount of hairtail catch and the water temperature of bottom layer, when the bottom water being above $14.0^{\circ}C$ flowed into Cheju Strait through the western entrance of the strait in summer, the ca-h appears to have been abundant. In contrast, the catch has been poor when the temperature of such water was recorded to be below $13^{\circ}C$ Therefore, distribution patterns of water at the bottom layer can be used as a forecast index whether the catch of a certain year will be good or poor.

On the Log-Associated School Fishery of Korean Tuna Purge Seiners (한국 다랭이 선망어선의 유목조업에 관하여)

  • The proportion of log-associated school catches by Korean tuna purse seiners in the western Pacific has shown a declining trend until recent years. During the period $1990\~1995$, log-associated school catches contributed $34.6\%$ to the total Korean tuna purse seine catch, representing quite a low level compared to the early phase of the purse seine fishery. Species compositions of both log-associated and free-school catches showed that skipjack, Katswonus pelamis, was dominant species and yellowfin, Thunnus albacares, followed, with the small amount of bigeye tunas, T. obesus, Yellowfin proportion was higher in free-school catches than in log-associated school catches. Log-associated school catches monitored during the scientific observation period were made of $60\%$ skipjack, $38\%$ yellowfin, and $2\%$ bigeye tunas, indicating the low skipjack and high yellowfin proportion compared with historical fisheries data based on logbooks. A total of 11 by-catch species were identified, of which sharks occurred together with tunas in all sets and yellowtail kingfish was the most abundant by-catch species. From the length distribution it was found that small yellowfin less than 70 cm mainly distributed around floating objects.

A Study on Food Habits of the Otter, Lutra lutra, and Effects of Construction of the Busan New Port on its Prey (수달의 식이 습성 및 부산 신항 공사가 수달 먹이에 미치는 영향에 대한 연구)

  • The aim of the study is to investigate the food habits of the Eurasian otter, Lutra lutra, and to examine any effects of the construction of the Busan New Port (BNP) on the prey. The frequencies and bulk estimate ratios of the biological debris, taken from spraints collected seasonally during the period from 2005 to 2011 at 16 areas, were analyzed. As the results, it was demonstrated that otters prey mainly on fish but occasionally on crustaceans and gastropods, etc., and the Mugiliformes was the most preferred fish. Although fish debris was observed throughout the season, it was suggested that the amount of fish eaten by the otter seemed to be associated with the amount of fish inhabiting the study area, judging from the striking similarities in the pattern of seasonal variations in each order of the fish between the frequency from the spraints and the fish catch. On the other hand, the frequencies of most of the fish, crustaceans, and gastropods from the spraints decreased from 2010, indicating the decrease of the amount of the prey by the construction of BNP and the strong possibility of the decrease in the number of otters in the near future. This is supported by the other studies, such as one showing a sudden decrease in the number of spraints since 2010, recent decrease in the fish catch, and the increase of marine pollution at this study area.

  • For the purpose of leading horse mackerel Trachurus japonicus schools, mackerel Scomber japonicus schools and arrow squid Todarodes pacificus schools, which migrate to the Cheju coast and are caught by the set-net, to the set-net by attracting lamps, we made five attracting lamps and took a practical experiment in the Gwiduk and Dongbuk set-net fishing ground. In the set-net with two bag-nets, we compared the amount of catch of both bag-nets by the means of switching on and off the each attracting lamps in order, switching off the attracting lamps in order which had been switched on and moving an attracting lamp.In the bag-net with an attracting lamp, horse mackerel, mackerel and arrow squid were caught the most, on the other hand, yellow tail Seriola quinqueradiata, striped mullet Mugil cephalus were caught in large quantities in the bag-net without attracting lamp. File fish Stephanolepis cirrhifer, Dusky spinefoot Siganus fuscescens were caught evenly in both bag-nets regardless of an attracting lamp.This result indicates that the amount of horse mackerel, mackerel, arrow squid can be increased by the use of attracting lamps in the set-net fishing method.

  • Four types of spore trap (Kim's original, improved Kim's original, Yoshino's original and mixed type of Kim's and Yoshino's original) were evaluated for their efficacy to "estimate the amount of spores released from leaf blast lesions under the natural conditions. It was found that all four types had one or two defects in allowance for adequate sporulation/release, spore catch or spore counting. Thus, an improved type of spore trap was devised considering that it could cover the defects mentioned above. As a result, newly developed spore trap was quite satisfactory in above mentioned aspects and it could be used for pursuit of spore release phase under the natural conditions.

Seasonal Variation in Species Composition of Fish in the Estuary of Saemangeum Waters during the Construction of a Dike in 2001-2002 (방조제 건설 중인 2001-2002년 새만금 하구역 어류 종조성의 계절 변동)

  • Seasonal variation in species composition of fish in the estuary of Saemangeum water in the western coast of Korea was determined using seasonal samples collected by an otter trawl from April 2001 to February 2002. Species compositions did not differ significantly among the 4 stations (p>0.05, Wilcoxon signed-rank test). The cumulative number of species and species diversity (H') approached asymptote after four 30-min trawl hauls. Therefore 30-min trawl samples from each of the four stations were pooled to represent each season. A total of 45 species 2758 individuals and 30,346.8 g of fish were collected during the study period. Of the fish collected Leiognathus nuchalis, Synechogobius hasta, Neosalanx jordani, Konosirus punctatus and Chaeturichthys stigmatias predominated in abundance accounting for $68\%$ of the total number of individuals. Seasonal variation of fish abundance showed a similar trend to those of the other western coastal waters of Korea. The resident species were collected only in spring and autumn. Number of species and biomass were highest in summer due to the catch of many migrating species. In winter catch amount was low, and only 7 species were collected.. Brackish water fishes were more abundant in the study area, and Johnius grypotus and Cynoglossus joyneri were not premominated compared to the other coastal waters. This difference in species compositions may be related to the lower salinity in this estuarine habitat than in the other western coastal waters of Korea.

  • By the Article 28 of the Korean Fishing Vessels Act and the Article 47-1 of the Enforcement Ordinance of the Act, fishing vessels over 5 gross tone must be insured the fishing vessels mutual insurance or marine insurance. Therefore the distant-water fishing vessels and vessels registered with Classification Society can be insured to the marine insurance, and non-registered vessels and the small fishing vessels can be insured to the fishing vessels mutual insurance of Fisheries Co-operatives. Moreover, the shipowners of fishing vessels over 5 gross tons to be insured a liability insurance for their crew, and it is to compensate effectively the crewman's accidents prescribed in the Seaman's Act. The shipowner's Liability Insurance to be insured the seaman's Compensation Insurance or the seaman's mutual insurance of the Fisheries Co-operatives and the Protection and Indemnity but they still involve lots of problems to cover the crewman's accidents reasonably. The author's views on the improvement way of the fisheries mutual insurance system are as follows. 1. The size of fishing vessels over 5 gross tons prescribed by the Article 28 of the Fishing Vessels Act must be revised into over 1 gross tons. And the regulations concerning penalties against nonfulfilment of the regulation must be strengthened in order to have legal effectiveness. 2. The level of the government subsidy for the fisheries mutual insurance must be raised up from the large point of view for protection of fishermen. It is concluded that the Government have to take charge of the remutual insurance in order to develop the fisheries mutual insurance system. 3. The mutual insurance system of fish catch have to be executed in order to guarantee the stable income for fishermen on the base of the amount of money by fish catch in the previous year.
