Online learning systems are becoming an effective educational medium for many universities. The accessibility of online learning system in universities means that every student, including the visually impaired, is able use all the site's services. This research focuses on investigating the accessibility of online learning systems for visually impaired users. The paper purpose is to understand the perception of visually impaired undergraduate students towards Blackboard's accessibility and to make recommendations for a new Blackboard design with accessible features that support their needs. Impact of a new Blackboard design with accessible features on visually impaired students, using Taif University students as a case study is evaluated in this paper, as it is similar to most learning systems used by Saudi universities. A study on Taif University's utilization of Blackboard was conducted using mixed method approaches (an automatic tool and a user study). In the first phase, Taif's use of Blackboard was evaluated by the web accessibility tool called AChecker. In the second phase, we conducted a user study to verify previously discovered accessibility challenges to fully assess them according to the accessibility and usability guidelines. In this study, the accessibility of Taif University's Blackboard was evaluated by thirteen visually impaired undergraduate students. The results of the study show that Blackboard has accessibility issues, which are confusing navigation, incompatibility with assistive technologies, untitled pages or parts, unclear identification for visual elements, and inaccessible PDF files. This paper also introduces a set of recommendations that aim to improve the accessibility of Blackboard and other educational websites developed for this population. It also highlights the serious need for universities to enhance web accessibility for online learning systems for students with disabilities.

Although the educational facility are an important considerations on a social equity standpoint, educational environment in rural areas has been continuously deteriorated by numerous social problems such as decreasing birth rate and increasing of local school closing. The purpose of this study is to evaluate the accessibility of educational environment in rural areas on village level. First, we evaluate physical accessibility based on legally defined commuting distance. Second, the implication of village population of potential accessibility is analyzed. Lastly, the facility centrality index of each village is estimated for assessing the relations of educational accessibility. The main results of this study are as follows; (1) The accessibility of most villages in Pyeongchang-gun is vulnerable that 81.10% for elementary school, 73.17% for middle school, and 82.32% for high school, respectively; (2) The average commuting distance per student considering estimated number of students for each educational facilities indicated 2.75km for elementary school, 4.37km for middle school, and 5.79km for high school; (3) the facility centrality index is highly correlated to educational facilities but not to village population.

Universal accessibility of web sites Is critical in a highly interconnected world. The web site should be usable by anyone, regardless of Individual capabilities and disabilities. But in reality, the users with disabilities are discriminated by inaccessible wed sites. This research analyze the accessibility of major web sites of Korea based on World Wide Web Consortium's Web Content Accessibility Guideline 1.0. The result shows that the average number of accessibility errors per web site is 2.77 much higher than that of Unites States. Automated testing and manual testing of web accessibility provides complementary results.

이 연구에서는 우리나라의 모바일 앱 접근성 KS, 미국의 재활법 508조 개정 표준 및 유럽의 BBC 지침을 기준으로 개방형 플랫폼인 안드로이드 모바일 뱅킹 앱의 접근성을 분석하였다. 실험 결과, 우리나라 8개 시중은행의 모바일 뱅킹 앱 중 상기 3가지 표준의 세부 항목을 모두 만족하는 앱은 한 곳도 없었다. 대표적인 위반 항목은 대체 텍스트 미비, 키보드 초점 위반, 컨트롤 크기 및 간격 미준수, 명도대비 비율 낮음 등이었다. 이들 위반사례는 시각장애인, 상지장애인 및 저시력인과 고령자의 접근을 불가능하게 만든다는 점에서 치명적인 오류이다. 모바일 뱅킹 앱이 접근성을 준수하지 않는 원인에 있어서는 모바일 앱 개발자와 제공자들의 접근성에 관한 인식이 낮고 접근성 구현 방법을 제대로 숙지하지 못한 것으로 분석되었다. 우리나라의 모바일 앱 접근성 지침을 재활법 508조 개정 표준 및 BBC 표준과 비교한 결과, 많은 항목이 누락되어 있었다. 또한 평가 기준이 모호하고 추상적이어서 개발자들이 구체적으로 참고하기 어려운 측면이 있는 것으로 판단되었다. 따라서 모바일 앱 접근성 향상을 위한 개발자 및 정부의 노력과 더불어 표준의 보완이 필요하다.

The public services closely related to the daily lives of the Japanese people, such as firefighting, police or primary school education, are largely financed by the local governments. As the population as a whole in Japan declines, the population in local regions are forecasted to experience particularly rapid decline in the future, and it is inevitable to reduce the cost of public services provided by the local governments to keep their financial basis sustainable. In order to provide public services to the people properly and fairly, the local governments own and utilize their public facilities, such as fire stations, police stations or primary schools. On the other hand, we have to secure the accessibility, which is the condition of accessing a facility easily in a whole local city including the high population density area and low population density area. In this paper, we propose a method of determining the number of future facilities and its facility locations in which we maintain the present accessibility. In our proposed method, we determine them comparing the accessibility measurement calculated by facility location model using the present and future population. We adopted k-centdian model as the facility location model, which can secure the accessibility in a whole local city determining the weights of both areas. We applied our proposed method to fire station in Iwaki city, Japan. The results suggested that 7 facilities would be reduced in 2064, after 50 years from 2014. Additionally, we confirmed that the future facility location had secured accessibility in both high and low population density area.

