Effects of Entrepreneurship Education Based on Relative Policies Link (창업교육연계의 효과측정모형 및 정책제안)

  • This paper integrates elements from the theory of agency, the entrepreneurship education, the start-up policies. Entrepreneurship education is demanded to enhance success of business candidate for business establishment and to increase start-up survival. Three researches are made by this study. First of all, Educational performance is measured and it explains why linked policies is needed. To explain linked performance, this paper introduces several hypothesis. These are about a rate of start-up failure caused by agency problem and a rate of education effect decreasing agency problem. Secondly, operation performance of it can be increased by linking among policies and should be for the original goals of start-up policies. Finally, several ideas including start-up certification is proposed. Start-up certification has role of contact point of different entrepreneurship policies. As a result, level of satisfaction of policies will increase and specially of education program by linked effects.

  • 경찰청 자료에 따르면 한국에서 사망 교통 사고의 75.5%는 화물차 사고이다. 한국에서 화물차 사고로 숨지는 사람은 매년 약 1000명이며, 매일 2~3명이 화물차 사고로 사망한다. 한국의 화물노동자들은 화물차 사고가 끊이지 않는 이유로 열악한 노동조건을 응답하고 있다. COVID 19는 비대면 물류 수요를 증가시키고 있다. COVID 19로 인하여 급격하게 증가한 물류 수요는 기존의 낙후된 물류 기술과 낙후된 물류 시스템으로 인하여 운송 과정의 비효율성을 나타내고 있다. 이러한 한국 운송 시스템의 비효율성은 영세 물류 개인 사업자들에 대한 과도한 업무 부담으로 이어지고 있으며, 한국 운송 시스템의 비효율성은 2020년 이후 급격하게 증가한 물류 산업 재해 사망자 수로 나타나고 있다. CIPs에 입주한 한국 중소 기업들은 별도의 스마트 출입 인증 시스템을 갖추지 못하고 있는 경우가 많으며, 이로 인하여 최종 목적지인 출입 단계에서 많은 운송 시간들이 낭비되고 있다. 스마트 출입 인증 시스템 아키텍쳐를 통하여 영세 물류 개인 택배 사업자는 법적 안정성 개선 효과를 얻을 수 있으며, CIPs 중소 기업들은 물류 운송 시간을 단축하는 효과를 얻을 수 있다. CIPs스마트 출입 시스템은 현재 활성화되어 있는 Mobile OTP를 활용하므로, 시스템 설계 비용을 크게 절감할 수 있으며, 개별 휴대폰 단말기에 발생하는 Data용량 부담을 크게 줄이고, 개별 휴대폰 단말기의 응답 속도를 개선할 수 있다. 또한 기존에 다양하게 활용되던 OTP 체계와 호환성이 있으며, OTP 시스템의 오랜 사용 기간을 통한 시스템 신뢰성도 높다. 사용자 고객들의 OTP 시스템 이해도도 다른 스마트 출입 시스템에 비하여 높다.

Analysis of Recent Four Years Situation for Pesticide Residues in the GAP Certified Agricultural Products Analyzed by National Agricultural Cooperative Federation (농협에서 실시한 농산물우수관리인증 농산물 대상 농약 잔류량 조사결과의 최근 4년간 현황 분석)

  • This is the result of pesticide residue monitoring certified Good Agricultural Practice (GAP) by national agricultural cooperative federation (NACF) from 2009 to 2012. NACF evaluated simultaneously 283 pesticide multi-analysis method with GC (ECD, NPD) and HPLC. 6,590 agricultural products were analyzed in this period. As the results 1) detected 20.27% in 2009, 23.42% in 2010, 28.07% in 2011 and finally 31.75% in 2012, respectively. There was the total detected pesticide residue in the agricultural products. The violated ratio of agricultural products were 2.25% in 2009, 1.82% in 2010, 1.67% in 2011 and 3.47% in 2012, respectively. 13 pesticides went over the maximum residue limits (MRLs); carbendazim was the predominant violation. 40 pesticides; endosulfan was the predominant detected pesticide did not registered respectively crops in Korea. Most agricultural products that were under the MRLs met the safety standard, however agricultural products that contain neither registered nor set up MRL any level for example endosulfan in strawberry. Agricultural products that go over the MRLs with permitted pesticides, for example carbendazim in apple, are rejected. Because of these intricacies continual observation and evaluation will be need during GAP agricultural cultivation.

