Web Accessibility Evaluation of Cultural Contents in Korea (국내 문화콘텐츠의 웹 접근성 평가)

  • Cultural contents should provide all the people web services to ensure accessibility without any obstacles as a core resource of nation including a code linking people and people beyond time and space. This study achieved that automated measure including 11 checkpoints and manual analysis including 11 criteria and 26 checkpoints of three areas in selected five web sites such as Culture Portal. Art Road, Korean Patterns, MFM, and e-Museum supported by Ministry of Culture & Tourism. As a result, web accessibility level of cultural contents analyzed it staying at the beginning level. This study Provided the directions in order to improve accessibility of cultural contents through showing real cases to practice for improving web accessibility.

A Brief Analysis on the Correlations between Website Accessibility and Quality Evaluation Results and Efficiency of Main Seaports in Korea, China, and Japan (한·중·일 주요항만의 웹 사이트 접근성 및 품질평가결과와 효율성과의 상관관계분석 소고)

  • The purpose of this paper is to empirically examine whether there are significant relations among rankings of cross-efficiency, web accessibility, and website evaluation. For this purpose, the study uses the KWAH-4 method developed by the Web Accessibility Laboratory in Korea, website evaluation method developed by the Business Development Bank of Canada (BDC), and the cross-efficiency model for 13 Asian container seaports including Korean, Chinese, and Japanese main ports in 3 years (2009, 2010, and 2013) using data for two cases: three inputs (depth, total area, and number of crane) and one output (TEU) in the first case and three inputs and two outputs (TEU and BDC overall score) in the second case. The main empirical results are as follows. First, the ranking orders of cross-efficiency, web accessibility, and website evaluation overall scores are not significantly correlated with each other. Second, if the BDC overall score is included in the output element, the correlation results are improved. However, the correlation coefficient is still low. The container port policy planners should introduce and consider the web accessibility and website evaluation scores when evaluating an efficiency-increasing plan for Korea's main container ports.

An Evaluation Method for Web Contents Services (웹콘텐츠 서비스 평가)

  • As the Internet and mobile services increase, the use of wired/wireless web contents services increase and the demand for various contents explosively grows. To survive in competitive market, and to minimize the errors and warnings for web accessibility and standardization, and then to maximize the web usability, the periodical evaluation for web site should be performed with the events of web marketing and campaign. Through the web evaluation, the errors for technical programming language and contents offering can be found and diagnosed. In this paper, the quantitative and qualitative evaluation method for web site providing web contents are presented, and the analytic results for the 138 home pages in domestic are evaluated to validate the quantitative methodology. The accessibility, standardization, and usability factor are adopted for the evaluation in which accessibility is evaluated for perceivable, operable, understandable, and robust discipline with K-WAH(Korea-Web Accessibility Helper) tool, the standardization are measured for the number of errors and warnings in technical language with the W3C validator, and finally the usability factor is analyzed for the number of visits, average visit duration, and bounce rate with Google Analytics. In addition to, the quantitative analysis is also performed with the consideration of cost for construction and operation of web site. From the results, in the case of total score of 100 in conversion with relative weight, the average and standard deviation are evaluated to be 55 and 14, respectively. The correlation analysis indicates that the coefficient is estimated as 0.058, and then correlation between the quantitative results and cost is evaluated to be a little positive.

  • This study aims to develop a potential centrality evaluation model (PCEM) which can evaluate the potential centrality of villages within the catchment boundaries. PCEM is a tool for evaluation of villages\` centralities by the potential centrality index (PCI) developed in this study. For quantification of PCI, total 31 evaluation criteria on the accessibility to other villages and the natural and human environment of the village were introduced. The weighting values of criteria were calculated from the step wise pair-comparision results of 14 specialists in academic fields on rural planning using by AHP (Analytic Hierachy Process) of MCE (multi-criteria evaluation) method. In the results, the weighting values of the spatial accessibility, the natural environments and the human environments were 448, 338 and 214, respectively, among total value being 1,000.

