Assessing Economic Value of Social-cultural Function of Korean Agriculture (농업·농촌의 사회·문화적 기능 가치 평가)

  • Although the demand and awareness of public regarding social-cultural functions of agriculture and rural areas would increase recently, the sustainability of them has continuously decreased. To derive policy directions for improvements of social-cultural functions of agriculture and rural areas, This study analyzed willingness to pay for social-cultural functions of agriculture and rural areas and its determinants by uisng contigent valuation method. The results show that the willingness to pay for social-cultural functions of agriculture and rural areas is positively affected by awareness of the importance of agriculture, interest in problems regarding agriculture in Korea, awareness of social functions of agriculture, and experience in rural life. These results would imply that policies for the improvement of public awareness and experiences increase the value of social-cultural functions of agriculture and rural areas. In addition, the results imply that more diverse education programs and activities are required in order to change awareness of future generations in response to decreases in population having experiences in agriculture and rural life due to urbanization. Lastly, the results show that the average willingness to pay for social-cultural functions of agriculture and rural areas is about 35,600 won, and total willingness to pay for social-cultural functions of agriculture and rural areas is about 998.3 billion won. This is much larger than the government budget on enhancement of social-cultural functions of agriculture and rural areas in 2019. This difference between government budget and the total willingness to pay implies that Korean government would be required more positive policies to maintain and enhance social-cultural functions of agriculture and rural areas.

The Economic Evaluation of the Public Values of Agriculture and Rural Area in Korea (농업·농촌의 공익적 가치에 대한 경제적 평가)

  • The public value of agriculture and rural areas is closely associated with the concept of multifunctionality of agriculture and rural areas, which in turn signifies economic values other than the production function of agriculture and rural areas. Based on the survey results, virtual scenarios were set up and the contingent valuation method (CVM) was used to estimate the amount consumers are willing to pay (WTP) for the public functions of agriculture and rural areas. This study selected five domains of the public value (environment conservation, maintenance of landscape and cultural tradition, enhancement of national prestige, local community maintenance and socio-economic functions, and food security) and 21 value items as components of the public value. An economic assessment of the public value of agriculture and rural areas was conducted using a binomial logistic regression model. The estimation results showed that the public value consumers are willing to pay ranges from a minimum of 6,346.8 billion won to a maximum of 9,327.2 billion won.

A Basic Study on the Introduction Facilities of Agriculture and Rural Areas for the Establishment of the Rural Space Plan (농촌공간계획 수립을 위한 농업·농촌 도입 시설에 관한 기초연구)

  • This study is a basic study for reorganizing the facility system of agriculture and rural areas necessary for establishing a rural spatial plan. Accordingly, the newly implemented rural spatial planning system was briefly reviewed. As the scope of the study, the facility-related laws and the classification and classification system of facilities of previous studies were set as the scope of the study. In order to reorganize the facility system in rural areas necessary for establishing a rural space plan, this study compared and analyzed the facilities according to the laws related to the facilities and the use of previous studies. As a result of analyzing 21 target sites for rural agreements with 12 sectors of service facilities in rural areas as indicators, 14 facilities in 8 sectors were found to be commonly introduced for the establishment of living areas in rural areas or regional development. However, the classification of production space facilities related to agriculture as functional facilities necessary for rural life was insufficient. Accordingly, when considering the specificity of rural areas, it is necessary to classify facilities of living spaces in rural areas and production space of agriculture according to their use.

Social Awareness on the Function of Public Benefit of Agriculture and Rural Areas (농업.농촌의 공익기능에 대한 사회적 인식 연구)

  • The purpose of this study is to segment the social awareness on the function of public benefit of agriculture and rural areas by socio-economic and action/attitude characteristics, and to identify the influential variables in social awareness. The nationwide survey of 1,200 adults aged over 20 was conducted, and the data was analyzed by PASW statistics 17.0. One of the awareness variables was the degree of the consent to the preservation of the public beneficial function. This variable was segmented by the interest on related information, the criteria of buying agricultural products, occupation and age. And the other awareness variable was the willingness to pay for the preservation of the public beneficial function. This variable was segmented by the education, occupation, income and the experience of living in rural areas. According to the results, some suggestions for improving the social awareness on the public beneficial function of agriculture and rural areas were discussed.

