Sevaral problems of administrative area sysem in Korea have been brought up for a long time. Because its frame has remained since Chosun and Japanese colonial period in spite of changing local administrative environment in accordance with rapid industrialization and urbanization. Recent reform of city (Shi)- county (Gun) integration is derived from this argument. But problems which permeate deeply overall system cannot be solved by partial reorganization of Shi-Gun. They may be rationalized only through the reform of the whole system. The aims of this study are to analyze problems of administrative area system entirelr and to discuss the direction of its reform from that point of view. Major problems of administrative area system are summed up into the followings. Firstly, it is found that administrative hierarchies are too many levels. Contemporary administrative hierarchical structure is 4 levels: regional autonomous government (Tukpyolshi, Jik'halshi, Do), local autonomous government (Shi, Gun), two leveis of auxiliary administrative area (Up, Myun and Ri). These hierarchies were established in late period of Chosun which transportation was undeveloped and residential activity space was confined. But today developing transportion and expanding sphere of life don't need administrative hierarchical structurl with many levels. Besides developing administrative technology reduces administrative space by degrees. Many levels of contemporary administrative hierarchical structure are main factor of administrative inefficency, discording with settlement system. Second problem is that Tukpyolshi and Jik'halshi - cities under direct control of the central government as metropolitan area - underbounded cities. Underbounded city discomforts residential life and increases external elects of local pulic services. Especially this problem is Seoul, Pusan and Daegu. Third problem is that Do-areas are mostly two larger in integrating into single sphere of life. In fact each of them consistes of two or three sphere of life. Fourth Problem is metropolitan government system that central city is seperated from complementary area, i.e. Do. It brings about weakening the economic force of Do. Fifth problem is that several cities divided single sphere of life. It is main factor of finantial inefficency and facing difficult regional administration. Finally necessity of rural parish (Myun.) is diminished gradually with higher order center oriented activty of rural residents. First of all administrative area system should corresponds with substantial sphere of life in order to solve these problems. Followings are some key directions this study proposes on the reform of administrative area system from that standpoint. 1. Principles of reorgnization -- integration of central dty with complementary area. -- correspondence of administrative hierarchical structure with settlement system. -- correspondence of boundary of administrative area with sphere of life. 2. Reform strategy -- Jik'halshi is integrated with Do and is under the contol of Do. -- Small Seoul shi (city) which have special functions as captal is demarcated in Seoul tukpyolshi and 22 autonomous distrcts of Seoul tukpyolshi is integrated into 3-4 cities. -- Neighboring cities (Shies) in single sphere of life are intrgrated into single city (Shj). -- Myun and Ri are abolished in rural region and new unit of local administrative area on the basis of lowest order sphere of life into which 3-4 Ries are integrated replaces them.

This study aims to establish administrative boundaries by utilizing digitalized old topographical map. Various problems have arisen due to unclear administrative boundaries. For example, there are various problems such as conflict amongst residents to occupy a larger area, unnecessary waste of administrative power, and difficulty in collecting various data for administrative units (farm area, statistical data, spatial analysis, living ara analysis). Therefore, in this study, an experimental study was conducted to establish administrative boundaries by using an old topographical map containing information on villages before administrative reform in 1914. As a result, the boundaries of towns, towns and villages were largely consistent. In order to divide the administrative boundaries based on the legal district boundaries, the administrative boundaries were established by referring to the contents of village introduction and natural boundaries (roads, rivers, mountain ranges, etc.) provided in towns and villages. However, there was a limit in establishing a precise boundary as it was not possible to secure a high-quality digitalized old topographical map.
In this study, we examine the case of administrative reorganization centered on the case of specific region C and try to clarify implications for the reorganization of administrative district in Korea. The target city for the study is composed of two surface units and one town area. Is it right to integrate these areas into a single administrative district with a huge megapolis, a new city? Or is it right to separate it? This study has begun with these questions. In this study, we conducted a literature review on the theories related to the administrative district reform and examined related issues in the new city area. The policy implications that should be considered in promoting administrative district reform are as follows. First, cooperation and understanding of various stakeholders is needed. Second, the goals and vision of integration should be presented. Third, sufficient review is needed before integration. Fourth, it is important to respect community. Fifth, concession and coordination of interest groups are necessary. Sixth, the administrative reform process must be absolutely democratic and fair.

