4차 산업혁명은 메가시티를 포함한 지역 경제권, 교육 및 삶의 방식, 환경인프라 전반에 엄청난 영향을 미칠 것으로 예상된다. 이러한 변화에 효과적으로 대응하기 위해서는 국가 단위 대응뿐만 아니라 지자체 단위의 방향설정 및 지역 특성을 고려한 맞춤형 전략 수립이 필요하다. 주요국의 경우 광역자치권 단위의 전문조직(총괄기획 및 종합조정 컨트롤타워)을 두고 지속가능한 도시 성장을 모색하며 4차 산업혁명에 대응하고 있는 반면, 국내 지자체의 대응은 미비한 편이다. 이에 본 연구에서는 전문조직 설립을 통한 지자체의 4차 산업혁명 대응 방안을 연구하였다. 이를 위하여 주요국 대응 현황을 조사하였고, 서울특별시 케이스를 중심으로 전문조직 설립을 통한 글로벌 경쟁력 확보 및 지속가능한 성장 방안을 제안하였다. 구체적으로는 서울특별시 과학기술분야 관련 전문가 150명을 대상으로 설문을 수행하여 '(가칭)서울과학기술전략연구원'의 필요성, 미션, 핵심역할 및 기능을 정립하였고, 설립 및 운영방안을 설계하였다. 아울러 비용편익분석을 수행하여 해당 기관 설립의 타당성과 기대효과를 추정하였다. 마지막으로 연구결과를 종합하여 이론적 실무적 시사점, 연구의 한계점 및 향후 연구방향을 제시하였다.

The Fourth Industrial Revolution is the super-connected-based intelligent revolution, which is triggered by intelligence information technology such as AI and IoT. Radical changes in industrial structure being expected, major developed countries are counteracting it by preparing strategies to enhance industrial competitiveness for taking the lead in the Fourth Industrial Revolution. Korea's national preparations, however, are considered to be insufficient, as it ranks only $25^{th}$ in the world. In compliance with the issue, preparing relevant policies and strategies such as establishment of the Fourth Industrial Revolution Committee, government diagnoses the pending issue of information and communication industry and arranges countermeasures so that it intends to gain competitiveness in the industry and lays a foundation for leading the market.

ICT 기술 융합이 가져오는 초고속과 초융합, 초지능화 시대를 의미하는 제4차 산업혁명으로의 진입을 앞두고 있다. 그리고 그 시대를 선도하기 위한 국가, 기관차원의 전략수립이 치열하다. 그러나 제4차 산업혁명에 대한 불분명한 기준은 전략수립에 있어서 장애요인이 될 수밖에 없다. 이에 본 연구는 제4차 산업혁명에 관한 문헌을 토대로 전략수립을 위한 프레임워크를 제안하여, 다가오는 시대변화에 대응하기 위한 정부출연 연구기관의 역할에 대한 시사점을 얻는 데 그 목적이 있다. 특히 정부출연연구기관의 역할을 기술 인력 정보 제공자로 분명히 하고, 관련된 민간기업과의 공생을 통하여 제4차 산업혁명의 생태계를 조성하는 것을 강조하고자 한다. 제4차 산업혁명이 유연한 산업구조를 요구하고 있는 것은 분명하다. 따라서 정부출연 연구기관이 중소기업 및 기술기반 창업기업이 성장할 수 있는 생태계를 조성한다면, 제4차 산업혁명을 대기업 위주의 산업구조를 탈피할 수 있는 기회로 활용할 수 있을 것이다.

The fourth industrial revolution and technological innovation will make the job factor of people with disabilities complicated and difficult. Thus, this study analyzed the technical factors influencing the job structure and tried to find a way to develop the job of the people with disabilities in response to the 4th Industrial Revolution by changing the labor market and changing the trend of the employment by industry. The methods for this study are literature research and FGI. First, technological factors affecting the job structure of the Fourth Industrial Revolution are artificial intelligence, Internet and networking of things, 3D printing, big data, Second, technological innovation due to the industrial revolution was a major factor in the job structure. As the industrial revolution and technological innovation progressed, the job structure shifted rapidly from the manufacturing industry to the service industry, Third, as the measures of the 4th Industrial Revolution and the change of the job structure, it is necessary to make preemptive investment for the development of competency to cope with technological innovation, Finally, in order to respond to the Fourth Industrial Revolution and the rapidly changing technological innovation, the basic data of people with disabilities should be able to be big data.

