Basic System Architecture Design for Airport GIS Service Models (Airport GIS 구축을 위한 서비스모델 설계에 관한 연구)

  • Airport GIS is a comprehensive information system to improve security and efficiency of airport. At the initial stage to make it real, the current status of domestic and international regulations along with relevant standardization bas been reviewed. Gimpo Airport becomes a test-bed to get some ideas about how to bring the airport GIS into workflow by building service model and basic design based on current status and demand analysis of the airport. The 6 service models primarily brought into the project are as follows: (1) Local vehicles safety management in airside, (2) Intelligent traffic control between flights and vehicles at main cross points, (3) Dynamic safety management against FOD in airside and breakage on pavement, (4) Special support vehicle management such as deicing remotely controlled, (5) Response and support for fire vehicles and ambulances of signatory institutions in emergency. The upcoming research topic aims at drawing a specific design and building integrated system in the future.

  • Enterprise Risk Management(ERM) is aiming at the establishment of the risk management process to prevent and cope with risks in advance and is composed of Risk Identification, Risk Assessment, Risk Response and Monitoring. It is feedback through the Risk Re-identification. This study has analysed a sample of the risk management system of an airport operating corporation, for this purpose, relevant documents and examples of overseas airports have been reviewed. It has found that corporations establishing ERM have been performing identical procedures such as the process of Identification, Assessment, Effective Reporting, Communication and monitoring and so on. The A corporation has established the process for risk management and crisis management and organized for its organization and system. The risk management has the same process such as above. In this process, when the symptoms of critical crisis have been recognized, it has been transformed into crisis management system, through which, corporate-wide response has been conducted in the process of crisis status analysis, response and follow-up management. This study expects to contribute to systematic foundation for future business continuity on the basis of risks and response procedures acknowledged by this study.

  • The purpose of the establishment of corporation's Business Continuity Plan(BCP) is to maintain corporations' own business and establish the response plan in order to resume operation in a short time period when crisis situations occur due to natural disaster and human error. This study has presented all types of procedures and criteria which are needed to establish the airport crisis response system in order to maintain the business continuity by utilizing BCP technique. Basically the risk response procedures must be established in the process of (1) preparation stage, (2) plan development stage, (3) documentation stage, (4) test & maintenance stage. The guideline has been suggested that each stage must be carried out in the sequence of Policy & Planning Responsibility, Business Impact Analysis, Recovery Strategy & Plans, Emergency Plan & SOP, Training Awareness and Maintenance & Review

  • Construction Management(CM) system, which was introduced some years ago to large national construction projects, such as the construction of Incheon New Airport, construction of high-speed railroad and World Cup stadiums, is considered to be still in its early stage and safety at each step of CM is very poorly controlled. In an attempt to improve such inferior safety control of domestic CM, this study analyzed safety control operation system in CM home and abroad and suggested a model for the construction of safety control management information system suitable to the conditions of Korea.

  • The advent of private railroad corporations presented many problems on administration's effectiveness. These brought an effect on safety management too. Most public railroad corporations maintain their rolling stocks and facilities by their own workers. On the other hand, private railroad corporations depend on outsourcing to cut down the cost of maintenance. But they have similar safety management systems. Therefore we investigated the gap between the two types of corporations, focusing on workers' safety attitude and proposed solutions to improve safety management systems in private railroad corporations.

  • Construction Management(CM) system, which was introduced some years ago to large national construction projects, such as the construction of Incheon New Airport, construction of high-speed railroad and World Cup stadiums, is considered to be still in its early stage and safety at each step of CM is very poorly controlled. A Study on The Enhancement of Aviation Safety in Airport Planning & Construction from a Legal Perspective (공항개발계획과 사업에서의 항공안전성 제고에 대한 법률적 소고)

  • Today air traffic at the airport is complicated including a significant increase in the volume of air transport, so aviation accidents are constantly occurring. Therefore, we should newly recognize importance of the Air Traffic Safety, the core values of the Air Traffic. The location of airport that is the basic infrastructure of the air traffic and the security of safety for facilities and equipments are more important than what you can. From this dimension, I analyze the step-by-step safety factors that are taken into account in the airport development projects from the construction or improvement of the airport within the current laws and institutions and give my opinion on the enhancement of safety in the design and construction of airport. The safety of air traffic, as well as airport, depends on location, development, design, construction, inspection and management of the airport including airport facilities because we have to carry out the national responsibility that prevents the risk of large social overhead capital for many and unspecified persons in modern society through legislation regarding intervention of specialists and locational criteria for aviation safety from the planning stage of airport development. In addition, well-defined installation standards of airports and air navigation facilities, the key points of the airport development phase, can ensure the safety of the airport and airport facilities. Of course, the installation standards of airport and air navigation facilities are based on the global standard due to the nature of air traffic. However, to prevent the chaos for the safety standards in design, construction, inspection of them and to ensure the aviation safety, the safety standards must be further subdivided in the course of domestic legislation. The criteria for installation of the Air Navigation facilities is regulated most specifically. However, to ensure the safety of the operation for Air Navigation Facilities, performance system proved suitable for the Safety of Air Navigation Facilities must change over from arbitrary restrictions to mandatory restrictions and be applied for foreign producers as well as domestic producers. Of course, negligence of pilots and defective aircraft maintenance lead to a large portion of the aviation accidents. However, I think that air traffic accidents can be reduced if the airport or airport facility is perfect enough to ensure the safety. Therefore, legal and institutional supplement to prioritize the aviation safety from the stage of airport development may be necessary.

  • Korea Rail Network Authority ordered Urban Transit Magrev System on the alternative tender lines. The project was contained order with GS Construction and Yooshin Corporation as a result of competition as 5 consortium. Urban Transit Magrev System route was constructed in the whole Yeongjong-dong and Yongyu-dong, Jung-gu, Inchen. The main project is via transportation center in Inchen Int'l airport ~ Work complex ~ Water park ~ Yongyu-station and has Total continuation of 6.1kilometers, Station of 6 spot, Car base of a spot, go out line(a single line) of 380meters. Scale of construction is Major of Roadbed, Railroad, Building, Inspection and Repair facilities. The first Urban Transit Magrev System in Korea is a new symbol of Korea and has polished beauty and creative artistry based on functional perfection. It was designed in harmony with Inchen Int'l Airport improving the dignity of SOC design.

  • Utilization rate for the restrictive gate and required time and walking distance to board are to be a measure for the gate management and passenger's convenience estimation. So, the main purpose of the gate management are maximization of utilization rate and increment of airport terminal user's convenience through the efficient gate management. This study intends to maximize the utilization rate on usable gates by concerning about layout, terminal configuration, local passenger of the airport and development of gate assignment algorithm and DSS which maximize the gate utilization and minimize the passenger's walking distance.

Risk Analysis using Failure Data in Railway E&M System

  • In recent, the railway system consists of subsystems as rolling stock and infrastructures as signaling, telecommunication, power supply, overhead contact and platform screen door, etc. Furthermore, each subsystem has complicated interface so as not to understand these relationship. Consequently, to operate the railway system continuously with required safety and availability, the failure data should be corrected and analyzed systematically during operation. To achieve this object effectively, this paper presents the method which is evaluating the operational risk quantitatively using failure data, and selecting the critical equipment. Following this analysis, the improvement plan is established and applied to reduce the operational risk on system or equipment. From this study, the critical equipments of system could be determined and prioritized by risk analysis. Also, the effective maintenance to prevent critical failure could be implanted by this suggested methodology.