Land price can be affected by convenience or psychological repulsion like PIMFY (Please In My Front Yard) or NIMBY (Not In My Back Yard) for various facilities. Services related to public establishment, welfare, medical attention, and amenities in rural areas are comparatively poorer than those in urban areas. The purpose of this study is to estimate the implications of the accessibility to community facilities in rural areas for land prices using a hedonic price model. The accessibility to facilities is estimated by real road distances and the land prices are applied for four types of land usages: field, rice paddy, building lots, and village halls. Community facilities are classified from public and community services view: education, safety, culture, transport, environment, health care, and finance. The results show that the accessibility to health care and transport can positively affect land prices and the accessibility to environment (waste facilities and junkyard) and unpleasant services (funeral hall and charnel house) can negatively affect land prices. Especially, the accessibility to hospital is the most positive influential factor for all types of land usages.

For joint value creation, collaboration among different interested parties is vital and should be supported by information technology. Currently, both government and private companies have launched websites to collect ideas. However, the information poor, including the visually disabled, have difficulty in gaining access to those websites. Therefore, the aim of this paper is to evaluate the level of web accessibility to websites, operated by companies or the government, for idea proposals. According to the automatic assessments, regarding proposal specific websites, 77%, 69% of the websites operated by the government and 41%, 44% of those operated by private companies were extremely inadequate. According to the expert's assessments, regarding proposal specific websites, 67%, 52% of the websites operated by the government and 39%, 26% of those operated by private companies were extremely inadequate in their level of accessibility. A range of policies should be prepared to improve web accessibility.

본 논문에서는 스마트 정보화시대에 장애인을 위한 스마트 기기의 접근성 준수 현황을 조사하고 개선방안을 제시하는 것이다. 현재 가장 많이 사용하고 있는 스마트 기기 운영체제(IOS, Android, Windows)기반의 스마트 기기의 시각, 청각, 지체장애인 접근성 제공 현황을 조사하고 비교분석을 통해 개선방안을 도출하여 장애인의 스마트 기기의 접근성 개선방안을 제시하였다.

Current web accessibility checks and automatic assessments have been pointed out that the assessment items and scores are evaluated from the developer's point of view rather than from the user's one. In addition, although most of the grades of an automatic assessment on the public web sites are excellent because they are built in accordance with the web accessibility development guidelines, not a few web sites shows relatively low grades in evaluating their usability test made by those users. Taking into account the inadequacy of these web accessibility assessments, this study has identified the differences between the grades of usability evaluations and automatic evaluations for people with low vision and analyzed the major factors affecting web accessibility usability evaluations using Repertory Grid Techniques. Also, the Hard Laddering method of the Means-End Chain theory was adopted to visualize the relationship between Attributes-Conferences-Value and a hierarchical value system analysis based on FGI(Focused Group Interview) to people with the low vision. This study proposed the measures to improve the current web accessibility automatic assessment allocation, expert evaluation criteria, and user task assessment. In particular, it is a web accessibility user evaluation model that can consider the web accessibility quality certification criteria and user review assessment by directly analyzing the user cognitive structure and value system. This study is expected to be useful as a research to enhance the quality of web accessibility assessment.

인터넷은 생활의 필수수단이 되어가고 있으나, 장애인은 인터넷 활용이 비장애인에 비해 낮은 실정이며 인터넷 이용에 많은 차별을 받고 있다. 이를 해결하기 위해 정부에서는 웹 접근성(Web accessibility) 표준제정, 인식제고를 위한 세미나, 실태조사 등을 실시하고 있다. 공공기관에 대한 웹 접근성 준수 정도는 여러 연구가 진행되어 왔으나, 민간부문에 대한 실태조사는 부족한 실정이다. 이에 본 논문은 포털, 방송사, 신문사, 금융, 교육, 교통 등 장애인의 실생활에 유용한 15개 사이트를 대상으로 장애인의 인터넷 이용이 가능한지를 판단하기 위해 웹 접근성 준수여부를 평가하였다. 15개 사이트의 메인 페이지를 대상으로 웹 접근성의 주요 4개 항목(대체 텍스트, 프레임 사용제한, 키보드 사용보장, 논리적 구성)을 평가해 본 결과, 15개 사이트 모두 웹 접근성의 기본적 항목조차 모두 준수하지 못한 것으로 나타났다. 또한 웹 접근성의 가장 기본적인 지침인 대체 텍스트 제공에 있어서도 1개사를 제외하고 모두 준수하지 못해 국내 민간기업의 웹 접근성 노력은 전무한 것으로 파악되었다.
