Perceptual Differences of Success Factors for a Maritime Tourism Complex Using Fuzzy Theory (Focusing on Golden Harbor, Incheon) (퍼지이론을 활용한 인천 해양관광단지 성공요인의 인식차이 분석에 대한 연구(인천 골든하버를 중심으로))

  • The maritime industry is recognized as an important national industry in the world today, and its importance is increasing. One of the most important marine industries is the marine leisure industry. Korea attracts many foreign visitors, and a wide variety of cultural and tourist resources are worth accessing. Among the visitors are Chinese tourists, who are called Youke and who represent a constantly increasing trend since 2007, when 1.06 million people visited, to 2015, when 5.98 million people visited Accordingly, a budget of about one trillion won has been committed to creating a resort complex called Golden Harbor at Incheon, which will focus on the development of a marine tourism complex In this study, we conduct a survey on the potential of Chinese tourism and marine tourism professionals only success of the targets of the Incheon Port Authority was analyzed by comparing the difference. A fuzzy analysis of the questionnaire results on Chinese tourists showed the importance of giving the highest priority to services being friendly(0.823), followed by safety(0.823) and convenience(0.773), highlighting the importance of recognize a variety of tourism products(0.755). Targeted surveys were conducted on 20 of Incheon Port Authority s employees They showed that various tourism products are the main issue(0.852), following by accessibility(0.850) and immigration(0.810), showed that convenience is important to recognize the order of (0.793).

  • As the demand for national security and national safety is gradually increasing in accordance with the trend of the times and social environment, and the use of private areas for effective prevention and supply required for the demand for safety services, this paper analyzed the Japanese private security testing system for the introduction of the Korea security certification system as a way to secure expertise in the private security industry and drew the following conclusion. First, certificate segmentation should be carried out according to the clearly divided field and scope of the expense operation. Second, it is necessary to distinguish the qualification of the private security qualification according to the level. Third, it is necessary to utilize the combined evaluation method through the departmental and practical tests. Fourth, an assessment should be made through the link between departments and practical subjects. Fifth, the diversity of the acquisition methods should be placed to ensure the gainer's accessibility.   • The recent rapid increase of international ocean cruises calling at Korea has prompted the interests of central and local governments in promotion of cruise ship tour. Korea's cruise tour policies and facility improvement plans tend to be focused only on main ports of cities with high calls at cruise port, such as Busan, Incheon, and Jeju. However, small and medium-sized ocean cities which represent the coastal areas are also seeking to activate cruise ship tour and attract investment, and therefore they merit governmental support as well. This study looks at the current conditions of cruise tourism in small and medium-sized ocean cities and searches for the means to activate cruise tours. It suggests improvement policies for port services, transport accessibility, urban facilities and tour activity support, as well as expected roles of public and private sector. As a case study of Yeosu in Jeollanam-do, it analyzes the present state and discusses possible future activation programs, comparing small and medium-sized cities with cities with main ports. In order to be a port of call, steady exertions for improvement are required in all areas regarding cruise tourism whether it's main or local. Especially, since local ports in small and medium-sized ocean cities are relatively unlikely to be developed into home ports, policies and tourism programs should be established to support them in being chosen as ports of call.

A Clinical Review on 143 Cases of Basal Cell Carcinoma (143례의 기저세포암에 대한 임상적 고찰)

  • Purpose: Basal cell carcinoma is one of the most common cancers in the western population and the annual incidence rate is still on an increasing course. In Asian countries such as Korea, the incidence of basal cell carcinoma is reported to be remarkably low but is estimated to be in a steep increase nowadays. This study was to analyze the recent clinical trends of basal cell carcinoma in Korea by reviewing a single institution's experience. Methods: Throughout an 11-year period, the surgical excision of 143 cases of basal cell carcinoma was performed in our department. General data of these cases such as the primary site of cancer, age and sex of the patient, operative methods, recurrence rate were reviewed retrospectively. Results: Among the 143 patients included in this study, 82 patients were men and 61 patients were women. The ages ranged from 27 to 89 years with a mean age of 64.0 years. The head and neck region was the most frequently involved primary site for the cancer as 95.1% of the total cases occurred in this area. Especially the nose and perinasal area were the most frequent region, which was followed by the periorbital area, cheek, and perioral area. During this study period, 9 cases showed recurrence of the cancer as the overall recurrence rate was 6.3%. Conclusion: Gradual increase in the incidence of basal cell carcinoma was demonstrated in this study. Basal cell carcinoma showed high incidence in the old-age population as 68.5% of the total patients were more than 60 years of age. High recurrence rate was noted in the nasal region especially after local flap reconstruction. A more cautious approach is to be required when handing such high risk lesions. Multiple factors such as extended life span, increased outdoor leisure activity and exposure to sunlight, higher accessibility to medical services and increased understanding of the public about skin cancer are assumed to be the main reasons for this increase of basal cell carcinoma.

