ICAO의 ASBU(Aviation System Block Upgrades) 추진 동향(1) (A Study on Implementation Trend of Aviation System Block Upgrades(1))

  • Development of air navigation and avionics technologies led to solve the problems that conventional ATM system had. The International Civil Aviation Organization developed the Aviation System Block Upgrades (ASBU) initiative in order to harmonize global ATM planning and technology upgrades and urged to implement the recommendations for the member States. The ASBUs provide the road map to assist air navigation service providers in the development of their individual strategic plans and investment decisions. In this paper, the operational concepts in 2 performance improvement areas, Airport Operations and Globally Interoperable System and Data in ASBUs, have been summarized. In Airport Operations area the new management technologies and required systems are presented for optimizing the traffic flow in airport area and terminal airspace. Data format standards and required systems presented for information integration and usage of the new system under Globally Interoperable System and Data area.

  • Utilization rate for the gate and required time and walking distance to boarding flight are important measures for the gate management and passenger's convenience estimation. So, the main purpose of the gate management are the maximization of utilization rate and improvement of airport terminal user's convenience through the efficient gate management. This study intends to maximize the utilization rate of usable gates by considering layout, terminal configuration, local passenger of the airport and development of gate assignment algorithm and DSS which maximizes the gate utilization and minimizes the passengers' walking distance. And the decision support system can provide an efficient means of airport management of airport using an assignment algorithm.

  • IATA(International Air Transport Association, 국제항공운송협회)를 중심으로 항공사 시스템과 연계하여 공항 탑승수속 및 보딩업무를 지원하는 공용시스템 국제 기술표준을 기존의 CUTE(Common Use Terminal Equipment)에서 개선된 CUPPS(Common Use Passenger Processing Systems)로의 전환을 추진 중이다. IATA는 향후 공항 공용시스템의 CUPPS 전환 시 탑승수속 및 보딩업무 관련 각종 장비에 대한 표준 인터페이스 구현 및 항공사 어플리케이션 인증을 통해 항공사의 공용시스템 관련 개발 및 유지보수 비용이 감소될 것으로 예상하고 있다. 인천국제공항은 동북아 주요 공항들과 항공사 유치를 위해 치열하게 경쟁하고 있는 상황에서 항공사의 비용절감 효과를 기대할 수 있는 공항 공용시스템의 CUPPS 전환은 필수적이다. 이에 본 연구에서는 CUPPS 국제 기술표준을 기반으로 사용자의 요구사항에 따라 다양한 기능을 지원할 수 있는 인천국제공항의 컴포넌트(Component) 기반 차세대 공용여객처리시스템의 설계와 구현방안을 제시한다.

인천국제공항관련 언론보도가 기업이미지에 미치는 영향 (A study on effects of the press release on Incheon International Airport Corporation)

  • Incheon International Airport is total number of passengers using that increased by 8.3 percent year-on-year, with the highest level of user ratings since the opening of the previous year. Thus, After analyzing the positive image of Incheon International Airport and analyzing future corporate image development, the company conducted a study on improving the image of Incheon International Airport. Based on the SERVQUAL method, the study classified the five types of SERVQUAL. The difference in the distinctions of the media coverage varied, and the differences in the credibility of the media show that the differences between the press and the credibility of the media are not reflected in the characteristics of the media. These findings will provide data for the managerial control of corporate images based on positive or negative reporting on the Incheon International Airport, and based on the analysis of the findings, it is believed that it will benefit from being the most high-profile airport.

공항운영조직의 안전관리시스템(SMS) 운영 효율성 향상에 관한 연구 (A Study on Efficient Operation of Safety Management System for Airport Organization)

  • Continued efforts to build up Safety Management System(SMS) and to improve its efficiency in airports, to which customers have direct access, are taken for granted due to continuous development of the aviation industry in both quantity and quality and rapid growth of air transportation market. This thesis proposed efficient operation methods of SMS for domestic airport organizations including Incheon International Airport(IIA), the largest airport in South Korea, aiming at strengthening aviation safety from the perspective of airport operators who play a pivotal role in service provider SMS. Those are consolidation of the existing safety management organizations and various improvements to promote voluntary incident reporting system. To draw a proposal for the improvements, conducted a research on domestic safety management status, carried out an analysis on operating conditions and did a research on ICAO regulations, domestic legal system as well as statistics data. Relevant studies and researches were also gathered and analyzed. A search for further improvements can also help increase operational efficiency and promoting a higher-level of safety awareness among operators can establish mature safety culture at airports.

