The Studying is on developing precision of the moisture information on a soil. We used the data of AQUA AMSR-E which were obtained by Direct Receiving System in Korea Meteorological Administration(KMA). Although we know the Soil Moisture Information(SMI) helps the numerical weather model to produce the realistic results, we couldn't do it for the problem on a spatial resolution of the data is too low to apply. So we've tried to develop in a spatial resolution by using the AMSR-E data with a Digital Elevation Model(DEM) and Normal Difference Vegetation Index(NDVI) from AQUA MODIS and compared the difference between their information in statics. The result is more precise than the simple algorithm by a polarization ratio, and we could get the better result to use in forecast practically, if it's apply to get more detail in the vegetation temperature.

The rapid development and distribution of information communication industry facilitates the changes of hospital administration, introducing EMR(Electronic Medical Record) instead of paper-based medical record in the medical field. The developed countries such as U.S. have established EMR system after in the middle of 1970s because the primary advantages of EMR is to store and handle vast amounts of records efficiently and increase the quality of health care. Most of health organizations in Korea also apply medical record system to their administration. As the result, they have accomplished a scientific administration system through the use of medical record to handle a variety of patient's information including patient's confidentiality and privacy such as family history, social status, income level, and so on. However, access to and the misuse of EMR causes illegal infringement of patient's information and finally it becomes a very serious medical issue. Potential leakage and misuse of records may seriously infringe patient's privacy rights. In this respect, the related agencies in the public and private sector have been making efforts to prevent patient's records leakages. Especially, the revision bill of Medical Law in 2002 establishes the ways on the security and standards of electronic records. However, it does not provide the proper guidelines which is applied to the rapid changes of the medical environment. One of the most priorities in the hospital administration is the production and maintenance of an accurate medical records fulfilled by medical recorders. Therefore, it is very important for health care providers to hire ethical-based medical recorders. But, unfortunately most of hospitals overlook the importance of their roles. All parts including government, physician and patient must have more concerns on the problems related to EMR. Therefore, this study aims to propose the proper ways to resolve the problems coming from EMR.

A minicomputer system with the purpose of automations the operations of a Repair Service Bureau is described. SLMOS automates three major functional areas-administration, testing, and report senerations In the administration of repair sevice SLMOS performs a database maintenance functions alons with trouble collection and tracking. Trough ALT, automated testing of customer lines is performed, and the results of the test are utilized to dertermine the action taken to effect a repair. Certain problem areas may be detected and corrected by using the reports senerated by Trouble Report statics and Analysis System.

오늘날 도시공간의 확보와 정보 집약형 도시발전을 위하여 고층 건축물의 필요성은 점점 증가하고 있다. 동시에 고층건축물 안전의 중요성이 더욱 부각되어 인위재난 중 고층건물 재난의 관심은 높아지고 있다. 본 연구에서는 전국에서 고층건물이 가장 많은 강남소방서와 가장 적게 소재한 지역에서 재난을 관할하는 중랑소방서를 선정하여 각각의 소방서 소속 현장출동 소방공무원을 설문조사를 실시하여 기술통계를 통해 고층건물 재난관리체제가 가장 잘 갖추어져 있다고 판단되는 강남소방서와 상대적으로 잘 갖추어지지 않다고 판단되는 중랑소방서로 구분하여 비교연구를 하여 고층건물 재난관리체제에 영향을 주는 요인을 실증분석하였다.

입체공간에 대한 이용이 증가하면서 기존의 2차원 지적으로는 입체공간에 대한 정보를 관리하는데 한계가 있어 입체공간의 물리적 현황 및 사용권에 대한 정보를 등록 관리할 수 있는 3D 지적이 요구되고 있다. 이번 연구는 입체공간의 이용 현황 분석을 통해 3D 지적에 포함될 수 있는 데이터의 범위를 설정하고, 국제표준인 토지행정도메인모델(LADM)을 기반으로 3D 지적을 이해할 수 있는 개념모델을 설계함으로써 3D 지적시스템의 개발을 위한 기반을 마련하고자 한다.

Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

디지털 기술이 산업 전반의 전자상거래 시장에 융합되면서 온라인 거래의 활성화와 이용률을 증가시켰으며, 이러한 시장의 흐름은 최근 코로나와 같은 감염병이 확산함에 따라 더욱 가속화되어 다양한 상품 정보를 온라인을 통해 고객들에게 제공할 수 있게 되었다. 다양한 정보의 제공은 고객들에게 다양한 선택의 기회를 제공하지만 의사결정에 어려움을 주기도 한다. 추천시스템은 고객의 의사결정에 도움을 줄 수 있으나 기존 추천시스템 연구는 정량적 데이터만에 국한되어 있으며, 상품 및 고객의 세부적인 요인을 반영하지 못하였다. 이에 본 연구에서는 온라인 리뷰를 기반으로 정성적 데이터를 텍스트 마이닝 기법을 적용하여 상품 및 고객의 속성을 정량화하고 기존의 객관적 지표인 총평점과 감성 및 감정을 통합한 지능형 추천시스템을 제안한다. 제안된 지능형 추천모형은 총평점 위주의 추천 모형보다 우수한 추천성과를 보여주었으며, 상품 및 고객의 세부적 요소를 반영한 추천결과를 통해 새로운 비즈니스 가치를 창출할 것으로 기대한다.

Now a day, Information and its related system has been more important in our competitive environment. In this situation, there is also an important thing that we must take into consideration, that's the employer's resistance. Until now we have little material concerning the issue, user's resistance. Owing to that, it's a little hard to study the user's resistance against the IS. Dealing with the resistance effectively helps companies save a great deal of cost and build the information system successfully. This paper takes the Markus's theories about user's resistance. According to the theories, there are three keys theories affecting resistance. To sum this, people-oriented theory, system-oriented theory and Interaction theory. To complement the theories, this paper includes another theories related with resistance and takes total seven factors causing user's resistance. Among these seven factors, four factors have a meaningful effect on the user's resistance, that is, Self-efficacy, System Complexity, Threat of the one's status and politics and System Staff's service quality. Managers and system-related company should keep it in mind very carefully, and I hope they make the best use of the result of this study.

To supply the materials the right time, and the right place, it is required some information maintenance system to manage this procedure effectively. In this paper, we represent the standard products classification for EMU and the materials maintenance information system to manage the parts used EMU maintenance efficiently. The standard material classification is matched to G2B code made by the Supply Administration. The implemented material information system can perform various functions such as the inquiry of the number of stocks, the demand of the materials, and etc.

The main objective of this research is to identify the evaluation criteria of the local governments' projects for the fisheries industry development (LGPFID) and to develop the evaluation software prototype applicable to LGPFID. This research does not try to develop the whole evaluation processes and programs for LGPFID, but just to outline the approach to managing LGPFID. The evaluation processes and programs developed in this study is based on the group decision support systems(GDSS), which is a collaborative, system-oriented, and objective system useful in evaluating LGPFID. Specifically the goals of the programs are to : (1) enhance the quality of evaluation process for LGPFID; (2) provide the local government decision makers' and interest groups' access to comprehensive evaluation information; (3) support private-public collaboration in government's decision making. We used analytic hierarchy process model as a group decision making model and programmed the application software prototype with Visual Basic language.