  • In this paper, the web accessibility of institutions and organizations that are related to disaster response we evaluate analysis. Along with the legal enforcement of Web accessibility, It is because shall comply with web accessibility. we have applied the K-WAH4.4 as an evaluation tool for web accessibility compliance of actual conditions. Look at the degree of compliance with the six detailed procedure of the web site, we request to the improvement of Web accessibility. Based on the guidelines 2.0, looked to the insufficient compliance rate at 61.8%. Then, we propose the need for improvement to enhance Web accessibility.

  • 2008 Disability Discrimination Act was enacted, Web accessibility compliance has been carried out from April 11, 2013. Therefore, all of the institutions and corporations in 2015, must fulfill the compliance of Web accessibility. In this paper, research for Web accessibility of Geriatric Hospital, to raise the improvement. We have applied the K-WAH 4.4 as accessibility evaluation tool. The results were evaluated on the basis of the Web Content Accessibility Guidelines 2.0, it was very low.

  • Several software programs such as Bobby and A-Prompt developed based on the W3C's WCAG 1.0 guidelines have been employed to evaluate the accessibility of web sites. Although these programs make an evaluation of web accessibility easy and objective, many researchers pointed out that the results of web accessibility are lack of reliability. Therefore, this study is intended to suggest the modified algorithms for evaluating web accessibility focused on the 'images' and 'tables'. To verify them, we compared the accessibility of the Korean governmental web sites with new and current algorithms, respectively. The results show that the suggested algorithms are more accurate than the existent one.

Evaluation of Accessibility to Elementary and Secondary Educational Facilities on Village Level in Rural Areas (농촌지역 초·중등 교육시설에 대한 마을단위 접근성 평가)

  • Although the educational facility are an important considerations on a social equity standpoint, educational environment in rural areas has been continuously deteriorated by numerous social problems such as decreasing birth rate and increasing of local school closing. The purpose of this study is to evaluate the accessibility of educational environment in rural areas on village level. First, we evaluate physical accessibility based on legally defined commuting distance. Second, the implication of village population of potential accessibility is analyzed. Lastly, the facility centrality index of each village is estimated for assessing the relations of educational accessibility. The main results of this study are as follows; (1) The accessibility of most villages in Pyeongchang-gun is vulnerable that 81.10% for elementary school, 73.17% for middle school, and 82.32% for high school, respectively; (2) The average commuting distance per student considering estimated number of students for each educational facilities indicated 2.75km for elementary school, 4.37km for middle school, and 5.79km for high school; (3) the facility centrality index is highly correlated to educational facilities but not to village population.

Analysis of Spatial Population Distribution and Network Accessibility in Urban Areas (도시인구의 공간적분포와 접근도분석)

  • The purpose of study is to analyze the spatial population distribution and accessibility of network in urban areas. This study examines the forty-six political subdivision cities in Korea at the end of 1983, except the four metrpolitans (Seoul, Pusan, Daeku and Incheon). Evaluation indexes are classified the spatial pupulation distribution and accessibility of network. To analyze the cities, 10 indexes and the statistical techniques such as descriptive analysis, correlation analysis, factor analysis and cluster analysis were used. According to the results of cluster analysis, 15 cities (Ulsasn, Suwon, Bucheon, Chungju and etc.) are classified dispersed cities and another 15 cities (Kwangju, Daejun, Sungnam, Mokpo and etc.) are classified concentrated cities.

  • The purpose of this study is to evaluate the official medical tourism websites in several countries. We compared the websites of three countries using the 4 criteria(e.g.,contents, convenience, design, interactivity). The evaluation of accessibility and subjective perception were conducted by websites users. Total 77 cases were used for the analysis. For the statistical analysis of data, MANOVA was used. According to the MANOVA analysis, The Malaysia website received the highest mark in accessibility and subjective perception. Each of the evaluations showed a significant difference among countries.