공항시설법 제정(안)의 내용과 쟁점 (A Study on the Legal Issues of Proposed Korean Airport Facility Act)

  • 항공법은 1961년 이래 항공운송사업과 항공안전 및 공항에 관련되는 모든 사항을 규제해 왔다. 그러나 글로벌 경쟁이 필요한 오늘날의 항공운송산업의 여건에서는 국제항공운송시장에서 항공운송사업을 효율적으로 지원하고 국민들에게 안전한 항공교통서비스를 효과적으로 제공하여야 하는 새로운 도전에 직면해 있다. 이러한 때에 시의적절하게 정부에서 "항공법"을 분법하여 항공사업법, 항공안전법, 공항시설법으로 입법예고를 하였다. 여기에서는 우선 입법예고되어 있는 공항시설법(안) 즉 공항관련법령에 대하여 국내의 교통관련 법제 및 일본의 항공관련법령의 체계를 살펴보고 공항시설법(안)의 편제 등에 대한 시사점을 찾아 보고자 한다. 아울러 동법(안)의 배경과 편제, 주요 내용을 신설하는 사항을 중심으로 주요내용을 소개하고자 한다. 이어서 동법(안)이 제정되기 전에 논의할 필요가 있는 사항에 대하여 쟁점사항을 도출하여 문제를 제기하고 이에 대한 대안을 제시하고자 한다. 특히 공항시설법(안)의 명칭, 공항운영 관리자 지정에 관한 문제, 공항개발사업의 공항시설 국가귀속에 관련되는 회계처리 문제, 행정청의 권한을 위임할 필요가 있는 경우 이를 명문으로 위임하여 권한 행사의 근거를 명확히 하는 문제 등에 대하여 논의의 단초를 제공하고자 한다. 결론적으로 현행 "항공법"을 운송사업에 관한 법, 공항에 관한 법, 항공안전에 관한 법으로 분법하는 것은 각각의 산업을 효과적으로 규제, 촉진 및 조성하기 위하여 반드시 필요할 것으로 생각한다. 즉 항공관련 법령도 수범자, 공정경쟁, 안전규제, 효율성 등의 관점에서 분법이 이루어져 항공산업의 총합적인 발전은 물론 항공안전의 확보 및 공항운영의 글로벌 경쟁력을 제고할 수 있는 방향으로 개별법화의 과정이 진행되는 것이 바람직하다고 할 것이다.

  • Discussions are given to Korea all transport market and its intrinsic problems related to airport spatial distribution and facility capacities. Regional development impacts and demand forecasts are major variables for identifying a future direction for restructuring air transport market in Korea. A brief introduction is also given to the New Seoul International Airport(NSIA) that is expected to lead domestic and the North East Asia ail transport market.

공항 콘크리트와 아스팔트 포장 간의 접속 방법 개발 (Development of a Junction between Airport Concrete and Asphalt Pavements)

  • PURPOSES : The purpose of this study is to analyze the magnitude of shoving of asphalt pavement by junction type between airport concrete and asphalt pavements, and to suggest a junction type to reduce shoving. METHODS : The actual pavement junction of a domestic airport, which is called airport "A" was modified by placing the bottom of the buried slab on the top surface of the subbase. A finite element model was developed that simulated three junction types: a standard section of junction proposed by the FAA (Federal Aviation Administration), an actual section of junction from airport "A" and a modified section of junction from airport "A". The vertical displacement of the asphalt surface caused by the horizontal displacement of the concrete pavement was investigated in the three types of junction. RESULTS : A vertical displacement of approximately 13 mm occurred for the FAA standard section under horizontal pushing of 100 mm, and a vertical displacement of approximately 55 mm occurred for the actual section of airport "A" under the same level of pushing. On the other hand, for the modified section from airport "A" a vertical displacement of approximately 17 mm occurred under the same level of pushing, which is slightly larger than the vertical displacement of the FAA standard section. CONCLUSIONS : It was confirmed that shoving of the asphalt pavement at the junction could be reduced by placing the bottom of the buried slab on the top surface of the subbase. It was also determined that the junction type suggested in this study was more advantageous than the FAA standard section because it resists faulting by the buried slab that is connected to the concrete pavement. Faulting of the junctions caused by aircraft loading will be compared by performing finite element analysis in the following study.

중형 규모 공항의 소음저감 정책 분석 (Comparison of Noise Reduction Policy in Medium-sized Airports)

  • The development in air transport increases noise around the airport. In order to reduce the noise around the airport, International Civil Aviation Organization has made a lot of effort since the 1970s and Many countries, including South Korea, are implementing many noise reduction policies. This paper investigates those noise reduction policies of medium-sized airports with similar frequency to Gimpo, Jeju and Gimhae airports in South Korea and compares eleven airports in Europe, eleven airports in Asia and five airports in America, including Oceania. According to the research, European countries developed and applied the navigation procedure to avoid the noise area according to the characteristics of the airport. In Asia, there are not as many domestic noise reduction policies. In case of the United States, it provides information only on noise-sensitive areas around airports. After having investigated various policies, this research has examined the noise reduction policy of South Korea. It is concluded that new navigation procedures which reduce noise should be developed.
