Research of Actual Condition and Mitigation Plan for aging Workers' Health and Safety at Construction Sites (건설현장 장년 근로자의 안전보건 실태조사 및 재해감소 방안에 관한 연구)

  • The proportion of elderly people over 50 years old in the total population of Korea increased from 29.2% in 2010 to 34.8% in 2015. As a result, the proportion of construction workers over 50 years old compared to the total construction workers increased from 20.1% in 2010 to 27.0% in 2015. In this aging society, the construction industry has faithfully carried out the business objectives and budget execution of measures to prevent disasters against elderly workers, but there was a limit to the fundamental prevention of disasters. Because the countermeasures for the prevention of construction disaster are considered on all ages rather than elderly workers. This study investigates the safety and health status of elderly workers at construction sites and suggests the plans to reduce disaster. In particular, to reduce disasters of rapidly growing elderly workers, the authors reviewed the related literature and safety regulations, statistics on the causes of industrial accidents, statistics on the status of industrial accidents, and applied to 3,549 workers who participated directly in the construction activities. The authors surveyed the actual situation of safety and health, presented the comprehensive disaster reduction measures by analyzing the current status and problems of disaster prevention projects. If the countermeasures proposed in this paper can be reflected in the actual policy, it is expected that the countermeasures will be possible to reduce the disaster of the elderly workers at the construction site, which is gradually increasing.

A study on the actual conditions of trade secrets in the MSDS and the improvement of the relevant system (사업장 MSDS 영업비밀 적용실태 및 제도 개선방안에 관한 연구)

  • Objectives: It has been pointed out that there are problems in handling and managing chemicals due to trade secrets of Material Safety Data Sheet(MSDS). To date, some company intentionally leave out of several parts and use an inaccurate expression in MSDS. In particular, with the result of the inspection of the government and labour community, it is required that the 2nd section in MSDS included the composition and information on ingredients has to be provided with comprehensive expression to secure more reliability. Methods: Therefore, this study is aimed: 1) to recognize the current status of trade secrets of MSDS in workplaces with both domestic manufacturers of chemical products and multinational corporations; 2) to make contributions to prevention of the industrial accidents by providing the accurate information of MSDS; 3) to improve the risk communication system related with chemicals; 4) to impress workers on the importance of right of known for MSDS. With the result we analyzed the status of trade secrets in MSDS in 73 companies, such as petrochemistry production, paint production, metal processing oil production, detergent production, and international company related with chemicals, we have found that 38,150 (45.5%) have the trade secrets parts in the total number of 83,832 in MSDS. Also, based on the 288 MSDS gathered by the Occupational Safety and Health Research Institute (OSHRI) from 2005 to 2009, 41.7% of the MSDS are classified into the trade secrets. Conclusions: Therefore, to procure an assurance system of MSDS, we suggest that a MSDS picking up and checking system be legislated in the Occupational Safety and Health Act to protect workers from the unidentified chemical hazards due to the secret trade of MSDS.

  • Recently, the use of ATV (All-Terrain Vehicle) has increased due to increase in leisure activities, and the awareness of safety and traffic accidents has improved, but it still insignificant compared to other transportation. Therefore, in this study, the current status and characteristics of traffic accidents related to ATVs were investigated, and actual ATV accident was analyzed. As a result, it was confirmed that the condition of the braking system directly connected to the safety of the ATV was not well maintained. For driver safety in the future, it is considered that it is necessary to strengthen safety regulations related to experience centers and rental companies handling AVTs and to conduct regular inspections in accordance with the Motor Vehicle Management Act.

Dieticians' Perception of Safety Supervision in Institutional Foodservices (II) - Status of Safety System and Safety Education - (단체급식 안전관리에 대한 영양사 인식 조사(II) - 안전시스템 및 안전교육 현황 -)

  • The purpose of this study was to investigate the status of the safety system and safety education in institutional foodservices in the Changwon and Masan areas. The survey was conducted from February 1 to March 31, 2009 via questionnaires that were sent to 300 dietitians, and 142 dietitians responded. It was determined that most of the safety managers were 'dietitians (87.1%)', whereas facilities/equipment managers consisted of 'dietitians (45.7%)', 'department of facilities management in the organization (36.4%)' and 'outsourced company of facilities management (17.9%)'. Out of the 11 safety practices, seven safety practices showed less than 50% of total implementation ratio, which meant that the safety systems were not functioning properly. Except for 'non-skid shoes (85.9%)', other safety equipment was seldom used. The survey respondents recognized that safety education was very necessary (4.47 points); however, they responded so-so (3.46 points) to the question of whether or not the actual frequency and time spent on safety education were enough. The average time spent on safety education was 28 minutes 11 seconds. Regarding the difficulties in performing safety education, 'not many safety education materials and media (3.44 points)', 'not many varieties in the subjects and contents for safety education (3.40 points)', and 'not much organizational support on safety education (3.33 points)' showed higher scores than 'lack of education time due to workload (3.20 points)'. The following were cited as education materials that should be developed as it is currently difficult to obtain relevant information and data: 'root causes of musculoskeletal injury and preventive measures (15.8%)', 'healthcare and disease preventive exercises for employees who do simple and repetitive works (14.9%)', and 'instruction on safe handling of chemicals (12.7%)'

A New Quantification Method for Multi-Unit Probabilistic Safety Assessment (다수기 PSA 수행을 위한 새로운 정량화 방법)

