Labor Force Shortage Projection and Policy Implications: Impact of Demographic Transition in Korea (저출산 고령화에 따른 노동력 부족 전망과 정책적 함의)

  • In this study, labor force projections are made in order to examine the process and magnitude of labor shortage caused by population ageing in Korea. Starting from theoretical review and analysis of population projection data, this study presents that serious transitions of labor market are expected to begin between 2020 and 2030. This study shows even in case of encouraging higher labor participation, labor shortage cannot be offset but only delay and alleviate effects of population ageing. Finally, this study points out some important implications of labor policy including sensitive social and political issues which should be considered.

A Study on Population Change and Projection in Korea Mountainous Area (산촌지역 인구변동의 특성 분석과 장래 추계)

  • This paper analyzes the characteristics of population change and makes the population projection in the mountainous area of Korea. Mountainous areas are defined as local towns (eup or myeon) with forest area more than 70 percent of land area, population density less than 111 people per square kilometer, and plowland area less than 21 percent of land area. The population in mountainous areas has decreased dramatically, while the ageing index has increased over the past two decades. To make the population projection, the cohort-change ratios method is applied. The results revealed that a multitude of young people aged 10 to 39 moved to cities to find education and job chance and some people aged 40 and over moved to mountainous areas as the trends of urban-to-rural migration. This continuing trend will culminate in 680 thousand people in population and 1,035 of ageing index in 2030, which will lead to the unequal land development and inefficient forest management. Thus, policy makers need to develop stimulus plans to revitalize and stabilize the economy of mountainous areas.

Effect of Ageing on Household Demand for Clothing, Food, Housing, and Medical Care Commodities in Korea (고령화가 한국가계의 의식주, 의료품목 수요에 미치는 영향)

  • This study investigates to investigate the ageing effect on household demand for clothing, food, housing and medical care commodities in Korea using a demand system model. The cross-sectional and time-series data from Statistics Korea on urban household expenditures and age projection analyzed household demands of consumption commodities. The household head age and elderly population ratio were employed for proxy variables of ageing. Ageing variable elasticities of commodity demands were estimated. Study results show that ageing variables significantly influenced on a household demand for commodities; clothing and food consumption decreases; however, housing and medical care consumption increases with ageing. The elasticities of total consumption expenditures and price variables were estimated in the demand analysis; these two variables significantly impacted almost all of the household consumption for the studied commodities. This study provides an opportunity to examine how ageing influences household consumption for clothing, food, housing and medical care commodities as Korean society experiences a rapid ageing. It is also meaningful that this study conducted a quantitative measuring of the household demands for commodities that was different from past research on the household consumption expenditures for commodities.

Population Ageing Crisis and Causal loop Analysis on the It's Dynamics in Rural County Regions (우리나라 군지역의 고령화 위기와 동태성의 인과순환적 구조분석)

  • This research primarily aims at analyzing major crises originating from marginalizing population, especially in counties. In addition, based on the system dynamics approaches, it pays attention to divulging causal loop structure which has been rather strengthened by diverse interactions among key variables. Judging from simulation works, even though Korea is exposed to unprecedented aging trends over decades, its counter response seems inadequate and insufficient, mostly dismissing a series of impact embedded in the aging dynamics. This research statistically confirms that demographic marginalization trends have already begun in the villages within Eup and Myon counties. Furthermore, this research pinpoints out the fact that it would be almost impossible for majority of villages within Eup and Myon counties to escape from going out of existence in the course of time, as they tend to be entrapped vicious cycle of marginalization or extinction.

The Ageing Society of Korea and the Population Estimate (우리나라의 고령화 현상과 베이비붐 세대의 인구추계)

  • The generation of babyboomers has a significant impact on the socio-economic development of the society in general. The Korean Babyboomers will soon leave from their workforce as they reach the retirement age. This, coupled with the low fertility rate, may cause a serious social problem in the society at large as well as the social welfare issues among the Korean elderly population. The Central Statistical Systems have estimated the future projection which plays critical role to establish fundamental basis for the social and economic policies of the nation. This study examined the effect of the babyboomers on the life expectancy by comparing forecasted life expectancies provided by the statistical office and the previous studies in the related areas. The study also suggested a future population projection based on fertility rates provided, along with the changes of the number of babyboomers as they become ageing. The study results with the comparison between the population projection by the statistical office are provided.