The purpose of this study was to investigate the recognition on the administrative and financial support system to execute integrated early education program by kindergarten and educational offices. The results were as follows. First, there has been a difference of recognition by three variables: 1) teachers' position in the area of all, law and institution, curriculum, administrative and financial support, and assessment, 2) educational career in the area of all, law and institution, curriculum, and supervision, 3) integrated education career in the area of all, law and institution, administrative and financial support and assessment. Second, there has been a difference of recognition by two variables: 1) kindergarten institutional establishment in the area of all, law and institutions, curriculum, teaching-learning, financial support, and assessment. 2) size in the area of all, law and institutions, curriculum, supervision, administrative and financial support, and assessment.

Daily living area can be delimited differently depending on what area is to be focused. Based on regional interaction, the present study empirically analyzed the difference between living areas focusing on rural area and ones relying on urban area. We established two types of living areas in Busan-Ulsan mega city with different focus areas (rural versus urban), using travel OD data (2006). According to the result, the fonn of spatial clusters in urban living area differed from that of spatial clusters in rural area; the boundaries of living area were not fit to those of administrative areas in both types; and living areas in both types tended to extend over more than two administrative areas. The results cast some implications concerning spatial planning and policy for living area delimitation. First, since the spatial structure and interconnection of urban area differs to those of rural area, it is required to delimit living areas discriminatively depending on the objectives of the spatial plan. Additionally, the living area should be established more specifically and systematically by further subdividing the form of spaces depending on the objectives and types of the plan. Second, the administrative areas should be consolidated now that the difference of boundaries of administrative and living areas lead to inconvenience of residents, increased administration costs and scale diseconomy. Lastly, the living areas should be delimited by the metropolitan or mega city planning and thus be reflected to its offsprings.
This study is to analyse the transformation process of spatial structure of traditional small city structure in Jeollabuk-Do in the process of modern urbanization between 19th century and the year 2000. The small cities, IM-PI, YONG-AN, YEO-SAN, OK-GOO, GO-SAN, MU-JANG, GUM-MA, GO-BU, which have been local administrative center in CHO-SUN dynasty, have role of local administrative center of subdivision of country-myon, except OK-GOO. The method of this study is to investigate the transformation process of spatial structural elements of with the actual field surveys, the analysis of Gunhyun map made in 1872, land registration maps in 1910s and 2000, and various topological maps. The elements of analysis are the topological site and geographical situation conditions, the urbanized areas, the street systems, the function of streets, the focal points of urban land use, the land use systems, and the location of major facilities such as administration facilities, markets, bus terminals. The analytical point of view and the results are as follows. There is strong relationship between the transformation of internal matrix route system and the growth pattern of urbanized areas, Especially on the contrary to the matrix route with East-West direction which has the role of checking the growth of urbanized area, the South-North direction route acts as the leading line of the growth. The focal points structure of urban land use shows transformation process from the point of central space of administrative district in front of Nae-A, to the access point to administrative district or to the access point to housing and neighborhood commercial area. From the point of functional area structure and major facilities location, line-type commercial area is developed along the line of central axis route and access route to administrative district. Especially direction of the growth of commercial area is strongly connected with the interrelationship between the study area and its neighboring cities. Pattern of commercial district development is varied with the direction of matrix route. That is, commercial district, which shows one side development pattern along the East-West direction route, is developed on both sides of street along the South-North direction route.

