A study on the development of Enterprise Risk Management System in Airport Corporation (공항운영기업의 전사적 위험관리체계 분석 연구)

  • Enterprise Risk Management(ERM) is aiming at the establishment of the risk management process to prevent and cope with risks in advance and is composed of Risk Identification, Risk Assessment, Risk Response and Monitoring. It is feedback through the Risk Re-identification. This study has analysed a sample of the risk management system of an airport operating corporation, for this purpose, relevant documents and examples of overseas airports have been reviewed. It has found that corporations establishing ERM have been performing identical procedures such as the process of Identification, Assessment, Effective Reporting, Communication and monitoring and so on. The A corporation has established the process for risk management and crisis management and organized for its organization and system. The risk management has the same process such as above. In this process, when the symptoms of critical crisis have been recognized, it has been transformed into crisis management system, through which, corporate-wide response has been conducted in the process of crisis status analysis, response and follow-up management. This study expects to contribute to systematic foundation for future business continuity on the basis of risks and response procedures acknowledged by this study.

Analytic Hierarchy Research on Site Selection to Construct Airfield to Contribute to Improve Aviation Safety Focusing on Song-Po Airfield (항공안전 증진을 위한 경비행장 건설에 따른 입지선정 AHP(Analytic Hierarchy Process) 연구 - 송포 비행장을 중심으로 -)

  • To minimize the occurrence of aviation accidents in the post-COVID, continuous flight training is crucial. However, the current infrastructure of domestic airports and airfields is insufficient to prepare for and respond to accidents, and there is a need for sufficient facility capacity. Therefore, this study examines the construction of a regional airport to minimize aviation accidents and selects factors necessary for determining the site location. Among the 11 selected factors, six were considered the most important site selection factors, including noise issues, weather conditions, obstacle limitations, environmental issues, airspace conditions, and facility usability. Applying these factors, an analysis was conducted on the Songpo area of Sacheon City, Gyeongsangnam-do. Based on a comprehensive review, it can be concluded that the Songpo area is a suitable choice for a regional airport due to its excellent transportation environment, consideration of noise and environmental issues with the residential population, and other factors. Furthermore, the development of the aviation industry is expected to bring about an increase in tourism and economic benefits, and it is anticipated to make a significant contribution to the domestic aviation industry along with the construction of the currently under-construction Ulleung Airport.

  • The immigration procedure at airports is vital to making passenger and cargo transport faster. The rapid procedure of immigration could be an important determining factor when passengers select an air transport company, one that should have high satisfactory in terms of their service level and efficiency. Therefore, the advanced airport makes it easy for customers and their cargo to proceed. The coordination between authorities related to the Korean international airport is not satisfactory for customers. This paper analyzes the factors necessary to enhance the airport immigration procedure with the movement of aircrafts, passengers, cargo, and post, using the CK(Cook and Kress) model of DEA(Data Envelopment Analysis). From this study, the author found that research and development will be needed to improve the immigration procedure, especially on facilities and their operating systems. There are needed, also, performance indicators and a continuous monitoring system.

A Study on a Smart Digital Signage Using Bayesian Age Estimation Technique for the Next Generation Airport Service (차세대 공항 서비스를 위한 베이지안 연령추정기법을 이용하는 스마트 디지털 사이니지에 대한 연구)

  • We propose an age estimation-based smart digital signage for the next-generation airport service. The proposed system can recognize the face of the customer so that it can display the selective information. Using a webcam, the system captures the face of the customer and estimates the age of the customer by calculating the wrinkle density of the face and applying bayesian classifier. The developed age estimation method is tested with a face database for the performance evaluation. We expect the new digital signage may improve the satisfaction of customers of the airport business.

A development of an Optimization-Based Flight Scheduler and Its Simulation-Based Application to Real Airports (최적화 기법 기반의 항공기 스케줄러 개발 및 실제 공항의 수치적 모사)

  • Several problems caused by inevitable increment of airplane have been issued. The most effective solution to solve the issues is considered as establishing appropriate Air Traffic Management (ATM) that reduces aircraft's delay at an airport and intensify the airport's capacity. The purpose of this paper is to produce the optimum aircraft schedules that maximize the aircraft throughput by smooth air traffic flow near terminal area of an airport In this paper, mathematical formulations of the scheduling problem are firstly specified. Based on the mathematical modelling, an Optimization-Based Flight Scheduler that provides the optimum flight schedules for arriving aircraft is developed by introducing the Mixed Integer Linear Programming(MILP) and the Genetic Algorithms(GA). With this scheduler, we calculated the optimum schedules to compare to real schedule data from an Incheon Airport. As a result, it is validated that aircraft throughput produced by the optimum schedule is much better than that of the schedule from the Incheon airport. The optimization-based flight scheduler is expected to deal with problems due to the aircraft saturation in near future.

