The Effects of Professor Competency Services and University Administrative Services on University-Foreign Student Relationships and Adaptation to University life: Focusing on the Perspective of University PR (외국인 유학생에 대한 교수역량 서비스와 행정서비스가 대학-유학생 관계성과 대학생활 적응에 미치는 영향: 대학PR의 관점을 중심으로)

  • This study viewed foreign students as a publics that requires active communication, and analyzed the causal relationship between the antecedent variables (professor competency service, university administrative service) and outcome variables (adaptation to university life) of the university-foreign student relationships. As a result, both the professor competency service and the university administrative service were found to have a positive effect on the university-foreign student relationships. Also, the university-foreign student relationships was found to have a positive effect on adaptation to university life. Based on these results, we discussed the need to set the university-foreign student relationship as a major performance indicator and use it as basic data for developing active communication strategies and messages.

Remarks for Basic Medical Education Quality Improvement of Yonsei University in Korea (기본의학 교육과정 개선 방안 - 연세의대 광혜교육과정을 중심으로 -)

  • Medical Students' competencies depend on the medical school curriculum. Basic medical education, in particular, is an important starting point for further medical competency development. We aimed to identify the most important areas of reform in the basic medical education curriculum of Yonsei Medical School. To accomplish this, we sought case studies of different medical schools and discussion points for quality improvement methods. A qualitative comparison method saturated through the systematic discussions on the emerging thematic approaches to determine the current directions in medical school curriculum reform. The discussions, which involved 7 experts, spanned 8 months and were based on a literature review, with focus on the 7 selected case studies. From the discussions, we concluded that in order to improve basic medical education curriculum, the following measures need to be carried out. First, an outcome-based curriculum is to be designed. The expected outcome is to be deliberately and succinctly defined and should be expressed as teaching and learning objectives. Second, the core subjects and elective subjects are to be classified on the basis of the aim, content, and passage level of the subjects. Hence, the core curriculum must be treated as a standard part of medical knowledge, and the elective curriculum must be richer and more in-depth. Third, universities should institutionalize regular evaluation of their departments. Appropriate and just evaluations should be made, and feedback given to the school's administrative department. Fourth, the departmental and administrative management of the basic medical education curriculum should be harmonized with each other. Finally, teaching and learning resources are to be increased and diversified and made available to professors and students for basic medical education.

Does Brand Love Precede Brand Loyalty? Empirical Evidence from Saudi Airline Customers in Strategic Alliance Setting

  • This research aims to construct a model that combines brand love, brand loyalty, brand image, customer satisfaction, and service quality into a single model, with brand loyalty coming foremost, and test its predictive power in building brand love. Moreover, mediating effect of customer satisfaction and brand image on service quality and brand loyalty affecting brand love was checked. The study adopted an alliance context using an existing SERVQUAL model, a bi-dimensional aspect of brand loyalty and parasocial love relationship theory, to identify brand love as a construct or outcome in the consumer-brand relationship. Using a quantitative approach, survey questionnaires were distributed by unrestricted random sampling among 507 Saudia Airlines customers. Data were analyzed using structural equation modeling with SmartPLS 3.0. The results revealed significant relationships between four variables except for the brand image. It was found that brand image had no mediating effect on the relationship between service quality and customer loyalty. The outcome of this study highlights the importance of airline alliances for service quality, which leads to positive customer satisfaction, brand image, and customer loyalty. A unique contribution of the study is that it revealed that brand loyalty is also an antecedent of brand love.

Contributions of Public Investment to Economic Growth and Productivity

  • Whereas a large variety of previous studies show mixed results regarding the relationship between public investment and economic outcome, several studies have been conducted on related issues in Korea. The present study deals with the effect of public investment in Korea on economic growth and productivity. Using administrative data, it exploits three different methodologies: the total factor productivity approach, production function approach, and stochastic frontier production function approach. The results of this study show that public investment has a statistically significant effect on economic growth. However, it contributes little to enhance productivity. It is explained that there exists inefficiency of production in the Korean economy. These findings indicate that public investment has played a central role in the direct input factor and not in indirect role in Korea. Thus, it is necessary for public investment policies to concentrate on enhancing the efficiency of the Korean economy.

  • A systematic health promotion project had been carried out for 3 months (from May 13 to August 4, 1996) in collaboration with nurses of a health center, professors and students of colleges of nursing, and members of senior centers in the community. The outcome was fairly positive : new techniques of public health nurses for health promotion services were developed and those, among the members of senior centers, who had a power of mobility made much progress in their maintenance and enhancement of health through the active use of health equipment. Through this project, we could reconfirm that desirable policies were fundamental tactics for the promotion of health : comprehensive approach to health promotion services, if provided with more or less financial support, would contribute greatly to the activation of public health services by the local administrative organizations.