THE ADDITIONAL POINT SYSTEM OF NATIONAL HEALTH INSURANCE FOR DENTAL TREATMENT IN PATIENTS WITH A SPECIAL HEALTH CARE NEED IN KOREA (한국의 장애인 환자 치과 진료를 위한 국민 건강 보험 가산제도의 종류 및 청구 현황)

  • In order to increase the accessibility of dental care for people with disabilities, National Health Insurance Service has implemented an additional point system of National Dental Insurance for dental treatment of patients with a special health care need (AID). The purpose of this study is to investigate the types and status of AID in Korea using data of the Health Insurance Review and Assessment Service from 2011 to 2017. The basic consultation fee is increased by 9.03 points (713 won) for brain disorder, intellectual disability, mental disability, or autistic disorder. From 2011 to 2015, the number of claims with a basic consultation fee increased from 90,456 to 141,179. Dental treatment and surgical treatment fee is increased by 100% of the defined insurance score for each of the 15 items. During the five years from 2012 to 2016, the number and amount of claims for each item increased steadily. Of the total claims for 5 years, endodontic treatment was highest, with 107,477 cases, followed by 51,641 cases of scaling. There are two types of dental safety observation fee, simple and complex. The simple safety observation fee is 10,370 won per day, and the complex safety observation fee is 20,750 won per day. Dental safety observation fees were charged 34 times in 2015, 14 times in 2016, and 41 times through May 2017. From 2011 to 2017, the number and amount of claims using AID for dental care for people with disabilities increased. However, considering that the number of registered dental users with disability was about 560,000 in 2016, the number of claims using AID is 1-20,000, which is less than 2% of registered dental users with disability. Therefore, it is necessary to expand dental services for people with disabilities including AID.

The Expansion of Bus Networks Connecting Incheon International Airport (인천국제공항 운행버스 노선망의 형성과 그 요인)

  • This study seeks to clarify the background and factors for the expansion of bus networks that connect Incheon International Airport with its hinterlands. For this research objective, this paper analyzes the relationships among the change of bus routes, competitive transportation modes, passenger fares, and the shortest time distance. Previously, the hinterlands of route bus networks that connect Gimpo International Airport were Seoul metropolitan area, Chungcheong region, Jeonju and Iksan in Jeollabuk-do(province). However, the opening of Incheon International Airport resulted in the expansion of the hinterlands of bus networks to Gangwon-do, Gwangju, and major cities in Youngnam region. Simultaneously, route bus networks also expanded in Seoul metropolitan area. Each bus route connecting Incheon International Airport with its hinterlands was opened by a single bus company or various bus companies. In many cases, due to the uncertainty of revenues or bus company's regional ties, a bus route was opened by various bus companies. In this paper, the analysis of the number of one-way route bus service and density of flight passengers shows that the frequency of the route bus service for Seoul except Gangseo-gu(ward) and for Seoul's satellite cities(Suwon, Seongnam, Anyang, Gunpo, Guri, and Osan) should be decreased. The analysis also shows that the frequency of the route bus services for the other cities, counties(Guns), and wards(gus) should be increased. In Seoul metropolitan area, although route bus fares are more expensive than subway fares, passengers use route bus more frequency than subway because time distance of route bus is shorter than that of subway and subway transfer is inconvenient. In general, outside Seoul metropolitan area, air flight is preferred in the regions that have airports. In contrast, the route bus is preferred in Daegu and other regions that do not have airports.

The Effects of Local Financial Institution's Financial Items and Service Quality on Customer Satisfaction and Loyalty (지역 금융기관 상품 및 서비스품질 요인이 고객 만족과 고객 충성도에 미치는 영향)

  • In the face of current environment of changing markets and increasing competition, regional financial institutions are also attempting to meet the needs of customers using various methods such as offering new services that satisfy customer demands. This study seeks to determine for regional financial institutions which service products and quality factors affect customer satisfaction and loyalty, and compare service products and service quality sources with the goal of observing the comparative importance of each service factor. This sample is conducted by visiting customer survey from October 7th to October 30th, 2015 to Korea Credit Union Cooperative Association and Seoul Consumer Association. The sample is analyzed as follows. interest rate, deduction, insurance and welfare business had a significant effect on customer satisfaction level among the commodity factors of local financial institution, and accessibility, professionalism and empathy affect service satisfaction level. Second, customer satisfaction has a significant effect on customer loyalty. In addition to the interest rate and professionalism factors, it is analyzed that deductions, insurance and welfare projects and empathy are important factors in the local financial institutions contributing to the local economy while providing financial convenience to local residents. This study suggests key points that regional financial institutions can use to differentiate their image in the competitive financial markets.

