Research on water quality and flow rate measurement by applying GPS electronic Floater standard experimental method when water environmental chemical accidents occur (수환경 화학사고 발생시 GPS 전자부자 표준실험법 적용을 통한 수질-수리 측정에 대한 연구)

  • Recently, along with the increase in chemical accidents, the number of accidents-related disasters has been increasing continuously since 2012, and when looking at the hydrogen fluoride incident which is a representative example of domestic chemical incidents, there is insufficient technology applicable to the incident site. The result was that the damage spread. Therefore, in this paper, we will adapt the water pollution accident response system to a location-based approach, and introduce a measurement method for alternative index tracking using a GPS electronic floater of a location-based index measurement method for real-time response in the water environment when a chemical incident occurs. The research target area is Gumi City, which is the area where the hydrogen fluoride incident occurred, and Gamcheon is selected, and alternative tracking using GPS electronic floater is conducted in the corresponding target area through water quality and flow measurement. As a result, it is possible to measure water quality and flow at the same time in tracker experiments using GPS electronic floater based on the research results, it is believed that using GPS electronic floater will be of great help in disaster response systems for spill incidents in the river.

  • It is important to grasp biometric data in real time for prompt action in the event of a safety accident at a work site where the risk of safety accidents exists. Among them, blood oxygen saturation is the most important factor in maintaining human life, so real-time oxygen saturation measurement and monitoring is necessary according to the situation as a preemptive response for worker safety management. By receiving real-time bio-signals from workers wearing health and life-risk protective clothing, and sharing and analyzing the worker's risk status in an external system, it is possible to diagnose the worker's current condition and efficiently respond to emergencies that may occur to the worker. In this paper, we propose a wearable oxygen saturation measurement platform technology that can monitor the risk of harmful gases and oxygen saturation of the wearer in real time and ensure the wearer's activity and safety in order to cope with emergency situations at the scene of an accident. If we overcome the limitations identified through the results of the proposed system later and apply improved biodata such as motion correction to the platform, we expect that it will be usable not only in hazardous gas environments, but also in hospitals and homes for emergency patients.

A Study on the Development of HNS Database for Response System of Marine Spill Accident in Korea (해양 화학물질 유출사고 대응을 위한 한국형 위험유해물질의 데이터베이스 개발에 대한 연구)

  • In this study we collected various substance codes, physical and chemical properties, and hazard level of the 545 HNS which was determined earlier, and constructed the Korean HNS database including International Maritime Dangerous Goods (IMDG) codes,, informations of explosive and corrosive characteristics of HNS after reviewing of US, Japan and European Database. And also problems of present HNS Database which focused mainly on land-based environment and an absence of information for chemical and physical properties of mixed substance HNS are reported. For the efficient implementation of comprehensive HNS management system, we constructed the basic model for the HNS database in marine environment and made suggestions for improvement for the future development of HNS Database to be prepared for the marine spill accidents.

  • This study aims to examine the state of accidents and related issues related to Theme Groups experiential learning experiences of students and suggest ways to improve security measures to prevent future incidents. Case studies of the sunken Sewol ferry and the collapse of the gymnasium at Mauna resort in Gyeongju are conducted by analyzing the existing literature and the data collected from the media sources and related agencies. With a basis on the findings of the analyses, it is suggested that legal foundation and disaster and risk management systems (systematic revision of the laws, raised safety awareness among citizens, production and education of security managers, formation of disaster management organizations, establishment of headquarters in case of emergency and installation of first aid facilities, improved national response system, enforcement of disaster drills, introduction of assessment system, etc.) must be established to contribute to creating a safer society.

Quantification of Realistic Discharge Coefficients for the Critical Flow Model of RELAP5/MOD3/KAERl (RELAP5 / MOD3/ KAERI의 임계유동모델을 위한 실제적 배출계수의 정량화)

  • The realistic discharge coefficient for the critical How model of RELAP5/AOD3/KAERI are determined for the subcooled and too-phase critical flow by assessments of nine MARVIKEN Critical flew Test(CFT). The selected test runs include a high initial subcooling and large nozzle aspect rat-io(L/D). The code assessment results show that RELAP5/MOD3/KAERI over-predicts the subcooled critical flow and under-predicts the two-phase critical flow. Using these result, the realistic discharge coefficients of critical flow models are quantified by an iterative method. The realistic discharge coefficients are determined to be 0.89 for the subcooled critical How and 1.07 for the two-phase critical flow, and the associated standard deviations are 0.0349 and 0.1189, respectively. The results obtained from this study can be applied to calculate the realistic system response of Large Break Loss of Coolant Accident and to evaluate the realistic Emergency Core Cooling System performance.

  • Due to the continuously increasing global demand for electricity, the demand for high-voltage submarine cables is also increasing. One of the issues that need to be addressed for submarine cables is the high production cost and expensive laying costs. Submarine cables exposed to the marine environment encounter external forces such as wave and current, leading to issues such as cable damage due to external factors or high maintenance costs in the event of an accident. Therefore, we are preparing for the uncertainty of the submarine environment through many protective materials and protective equipment. In this study, we examined the bending performance of piggyback clamps (PBC) and strap, which are representative protective equipment, in response to the submarine environment through analytical methods. To examine the structural performance of PBC, the bending performance were assessed under the maximum bending moment criterion of 15 kN·m for the flexible protection tube. As a result, it was confirmed that the structural performance regarding the bending moment of both PBC and straps was ensured.