  • The objective of this paper is to suggest a new quantification method for multi-unit probabilistic safety assessment (PSA) that removes the overestimation error caused by the existing delete-term approximation (DTA) based quantification method. So far, for the actual plant PSA model quantification, a fault tree with negates have been solved by the DTA method. It is well known that the DTA method induces overestimated core damage frequency (CDF) of nuclear power plant (NPP). If a PSA fault tree has negates and non-rare events, the overestimation in CDF drastically increases. Since multi-unit seismic PSA model has plant level negates and many non-rare events in the fault tree, it should be very carefully quantified in order to avoid CDF overestimation. Multi-unit PSA fault tree has normal gates and negates that represent each NPP status. The NPP status means core damage or non-core damage state of individual NPPs. The non-core damage state of a NPP is modeled in the fault tree by using a negate (a NOT gate). Authors reviewed and compared (1) quantification methods that generate exact or approximate Boolean solutions from a fault tree, (2) DTA method generating approximate Boolean solution by solving negates in a fault tree, and (3) probability calculation methods from the Boolean solutions generated by exact quantification methods or DTA method. Based on the review and comparison, a new intersection removal by probability (IRBP) method is suggested in this study for the multi-unit PSA. If the IRBP method is adopted, multi-unit PSA fault tree can be quantified without the overestimation error that is caused by the direct application of DTA method. That is, the extremely overestimated CDF can be avoided and accurate CDF can be calculated by using the IRBP method. The accuracy of the IRBP method was validated by simple multi-unit PSA models. The necessity of the IRBP method was demonstrated by the actual plant multi-unit seismic PSA models.

  • Recently, the domestic construction companies are increasingly using the scaffolding system in order to secure safety although it may increase the construction cost. However since the actual situation of scaffolding system has not been checked yet, no safety standards and work method were made. Hence, various risk factors are involved in the scaffolding system work. Accordingly, this study is intended not only to check the installation/use status of scaffolding system in the domestic construction sites through the in-depth survey and investigation but also to suggest the measures of using the scaffolding system more effectively and systematically while basing the study results.

A Study on the Actual Wearing Status of Health Masks - Focusing on College Students in Their 20s - (보건용 마스크의 착용실태에 관한 연구 - 20대 대학생을 중심으로 - )

  • Based on five types of health KF masks currently being commercialized, this study analyzed results of a survey of 316 male and female college students with experience in wearing health masks in Seoul metropolitan area. By identifying problems and improvement requirements according to current status of wearing health masks, results of this study could be used as basic data for designing ergonomic health mask with improved ease of wearing and satisfaction for human safety protection in the future. SPSS 26.0 statistical program was used for all data analyses, including post-hoc test, χ2 test for cross-analysis, frequency analysis, independent samples t-test, ANOVA, and Duncan test. Considering that masks are worn for more than 8 hours a day on average, it is necessary to design masks considering materials, sizes of mask ear straps, elasticity and thickness of straps. The design should minimize contact with lips and cheeks with improved fit and comfort, blocking performance, and aesthetics. According to this survey, nearly 50% of respondents said they were willing to wear masks even after the end of COVID-19. Thus, it is necessary to perform research and improve masks to have excellent colors, designs, shapes, fit, and functions suitable for both pandemic and post-pandemic era when wearing masks is common.

  • Purpose: The purpose of this study is to identify the contents and problems of present education for safety education specialist and provide suggestions for improvement in the future by examining the current status of capacity building education for safe education specialist. Method: The analysis of current status was conducted based on the results of two training sessions on safety education specialists and the research on the actual condition was carried on targeting safety education specialists. Result: As a result of the research, most of the contents of education for safety education specialist are biased toward theory and lack of a systematic education system, resulting in that safety education tends to be field education and focuses on theory and audio-visual education. Safety education is not solved by theory, but can be maximized the effect through experience and practice to experience the real situation. Conclusion: Therefore, based on the results of this study, a method of ICT is proposed to utilize for safety education, so that safety education specialists can be provided with practical and effective safety education, which can be used at real safety field.

  • Objective:This study introduced the status of studies and the projects related with agricultural accident prevention carried out by the Rural Development Administration. This study was conducted to promote Korean farmers' agricultural safety activation by analyzing study trends on farmers' agricultural work safety. Background: Agriculture is one of the dangerous industries, and the agricultural accident rate is on the rise, due to recent serious aging and increased female work force. Such a phenomenon emerges as a serious problem from the social perspective, and therefore measures for farmers' healthy and safe agricultural activities and accident prevention are required. Method: This study conducted literature review related with domestic and international agricultural safety and health. This study also examined the hazard factors of agricultural labor and injuries, agricultural safety and health system and policy, support and education for farmers' safety practice, and the status of convenience tools and protection equipment, based on major study activities performed by the Rural Development Administration for recent four to five years. Results: Through the study results, the status of Korea's agricultural safety system, compensation support policy, safety education of farmers for actual practice, and diverse channels including media were confirmed. This study also presented the R&D implementation status on convenience equipment and protective gear to prevent agricultural diseases and safety accidents. Conclusion: This study found out that continuous monitoring and efforts are required to prevent accidents for the Korea's agricultural labor environment and agricultural safety, and that social bond of sympathy formation is demanded through effect analysis on the implemented projects including education and support projects. Furthermore, it can be understood that agricultural accident prevention should be carried out through shift from current government-led top down approach to bottom-up approach from itself. Application: The results of this study can be utilized as useful data for farmers' safety and health.

  • This study was conducted on young children safety helmet to prevent risk of head injuries from external shock. Young children helmet shall be easy to wear and use comfortably. But the young children helmet market in domestic has imported dependently and widely variations in quality because the euro product of high priced and the east asia product of low priced are selling at the same time. Therefore, this study surveyed children under 13 years of age and Married people and studies their actual state of wearing. Furthermore, this study is going to propese the improving wearing of helmet and the major points of quality of helmet and the problem by comparing and reviewing regulations of domestic and foreign.
