Performance of Administrative Personnel in Hospitals (병원행정부서인력의 업무수행수준분석)

  • The hospital is characterized by it's remarkable labor industry and human resources input by unit. Recently, the administrative personnel are recognized as important staff to provide a hospital guidance to consumer and also easiness for consumer's visit to hospital. The objectives of this study is to find the performance of the administrative personnel in hospitals. The unit of analysis is the hospitals and data was collected form 144 staffs in 5 hospitals. Self administered questionnaire was given to analyze the general characteristics of staft such as age, sex, education, experience, and performance level in terms of frequency, ability, necessity of tasks. The major findings are as follows: 1. The 5 major tasks such as general affairs, insurance related affairs, hospital statistics, admission/discharge, and analysis of treatment cost were analyzed. Performance level of these tasks were not showed consistent level. It means that the same task was showed both high level performance and low level one. 2. The higher rates of performance level, ability and necessity were found, below 29 years of age, junior college graduates and university hospital than that of general one. 3. Factors mostly affected to performances were found as characteristics of hospital, age and education. 4. Concerning the various manpower management, On the job training, incentive mechanism and colose relationship among units were somewhat lack. In conclusion, most responded administrative personnel have performed actively in dealing with their tasks. however, the performance level and ability of the same task were showed differently, it means that such routine works were not standardized. Therefore, standardization and specification of tasks should be developed to strength the performance. Finally, this study is the first attempt to find out the performance of the administrative staffs and the study results imply that further study could be neeed to promote the performance of administrative personnel efficiently and effectively.

Necessity of Introducing Assistant Staff to Support Administrative Tasks Related Patient Safety (환자안전 전담인력의 업무 지원을 위한 보조인력 도입에 관한 연구)

  • Purpose: The purpose of this study was to, present basic data on the necessity of introducing assistant staff to support administrative tasks related to patient safety. Methods: This was a cross-sectional study. The participants (n=103) of this study were nurses, working at general and long-term care hospitals in Korea. Data were collected using structured questionnaires on August 29, 2019 and analyzed with SPSS 25.0. Specifically, data analysis was conducted using frequencies, mean and standard deviation, independent t-test, and X2-test. Results: Assistant staff was needed to support patient safety tasks, but this required nurses who could fully perform patient safety tasks by supplementing their work experience rather than employees who only support administrative tasks. This is because the hospital's patient safety management activities are difficult to distinguish between administrative tasks and patient safety tasks, and even nurses with five years of work experience, must be aware of the basic concepts and should have knowledge of patient safety and have gained experience in managing the patient safety activities. Conclusion: Hospitals are calling for an improvement in the system that increases the number of workers in charge of patient safety affairs and lowers their work experience, rather than the introduction of assistant staff who help with patient safety work.

  • Governments around the world invest in research and development (R&D) for different purposes : national economy, defence, environment, health, etc. as a means of national survival beyond the means of national competitiveness. These are usually programs with high social impact but low short-term economic impact or large scientific programs that are too expensive and risky for private sector investment alone. The Republic of Korea has also shown a very successful model of economic progress and social development through government R&D programs. However, there have been many corruption scandals behind it while selecting awardees for government R&D programs in Korea. So, the Republic of Korea focused on reforming appraisal system for government R&D and began preparation for "Clean Appraisal System" last year. In this study, first we analyzed the related appraisal tasks through the review of laws and administrative rules and typed appraisal tasks according to the flow of the actors and time. Thus securing the information infrastructure and finally we drew the conceptual model of the system according to an open appraisal tasks by introducing an element of the OECD on open government typed appraisal tasks.

  • The aim of this paper is to analyse correlation between the new library act and policy tasks of public libraries in Korea. In order to attain this objective, author set seven policy tasks, that is, amendment and complement of master plan for library development, unification of public library administrative system, institutionalization of local public library and information policy, job analysis and improvement of library personnel system, infrastructure expansion and revision of various legal standards, standardization of management evaluation and statistical system, and strong connection between public library and related cultural institutions. And author suggested the alternatives to drive and improve of these policy tasks.

  • The purpose of this paper is twofold; 1) to evaluate the efforts of participatory government in regulatory reform, 2) to propose the strategies and tasks for future regulatory reform in Korea. An ex-post evaluation model for regulatory performance is applied to process, output, and outcome of the regulatory reform. The results of the evaluation show that there is still room for improvement in many aspects of regulatory reform. While there has been substantial advance in regulatory quality and management, carefully planned strategies are essential for Korean regulatory reform to move to the next stage of regulatory reform. Thus, based on the evaluation, future strategies and tasks for regulatory reform are presented as short-term tasks, mid to long range tasks, and continuous tasks.

