KOLAS 시험 및 교정기관 운영을 위한 개정된 표준 규정 리뷰: 적격성에 대한 일반 요구사항 (Review of Revised KOLAS Standard Regulations for Test and Calibration Laboratories: General Requirements for a Competence of Management System)

  • 한국인정기구(KOLAS)는 시험 및 교정기관이 KS Q ISO/IEC 17025 요구사항에 맞추어 적절하게 운영하고 유효한 결과를 생산할 수 있도록 표준안을 제시하고 있다. 국가표준기본법(시험·검사: 시험·검사기관 인정, 교정: 국가교정제도의 확립)을 근거로 운영하고 있다. 최근, 국제시험소인정기구(ILAC)가 자격기준을 강화함에 따라 공인시험·교정기관들도 요구사항(KS Q ISO/IEC 17025:2017)에 맞추어 2020년 11월까지 전환을 완료해야 한다. 국내에서 운영되고 있는 899개 KOLAS 인정시험·검사와 교정기관이 여기에 해당된다. 여기에서는 적격성에 대한 주요 일반 요구사항을 요약하였다.

국내석면조사기관의 질적 수준 평가를 위한 현황조사 (A Study for Qualitative Performance of Asbestos Inspection/Analysis Labs in Korea)

  • Objectives: This study identified the general characteristics of asbestos inspection/analysis laboratories in Korea and confirmed the actual situations in terms of technical aspects from these characteristics. In addition, given the background of the current problem, it offers preliminary data for determining future plans for improvement. Methods: A questionnaire was developed and distributed to the asbestos inspection/analysis laboratories that used the ISO/IEC 17025 for asbestos sampling and testing by UKAS(United Kingdom Accreditation Service) and the Korea Laboratory Accreditation Scheme(KOLAS). A total of 202 institutions in Korea were selected for the study and 145(71.8%) questionnaires were returned. Results: The number of personnel of the surveyed institutions averaged $4.2{\pm}2$ and 79.3% operated with less than five persons. In terms of education, the capital and other densely populated areas showed a high level of education(p<0.05). The level of education and facilities were determined by the magnitude of the institution(p<0.05). Institutions managed by highly educated directors were well-stocked with education and facilities(p<0.05). Institutions which had directors with considerable experiences received high scores overall and in particular higher scores in terms of education and facilities(p<0.05). At the level of the bottom five percent, the factor of education was 40.4% while the factor of measurement 49%, the factor of analysis 59%, the factor of facilities 61%, and the factor of survey 81%, respectively. Conclusions: To improve the quality of the institutions, in the short term, the problems identified in this study can be used to revise the related regulations. In the long term, a grading system of survey institutions needs to be established through the introduction of an accreditation system. However, the ongoing support of a government agency is required, including holding seminars and open education, suggesting guidelines for operation of asbestos inspection/analysis labs, and other means.

2013년도 어린이집 평가인증 운영체계 개선에 따른 성과평가와 개선안 (Performance Evaluation and Suggestions Based on the 2013 Child Care Center Accreditation System)

  • 본 연구는 2013년 평가인증 운영체계의 주요 변경내용 8개 항목에 대한 성과를 검토하고 보완점을 모색하고자 보육현장 종사자와 부모, 보육관계자를 대상으로 개선내용의 적절성에 대한 인식비교를 하였다. 보육교직원 200명, 보육담당공무원, 심의위원, 현장관찰자 등 전문가집단 150명, 학부모 144명이 2014년 2월말에 시행된 온라인 설문조사에 참여하였다. 자체점검의 상시화와 소요기간 단축, 기본사항 중 필수항목 확대, 현장관찰일 미고지, 관찰자 파견 수 조정, 재참여수수료 부과 및 참여대상 조정, 확인점검과 인증유효기간 연계 등 8개 항목으로 구성된 대상별 질문문항은 모두 동일하였으나 보육교직원 대상으로 3개 문항이 추가되었다. 빈도, 백분율로 일반적 인식수준을 알아보았으며, 집단별 비교를 위해 1차적으로 집단의 크기가 같은 전문가 세 집단 간 분산분석을 하였고, 통계적 유의차가 없는 경우 2차적으로 세 집단을 하나로 묶은 전문가집단, 보육교직원, 부모의 세 집단을 대상으로 분산분석을 하였다. 분석결과 2013년 평가인증 운영체계 변경내용 각 항목별 집단차이는 있었으나 전체적으로 긍정적인 평가를 하여 주요개정사항들은 적절하고 필요한 조처였다고 판단된다. 그러나 법적준수를 요구하는 기본사항 확인내용 점검과정의 일원화, 유효기간 단축과 불인증, 재참여기회 제한 등 기준점수 미달기관의 관리방안과 현장관찰일 사전고지 및 불시방문에 대한 보육현장의 부담에 대해 좀 더 심도 있는 검토가 필요한 것으로 나타나 이에 대한 개선안을 제언하였다.

