A Study on improvement of Korean aircraft system modification certification procedure (우리나라 항공기 시스템 개조 인증 절차 개선 연구)

  • The system needs to be modified to improve the performance of the aircraft in operation or to satisfy the requirements of related laws. Appropriate standards are required for the technical skills for remodeling the aircraft system, design verification for airworthiness of the aircraft, and supplemental type certification (STC) certification procedures for type certification. This study analyzes the current status and demand of domestic aircraft remodeling, examines the current supplementary type certification procedure, and diagnoses the problem. In addition, as a result of researching measures to improve remodeling technology and certification capabilities to extend the life of the aircraft, improvements in the education system were derived to improve the domestic additional type certification process, such as approval of remodeling agencies and appointment of qualifications for each professional technician.

  • In the present study, which is currently operating domestically and internationally, from the Technical Standards for Flight Safety of Light Sport Aircraft and certification system through a comparative analysis of the LSA Category Airworthiness Certifications documents. In particular, an aircraft type analysis of FAA certified S-LSA that the speed greater than 120 knots LSA manufactured without United States of America. Through the analysis, we presented a revised plan to activation of the domestic aviation leisure sports and the development of the Light Sport Aircraft industry in reality.

  • In this study, we surveyed the operating status of the Parachute, Paraglider and Hang Glider in Korea, and compared the Airworthiness Standards of Ultralight Vehicle. We analyzed the procedures of certifications and specifications for Parachute, Paraglider and Hang Glider. We were presented with respected the two kinds of certification methods applied. One of them is a Compliance Certification applied to the manufacture, and one for a Airworthiness Certification to be applied to the operator.

  • The demand for e-VTOL aircraft is expected to be increased rapidly in the future as a means of urban transportation due to operating cost reduction, eco-friendliness and convenience of vertical take-off and landing using pilot-aids automation system. However, there are many technical hurdles to be solved in securing safety and certification which are essential for commercialization and urban operation. So far, there is no e-VTOL aircraft that has received type certificate and standard airworthiness certificate due to the technical problems and safety requirement differences with conventional aircraft. The e-VTOL aircraft certification should also meet the equivalent level of safety required by the current airworthiness standards, but there are existing problems in securing safety and meeting current standards. In this study, the e-VTOL's certification problems and technical limitations in satisfying the current standards are presented.

A Study on the Efficient Compliance Method for Airworthiness Certification in the field of Flying Qualities of Military Aircraft (군용항공기 비행성 분야의 효율적인 감항인증 입증방법에 대한 고찰)

  • Airworthiness certification is critical, in ensuring the flight safety of military aircraft for development tests and production operations. The MIL-HDBK-516C, latest airworthiness certification document, handles the field of flying qualities in Chapter 6 (flight technology), and refers to specific chapters of MIL-STD-1797B, which is the specification document for developing military aircraft. Since the MIL-STD-1797B released in 2006 by the U.S. Department of Defense is not disclosed to other countries, the Chapter 6 (flight technology) of MIL-HDBK-516B Expanded, the former certification standards pursuant to flying qualities, has to be applied to military aircraft being developed in the Republic of Korea. However the requirements of Chapter 6 of MIL-HDBK-516B Expanded comprise unclear sentences, because of contents from various development specifications. Also, clarification is needed in that the same requirements have to be verified in different criteria. In this paper, the results of this study present an effective verification method, for acquiring the airworthiness certification in field of flying qualities based on MIL-HDBK-516B Expanded.

The Study of Optimal Performance Improvement Method for Aircraft of Various Variants within the Same Type (다양한 형상의 동일 기종 항공기에 대한 성능개량 최적 구현 방안 연구)

  • In this paper, we studied the optimal method of improving performance for aircraft having various variants within the same type. The study defined configuration of an entire fleet of aircraft being subject to a performance improvement program. And selected the most complicated aircraft configuration among them as a Standard Aircraft for modification by according to the proposed Aircraft Selection Process for developing an optimal Aircraft Performance Improvement Process. Based on the selected the Standard Aircraft, drew a system integration design result and carried out Evaluation Test and obtained Airworthiness Certification. Created the database with the design data of the Standard Aircraft, Evaluation Test, and Airworthiness Certification results, and applied it to variants of aircraft to complete the performance improvement program with optimized schedules and costs. By applying the proposed method to IFF performance improvement program, drew optimal system integration design and completed the program with minimized schedule.

  • This is the study to introduce the Japanese Type Certification System for Domestic Aircraft and current status of Bilateral Aviation Safety Agreement. The study on the Japanese Type Certification System will contribute to understand our aircraft certification system and will be a reference in performing the Type Certification Project on KC-100 airplane in the Part 23 Normal Category.

  • A reciprocating engine installed on a normal category airplane shall be effectively cooled by air flown through the engine compartment. A airplane powerplant designer has to design cooling air inlets, baffles, seals, and outlets to maintain cylinder head temperatures and oil temperature under the limits, and show compliance with appropriate airworthiness standard. In this study, cooling designs of the installed engine and compliance requirements applicable to the cooling designs were reviewed, and engine cooling flight test results were evaluated for design changes. Engine cooling certification test will be conducted in a next step.

  • The world is currently confronted with regional conflicts among nations that seek to protect their territory. The associated counter-terrorism activities and international business flows can be increased through airworthiness-recognition tasks that are related to aircraft exports, dispatch troops, and overseas bases. It is important to establish airworthiness-recognition processes between foreign military authorities to minimize the potential for sovereign national positions and responsibilities. For this study, the military airworthiness recognition between recognition partners was surveyed to secure flight safety for the development and operation of aircrafts. The analysis of the U.S. and European Military Authority Recognition Questionsets (MARQs) in this paper introduces the rules, inspection capabilities, production process, and certification of the airworthiness authority. The regulatory activities, which are required by the Korea Military Airworthiness Authority (MAA) with respect to foreign MAAs, can be reduced by the implementation of the MARQ.

  • The aircraft fuel system performs a number of functions such as supplying fuel, transferring fuel between fuel tanks, and measuring the amount of residual fuel in each fuel tank. Since it is a direct cause of fire hazard in crash incident, it is a must to improve survivability of crew members by designing the airframe to tolerate expected crash impact. The civil aviation authority requires intensive verification of the fuel system design to determine precise application of the airworthiness requirement. Research activity on airworthiness certification criteria and verification scheme is still insufficient, although it has a significant importance. In this paper, as part of a study to improve flight safety by developing guidelines for demonstrating fuel system crash resistance, analysis results of fuel system crash-related airworthiness certification standards, verification scheme, and cases study applicable to military rotorcraft have been reviewed.