Study of Police Response to Radiation Accidents and Terrorism (방사선사고와 테러에 대한 경찰의 대응 인식에 관한 연구)

  • The purpose of this study is to provide basic data for policy making by understanding preparation plans and awareness of nuclear accidents and radiation terrorism among police officers in the vicinity of nuclear power plants. 221 police officers working in Busan metropolitan city were surveyed and their perception of disaster response was analyzed by organizational structure, command ability, and opinion management. As a result, there was no significant difference in disaster response perception by gender and command class (p>.05). There was statistically significant difference in the ability of command in age and ability according to work experience. As a result of the correlation analysis, there were statistically significant correlations among the three items of organizational structure perception, command ability, and opinion management (+0.5) (p<.01). Overall, it was positive for the police system, and it was well aware of the police work in case of radiation accidents and terrorist attacks. The purpose of this study is to provide basic data for policy making by understanding the coping and awareness of nuclear accidents and radiation terrorism among police officers in the vicinity of nuclear power plants.

Change Detection of Building Demolition Area Using UAV (UAV를 활용한 건물철거 지역 변화탐지)

  • In the disaster of collapse, an immediate response is needed to prevent the damage from worsening, and damage area calculation, response and recovery plan should be established. This requires accurate detection of the damage affected area. This study performed the detection of the damaged area by using UAV which can respond quickly and in real-time to detect the collapse accident. The study area was selected as B-05 housing redevelopment area in Jung-gu, Ulsan, where the demolition of houses and apartments in progress as the redevelopment project began. This area resembles a collapsed state of the building, which clear changes before and after the demolition. UAV images were acquired on May 17 and July 9, 2019, respectively. The changing area was considered as the damaged area before and after the collapse of the building, and the changing area was detected using CVA (Change Vector Analysis) the Representative Change Detection Technique, and SLIC (Simple Linear Iterative Clustering) based superpixel algorithm. In order to accurately perform the detection of the damaged area, the uninterested area (vegetation) was firstly removed using ExG (Excess Green), Among the objects that were detected by change, objects that had been falsely detected by area were finally removed by calculating the minimum area. As a result, the accuracy of the detection of damaged areas was 95.39%. In the future, it is expected to be used for various data such as response and recovery measures for collapse accidents and damage calculation.

Heavy Snow Vulnerability in South Korea Using PSR and DPSIR Methods (PSR과 DPSIR을 이용한 대한민국 대설 취약성 분석)

  • Recently, the risk of snow disasters has been increasing South Korea. The damages of heavy snow were categorized into direct and indirect. Direct damage is usually the collapse of buildings as houses, greenhouse or barns. Indirect damage is various, for example, traffic congestion, traffic acident, drop damage, and so on. In South Korea, direct damage is severe in rural area, mosty collapse of greenhouse or barns. However, indirect damage such as traffic accident is mostly occurred in urban area. Therefore, the regional characteristics should be considered when vulnerability is evaluated. Therefore, in this study, the PSR and DPSIR method were applied by regional scale in South Korea. The PSR evaluation method is divided into pressure, state, and reaction index. however, the DPSIR evaluation method is divided into Driving force, Pressure, State, Impact, and Response index. the DPSIR evaluation method is divided into Driving force, Pressure, State, Impact, and Response index. Data corresponding to each indicator were collected, and the weight was calculated using the entropy method to calculate the snowfall vulnerability index by regional scale in South Korea. Calculated heavy snow damage vulnerabilities from the two methods were compared. The calculated vulnerabilities were validated using the recent snow damage in South Korea from 2018 to 2022. Snow vulnerability index calculated using the DPSIR method showed more reliable results. The results of this study could be utilized as an information to prepare the mitigation of heavy snow damage and to establish an efficient snow removal response system.

A Study on System Construction to the Product Liability Law-with focus on a small & medium business (제조물책임법에 대응하기 위한 시스템 구축에 관한 연구 -중소기업을 중심으로-)

  • In 2002, the government arranged an institutional strategy to make it possible for a consumers to make a claim for damages caused by product defects against a business that produces and sells a product by enforcing the Product Liability Law(hereinafter referred to as 'PL'). On the other hand, due to the recent humidifier sterilizer accident, approximately 12 cases of related bills, such as a revised bill for the product liability law, have been proposed to the National Assembly at present in an effort to introduce the group action system and punitive compensation system for the purpose of the strengthening of the corporate product liability, and consumer damage relief. Ironically, as much as 62.6% of small & medium businesses, which are actual interested parties to this bill, are unaware of this. Many companies are responding to PL with the rationalization of document preparation & storage, clarification of responsibility relations with related business operators, and PL insurance policy purchase, or securing compensation funds as a means of Product Liability Defense(PLD), but the methods of preparation such as this leave much room for limits on the considerations of product design and product safety. This paper presents the individual management system model with more focus on product safety by looking into the clear concept of PL and the countermeasures against it, grasping the relevance between the PL system and individual management system, and integrating the PL response system in preparation for the PL. It is hoped that the result of this research objective will be evaluated as a rational countermeasure for small & medium businesses to respond effectively to the PL.
