Post-traumatic stress disorder (PTSD) is a serious problem not only among workers who experience industrial accidents but also among workers who witness such accidents. Early intervention is needed to prevent prolonged psychological problems. There has been no study conducted regarding the psychological problems of and interventions for bystander workers in Korea. This study introduces the experience of intervention on psychological problems at the Busan Workers' Health Center workers who witnessed their colleagues' death. An investigation and an intervention were conducted according to the Korean Occupational Safety and Health Agency (KOSHA) Guide. In total, 21 individuals including indirect observers showed statistical differences on scores of the Impact Event Scale Revised and the Patient Health Questionnaire 9 after the intervention. Future interventions and research involving a larger sample size over a longer period are needed. The KOSHA Guide could be a useful tool for urgent psychological intervention in the event of major workplace disasters.

We aimed to understand various problems identified at waterscape facilities of gardens built at garden shows in Korea. The main purpose of the study is to understand which parts of waterscape facility built in gardens at garden shows are causing problems and whether these problems can be traced back from garden design phase or from local communities in charge of maintenance. Furthermore, we examined if such problems get more aggregated as time passes by and different garden shows have different types of problems. In this study, types of waterscape facilities examined are pond, waterway, wall fountain, water glass, trough, mist, Cascade, fountain, rain garden, waterfall. An analysis of the maintenance status of waterscape facilities introduced in the existing gardens confirmed that problems could arise in two main respects. One is due to poor maintenance by the organizers of the garden show, and the other is due to the poor design of waterscape facilities by the garden designer.

본 연구는 정부R&D지원과제에서 정부R&D지원비율이 높을수록, 기업의 R&D행위와 의지에 도덕적 해이(moral hazard) 또는 대리인문제(agency cost)가 발생하여 지원단위당 기술적 성과가 낮게 산출되지 않을까 하는 의문에서 출발하였다. 본 연구에서는 정부입장에서 수혜기업의 모든 정보를 다 알 수 없어 정보비대칭이 발생하고, 기업입장에서는 총 R&D비용에서 정부지원비중이 커질수록 기업의 도덕적 해이가 발생하여 이로 인해 지원단위당 기술적 성과가 낮아질 수도 있는 개연성을 검증키 위해 정부 R&D지원과제에서 [정부R&D지원금/자기R&D비용] 비율이 기술적 성과에 유의적인 (-)의 영향을 미칠 것인가를 검증하고자 한다. 표본기업은 한국에서 '00-'09년까지 "지역공공기술개발지원사업" 수혜기업이며, 분석방법은 회귀분석 등을 사용하였다. 독립변수는 총R&D비용에서 [정부R&D지원금/자기R&D비용]비율을 사용하였고 종속변수는 출원특허건수, 등록특허건수를 사용하였다. 통제변수로 기업규모 및 총 R&D비용을 사용하였다. 분석결과는 다음과 같다. 정부 R&D지원비율이 높을수록, 지원단위당 기술적 성과와 유의적인 (-)의 관계가 있는 것으로 나타났다. 이는 정부 R&D지원제도에서 수혜기업들의 R&D활동에서 대리인문제(도덕적 해이)가 발생할지도 모른다는 것을 의미하며 정부 R&D지원제도의 개선시, 이를 고려할 필요가 있다는 것이다.

The death rate in the construction industry, which is more than twice that of other industries, increases the need to solve chronic safety problems. In a situation in which the safety management measures that have been maintained thus far are unable to reduce construction accidents, the introduction of smart construction safety technology (SCST) that reflects the 4th industrial technology is required for the safety management of workers. Large corporations or public institutions have introduced SCST and are operating pilot sites, but SCST is still in its infancy and there have yet to exist field data regarding necessity and effectiveness. In this study, the concept of SCST, which has still to be established, is defined, and the actual condition of SCST was analyzed through a survey. Through the analysis of the necessity of SCST introduction, convenience, and effectiveness before and after its application, problems such as problems from the field point of view as well as other factors hindering the introduction of such technology are derived in detail. In addition, an effective combination of technologies for safety management at the current level is determined and an activation plan is presented.

