A study on the evaluation and improvement of web accessibility and usability of Korea government department websites (국내 중앙행정기관 웹사이트의 접근성과 사용성 평가 및 개선방안 연구)

  • This research is carried out being divided into a first evaluation and second evaluation. A Study is carried out on first, the accessibility compliance level of Korea government department websites and second, whether the site which complies well with web accessibility increases web usability for users through a web usability evaluation. The evaluation result, web sites which comply well with the web accessibility guidelines were observed to increase web usability for both normal and disabled people but web sites which do not comply well were observed to lower the web usability making the web sites unavailable or inconvenient to use. Therefore, it can be concluded that there is a very close interrelationship between web accessibility and usability and thus compliance with web accessibility is not an option but a mandatory requirement.

A Study on Recent Research Trend on Web Accessibility Evaluation in Korea (한국의 웹 접근성 평가 연구동향 분석)

  • The purpose of this study is to suggest the shortcomings and the direction of the web accessibility evaluation studies by analyzing the research trends on web accessibility evaluation in Korea. For this aim, a total of 59 theses presented in the registered academic journal and the candidate of registration academic journals from January 2000 to March 2017 were selected. The selected dissertations have been analyzed based on the evaluators, the evaluation targets, the evaluation methods, and the evaluation results with regard to web accessibility. As a result of the analysis, the highest rate in the evaluator aspect was 'independent evaluation (66 percent)' and the highest percentage in the evaluation target aspect was 'web site (83 percent)'. When it came to the evaluation methods, automatic evaluation and the mixture of automatic evaluation and manual evaluation had a similar percentage. Lastly, only two papers showed that web accessibility did not have any problems. This study is meaningful in the sense that it suggested a desirable direction for the web accessibility studies in Korea and web accessibility evaluation studies in the situation when the meta studies which analyzed research trends are insufficient.

A Study On Web Contents Accessibility of Hospital Web Sites in Korea (국내 의료기관의 규모별 웹 콘텐츠 접근성 현황에 관한 연구)

  • In this study, we investigated web contents accessibility of 60 hospital web sites in Korea. The eight evaluation criteria were used for estimating the web contents accessibility of the web sites. These criteria were as follows: providing an alternative text, providing caption for moving picture, providing a skip navigation, usage of pop-up windows, usage of a summary or a caption tag for data table, providing a page title, providing a label for online form, and usage of java scripts. K-WAH 3.0 was used for estimating five evaluation criteria. According to Internet web contents accessibility guideline 1.0, we estimated the rest three evaluation criteria manually and described good or bad examples for the evaluation results technically. The results show that the web accessibility of hospital web sites is generally insufficient and the constant interests in improvement for accessibility are urgently needed.

  • Web accessibility should be guaranteed regardless of disability in current information society. Automatic tools are needed to evaluate a huge number of web sites. Five pre-developed web accessibility evaluation tools are selected and experimenting results are compared and analyzed in this paper. The research results will be very helpful for users who are selecting a web accessibility evaluation tool.

  • Understanding the importance of web accessibility as the solution for digital divide, this study recognizes the problem that existing web accessibility researches have been conducted only by governmental administrative organizations and the accessibility researches of web service that is frequently used in every day life are rare. For the research on the actual condition of web-accessability, this study selected the e-mail service of the representative web-service providers - Daum, Naver, and Empas. Through this evaluation research, this study is intended to present a way to provide convenient and efficient service for those who have been alienated from information. For the accessibility evaluation, the automation evaluation tool "KADO-WAH 2.0" was used. And then, source analysis and manual evaluation using Firefox were conducted to see if 'web contents accessibility guideline 1.0' had been kept.