Comparative Analysis on the Evaluation Systems of the Public R&D Programs in the Developed Countries (선진국공공연구개발프로그램 평가시스템의 비교분석)

  • The frameworks for evaluation of national R&D programs reflect their various political and administrative cultures(Gibbons & Georghiou, 1987), and the structure of national R&D system. In this research the core research questions are : what is god evaluation\ulcorner What is being evaluated, by whom, by which criteria, for whom and what purpose\ulcorner In order to examine these general aims and answer these questions, in detail several objectives can be proposed on the process of this research. In this research, the national R&D programs will be considered in terms of the interface between evaluation and the wider policy-making process. The programs for case study are the Alvey program(UK), the Advanced Technology Program (US) and the Framework program(EU) . One of the characteristics of these programs is the well established evaluation systems they have. From the comparative analysis, we can withdraw some useful implication for Korean evaluation practice for national R&D programs. Evaluation system is social process and the way in which it is organized is critical to its outcome.

  • The purpose of this paper is twofold; 1) to evaluate the efforts of participatory government in regulatory reform, 2) to propose the strategies and tasks for future regulatory reform in Korea. An ex-post evaluation model for regulatory performance is applied to process, output, and outcome of the regulatory reform. The results of the evaluation show that there is still room for improvement in many aspects of regulatory reform. While there has been substantial advance in regulatory quality and management, carefully planned strategies are essential for Korean regulatory reform to move to the next stage of regulatory reform. Thus, based on the evaluation, future strategies and tasks for regulatory reform are presented as short-term tasks, mid to long range tasks, and continuous tasks.

  • The process of design management by public client has not performed effectively due to lack of the formal guidelines and procedures in domestic public projects. The purpose of this research is to develop the guidelines and procedures of design management for public clients. The research methodology is to analyze current status of design management process in domestic and overseas cases and to develop the guidelines based on the administrative stages of design process along the project. The guidelines of design management developed by the design stages of pre-contract, contract, and post-contract stages to classify administrative procedures. The outcome of this research is able to be utilized by the public clients and design firms to standardize the process of design management and minimize potential risk during the process of the project.

Characteristics and Types of Social Impact Bond (사회성과연계채권(Social Impact Bond) 운영구조의 유형화)

  • Social Impact Bonds(SIBs) has emerged as a promising way to finance proven social services programs, fund what works, and drive government accountability and has increased fast. In this context, this study examines and classifies the structure of SIB focusing key criteria of the main steps through two-step cluster analysis. Analysis results are as follows. First, the main commissioners of SIB are the ministries of the central government. And in terms of the stage of invest, there are usually two or three investors mainly consisting of social finance organizations. Second, in terms of target and age of SIB beneficiaries, it focuses on the adolescent and youth. Third, in the outcome evaluation stage, the results show that in most cases outcome payments are determined by a validation of service provider or government administrative data. However, the rate of payments are based on the comparison of the program beneficiaries to other comparable groups is 23.8%. Finally, The results of two-step cluster analysis are as; 'mix of central government and social finance organization', 'multiple agent including private organization', and 'multiple social provider'. Among three types, 'multiple agent including private organization' shows the most active participation between agents and the most systematic outcome measurement and management. The results of this study imply that the importance of the method to manage and measure outcome in SIB structure. Moreover, the consist of commissioners or investors is needed to expanded more.

A Study for Analyzing the Outcome of the Accreditation System of the Extracurriculum: Focused on the Case of K University (비교과 인증제 성과 분석 연구: K 대학의 사례를 중심으로)

  • Competency cannot be transformed as knowledge, so the operation of competency-based curriculum requires support from the extracurriculum that gives many opportunities practical experience. Therefore, many universities establish the own extracurricular courses by using much financial, human, and physical infrastructure. However, it is doubtful whether the extracurriculum is effective on cultivating competencies, what kinds of programs is useful to nurture right abilities, how to assess the outcome of implementing of the extracurriculum. For these reason, the accreditation system, that awards to student who accomplish certain programs based on the given standard, has been used as the tool to manage outcome achieved by the extracurriculum. This study aimed to investigate the outcome of the accreditation system of K university in order to verify its effectiveness for cultivating competencies through the extracurriculum. Through the analysis of prior research, it could be inferred that students who achieved the accreditation system would be able to cultivate relevant competencies, improve major abilities, and instill a positive image of related administrative departments while participating in various programs. Thus, this study collected data of those who achieved the accreditation and did not by participating at least once in extracurricular program from March 2020 to February 2021 to compare their results of the diagnosis of core competencies and student circumstances, and survey of educational satisfaction and interpreted interviews of 10 students, excellent certifier. As a result, it was verified that the more evenly participating in various programs to achieve the accreditation system, the more diverse competency was obtained, and the satisfaction with the student support department and major education was improved.