The purpose of this paper is to propose measures to respond to NK's nuclear threat by applying the concept of offset strategy in the US and the fourth industrial revolution technology innovation. Through this study, the concept, technology, and organization were examined to find measures to counter the NK's nuclear threat. The concept was to review the US offset strategy and consider the strategy of paralyzing the enemy's center as an operational concept. And the technologies that can support the 4th Industrial revolution and the 3rd US offset strategy. The organization analyzed the implications for the reform of the National Defense Reform 2.0 and the reorganization of the acquisition of the US DoD. Through the US offset strategy review, it is necessary to reconcile the strategic concepts of Korea and the US, and the interoperability of technologies and the cooperation fields of the ROK-US alliance. In addition, it is necessary to strengthen the capability of responding to NK's nuclear threat in connection with the 4th Industrial Revolution and the National Defense Reform 2.0 promotion. It is necessary to develop the concept of operational performance applying the new paradigm for the NK's nuclear issue and to apply advanced science and technology. And that it is necessary to organize effectively in conjunction with the National Defense Reform 2.0.

제4차 산업혁명이 시작되었고 한다. 인류가 한 번도 경험하지 못한 새로운 시대가 온다고 하며, 미래 사회의 변화에 전략적 대응 방안이 필요하다고 역설한다. 그럼에도 불구하고 제4차 산업혁명을 명확하게 이해하기가 쉽지 않다. 본 연구에서는 제4차 산업혁명과 세계미래보고서 2055에 있는 단어들의 상호작용 데이터베이스(DB)를 추출하였다. 추출한 DB를 기반으로 상호작용 네트워크를 구축하였다. 네트워크는 멱함수 성격을 가지는 전형적인 사회네트워크를 보여주었다. 제4차 산업혁명 네트워크에서는 제4차 산업혁명, 방법론, 국제안보문제, 사물인터넷, 신소재가 연결계수가 높은 허브 단어였으며, 세계미래보고서 네트워크에서는 인공지능, 메가시티, 자율주행차, 슈퍼휴먼, 텔로미어가 허브단어였다. 추출한 허브 단어를 중심으로 다양한 분야의 콘텐츠와 융합하면 미래세계에 필요한 융합 콘텐츠에 대한 통찰력을 얻을 것으로 기대한다.

The Army, which is dreaming of a military leap forward through the fourth industrial revolution, needs to also consider the side effects and adverse functions of the fourth industrial revolution. In particular, this study conducted an analysis of whether it was consistent with the global technological trend of normal 'military security'. This paper focuses on the countermeasures that could result from 4th industrial revolution by utilizing the text-mining technique and social network technique of big data. 1. The third industrial revolution, characterized by factory automation and informatization, are moving toward the fourth industrial revolution which is the era of superintelligence and supernetworking through rapid technology innovation. The most important resources in the fourth industrial revolution are information or data since the most of industrial and economic activities will be affected by information in the fourth industrial revolution. Therefore we can expect that more information will be utilized, shared and transfered through the networks or systems in real time than before so the significance of information management and security will also increase. As the importance of information resource management and security which is the core of the fourth industrial revolution increases, the threats on information security are also growing so security incidents such as data breeches and accidents take place more often. Various and thorough solutions are highly needed to protect information resources from security risks because information accidents or breaches seriously damage brand image and cause huge financial damage to organization. The purpose of this study is to research general trends on data breaches and accident that can be serious threat of information security. Also, we will provide resonable solutions to protect data from nine attack patterns or other risk factors after figuring out each characteristic of nin attack patterns in data breaches and accidents.

4차 산업혁명이 예견하는 변화가 머지않아 보편적으로 확산되고 우리의 삶을 유의미하게 변화시킬 것이라는 점은 부정하기 어렵다. 따라서 일부 선도적인 개인이나 기업의 노력에만 의존하는 것은 충분하지 않고. 국가 차원의 정책적 제도적 대응이 필요하다. 특히 UBS(2016)의 4차 산업혁명 준비수준 평가에서 세계 25위라는 기대 이하의 결과를 차지한 한국은 더욱 정확한 방향과 전략적인 수단으로 미래의 변화를 준비해야 한다. 따라서 정부와 기업의 선제적이고 적극적인 대응책 마련이 필요한 상황이다. 무엇보다 과감한 선제적 규제 개혁과 유인제도 도입으로 한국 경제 시스템 유연성을 강화하여 민간 부분의 역량을 최대한 발휘할 수 있는 시장여건 조성에 힘써야 한다. 이 논문에서는 4차 산업혁명 관련 산업을 효율적으로 견인할 수 있는 유인수단 중 기업투자관련 세제혜택, 입법방안 등의 내용을 중심으로 논의하고자 한다.

The study acknowledges the role of education in the period of fourth industrial revolution and urges active change of education. The library in fourth industrial revolution needs to think about the application of innovative technologies to library services, and to combine and cope with technology, human, and library. The starting point of this discussion should be education. The study purports to present the direction of librarian education in the context of fourth industrial revolution. The study analyzed the essence of fourth industrial revolution, the changes of libraries, educational implications of the fourth industrial revolution, and problems of librarian education. As a result, the study presented the direction of librarian education in the context of librarians' competences, content and methodological innovation.