Development of Three-Dimensional Finite Element Model for Structural Analysis of Airport Concrete Pavements (공항 콘크리트 포장 구조해석을 위한 3차원 유한요소 모형 개발)

  • PURPOSES : In this study, a three-dimensional nonlinear finite element analysis (FEA) model for airport concrete pavement was developed using the commercial program ABAQUS. Users can select an analysis method and set the range of input parameters to reflect actual conditions such as environmental loading. METHODS : The geometrical shape of the FEA model was chosen by considering the concrete pavement located in the third-stage construction site of Incheon International Airport. Incompatible eight-node elements were used for the FEA model. Laboratory test results for the concrete specimens fabricated at the construction site were used as material properties of the concrete slab. The material properties of the cement-treated base suggested by the Federal Aviation Administration(FAA) manual were used as those of the lean concrete subbase. In addition, preceding studies and pavement evaluation reports of Incheon International Airport were referred for the material properties of asphalt base and subgrade. The kinetic friction coefficient between the concrete slab and asphalt base acquired from a preceding study was used for the friction coefficient between the layers. A nonlinear temperature gradient according to slab depth was used as an input parameter of environmental loading, and a quasistatic method was used to analyze traffic loading. The average load transfer efficiency obtained from an Heavy falling Weight Deflectomete(HWD) test was converted to a spring constant between adjacent slabs to be used as an input parameter. The reliability of the FEA model developed in this study was verified by comparing its analysis results to those of the FEAFAA model. RESULTS : A series of analyses were performed for environmental loading, traffic loading, and combined loading by using both the model developed in this study and the FEAFAA model under the same conditions. The stresses of the concrete slab obtained by both analysis models were almost the same. An HWD test was simulated and analyzed using the FEA model developed in this study. As a result, the actual deflections at the center, mid-edge, and corner of the slab caused by the HWD loading were similar to those obtained by the analysis. CONCLUSIONS : The FEA model developed in this study was judged to be utilized sufficiently in the prediction of behavior of airport concrete pavement.

  • FOD is a generic term for substances with potential threats that can pose a fatal risk to aircraft. Therefore, FOD should be noted in all areas of the airport. Especially, the method of detecting and collecting FOD in runway and aircraft movements is very low efficiency and economical efficiency of airport operation, so it is essential to develop FOD automatic detection system suitable for domestic environment. As part of the aviation safety technology development project, the development of an automatic detection system for foreign matter in the moving area of the aircraft inside the airport is underway. In this paper, it is confirmed that EO / IR camera is used for detection of foreign objects at Taean Airfield of Hanseo University. EO camera is used during the day and IR camera is used at night.

Development of Fast-Time Simulator for Aircraft Surface Operation (항공기 지상 이동 Fast-Time 시뮬레이터 개발)

  • Thisstudy presentsthe development of a fast-time airport surface simulator. The simulator usesthe output from a first-come first-served (FCFS) scheduler and has adopted one-dimensional dynamic model to simulate the movement of the aircraft on the surface. Higher collision risks situations in the airport surface traffic are analyzed to classify those situations into six cases. A conflict detection and resolution algorithm is implemented to maintain separation distance and to prevent deadlock. The simulator was tested with a scenario at the Incheon International Airport that contains 72 aircraft. Without the conflict detection and resolution, various conflict situations are identified. When the conflict detection and resolution algorithm is managing the traffic, it is confirmed that the conflicts are removed at the price of additional delays. In the conflict resolution algorithm, three prioritization strategies are implemented, and delayed aircraft count and average additional delays are compared. Prioritization based on remaining time or distance showed smaller total additional delay compared to choosing minimum delay priority for each situation.

  • As the number of passengers and the amount of cargo is getting increased, the traffic of aircraft and moving vehicle at an airport is getting busy. Especially, due to the heavy traffic of moving vehicles in the area of airside, the safety management of them is getting important. The study has been performed for suggesting improved methods in order to reduce safety accidents between aircraft and moving vehicles by introducing a safety management system for moving vehicles in airside of an airport. In order to improve the level of safety with the efficient management of moving vehicles in airside, the analysis of the domestic and international trends of the related technology and regulations has been performed. As a result, the conceptual design of safety management system has been suggested by utilizing the location information technology and four layers (hardware, network, middleware and application) approaches of safety management system.

Study on the development process and operations of aviation security screening (항공 보안검색의 발전과정과 운영실태에 관한 연구)

  • The terrorism threat against aviation industry is increasing after 9/11 incidents. As the way of preventing the future threat, this study is to review current status and make practical suggestions on Incheon International Airport security screening. The Library research method is utilized for this study. Chapter 1 is an introduction part and describes the general instruction. Chapter 2 describes the importance of aviation security and cases of aviation terrorism. Screening history is described in chapter 3 detailing operations and equipment. Status of IIAC(Incheon International Airport Corporation) security screening and prevention measures are described in chapter 4 and chapter 5 describes the final conclusion. In conclusion, if the introduction of state-of-the-art security equipment and modification of inadequate regulations come in first, whatever the threat exists, aviation terrorism can be prevented with the positive prevention efforts.
