A Study on The Enhancement of Aviation Safety in Airport Planning & Construction from a Legal Perspective (공항개발계획과 사업에서의 항공안전성 제고에 대한 법률적 소고)

  • Today air traffic at the airport is complicated including a significant increase in the volume of air transport, so aviation accidents are constantly occurring. Therefore, we should newly recognize importance of the Air Traffic Safety, the core values of the Air Traffic. The location of airport that is the basic infrastructure of the air traffic and the security of safety for facilities and equipments are more important than what you can. From this dimension, I analyze the step-by-step safety factors that are taken into account in the airport development projects from the construction or improvement of the airport within the current laws and institutions and give my opinion on the enhancement of safety in the design and construction of airport. The safety of air traffic, as well as airport, depends on location, development, design, construction, inspection and management of the airport including airport facilities because we have to carry out the national responsibility that prevents the risk of large social overhead capital for many and unspecified persons in modern society through legislation regarding intervention of specialists and locational criteria for aviation safety from the planning stage of airport development. In addition, well-defined installation standards of airports and air navigation facilities, the key points of the airport development phase, can ensure the safety of the airport and airport facilities. Of course, the installation standards of airport and air navigation facilities are based on the global standard due to the nature of air traffic. However, to prevent the chaos for the safety standards in design, construction, inspection of them and to ensure the aviation safety, the safety standards must be further subdivided in the course of domestic legislation. The criteria for installation of the Air Navigation facilities is regulated most specifically. However, to ensure the safety of the operation for Air Navigation Facilities, performance system proved suitable for the Safety of Air Navigation Facilities must change over from arbitrary restrictions to mandatory restrictions and be applied for foreign producers as well as domestic producers. Of course, negligence of pilots and defective aircraft maintenance lead to a large portion of the aviation accidents. However, I think that air traffic accidents can be reduced if the airport or airport facility is perfect enough to ensure the safety. Therefore, legal and institutional supplement to prioritize the aviation safety from the stage of airport development may be necessary.

Prospects and Challenges of Palestinian Logistics System

  • The purpose of this paper is to shed the light on one of the most important influential factors for the development the Palestinian economy, which is logistics system. The discussion about the Palestinian state and its economy arise after the UN General Assembly voted to grant Palestine a nonmember state. Palestine is considered land-locked country, although it has seashore. Although Palestine has seashore, it is considered land-locked country due to the lack of sovereign logistics infrastructure. International Trade with Israel, Jordan, and Egypt is done through land border crossings. Palestinian international trade to European, Asian, and American countries is currently done through Israeli airports and seaports. Almost 99% of the Palestinian imports are through land. Israeli policies and procedures incur Palestinian exports additional transportation costs when delivering their products to Israeli ports and Airport and even when transit these cargos to neighboring countries through Israeli controlled areas. Therefore, without direct access to international markets, the Palestinian economy will not be able to compete in international markets, and will continue its dependence on the Israeli economy. Considering that the current situation will continue, alternative routes for international trade to avoid using the Israeli ports are Aqaba Port in Jordan and Port Said in Egypt. In the long term, having a seaport and Airport in Gaza, Airport in the West Bank, and constructing the Corridor connecting Gaza and the West Bank, is the only solution capable for independently integrating the Palestinian economy with the region and other countries in the world, and therefore creating competitive advantage for the Palestinian exports.

On the Design of Extending Airspace for Improving Incheon International Airport Capacity (공역확장을 통한 인천국제공항 수용능력 향상에 관한 고찰)

  • In this paper, we propose a secure alternative for improving airspace capacity of Incheon International Airport. Since the direction of simultaneous independent approaches to runway 15/16 radar-guided approach for ILS approach procedures for the need to provide control services, in view of the radar is the smallest possible no-fly zone airspace propose the demilitarized zone (P-518) adjustment. If possible simultaneous independent approaches to secure a temporary increase in the holding area due to traffic, the military training airspace gradually secured a total of 10 miles by 5 miles, some military training airspace in Osan Approach Control is proposed to include in Seoul Approach Control.

A Study on the Factors Influencing the Intention to Use Bio Pass at Airports through Innovation Resistance (혁신저항을 매개로 공항에서 바이오 패스의 사용의도에 영향을 미치는 요인분석)

  • In the era of the 4th industrial revolution, airports around the world are rapidly pushing for smart airports. One ID service based on biometric technology to eliminate congestion and improve airport operation efficiency is one of them. In particular, biopass, which allows you to use the entire journey with one single token without an ID card or boarding pass from arrival at the airport to boarding an aircraft, is emerging as an important technology for smart airports. This study conducted an empirical analysis to identify factors that affect the intention to use in two aspects: the acceptance, and rejection of bio-pass by combining UTAUT and the innovative resistance model. As a result of the study, it was found that the relative advantages and compatibility had a positive effect on the intention to use, and the perceived risk had a negative effect on the intention to use through innovation resistance. This suggests that infrastructure expansion and usage expansion are needed to use time more efficiently at airports, and that the government, airlines, and airport operators need to cooperate to strengthen the security system to relieve users' psychological anxiety.