This study is to find out formation and development process of urban area in modern ages(1870-1949) focused Yanji city in the east-northern area in china. After the discharge of confinement in the late 19 century, the settlements were formed around east area, that is, the present Yanji urban area. The japanese consular office had been moved in east area since the beginning of the early 20 century, and so, the existing residents moved to west area. And the military and administrative facilities were located on the urban outskirts. After the September 18th Incident on 1932, Yanji had been constructed with the strategic center area under the urban planning. The administrative facilities of those days had been altered to he functional branches and educational facilities, and become the basis of development of Yanji city.

This study aimed to examine the characteristics and types of reformation of local administrative districts in a metropolitan area, focused on the experiences of Japan, where municipal mergers were carried out extensively over the last ten years. Local administrative districts substantially have spatial characteristics. Therefore, the reformation of local administrative districts should be followed by a detailed analysis of the characteristics of the local area. Unlike other regions, the metropolitan area of Japan shows discriminative characteristics of finance, population and centrality. In addition, there are many types of regional context within a metropolitan area. These could be categorized by finance, population, centrality and basic industry. In conclusion, I revealed that municipal mergers could be categorized by their background and process and many issues were contained in each category. It had a meaning that municipal mergers had characteristics that expanded the regional inequality. Therefore, different approaches considering regional characteristics would be required for a municipal merger to be a useful way for regional development.

Currently, 1/5,000 Digital Topographic Map covers the whole country with administrative boundary of Gu, while some region has already been constructed with 1/1,000 digital topographic map has legal boundary of Dong. Here, Dong in 1/1,000 scale represents the legal boundary which is used in the address most of time. Therefore, there is no administrative-Dong yet although it is very useful in various fields. In this study, we suggested a method to construct the administrative boundary extending to the level of Dong empirically. In addition, the practical application of the administrative boundary in GIS is discussed. Two methods are applied to construct the administrative boundary to the level of administration-Dong; using the edited cadastral map and the digital topographic map. When the edited cadastral map is used, some problems such as boundary discordance to superordinate administrative area is appeared. On the other hand, using digital topographic map showed simple construction processes and easy connection with other framework data. Therefore, it is recommended that the digital topographic map should be used in the construction of the administrative boundary It would be useful as framework data in various industries and public operations.

The increase in the rate of industrialization due to urbanization has caused the Urban Heat Island phenomenon where the temperature of the city is higher than the surrounding area, and its intensity is increasing with climate change. Among the cities where heat island phenomenon occurs, Seoul city has different degree of urbanization, green area ratio, energy consumption, and population density in each administrative district, and as a result, the strength of heat island is also different. So It is necessary to analyze the difference of Urban Heat Island Intensity by administrative district and the cause. In this study, the UHI intensity of the administrative gu and the administrative dong were extracted from the Seoul metropolitan area and the differences among the administrative districts were examined. and linear regression analysis were conducted with The variables included in the three categories(weather condition, anthropogenic heat generation, and land use characteristics) to investigate the cause of the difference in heat UHI intensity in each administrative district. As a result of analysis, UHI Intensity was found to be different according to the characteristics of administrative gu, administrative dong, and surrounding environment. The difference in administrative dong was larger than gu unit, and the UHI Intensity of gu and the UHI Intensity distribution of dongs belonging to the gu were also different. Linear regression analysis showed that there was a difference in heat island development intensity according to the average wind speed, development degree, Soil Adjusted Vegetation Index (SAVI), Normalized Difference Built-up Index (NDBI) value. Among them, the SAVI and NDBI showed a difference in value up to the dong unit and The creation of a wind route environment for the mitigation of the heat island phenomenon is necessary for the administrative dong unit level. Therefore, it is considered that projects for mitigating heat island phenomenon such as land cover improvement plan, wind route improvement plan, and green wall surface plan for development area need to consider administrative dongs belonging to the gu rather than just considering the difference of administrative gu units. The results of this study are expected to provide the directions for urban thermal environment design and policy development in the future by deriving the necessity of analysis unit and the factors to be considered for the administrative city unit to mitigate the urban heat island phenomenon.
