In recent years, the efforts for standards of Web contents accessibility and improvements of Web accessibility are expanded in the government, public institutions, university, enterprises. Korean Web Accessibility Guidelines, KWCAG 2.0, by comparison with 1.0, was able to provide more define alternative text in terms of image content, enhance guidance for accessing and use of the keyboard and for a clear distinction of data tables. In this paper, we developed a CMS(Content Management System) for everyone to be able to access to information easily in the mobile/web environments that are changing rapidly. The CMS, which is developed in this paper, is designed and manufactured based on KWCAG, W3C XHTML-1.0-Strict DTD, W3C CSS2 web accessibility and web standards. CMS builder is a WYSIWYG manner making it easy to use and manage, as well as a variety of the web was to operate in a mobile environment.

The citizens seek to maximize convenience, pleasantness and safety when they use urban facilities. However, existing practices of urban neighborhood parks have applied not qualitative standards such as adequacy, efficiency, accessibility, equity, or socioeconomic issues but very limited quantitative standards such as area per person. Therefore it is not rare that citizens have lost their accessibility to near-by neighborhood parks. And park regulations based on the distance of lien are supposed to be uniformally accomplished regardless of the consideration about users or geographical special situations. Futhermore, it has been found that some urban neighborhood parks don't reach to the standards given by the regulations. This study tries to accomplished several purposes. The first purpose is to extract the boundary of real user-accessible zones derived from the city survey. Comparing with boundary of real user-accessible zones, the second one is to propose the most efficient measurement indices among many accessibility measurement index. Based upon the above arguments, the last one is to review the propriety of the access distances(e.g., semidiameter) of an urban neighborhood park in a law. The measurement indices of accessibility examined in this study are walking distance, walking time and walking difficulty. The comparison of visual discrimination, the comparison of area and the comparison of differences of maximum distance showed similar results. Each index can also be compared in the size of area and differences of maximum distance. Walking difficulty with the turning showed the best measurement values among the measurement indices. This indicates that walking difficulty with crossing and/or turning may be another important indices in measuring accessibility, while other existing studues have mainly dealt with walking time and distance as accessibility indices. The results of this study also supported that the existing regulations related to park allocation(e.g., access diameter) are close to the findings of this study.

In this study, we analyzed the accessibility of open platform Android mobile banking applications, based on Korean mobile application accessibility KS standard, Section 508 technical standard of Rehabilitation Act, and European BBC guidelines. Experimental result showed that there are no mobile banking applications of 8 commercial banks in Korea that satisfy all guidelines of three standards. Typical violations included missing alternative text, keyboard focus violations, control size and spacing non-compliance, and low contrast ratio. These violations are fatal in that they make the accessibility of the blind, the disabled and the low vision and the elderly impossible. The reason that mobile banking applications do not comply with accessibility is that mobile application developers and providers have low awareness of accessibility and do not know how to implement accessibility properly. Comparing Korea mobile application accessibility guidelines with the revised standard of the Section 508 of Rehabilitation Act and the BBC standard, many guidelines are missing. Also, evaluation criteria are ambiguous and abstract, making it difficult for developers to refer specifically. Therefore, improving mobile application accessibility requires developer and government efforts and complementation of standards.

1995년 한국보건사회연구원이 실시한 '한국장애인실태조사'에 의하면 우리나라 장애인 수는 총 105만 3천명으로 인구 100명당 2.35명이 장애인으로 등록되어 있으나, 실제 장애인 수는 총 500만명에 이른다고 한다. 이는 고령인구 비율이 낮고 장애 범위를 매우 좁게 정의하고 있으며 실제 장애인들이 등록을 꺼리고 있기 때문이다. (중략)

The purpose of this study is to present the rational decision process for new ward office building site. AHP Technique used in this study considers both quantitative and qualitative factors on the basis of decision maker's intuitive, reasonable or unreasonable judgement by giving weight through mutual comparision of publicity factors. The evaluaion factors were refer to another five ward office there were executed these kinds of new site selection before. These standards are composed of 6 middle groups and classified into 9 detailed standards. Alternative building sites are five places in this district. The final evauation standards are Accessibility, Urban Expansion Possibility. Distrct balance, Environment, Financing. Development easiness. And It became clear that the priority of evaluation is Financing > Urban expansion > Accessibility > Development easiness > District balance > Environment. In conclusion, it was determined that alternative " E " is the most adequate place for new ward office building.

This research is carried out being divided into a first evaluation and second evaluation. A Study is carried out on first, the accessibility compliance level of Korea government department websites and second, whether the site which complies well with web accessibility increases web usability for users through a web usability evaluation. The evaluation result, web sites which comply well with the web accessibility guidelines were observed to increase web usability for both normal and disabled people but web sites which do not comply well were observed to lower the web usability making the web sites unavailable or inconvenient to use. Therefore, it can be concluded that there is a very close interrelationship between web accessibility and usability and thus compliance with web accessibility is not an option but a mandatory requirement.

This study aims to compare global policies on ICT accessibility and to suggest possible solutions that help to enhance ICT accessibility for socially disadvantaged groups. The results indicated that related laws and standards in Korea are relatively well established than Asian countries' whereas they need improvements when compared to the US or the UK. Particularly, in spite of rapid development in information communication technology industry, incorporating the definition of newly developed technologies into existing laws related to ICT accessibility seemed slow that caused reluctancy of related parties to address accessibility issues the new technologies create. In addition, Korean government seems less effortful to develop policies and standards apart from web and mobile application accessibility. In order to resolve the problems, firstly, the period or process of enacting and amending laws can be shorten. Next, a government affiliated research institute can be established to do research and develop ICT accessibility related to user scenarios so that effective policies and standards could be readily provided. Even though other possible solutions can be suggested, what is more important than that is that any interested parties should sustainably make efforts to provide equal opportunities for the underserved populations.

Due to increase of interest in web accessibility and recognition of its necessity, a variety of accessibility indicators and automatic assessment tools have been developed, but previous literature indicated various problems about these indicators and tools. Thus, this research proposes and verifies the assessment model for accessibility of a frame content by considering web standards which develop the same web page for every client environment.
