The cloud records management system has the following problems. It has not been accompanied by a change in the legislative system and has not been exploited the benefits of cloud technology. In addition, it has not been considered for changes after system construction. To solve this problem, the contents of the Fourth Industrial Revolution should be reflected in the improvement of the legislative system and the long-term development strategy of the national archives system. A fundamental review of the records management system is also required, and in the process of e-government, the National Archives should act as a pan-government records management control tower.

국가 4차 산업혁명의 성장 동력으로 데이터 경제가 주목받고 있으며, 현(現)산업계는 초연결, 초지능, 초융합 사회로 진보하고 있다. 이와 같은 환경에서는 산업군 간의 경계가 사라지고 전방위적인 상호 유기적인 복합 생태계를 구성하게 된다. 따라서 사이버 보안사고 발생 시 단순 데이터 탈취 정도에 국한되지 않고 안보, 생명, 국가 경제 등에 돌이킬 수 없는 손실을 끼칠 것으로 예상된다. 그러나 현재 사이버 보안의 각종 제도 및 법령 등은 중복·혼재되어 있거나 특정 산업군에 적용하기에는 일부 미흡한 요소도 존재한다. 본 논문에서는 이와 같은 문제점을 개선하고 전방위적인 보안거버넌스를 달성하기 위한 통합 사이버 보안 프레임워크 구축 방안을 제언한다.

The effects of the Fourth Industrial Revolution on manufacturing are spreading by policies to secure or strengthen the manufacturing competitiveness of each country. Strengthening policies on manufacturing necessitate nurturing manpower for smart manufacturing. This study examines the difference of the experts' perception about the educational curriculum to develop the knowledge of Product Lifecycle which covers the whole knowledge area of product development among the knowledge areas aimed at fostering the manpower of smart manufacturing for the $4^{th}$ Industrial Revolution Era. Experts were aware that future developments in digital development, production, and new product development are most important, and that they feel that the whole knowledge area is generally weak. In this study, the implications for the development of educational curriculum in the future are derived from the perception difference of knowledge on Product Lifecycle obtained through expert survey.

Newly, the fourth industrial revolution is a way of describing the blurring of boundaries between the physical, digital, and biological worlds. It's a fusion of advances in AI (artificial intelligence), robotics, the IoT (Internet of Things), 3d printing, genetic engineering, quantum computing, and other technologies. At the world economic forum in Davos, switzerland, in january 2016, chairman professor klaus schwab proposed the fourth industrial revolution for the first time. In order to apply the AHP (analytic hierarchy process) analysis method, the first stage factors were designed as Natural, Water, Earth and Atom energy. In addition, the second stage factors were organized into 9 detailed energies presented in the conceptual model. Thus, we present the theoretical and practical implications of these results.

The Gross Merchandise Volume for the China's Singles day event in 2019 is about $38.4 billion. More than 500 million customers placed about 1.3 billion orders a day, and the related delivery volume is 2.8 billion. The main technologies associated with the 4^th Industrial Revolution are bringing about a big change in the logistics industry. The purpose of this study is to present implications by reviewing the main technologies which are applied to China's Singles day event, the introduction of smart logistics in China, and analyzing the progress of Singles day, smart system of Alibaba, its significance. China still has poor infrastructure in non-capital areas. And many Chinese companies are actively introducing and developing smart logistics to cover the vast continental area of China. Singles Day is a representative case in point where the smart logistics and main technologies related to 4^th Industrial Revolution are applied. The data obtained through smart logistics would be reused for inventory management, production planning, and order processing, contributing to the optimization of the company's operations. In the era of the 4^th Industrial Revolution, domestic companies and governments need to make efforts to expand the introduction of smart logistics to secure competitiveness with global advanced companies.

The purpose of this study is to develop a program to improve the curriculum of the Department of Advertising and PR and to improve education in the 4th industrial revolution based on blockchain. This study is in charge of human resources department, planning, and production of advertising agencies with a high understanding of the direction of human resource development of advertising agencies and career education of universities. Six people were divided into two groups and an in-depth interview was conducted. It was found that the curriculum of the Department of Advertising and PR has not yet been reorganized, and the method of career education is still progressing in the traditional media era. In order to cultivate future advertising professionals, it is important that advertising education must operate courses and adopt the curriculum so that they can be trained as experts who can adapt to the revolutionary change engine of blockchain.

The purpose of this study is to investigate the recognition of the professionalism required for strengthening the effective career guidance capacity of the secondary career teachers who are required to prepare for the coming fourth industrial revolution era. Based on these research objectives, we derived the required roles(8), the required competencies(20), and the contents(23) for enhancing professionalism by the required competencies, based on this, the questionnaire was composed and 217 respondents were collected and analyzed. First, the t-test was conducted to confirm the statistically significant difference between the current level and the important level of each content item by each role. As a result, it was found that in all roles except role of 'administrator' The t-value is statistically significant and the t-value distribution is high. Second, the demand value calculation and the priority ranking using the Borich demand calculation formula were found, and as a result, the directionality between the t value and the Borich demand was in agreement. Third, as a result of prioritizing using the Locus for Focus model, the contents of all 5 (middle school 7, high school 2) education contents were given priority. Fourth, three middle schools and five high schools were derived from the subordinate. Finally, we confirmed the relevance of the contents of education to actual educational necessity. Although this study has many limitations and limitations due to the fact that there are few prior data due to the segmentation of the subject related to the 4th Industrial Revolution and career guidance, it is necessary to develop educational training program I hope to be able to use it as basic data of various follow-up studies and make some suggestions.

This study examines the structure and contents of the various programs offered by the Cologne City Library in Cologne, Germany, and discusses its implications for the role of the changing public libraries in the era of the Fourth Industrial Revolution. The Cologne Municipal Library, which has continuously played a leading role in the education of German libraries since its opening, has been transforming itself to become a center for producing information and knowledge and developing culture in accordance with the dynamic era of the Fourth Industrial Revolution. Currently, the Cologne Municipal Library plays a role as a multi-cultural space in the community where local members can experience various cultures, such as movies, music and games, and create a culture, beyond the traditional functions of library collection and preservation. The program of the City Library in Cologne, Germany, will help to redesign the functions and roles of public libraries in Korea in the future, and plan library contents for local members.

In 2021, the Korean National Police Agency is facing a critical time as it meets a period of drastic changes such as the introduction of autonomous police system, the reform of its criminal investigation system, and its great transformation to a truly responsible investigative agency in keeping with the inauguration of the National Office of Investigation. This study carries out PEST analysis, which is a macro environmental analysis technique, and examines the current situation of operating the libraries of metropolitan-city and provincial police agencies and affiliated institutions, in order to suggest the role and function of the Korean National Police Agency's libraries in the fourth industrial revolution era. Based on the findings, this study classifies the essential components of a library into facilities, books, and librarians, i.e. spatial composition, book composition, and human resources, in addition to library operational governance establishment and future-oriented library services; and proposes the future-oriented roles of the National Police Agency's libraries in the fourth industrial revolution era.