A Suggestion for the Strategic Choice of Seoul to be a Network Center in Northeast Asia

  • The East Asian Region has experienced remarkable economic growth and transformation of interurban networking over the past three decades, and urban competiti veness for a networking hub in this region has become a critical issue confronting cities. Competitiveness of the Seoul capital region for a networking hub in Northeast Asia is outstripped by other competing cities in East Asia, notwithstanding its geo-politically and geo-economically advantageous location in this region. In this paper, we aim to appraise the Seoul capital region's competitiveness in terms of logistics distribution, financial function and logistics distribution, financial function and agglomeration of transnational corporations (especially of RHOs and other managerial functions), and to advance the networking strategies of the region for a Northeast Asia hyb. As a result of analysis, we suggest that the Seoul capital region be developed as a Northeast Asian center for regional headquarters or leading global corporations and financial services for being a strategic nodal point in Northeast Asia in the 21st century. A recent survey shows that where to locate an RHQ is influenced by various factors, such as potential market and manufacturing site in the city's hinterland, quality of life, such things as culture, health, safety, education, a well-educated, English-speaking population, reliable air transport, state-of-the-art communications, and an active policy to offer foreign companies generous incentives. The Seoul capital region, which is located at a strategic nodal point advantageous as a springboard for its Northeast Asian hinterland, cannot meet the other conditions mentioned above. To overcome these drawbacks in attracting transnational capital and to create competitiveness as a strategic hub of RHQs in Northeast Asia, it is urgent to initiate a structural reform of the Korean economy, politics, and overall society, to minimize the regulation of FDI, and to provide various incentives for foreign investment. Moreover, we propose the construction of an 'International Business Town' in the Seoul capital region, as a medium to intermediate these strategies and to shape them in a spatial scale. The projected 'International Business Town(IBT)' will be a 'free city' open to international business in which liberal economic activities are guaranteed by special legislation and administration, infrastructures needed for international and improved accessibility to the airport are furnished, and the preference of foreign high-income investors for cultural and living environment are satisfactorily met. IBT is conspicuously differentiated from a raft of other cities' incentives in that it combines deregulation and incentive programs to attract the investment of transnational capital, with a spatial program of offering an urban environment preferred by the high-income investors for cultural and living environment are satisfactorily met. In conclusion, 'International Business Town', in line with other legislative and administrative incentive programs, will function as a driving force to make the Seoul capital regional more competitive as a regional business hub in Northeast Asia.

Voting-based Intra Mode Bit Skip Using Pixel Information in Neighbor Blocks (이웃한 블록 내 화소 정보를 이용한 투표 결정 기반의 인트라 예측 모드 부호화 생략 방법)

  • Intra coding is an indispensable coding tool since it can provide random accessibility as well as error resiliency. However, it is the problem that intra coding has relatively low coding efficiency compared with inter coding in the area of video coding. Even though H.264/AVC has significantly improved the intra coding performance compared with previous video standards, H.264/AVC encoder complexity is significantly increased, which is not suitable for low bit rate interactive services. In this paper, a Voting-based Intra Mode Bit Skip (V-IMBS) scheme is proposed to improve coding efficiency as well as to reduce encoding time complexity using decoder-side prediction. In case that the decoder can determine the same prediction mode as what is chosen by the encoder, the encoder does not send that intra prediction mode; otherwise, the conventional H.264/AVC intra coding is performed. Simulation results reveal a performance increase up to 4.44% overall rate savings and 0.24 dB in peak signal-to-noise ratio while the frame encoding speed of proposed method is about 42.8% better than that of H.264/AVC.

An Analysis of Fire Area in Jinju City Based on Fire Mobilization Time (화재 출동시간에 근거한 진주시 소방권역 분석)

  • This study analyzed the present status of services by fire-suppression mobilization time of fire station where is located in Jinju city, by using network analysis of GIS targeting fire station(five 119 safety centers, one 119 division) in Jinju city area. As a result, it was indicated to be 15.9% in the ratio with less than 5 minutes of mobilization time, 34.7% in the ratio with less than 8 minutes, 94% in the ratio with less than 20 minutes out of the whole fire service area in Jinju city. Even districts with more than 20 minutes were analyzed to reach 6%. Especially, to solve vulnerability to approach the fire service in uptown districts(Jinseong, Jisu, Sabong, Ilbanseong, the whole area of Ibanseong), the 119 division is installed more to be operated. However, accessibility is still remaining in low level. Also, in case of 119 safety center of Cheonjeon, the national industrial complex and the general industrial complex are being formed on a large scale. However, analyzing the fire service level in the corresponding area, the districts with more than 8 minutes and less than 20 minutes were existing broadly. In consequence of analyzing the fire service area in Jinju city with the fire-suppression mobilization time as the above, the fire service level is failing to escape largely from the status prior to the urban-rural consolidation compared to what the jurisdictional area was largely expanded by which the administrative districts were integrated by the urban-rural consolidation in locally small-and medium-sized city. Thus, there is a need of a measure for improving this.