Categorization of Competencies and Description of Job Informations for Dietitians in Employee Foodservice by Wdorker-oriented Job Analysis Methodology (직영 및 위탁 사업체 급식소 영양사에 대한 작업자 지향적 직무분석(제 2 보) : 요인분석에 의한 직무수행 특성 영역 및 직무정보 기술)

  • The job characteristics and competencies of 285 dietitians in employee foodservices were investigated by worker-oriented job analysis methodology. The purposes of this study were to : a) determine the knowledge, abilities, skills and other characteristics(KASO) needed for dietitians in two types of employee foodservice groups(self-operated vs. contracted), b) categorize KASO items by factor analysis and c) provide job information and job descriptions for dietitians in employee foodservices. The job analysis questionnaire was consisted of questions concerning the 134 KASO items. The questionnaire was mailed to 250 dietitians who are members of The Korean Dietetic Association Practice Group in self-operated foodservices(group A) and 250 dietitians who are employed in contracted foodservice companies(group B). Completed questionnaires were received from 285 dietitians(121 in self-operated, 164 in contracted) ; with response rate of 57%. Statistical data analysis was completed using the SPSS/win and the SAS/win packages. The results of this study can be summarized as follows. 1) Through factor analysis, the 134 KASO items were regrouped into 6 categories :‘primary dietetic tasks concerning menu management and administrative work regarding merchants’, ‘primary dietetic tasks concerning procurement and purchasing of food and supplies and meal production and service control’, ‘primary dietetic tasks concerning facility, sanitation and safety control’, ‘secondary dietetic tasks concerning nutrition education and research’, ‘secondary dietetic tasks concerning foodservice operation management’and‘human attributes’. 2) Analysis of the total scores(average scores of degree of frequency, importance and entry requirements of KASO items within 6 categories), group A showed high priorities placed on‘human attributes’, ‘procurement and purchasing of food and supplies and meal production and service control’, ‘menu management and administrative work regarding merchants’, ‘whereas group B showed high priorities placed on’‘human attributes’, ‘foodservice operation management’. Controversial Issues of the Notification of Ministry of Labor (No. 2003-24) on Manual Lifting Tasks (중량물 들기 작업에 대한 노동부고시(2003-24호)의 문제점)

  • In 2003, Korean government made the 11 scopes of overburdened work[Ministry of Labor(MOL), Notification No. 2003-24] to prevent musculoskeletal disorders(MSDs). MOL Notification was established based on 'Washington Administrative Code 296-62-051, Ergonomics'. When initially investigating the contents, the labor unions and the specialists pointed out the possibility of devaluation on risk factors of MSDs. The present study aimed to compare the result of the NIOSH revised lifting equation(NLE) analysis with the MOL Notification(No.8, 9, 10) on manual lifting tasks. A study sample of 568 manual lifting tasks (automobile parts, foods, and tire manufacture) were evaluated for this study. All 502 tasks exceed lifting index(LI) of 1.0, but 276 tasks(55.0%) out of 502 tasks were evaluated non-over burdened work for musculoskeletal system by the MOL Notification. Particularly, 47 tasks(30.9%), in spite of exceeding LI of 3.0, were evaluated non-over burdened work. This study has shown the possibility of devaluation on risk factors of MSDs, when evaluated by MOL Notification. Therefore, it will be necessary to repeal or complement the scope of over-burdened work(MOL Notification) to prevent musculoskeletal disorders.

A Study using Structural Equations on how the Role Stress of Administrative Workers in General Hospitals Affects Burnout, Job Satisfaction, and Organizational Commitment Analysis (구조방정식을 이용한 종합병원 행정직원의 역할스트레스가 소진, 직무만족 및 조직몰입에 미치는 영향분석)

  • The aim of this study was to clarify how the role stress of administrative workers in medical institutions affects burnout, job satisfaction, and organizational commitment. The study conducted surveys on administrative workers at ten general hospitals with more than 200 beds for one month between July 13 and August 18, 2015. The surveys then underwent factor analysis, average variation extraction, a suitability index of the research model, and a path-coefficient estimation analysis of the research model using AMOS 18.0. The main results revealed a positive (+) effect according to the role conflict and role excess on burnout, and a negative (-) effect of burnout on job satisfaction, while they displayed no significant relationship with organizational commitment. These results suggest that clear guidelines and unity in instructions are needed to reduce the role of stress in cooperative tasks between departments and that optimizing the roles of organization members by accurately measuring and weighing tasks can increase the attachment to the organization and ultimately improve the individual job performance.

  • The purpose of this article is to propose the functions of the School Library Support Center of the Ulsan Metropolitan City. The findings are based on the 2009 and 2010 statistics of the school libraries in the Ulsan Metropolitan City, and a questionnaire survey that was conducted for teacher librarians and the class teachers who manage their school libraries without a Library Science degree. The proposed tasks of the School Library Support Center fall into two categories: administrative and practical. Administrative tasks include assigning teacher librarians to schools, expanding library resources, and establishing an integrated supervision system for both school libraries and student reading programs. Practical tasks include developing educational programs, informing library program providers to school, and public relations programs about the Center's services.

  • Artificial intelligence (AI) is the replication of human intelligence by computer systems and machines using tools like machine learning, deep learning, expert systems, and natural language processing. AI can be applied in administrative settings to automate repetitive processes, analyze and forecast data, foster social communication skills among staff, reduce costs, and boost overall operational effectiveness. In order to understand how AI is being used for administrative duties in various organizations, this paper gives a critical dialogue on the topic and proposed a framework for using artificial intelligence in organizations. Additionally, it offers a list of specifications, attributes, and requirements that organizations planning to use AI should consider.