  • Idleness in rural areas is a very important issue with regard to national land space management. Previous studies have been conducted separately in terms of population housing and farmland. So, an integrated analysis considering population housing and farmland is required for rural spatial management. In this study, vulnerability indices were developed and spatial distribution of the vulnerable areas was analyzed by evaluating regional vulnerability on population, housing, and farmland. In addition, plans for rural space management plan were proposed considering the population hollowing out and the idle farmland. The results of this study would be helpful in preparing policies that take into account the vulnerability of idleness in rural areas.

Analysis and Comparison of Labor Market Stability by Business Categories in Urban and Rural Areas : Industrial Group, Employment Size, and Survival Duration (도시 및 농촌지역 사업체 유형별 노동시장 안정성 비교분석: 산업군, 종사자규모 및 존속기간별 유형을 중심으로)

  • Stability of labor market in rural areas was analyzed in this paper with categories of industrial group, employment scale, surviving period, and founder group. The stability of each classified labor market was compared with each other to figure out the stable business class and the unstable class in rural areas. The results of rural areas were compared with those of urban areas. The stability was analyzed with average and coefficient of variation (C.V.) of annual total employees' change rates. It was revealed that labor market of 'primary industry', including agriculture, is unstable. Especially, labor market of 'mid-size' and 'primary industry' businesses founded as 'incorporated company' in rural areas is vulnerable. While labor market of 'large-size' is proved to be unstable, it is confirmed that 'small-size' or 'mid-size', and 'over-ten-year survived' businesses have positive contribution to the stable labor market in rural and urban areas. The results show that the stability of labor market is different in each category of business and in each region of rural or urban area. It is expected that the results can be utilized for the regional development policies, of labor and industry part.

Evaluating the Value of Environment-Friendly Agricultural Landscapes Using CRM (CRM을 이용한 친환경농업의 경관가치 평가)

  • Environment-friendly agriculture has not only the simple purpose producing foods but also the key roles of conserving rural environments, landscapes and sustainable land uses. In addition, environment-friendly agricultural areas and their landscapes are important factors representing uniqueness of rural areas. For these reasons, this study investigates the landscapes formed through environment-friendly agriculture and evaluates the economic values of the landscapes using CRM(contingent ranking method) which has been known as one of the practical methods in the field of environmental economics. Based upon a scenario that government introduces the ratio of environment-friendly agriculture to evaluate economic values, a survey was performed with 1,088 of rural residents throughout the country. The results of this study indicate that the economic value for conservation and maintenance of environment-friendly agriculture landscapes is 480 won per household/month/1% environment-friendly agriculture, and this can be converted into 829 hundred million won per 1% environment-friendly agriculture nationally.

An Exploratory Study on the Introduction of Basic Income Guarantee for Rural Residents (농촌기본소득제 도입에 관한 탐색적 연구)

  • Under the premise of unbalanced development between urban and rural areas, this study raised criticism that the balanced national development policies in South Korea, which had been promoted in earnest after 'the Participatory Government' has adversely deepened the development gap between urban and rural areas by promoting the development of urban. In the meantime, the agricultural economy that supported the rural economy has gradually collapsed after reckless market opening, and due to the balanced national development policy focusing on urban infrastructure construction, rural areas are facing a crisis of 'depopulation' and 'regional extinction.' For this reason, many local governments have recently recognized the public values of agriculture and have introduced 'agrarian basic income' for the sustainability of agriculture. However, there is a limit to overcoming the crisis in rural areas because the population of farmers among rural residents is only 25%. Therefore, this study proposes the necessity of introducing the basic income for rural residents as a new paradigm for balanced development between urban and rural areas beyond the existing policy limits, based on surveys of opinions of residents living in Chungchengnam-do, South Korea and experts on the introduction of 'basic income for rural residents' in the future.

  • This study was carried out to identify the problems and policy alternatives for the improvement of living conditions and environmentally friendly agriculture. The results of surveys on the current situations of living conditions in the rural areas revealed that the main cause of depopulation in Korean rural villages was the lack of social infrastructure and income sources. The current government policies for agriculture geared mainly for improvement of international comparative competitiveness will result in the further disadvantage against the mountainous regions with marginal agricultural lands. Therefore, it is recommended that the agricultural policy should be complemented by the environmental and social policies in the less favoured areas. This can be justified by the fact that the demand for environmental public goods such as recreational opportunities in rural settings uncontaminated by the industrial wastes is growing.
