The purpose of this study was to evaluate the improvement of disabled access to healthcare institution located in Jongno-gu, Seoul in 2011 compared to 2003 since disabled access has been mandatory in healthcare institutions located in new buildings by the amended law in 2004. We had investigated 10 assessment items for disabled access in 166 healthcare institutions located in Jongno-gu, Seoul and the results were compared with those of 2003 survey. On average, 74.1% of the healthcare organizations has equipped with items for disabled access. However the adequately equipped rate for those items was only 39.2%. Compared with the results of 2003 survey, these rates showed a little increase by 4.1% and 8.0%, respectively. There were only 10 healthcare institutions located in new buildings which were constructed after July, 2005. Their average equipped rate(84.4%) and adequately equipped rate(46.8%) were higher than those of the other organizations because the Korean government ruled that healthcare institutions in new buildings must have facilities for the disabled. In conclusion, we confirmed that the accessibility of the disabled to healthcare institution slightly increased. In particular, the healthcare institutions in newly constructed building showed the significant increase of accessibility of the disabled. However, it is founded that disabled access is still not enough for the disabled.
As a key of access to public participation and information, e-government is taking the active role of public service by relevant laws and policy measures for universal use of e-government websites. To improve the accessibility of web contents, the level of deriving the results for each detailed evaluation item according to the Korean web contents accessibility guideline is carried out, which is an important factor according to the detailed evaluation items for each website property and requires data-based management. In this paper, detailed indicators are analyzed based on the quality control level diagnosis results of existing domestic e-government websites, and the results are classified according to high and low to propose new improvement directions and induce detailed improvement. Depending on the necessity of management according to the detailed indicators for each website attribute, not only results but also level diagnosis to strengthen web service quality suggests directions for future improvement through accurate detailed analysis and research for policy feedback. This study ultimately makes it possible to expect government system management based on predicted data through deduction history management based on evaluation score data on public websites. And it provides several theoretical and practical implications through correlation and synergy. The characteristics of each score for the quality management of public sector websites were identified, and the accuracy of evaluation, the possibility of sophisticated analysis, such as analysis of characteristics of each institution, were expanded. With creating an environment for improving the quality of public websites and it is expected that the possibility of evaluation accuracy and elaborate analysis can be expanded in the e-government performance and the post-introduction stage of government website service.
The purpose of this study is to introduce the concept of community resilience to rural society and build an index suitable for the reality of rural areas. Furthermore, by calculating the importance of evaluation factors, it was attempted to present priorities and alternatives for each evaluation factor. By stratifying the derived indicators, a survey was conducted targeting 20 researchers, practitioners, and public officials, three groups of experts working in rural areas who were well aware of the realities and problems of rural areas. In the survey, a pairwise comparison was performed to compare factors 1:1 to calculate the importance, and for rational and consistent decision-making, decisions were made in the 9-grade section. Using the collected data, consistency analysis that can evaluate reliability in the decision-making process and the relative weight of evaluation factors were calculated through AHP analysis. As a result of the analysis, as a result of examining the priority of final importance by summarizing the importance of all evaluation factors, 'Income creation using resources' > 'Population Characteristics' > 'Tolerance' > 'External Support' > 'Social Accessibility' > 'Physical Accessibility' > 'Community Competence' > 'Infrastructure' > 'Leader Competence' > 'Natural Environment' was derived in the order. In the study dealing with urban community resilience indicators, social aspects such as citizen participation, public-private cooperation, and governance were presented as the most important requirements, but this study differs in that the 'income creation' factor is derived as the most important factor. This can be seen through the change in the income difference between rural and urban areas. The income structure of rural areas has changed rapidly, and it is now reaching a very poor level, so it is necessary to prepare alternatives to 'income creation' in the case of rural areas. Unlike urban indicators, 'population characteristics' and 'tolerance' were also derived as important indicators of rural society. However, there are currently no alternatives to supplement the vulnerability by strengthening the resilience of rural communities. Based on the priority indicators derived from the study, we tried to suggest alternatives necessary for rural continuity in the future so that they can be supplemented step by step.