식육판매장 HACCP 선행요건의 효율적인 적용을 위한 비교분석 (Comparative analysis for improving the effective application of HACCP prerequisite items in meat markets)

  • We analyzed the HACCP prerequisite of National Veterinary Research and Quarantine Service (NVRQS) and the Food Establishment Inspection Report of US Food and Drug Administration (FDA) to recommend contents and ranges to be complemented and used for preparation of guidelines for more effective application of HACCP prerequisites. We used the HACCP inspection reports implemented by Korea Livestock Products HACCP Accreditation Service from 2007 to 2009, FDA Food Code 2009 Guide 3-B Instructions for Marking the Food Establishment Inspection Report, and Retail Food Establishment Sanitation Requirements of 410 Indiana Administrative Code. Major non-compliance items were open doors and windows, insanitary cleaning of in-use utensil, inadequate record of warehousing, and improper storage, transportation, and labelling. Hot water supply, personal hygiene, and regular product testing were additional week points which should be more strongly controlled by detailed operating guidelines. Also, current prerequisite items were required revision into more precise contents to enhanced the effective evaluation and practical application in meat markets.

식육판매업소의 HACCP 선행요건 평가항목 간소화 방안 (Simplification of the HACCP prerequisite requirements evaluation items for butcher shops)

  • HACCP system application has been expanded to livestock products chain from farm to table in Korea. However, it requires flexible application with modified simple model in order to activate its application in small businesses such as butcher shop. We calculated non-compliance rates to identify weak points of prerequisite requirements and choosed main contents to be controlled as a simplified prerequisite program in butcher shops. The data used for the analysis of non-compliance rates were based on the HACCP accreditation evaluation inspection reports conducted by Korea Livestock Products HACCP Accreditation Service. Among the existing 51 evaluation items, we suggested 28 items of prerequisite requirements for the butcher shops.

  • According to the Korean government policy of expanding HACCP system application to food chain from farm to meat market, the importance of HACCP assessment to keep balance among the certified HACCP plants is urged. The objective of this study is to recommend more effective HACCP assessment methods. We reviewed major foreign countries HACCP implementation policy focused on the audit system, and compared with the Korean HACCP assessment system. We found that the checklist guidelines of prerequisite program were not enough for precise evaluation and many of the items were not directly related to the risk occurrences. And current rating grade for each items and judgments were inadequate to induce non-compliances and corrections for better HACCP implementation. We suggest revision points as follows; (1) checklists should be revised and reorganized according to the possibility of risk occurrences, (2) all the items should be supported by detailed guidelines for more objective inspection, (3) non-compliances identified must be reconfirmed after correction, (4) the items for HACCP plan should be divided into an accreditation inspection and a regular inspection, (5) rating grade 'high', 'medium', 'low', 'failure' was better for indicating non-compliances.

  • Hazard Analysis Critical Control Point (HACCP) system application is expanded to food chain from farm to table to supply safe livestock products with consumers in Korea. The objectives of this study were to analyze the HACCP operating conditions in butcher shops and to suggest for better HACCP implementation. We analyzed the HACCP inspection reports for butcher shops implemented by the Korea Livestock Products HACCP Accreditation Service from 2007 to 2009 and from 2010 to 2012 to compare the rate of HACCP non-compliances. The overall rate of non-compliances was higher in 2010~2012 than 2007~2009. The current inadequate HACCP operating level was directly related with the business size. Ninety-nine percent of the butcher shops were very small business with under 10 employees in Korea, and these small-sized businesses usually had great difficulties in implementing HACCP due to lack of technical expertise and financial resources. To overcome the obstacles and to facilitate more effective HACCP application and operation in butcher shops, government should play a leading role in developing flexible and simplified HACCP-based system which merges both the pre-requisite and HACCP principles.