각국의 과학기술연구개발 투자는 자연의 법칙 규명과 진리탐구에서 벗어나 국가발전의 핵심적인 경쟁력확보 및 삶의 질 향상을 목적으로 하고 있다. 이러한 국가경쟁력을 확보하기 위해서 국가가 시행하는 여러 정책 중에서 정부의 막대한 예산이 투입되는 국가연구개발사업은 사회에 미치는 여러 가지 파급효과를 고려해 보았을 때 중요한 위치를 차지하고 있다. 연구관리 전문기관은 국민의 세금으로 조성된 정부 R&D 정부예산을 정부를 대신하여 연구기획 관리 평가의 공적기능을 민간조직의 형태로 추진하는 점에서 볼 때 준공공부문에 해당하는 특성을 가지고 있다. 정부 R&D 투자의 중요한 주체로서의 연구관리 전문기관의 그 역할의 중요성에도 불구하고, 부처 중심의 정부연구개발예산 편성으로 인해 그 중요성이 간과되어 왔다. 각 부처에 산재해 있는 연구관리 전문기관에 대한 국가적 차원의 현황 파악과 이를 바탕으로 한 이론적 논의가 본격적으로 다루어진 선행연구가 부족하여 관련 정책을 수립하고 시행하는데 많은 어려움이 노정되고 있다. 이에 연구관리 전문기관의 현황파악을 통하여 현상을 분석하고 개념적 특성을 도출하여 유형화를 시도하였다.

Foot-and-mouth disease (FMD) causes economic problems in livestock industry because of fast spread and inducing low productivity. FMD outbreaks occurred in South Korea over the period from 2000 to 2019. Vaccination is the most practical and effective means of controlling or preventing these outbreaks, and a national vaccination policy has been in place for all FMD-susceptible animals since 2010. To prevent and control of FMD, South Korea has been using vaccines imported from the United Kingdom, Argentina, and Russia. The Animal and Plant Quarantine Agency of South Korea oversees continuous quality control of imported FMD vaccines. FMD vaccines were evaluated characteristics, sterility, pH, inactivation, safety, potency test by Korean FMD vaccine standard assay (Test for National Lot Release). The 6 company vaccines (A~F) were used Test for National Lot Release by each method. We evaluated quality of each FMD vaccine from 2015 to 2019. All batch of vaccine showed good quality control and were passed the Test for National Lot Release. The serotypes of vaccine are increasingly changing to multiple vaccine because the FMD was outbreak by various serotype virus in South Korea. Furthermore, this data may be useful as a basis for ensuring the quality of FMD vaccines and for base data to manage them. Additional study is required to simple approach for rapid evaluation of quality and antigen content identification in vaccines.

본 연구의 목적은 부산경찰청의 정보공개제도 운영 현황을 분석하고 개선방안을 제시하는 것이다. 이를 위해 부산경찰청의 정보공개처리대장(2010년~2020년 6월), 이의신청처리대장(2010년~2020년 6월), 원문공개율(2014년~2019년) 등의 자료를 바탕으로 정보공개 처리율, 이의신청 처리 현황, 원문공개율 등의 정량적인 분석을 실시하였다. 또한, 부산경찰청 홈페이지와 정보공개포털에서 제공하는 데이터를 통해 사전정보공표 및 정보목록 현황을 분석하였다. 분석 결과, 정보공개 접수건수 대비 타 기관으로의 이송율이 높고 이의신청을 통해 비공개 결정이 공개로 전환되는 경우가 많으며 원문공개율이 낮고 사전공표되는 정보의 수가 적고 홈페이지의 이용자 편의성이 좋지 않다는 문제점이 도출되었다. 이러한 문제점들을 해결하기 위한 개선 방안으로 부산경찰청과 유관 기관들이 보유하고 있는 기록물의 범위를 이용자들에게 명확하게 안내하고, 원문공개를 확대하고, 사전공표할 정보를 발굴하고 홈페이지의 편의성을 높일 것 등을 제안하였다.

Korean industries have been tend to depending upon historical information to control risk. The other hand, foreign industries have been identify risk factors using system safety techniques to predict future risk. One agency or person could not solve the problems of total safety system for improving productivity. In order to solve those problems, the production-safety group is necessary, and safety control system must be adapted by fitting to the production flow. This paper is present the methodology of driving occupational safety programs to increase productivity.

Air pollution problems are serious and present significant challenges to the engineering research community. EPA's engineering research programs have shifted from a primary focus on $SO_2$ and NOx pollution control to more complex and more difficult problems such as indoor air quality, air toxics, and global climate change. EPA research engineers are working closely with other research organizations in both the private sector and other federal research organizations to identify, evaluate, and develop cost-effective engineering solutions. The APPCE works closely with the EPA regulatory and regional offices to ensure that the best engineering information is utilized to formulate and implement the Agency's environmental protection program.

A High-degree Cubature Kalman Filter (CKF) is proposed to deal with the Strapdown Inertial Navigation System (SDINS) alignment problem. In-flight Alignment (IFA) is an effective method to compensate for attitude errors of the navigation system. While providing precise attitude error compensation, however, the external source aided alignment often creates a nonlinear filtering problem caused by a large misalignment angle. Introduced recently, Cubature Kalman Filter is a suitable technique for various nonlinear problems. In this paper, a higher degree CKF is applied to this accuracy-is-everything SDINS IFA problem. The simulation results show that the proposed technique outperformed a traditional nonlinear filter in terms of precision and alignment time.