Recent persistent coastal developments have expanded recreational areas and enhanced accessibility. However, this growth has also led to a rise in safety incidents. These accident factors can be divided into human-made and natural types. The latter is comprised of dynamic factors like waves, tides, sea fogs, and winds. While institutions like the Korea Meteorological Administration and the Korea Hydrographic and Oceanographic Agency already offer data on these dynamic factors, the resolution is often insufficient for a precise assessment of localized risks. In this study, to overcome these limitations, we utilized the dynamic information from existing open systems to construct a high-resolution numerical simulation. Through this, we developed an automated module to predict dynamic factors in localized coastal activity areas. Particularly during the module's construction, we compared and reviewed the numerical prediction results for waves with observed wave heights.

The purpose of this study is to develope an assessment method for parking lot remodeling alternative by adopting the asset management technique. In order to identify the Level of Service(LOS) and the Evaluation Measurement(EM), literatures was implemented which documented the consideration of parking lot plan, needs of the apartments' tenant, and various design standards. In addition, the authors conducted a three-time delphi survey for the identified 5 LOS and 19 EM to evaluate suitability and necessity of them and to collect additional opinion of experts. The LOS of parking lot were categorized into 5 areas such as Environmental effect and Convenience, Accessibility and so on. The 19 EM were determined to estimate the LOS quantitatively. The researchers analyzed the degree of importance of LOS and EM by using the Analytic Hierarchy Process (AHP) method. But construction cost was excepted from the analysis, because it is used as an independent variable in alternative assessment. In conclusion, the authors proposed the estimation criteria for EM, and the method and process for alternative assessment be performed to benefit-cost analysis using the LOS variation and construction cost. The assessment method for parking lot remodeling alternative was demonstrated effective to assess the parking lot remodeling alternative by case-study. This study has a academic significance by adopting the asset management techniques in the area of the parking lot remodeling. And the assessment method is expected to help deciding a reasonable remodeling alternative of parking lot, as it ensures the diversity for remodeling of the parking lot and reflects the needs of the occupant.
The degree of benefits of living services related to the quality of life can solve the depopulation problem, and it is necessary to be able to quantitatively analyze problems related to the quality of life in rural areas in order to cope with the rural depopulation. The purpose of this study was to develop the assessment model of a village-level rural living service that reflects the regional characteristics of rural villages to evaluate the level of rural living services for response rural depopulation. Based on the review of previous related studies, the evaluation index was composed of seven sectors of education, health, welfare, culture, environment, safety, and convenience, and the assessment model of a rural living service was established. This model was evaluated through a sample survey of 90 villages in Nonsan-si, Seongju-gun, and Pyeongchang-gun. As a result of the rural life services evaluation by Si and Gun, Seongju-gun, which is affected by nearby large cities, has the largest variation by village level and is assessed at a lower level overall than other Si and Gun. As a result of the rural life services evaluation by 7 sectors, in the case of health and welfare, low scores were shown in the assessment model, but the level of residents' satisfaction was mid-level. In particular, in the case of Seongju-gun, there were significant differences in the assessment model and the survey results of the level of residents' satisfaction in the health and welfare sectors due to the influence of nearby large cities. As a result of analyzing the number of villages corresponding to the top 30% and the bottom 30% of the evaluation results for each sector, it was analyzed that the villages with the highest evaluation results in Pyeongchang-gun in both the assessment model and the level of residents' satisfaction. It implies that quantitative analysis of data based index and accessibility as well as level satisfaction of residents are necessary.
