An Analysis on the Prospects and Realities of Local Governments' Project Promotions according to the Changes in Financial Policy of Agricultural Infrastructure Improvement Projects (농업기반정비사업의 재정정책변화에 따른 지방자치단체의 사업추진 전망 및 실태 분석)

  • This study attempted to investigate the changes in the perception of local government officials about agricultural infrastructure improvement projects due to the financial policy changes. A total of 141 local government officials were surveyed on the priority, the current status of the agricultural infrastructure improvement projects. Irrigation facilities renovation project and Small drainage improvement project had generally high priority, while Support project of cultivation basis for upland crops in paddy, Large scale land readjustment project, and Upland infrastructure improvement project had low priorities. After the introduction of the block grant system, agricultural infrastructure improvement projects had often been conducted by collecting opinions from local residents. The officials in charge of local governments recognized that the agricultural infrastructure improvement projects were reduced due to lack of financial resources and project potential sites. In response to the changes in the agricultural infrastructure improvement projects, most of the surveys showed that the influence of cities and provinces was strengthened. In addition, respondents most needed to improve the subsidy rate and there were a large number of cases requiring differential support to meet the characteristics of the local government. Therefore, it will be necessary to present a new perspective on the agricultural infrastructure improvement projects and to suggest differentiated projects for each regions.

The Proxy Variables Selection of Vulnerability Assessment for Agricultural Infrastructure According to Climate Change (논문 - 기후변화에 따른 농업생산기반 재해 취약성 평가를 위한 대리변수 선정)

  • Climate change has impacts on not only the average temperature rise but also the intensity and frequency of extreme events such as flood and drought. It is also expected that the damages on agricultural infrastructure will be increased resulting from increased rainfall intensity and frequency caused by climate change. To strengthen the climate change adaptation capacity, it is necessary to identify the vulnerability of a given society's physical infrastructures and to develop appropriate adaptation strategies with infrastructure management because generally facilities related to human settlements are vulnerable to climate changes and establishing an adaptive public infrastructure would reduce the damages and the repair cost. Therefore, development of mitigation strategies for agricultural infrastructure against climatic hazard is very important, but there are few studies on agricultural infrastructure vulnerability assessment and adaptation strategies. The concept of vulnerability, however, is difficult to functionally define due to the fact that vulnerability itself includes many aspects (biological, socioeconomic, etc.) in various sectors. As such, much research on vulnerability has used indicators which are useful for standardization and aggregation. In this study, for the vulnerability assessment for agricultural infrastructure, 3 categories of climate exposure, sensitivity, and adaptation capacity were defined which are composed of 16 sub-categories and 49 proxy variables. Database for each proxy variables was established based on local administrative province. Future studies are required to define the weighting factor and standardization method to calculate the vulnerability indicator for agricultural infrastructure against climate change.

  • Recently the use of smart phones and mobile devices is increasing rapidly, data search and retrieval in the mobile environments are generalized. There are only few mobile applications available in the area of agriculture while huge amount of new applications are developed and uploaded. The purpose of this study was to develop the android based mobile application for providing agricultural infrastructure and disaster information. The mobile application was designed through the database establishment and management system, server management system, and mobile application development. The database is composed of weather data, agricultural infrastructure data, and agricultural disaster data. By developing the mobile application which provides agricultural infrastructure information, it is expected to improve the accessibility to agricultural information and mitigate the agricultural disaster damages.

  • The purposes of this research are to review the current economic measures to be used to assess the economic effects of agricultural infrastructure projects, to find some effects not included into the current measures, and to suggest new additional economic measures. So thus, economic assessment for agricultural infrastructure projects has been criticized to be overestimated. For example, some research reported that the projects enhanced rice productivity by 20% or 30%. We suggest four new measures to evaluate economic effects of agricultural infrastructure projects: (1) enhancement in productivity, (2) switchover from low-income crops to high-income crops, (3) rises in land price, and (4) lower fluctuation in production.

  • Living infrastructure facilities are concentrated in cities with high population density, it is necessary to supply basic living infrastructure facilities to promote welfare in rural areas. The establishment of basic living infrastructure is the minimum right for daily living of local residents. It is supplied by considering national economic and social characteristics through national minimum standards, but it is limited to be practically applied to rural areas where many villages are dispersed in large areas. There is a situation. Therefore, it is necessary to supply systematic and quantitative facilities by analyzing villages that do not meet the minimum standards of basic living infrastructure in rural areas and by considering their characteristics. The purpose of this study is to identify the basic living infrastructure facilities of village units and analyze the characteristics of each village for Boeun-gun, Chungcheongbuk-do.

  • The objective of the study is to suggest planning directions for practical use and to find the conditions of tourist attractions in rural villages founded on city-dweller's preference. Both a questionnaire and a field survey were used for the study. Selected were four villages such as Oryan-ri, gachun-ri, Junggi-ri, and Gyochon-ri. The results of the study are as follows: City-dweller's valued on natural environment resources in rural tourism and felt uncomfortable to accommodations. The scoring system reflecting functions of six resources showed that common problems encountered in rural tourism were lacks of people's organization, and human exchange mind, and tourism-related leasure places and facilities. Based upon the results, some measures to develop villages were suggested.

  • All these days, we achieved the result of our efforts on agricultural facilities by a huge budget for stable agricultural infrastructure development. But it is anticipated that the cost of maintenance is increased from now on since we've focused on installing facilities(agricultural infrastructures) in quantity more than in quality. Furthermore we are short of efficient management system(S/W) because of active and overall support for facilities expansion(H/W). This study is focus on how to improve our agricultural infrastructure for not only to maintain eco-friendly facilities but also to prepare water shortage era.