A Study on Analyzing the Degree of Conforming to Web Accessibility by the Center for Teaching and Learning Support of Cities and Provinces (시·도 교육청 교수학습지원센터의 웹 접근성 준수 정도 분석)

  • The purpose of this study is suggesting the direction for improving web accessibility by analyzing the state of abiding by the web accessibility by the centers for teaching and learning support at the education offices in cities and provinces which provide the learning and teaching materials to the K-12 members and the interested people. For this aim, nine centers for teaching and learning support were evaluated. The primary manual evaluation by two experts and the evaluation by 18 users were conducted. The users were comprised of hearing-impaired people, visually-impaired people, brain-disabled people, the elderly, various browser users, and a variety of operating system users. As a result of the analysis, not a single center for teaching and learning support had conformed to web accessibility in the expert evaluation and the user evaluation. As a result of the expert evaluation, the errors regarding web design improvement, HTML source error correction, and provision of alternative measures for the disabled were found. This study is meaningful in the sense that it provided various discussions with regard to the direction of the future web accessibility evaluation based on the improved web accessibility evaluation method.

The status and improvement method of Web Accessibility on Government web sites for visually impaired people (시각장애인의 정부 홈페이지 접근실태 및 제고방안)

  • The purpose of this paper is to find the method to improve the web accessibility of Korean Government's web sites through the investigation on the evaluation result of visually impaired people and the accessibility evaluation tool. Twenty five Korean Governments' web sites are chosen for this experiment. First, all of the sites are evaluated by accessibility evaluation tool (A-Prompt) based on Priority one of the Web Contents Accessibility Guidelines (WCAG) 1.0 of W3C. Second, three visually impaired people tried to find information or resister for the sites to check the accessibility. All of the sites are failed to conform to WCAG 1.0 and most of those are not accessible to information. The last part of this paper presents the method to improve the web accessibility of the Government's web sites.

Web Accessibility Evaluation of Korean Museum Websites (국내 미술관 사이트의 웹 접근성 평가)

  • Museums have recently been expanding their roles as education providers to use websites to provide a variety of information and services including educational programs. In order to better perform their roles as education providers, it is important for museums to commit themselves to making their websites accessible and easy for everyone to use, in compliance with web accessibility. 20 of museum websites were chosen to study the state of web accessibility of domestic museum websites, and were evaluated by using an automated web accessibility evaluation tool called the K-WAH 4.4. And then, we analyze the compliance rates of web accessibility based on 6 Requirements in the KWCAG 2.1. As a Result, only two museums satisfy the compliance rates on 6 Requirements and national & public museums are higher than private museums in compliance rates. So, to improve web accessibility, we comply with accessibility guidelines and design web contents. After witch we should improve web accessibility by modifying insufficient requirements immediately through periodical evaluations.

Analyses of Value System through Web Accessibility User Evaluation : For People with Low Vision (웹 접근성 사용자 평가를 통한 가치체계 분석 : 저 시력 장애인 대상으로)

  • Current web accessibility checks and automatic assessments have been pointed out that the assessment items and scores are evaluated from the developer's point of view rather than from the user's one. In addition, although most of the grades of an automatic assessment on the public web sites are excellent because they are built in accordance with the web accessibility development guidelines, not a few web sites shows relatively low grades in evaluating their usability test made by those users. Taking into account the inadequacy of these web accessibility assessments, this study has identified the differences between the grades of usability evaluations and automatic evaluations for people with low vision and analyzed the major factors affecting web accessibility usability evaluations using Repertory Grid Techniques. Also, the Hard Laddering method of the Means-End Chain theory was adopted to visualize the relationship between Attributes-Conferences-Value and a hierarchical value system analysis based on FGI(Focused Group Interview) to people with the low vision. This study proposed the measures to improve the current web accessibility automatic assessment allocation, expert evaluation criteria, and user task assessment. In particular, it is a web accessibility user evaluation model that can consider the web accessibility quality certification criteria and user review assessment by directly analyzing the user cognitive structure and value system. This study is expected to be useful as a research to enhance the quality of web accessibility assessment.

An Evaluation of Web Accessibility Related to Tripitaka Koreana Websites (국내 대장경 관련 웹 접근성 평가)

  • The objective of this research is to measure the quality of web accessibility of Tripitaka Koreana websites. To achieve this research aim, three typical websites were selected, and conducted both the system-based evaluation and the user-based evaluation using the six common indicators. It found that no website satisfied with the 95% accessibility level in all six indicators, and users were more likely to respond positively to the high level of web accessibility results from the system-based evaluation (i.e., providing alternate texts, providing titles, displaying the basic languages, performing user requests, and providing labels). We suggested some ideas to increase the web accessibility based on the results of analysis.