터널계측용 록볼트축력계와 지중변위계의 불량원인 파악과 검증방법에 대한 연구 (A study on the methods of identifying and verifying the causes of defects on rock bolt stressmeter and rod extensometer)

  • NATM 터널에서 계측은 필수 불가결한 요소이나 계측기의 신뢰도를 검증할 방법, 절차, 규정 등에 대한 연구가 부족함으로 인해 터널에서 계측기가 성능검증 절차 없이 설치 및 적용되고 있다. 본 연구에서는 국내외 계측 검·교정 관련 규정을 조사하고 공인 인정기준의 필요성을 제시하였다. 또한 터널계측기 중 록볼트 축력계와 지중변위계를 대상으로 계측기의 불량원인을 외관검사로 파악하였으며 성능검사를 위해 단계별 하중 재하가 가능한 검증 장치를 개발하여 국내 9개 계측제조업체의 정밀계측기 불량원인을 파악하였다. 개별센서 위주의 성능테스트도 중요하나 완제품 상태에서 검증 절차를 통과해야 함이 필수적이므로 이에 따른 성능검사 방법과 절차를 제시하였다. 본 연구를 통하여 향후 계측기 성능검증을 위한 관련 규정 마련과 현장에서 계측기를 선정하는 데 도움이 될 것으로 판단된다.

Alien hitchhiker insect species detected from the international vessels entering into Korea in 2021

  • We monitored the hitchhiker insect pests from the international vessels entering into Korea in 2021. As a result, total of 581 individuals were detected by the survey based on visual inspection with naked eye. Among them, 500 individuals were identified as 244 species of 65 families under 11 orders through the integrative taxonomic method with DNA barcoding and morphological reexamination, but the remaining 81 individuals were classified as only to the family level. Of the 244 species identified, 26 species were determined to be not-distributed species in Korea (two Orthoptera, two Hemiptera, one Megaloptera, five Coleoptera, three Hymenoptera, and 13 Lepidoptera). Among them, two species, Sagra femorata (Chrysomelidae, Coleoptera) and Dendrolimus punctatus (Lasiocampidae, Lepidoptera), were discovered as 'Regulated species' listed by Animal and Plant Quarantine Agency, South Korea. Therefore, we reported on the 26 not-distributed species in Korea and provided inanimate pathway information such as navigation routes on the vessels hitchhiking the species, state of the samples at the time of detection, identification results and original distribution for the detailed monitoring and the risk analysis on the species.

선박관리산업발전법안의 분석과 개선방안에 관한 연구 (A Study on the Draft Ship Management Industry Act and its Improvement)

  • 우리나라는 선박관리산업의 중요성을 인식한 해운업계 및 학술단체의 전문가들에 의해 지속적으로 노력한 결과 최근 국회의원의 발의에 의하여 "선박관리산업발전법안"이 제안되었다. 이러한 성과는 우리나라의 선박관리산업이 선진국 대열에 진입하게 되는 결정적인 계기가 된다고 생각한다. 이 연구는 최근 발의된 우리나라 "선박관리산업발전법안"을 각 조문별로 소개하고, 조문별 분석을 통해 법적인 문제점과 실효성을 검토하여 개선방안을 제시함으로써 향후 우리나라 선박관리산업의 발전을 위한 법과 제도의 발전에 기여하는 것을 궁극적인 목적으로 한다. 이를 위해 우리나라 "선박관리산업발전법안"의 구성, 목적, 용어의 정의, 다른 법률과의 관계 등을 중심으로 개념을 소개하고, 이 법률안의 핵심이라고 할 수 있는 선박관리산업의 육성 및 지원, 그리고 선박관리우수사업자의 인증을 중심으로 구체적 실효성을 분석하였다.