Combined Effect of Irradiation and Ageing Condition on Physicochemical and Microbial Quality of Hanwoo Eye of Round

  • The combined effects of electron-beam irradiation and ageing of beef were examined. The irradiated samples at dose of 0 or 2 kGy were kept and analyzed for the microbial growth, shear values, meat color, and nucleotide-related flavor compounds at different ageing temperatures (2, 10, or 25℃) for 8 d. The irradiation effect on inactivation of foodborne pathogens was also investigated. The population of Listeria monocytogenes and E. coli O157:H7 inoculated in beef samples decreased in proportion to the irradiation dose, showing D10 values of 0.66 and 0.65 kGy respectively. The irradiated beef eye of round had lower number of total aerobic bacteria (TAB) than nonirradiated one during the storage, but the TAB increased with higher ageing temperature (p<0.05). Especially, TAB increased sharply in non-irradiated samples aged at 25℃ after 4 d (p<0.05). With increasing ageing temperature and ageing time, shear force values decreased (p<0.05). The color a* values of the irradiated beef were lower than those of the non-irradiated throughout the ageing period (p<0.05). As ageing time and temperature increased, the amounts of inosine monophosphate decreased and the hypoxanthine increased (p<0.05). Relatively high ageing temperature could be used at irradiated beef eye of round to shorten the ageing time.

  • The trend towards ageing populations has been observed over many years in Europe and the US but has accelerated significantly in developed countries in Asia including Japan and South Korea. In the latter country the elderly population (65+) has increased 5-fold between 1960 and 2000 and this group will comprise 40% of the population by 2050. This creates a new socio-economic group with specific demands and considerable spending power. As ageing occurs a range of changes occur in the body that can be moderated by adjustments in nutrition. A significant body of evidence points to changes in the balance of glutathione synthesis and utilisation as people age. Glutathione is the most important natural anti-oxidant of the body and the amounts present can become limited by available cysteine in the diet. A cysteine-enriched peptide product, Cysteine Peption$^{TM}$ has been developed by DMV International for dietary supplement and food applications. A qualitative consumer trial has indicated benefits including improved sleep and more energy. Animal and clinical trials will be described that provide indications on bioavailability and possible mechanisms of action of Cysteine Peption$^{TM}$ with particular focus on the ageing population.

  • The increase of elderly population is inevitable a universal trend in developed countries. The Korea also followed this tendency. Especially the elderly population in Korea has been rapidly increasing since the 1990s. The rural population is aging more rapidly than the urban one because younger generations move into the urban area, due to better jobs and children education's opportunities. However, the majority of studies on population ageing are focused on the urban area rather than the rural ones. Rural areas also have been excluded as a priority of the national welfare policy for the elderly people. This paper tries to analyze the population ageing among regions and to identify the regional disparity between the elderly people and the level of public services in the rural area. Based upon these results, this study notes some policy alternatives for the improvement of quality of life of the rural elderly. It also suggests on the suitable location of public service facilities in the rural areas.

  • An increase in the proportion of Korean population in older age is much faster than the rest of the world. Along with rise of nuclear family due to rapid industrialization, informatization and materialization, ageing, on current situation in Korea that a reality of being diminished consciousness involving the sense of filial piety, and of respect or honor for the elders, does mean that such topics in ageing have become sociocultural issues that a nation should get more deeply involved in caring later life of the elderly population in an official and obligatory manner. Under this circumstance, an exhibition space in the hall intended for experiencing the later life of the elderly will surely play the role of locomotive in the respect of education to understand aging adults, and to promote development of health and welfare industry, especially for older population, also in creating and developing a positive and desirable culture and environment. To implement design project concerned with the space for the elderly population in a more careful and effective manner, the features of the Old Age Experience Hall that will satisfy the requirements thereof and the space compositions as well as characteristics of three exhibition halls having already been operated were analyzed examining closely the current facing issues in this aging society and also investigating the aging process related to physical functions of older adults. Based on those analyses, this study was aimed to prepare an efficient and systematic theoretical foundation for planning space composition of the Old Age Experience Hall further having extracted basic directions for design from, which should be meticulously considered and reflected so as to make the Old Age Experience Hall function properly.

Risk Perception of an Ageing Society (고령화 사회에 대한 위험인식)

  • The purposes of this study were to explore the perception of risk regarding an ageing society and to suggest the ways of preparation for an ageing society. Based on the social constructionist paradigm from Slovic as to the perception of risk and the perspectives of new social risks fromTaylor-Gooby, we observed risk perception of an ageing society in two ways: ordering of perceived risks and risk perception. Social survey research method was used for this study and data collected from 1,500 subjects aged 20 and over were analyzed. The results revealed that the risk perception of an ageing society was ranked 7th out of 11 social risks. 'Whether or not one perceived he/she lived in an ageing society', 'an ageing society's effects on one's lives', and 'educational background' were the significant variables influencing the ordering of perceived risks of an ageing society. Also, perception of risk regarding an ageing society was significantly associated with 'relation of ageing society with his/her own life', 'an ageing society's effects on one's lives', and 'educational background'. Further discussion for the preparation of an ageing society was provided based on these results.