  • To minimize the occurrence of aviation accidents in the post-COVID, continuous flight training is crucial. However, the current infrastructure of domestic airports and airfields is insufficient to prepare for and respond to accidents, and there is a need for sufficient facility capacity. Therefore, this study examines the construction of a regional airport to minimize aviation accidents and selects factors necessary for determining the site location. Among the 11 selected factors, six were considered the most important site selection factors, including noise issues, weather conditions, obstacle limitations, environmental issues, airspace conditions, and facility usability. Applying these factors, an analysis was conducted on the Songpo area of Sacheon City, Gyeongsangnam-do. Based on a comprehensive review, it can be concluded that the Songpo area is a suitable choice for a regional airport due to its excellent transportation environment, consideration of noise and environmental issues with the residential population, and other factors. Furthermore, the development of the aviation industry is expected to bring about an increase in tourism and economic benefits, and it is anticipated to make a significant contribution to the domestic aviation industry along with the construction of the currently under-construction Ulleung Airport.

  • The Cucurbitaceae are a plant family that consist of over a hundred genera, the most important of which are squash, pumpkin, zucchini, some gourds, cucumber and watermelon. These are among the top imported seeds in Korea. At the time of their import, the Squash mosaic virus (SqMV), the Cucumber green mottle mosaic virus (CGMMV) and the Kyuri green mottle mosaic virus (KGMMV) are designated as regulated viruses for quarantine in Korea. This study was conducted to develop specific primer sets for easy and rapid detection of SqMV, CGMMV and KGMMV. RT-PCR with the nested PCR primer sets and modified positive control plasmids were capable of highly sensitive detection and verification of such viruses. In addition, developed diagnostic PCR systems applied to quarantine sites detected 47 cases of SqMV, 67 cases of CGMMV and 17 cases of KGMMV between 2010 and the first half of 2014.

Development of a diagnostic system to detect potato virus T using RT-PCR and nested PCR (감자T바이러스 검정을 위한 RT-PCR 및 Nested PCR 진단시스템 개발)

  • Potato virus T (PVT) is a plant pathogen in the family Betaflexiviridae, group IV single-stranded positive sense RNA viruses. The major host of PVT is potato, and it has been reported in Ullucus tuberosus, Oxalis tuberosa and Tropaeolum tuberosum. This study aimed at developing reverse transcription (RT)-polymerase chain reaction (PCR) and nested PCR techniques for specific detection of PVT. Finally, Two RT-PCR primer sets were developed and verified. The RT-PCR products were amplified to 734 (PVT RT-PCR primer set 6) and 828 bp (PVT RT-PCR primer set 29) long to detect PVT. The nested PCR primer sets [PVT-N70/C20 ($734{\rightarrow}315bp$) and PVT-N75/C30 ($828{\rightarrow}529bp$)] were developed which are high sensitivity and verification for detection of PVT. Furthermore, a modified-positive control plasmid is use to verify contamination of laboratory in PVT detection. This study supported the diagnose PVT in potato or PVT related hosts.

  • As can be seen by the fact that 96% of foreign visitors to Korea travel by air, governments across Asia are aware of the importance civil aviation has in a country's economical developlment, and are fiercely investing in infrastructure and systems which could help set the ground for a hub strategy, catching the profits generated from air travel. In the case of Incheon Internation Airport (IIA), Chinese passengers have outnumbered Japanese passengers using IIA. Considering the potential growth of the Chinese air transport market, there is the growing need for thorough research regarding Chinese passengers. Surveys for the following study were distributed between September 2015 and October 2015, which includes Chinese holidays. Surveys were distributed to Chinese transfer passengers, with questions related to airport service and facility usage.

A Study on the Future Air Traffic Demand in Busan Metropolitan Area (부산권 항공수요예측 연구)

  • Since the 90's, Korean Air transport market has been more expanded because of economic growth, the construction of airport infrastructure, and the advent of low cost carrier. Especially, the air traffic demand in Busan metropolitan area has been increasing steadily. Therefore, in this paper, we developed a new forecasting model which could expect the future air traffic demand in Busan area. This model is developed by regression analysis using social-economic variables such as GRDP, income, and the number of people, and dummy variables, for instance, KTX opening, Japan economic depression, SARS and so on. Result from demand forecasting by this new model suggests that the new airport system is needed in order to sustain the increasing air traffic demand in Busan area.

  • Benefit-cost analysis is one of key elements of feasibility study on a large scale investment for transportation infrastructure improvements. Benefit-cost analysis requires measuring expected benefits after the investment is completed. Reduction of delays is the major source for the benefit among other measurable benefits. Measurement methods for delays reduction have been reviewed and two methods were recommended for passenger delay and aircraft operation delay. Using these method, the effects of Cheju International Airport Improvement Projects were evaluated.