Objective : This study aimed to conduct a systematic review of the assessment tools used to assess the housing environment of older adults. Methods : Data were collected from January 2015 to August 31st, 2023, by searching databases including the Cochrane Library, PubMed, and ProQuest. From the 267 articles, nine assessment tools were selected for analysis based on their original instruments. These tools were categorized and systematically organized for analysis based on their frequency of use, assessment purposes, sub-domains, scales, and other relevant criteria. Results : Among the nine tools, HOME FAST and IPAQ-E were the most frequently used (20% each). The objectives of these tools are to assess friendliness, physical barriers, fall prevention, dementia-friendly environments, physical activity, and accessibility. The measurement scope encompassed various factors, such as outdoor spaces, buildings, transportation, housing, and community support. Conclusion : When considering the suitability of housing for the older adults population, providing foundational data for the rational selection of evaluation tools with logical validity is important. This includes factors such as the objectives and measurement scopes of housing environment assessment tools.
The Purpose of this study was to assess the willingness to pay(WTP) for the new road construction plan(slip road of urban highway which was advertising extensively to reduce the time to the core of metropolitan area) on housing prices using contingent valuation method(CVM). And this study was an empirical study which was based on the consciousness of residents whose apartment was within the Suwon Si's new plan of 47th road construction zone. In this study, it was revealed that the resident's WTP for the plan of new road construction which was built on the neighborhood of apartment was within the 10 percent of housing prices that was similar to the standard declared price of MLTM(Ministry of Land, Transport and Maritime Affairs). And also revealed that the difference of sale prices of real estate company was 24 percent. The statistical assessment results show that both the resident's characteristic variables such as gender, incomes, size of apartment and the accessability variables such as distance to parks, schools, department stores, living facilities were positive effects on the prices of apartments significantly. Finally, the house has depreciated than that of MLTM and WTO since torpedoed the road construction plan. These results imply that, we have to take capital appreciation of the property into account due to road construction since the accessibility was very significantly positive internal effects on the apartment housing prices.

Purpose: This study was done to evaluate nursing guidelines for patients with acute stroke, developed by adapting the guidelines of Registered Nurses Association of Ontario, Canada to clinical settings on a large scale and evaluating the effectiveness as a research study. Method: The general characteristics of the 319 patients and the effectiveness of guideline application were evaluated in terms of structure, process, and outcome using questionnaires on the guidelines application with reference to the medical records of patients with acute stroke hospitalized on a ward of the stroke center of S General Hospital in Seoul. Results: Structures as a guidance system for assessment were consistent with the recommendations. With respect to the process of the guidelines, for items on nursing assessment, improved performance was found to be statistically significant. For outcomes of the guidelines, complications occurred in 8 patients (5.3%) prior to application of the guidelines and 11 patients (6.5%) after application of the guidelines, but this result was not statistically significant (p=.841). Conclusion: The results of the study indicate that for the effectiveness of the guidelines, accessibility to the guidelines and effectiveness of quality improvement need to be evaluated, in addition to complications of a stroke.
The 5-day schoolweek system at the present has increased spare time of the youth. The society should use this opportunity to lead the youth to grow as a responsible community member as offering them programs to fulfill their desires and potential abilities. The purpose of this study is to have the improvements to give the youth appropriate and comfortable space. As the scope of the study, I selected a total of 5 places as each rating (the best, good, moderate, insufficient) 4 places in the comprehensive assessment conducted by youth facilities association among the independent buildings located in Seoul and 1 place after the assessment. As the methods of the study, with regard to environmental psychology and behavior and Youth cultural center, I investigated them theoretically as literature survey method, organized and analyzed, put them together through facilities research analysis and the survey. The research results are as follows : First, a static individual space should be placed in well accessibility due to high affinity for the facilities. Second, a dynamic individual space needs the place and equipment for physically and mentally healthy leisure culture. Third, a dynamic group space needs to provide ensuring service hours, setting proper size of space, comfortable indoor environment considering the relationship between physical activity and others. Fourth, a static group space needs to vary the programs to develop potential abilities by a variety of experiences to maintain the correlation the layout adjacent to leader's office.