  • 국제표준화기구(國際標準化機構)(ISO)의 비파괴시험(非破壞檢査) 기술자(技術者)의 기량인정(技量認定)및 인증에 관(關)한 국제친격안(國際規格案) DIS 9712를 번역, 소개(紹介)한다. 이 문서(文書)는 현재(現在)로는 안(案)에 불과하지만 부원간(不遠間) 회원국(會員國) 각국(各國)이 투표(投票)에 의(依)해서 결정(決定)되게될 것이다. 구주(歐州)의 대부분(大部分) 국가(國家)는 적극적(積極的)으로 찬성(贊戚)을 하고 있고 개발도상국(開發途上國)에서는 동조(同調)를 하고 있으며 일본(日本)도 찬성(贊成)을 표명하고 있다. 반대(反對)하는 나라는 놀랍게도 미국(美國)과 서독(西獨)이지만 대립점(對立點)이 몇가지로 좁혀지고 있고 타협책(妥協策)이 모색되고 있어서 국제규격(國際規格)으로써 확정(確定)되는 것은 시간문제(時間問題)인 것으로 보이며 정식(正式) 문서화(文書化) 하기까지는 아마도 시간(時間)이 좀 걸릴 듯하다. 많은 나라가 이 문서(文書)를 전제(前提)로 해서 비파괴시험(非破壞檢査) 기술자격(技術資格)에 대(對)한 인정(認定)의 국제통합(國際統合)을 추진(推進)하고 있다. 일본(日本)도 1989년(年)에 종래사용(從來使用)해오던 규정(規程)을 개정(改訂)하였으며 국제통합(國際統合)을 더욱 진전(進展)시키기 위(爲)하여 자국(自國)의 인정규정(認定規程)과 국제규격안(國際規格案)과의 항목별(項目別)로 비교검토(比較檢討)하고 있다. 우리나라의 기술자격인정제도(技術資格認定制度)는 국가기술자격법(國家技術資格法)에 의거(依據)하여 한국산업인력관리공단(韓國産業人力管理公團)에서 주관(主管)하여 실시(實施)하고 있는 반면(反面) 미국(美國), 구주(歐州) 등(等) 대다수(大多數)의 나라가 정부(政府)의 위임하(委任下)에 협회(協會) 등(等)의 단체(團體)에서 주관(主管)하여 실시(實施)하고 있는 것이 특징(特徵)이며 기술자격(技術資格)의 등급면(等級面)에서도 대부분의 국가(國家)가 Level 1, 2 및 Level 3의 3등급(等級)으로 구분(區分)하여 실시(實施)되고 있는데 현행(現行) 우리나라는 기능사(技能師), 기능장(機能長) (기능대졸업자(機能大卒業者) 대상), 기사(技師) 1, 2급 및 기술사(技術士)로 세분(細分)되어 실시(實施)되고 있다. 국제표준화(國際漂準化) 기구(機構)(ISO)의 비파괴검사(非破壞檢査) 기술자(技術者)의 기량인정(技量認定)및 인증에 대(對)한 국제규격(國漂規格)이 마무리 단계에 있고 많은 나라에서 국제통합(國際統合)을 추진(推進)하고 있는 추세여서 우리나라도 이에 대응해 나아가야 할 것으로 사료(思料)된다.

  • IPPT(Integrated Propulsion Performance Test)s were carried out as a final stage of KSR-III(Korea Sounding Rocket-III) propulsion system development three kinds of engine with different injector faceplate were tested, therefore a engine with composite baffle was certified for a KSR-III launcher. Though a engine with STS baffle which was designed for verification of combustion instability suppression ability was not final design, due to the combustion tests with this engine, it can be described that baffle has capability to suppress combustion instability at ignition and at mainstage in the case of KSR-III combustor.

  • According to IT development, smart home services is providing remote service, monitoring service and other various services through smart home devices based on network. But, smart home environment exists security threats such as data falsification, illegal authentication and invasion of privacy through a malicious device. Smart home is studying to prevent these security threats, but the studies of smart home environment security are still in early stage of development and the studies of group key management method is lacking in smart home. In this paper, we propose the group key management method for secure device in smart home.

Improvement of the Soil Pollution Investigation in South Korea and Gyeonggi-do (전국 및 경기도를 대상으로 한 토양오염실태조사의 효율성 제고방안)

  • The purpose of this research is to evaluate the efficiency of soil pollution investigation conducted at South Korea and Gyeonggi-do, and to drive the way to improve its efficiency. The average pollution discovery rates in the soil pollution investigation were 2,7% in South Korea and 1.9% in Gyeonggi-do respectively during the last six years (2002${\sim}$2007), which the discovery rates were lower than those of Japan and United States of America. The exceeding rate of the Korea soil pollution standard of the heavy metal and petroleum compounds in the soil pollution investigation were 89.8% and 8.9%, respectively in the whole country. The investigation rate of topsoil for heavy metal and deepsoil analysis for petroleum compounds analysis were 38% and 62% respectively. This show contradictory result which is demanded the improvement of investigation method on the deep soil. The main steps affecting the discovery rate of soil pollution were site selection step, sampling step and analysis step. We suggested the the guideline of priority on the site selection step which was the most important step. Also, the certificate need to be provided to the companies which have lower soil pollution degree after conducting the soil pollution investigation.

  • Paris Agreement of Climate Change seem affect to Korea eco-policy. Meanwhile the eco-design for reduce carbon emission have been applied in design phase of construction. However eco-design have applied passively except the project of eco-building system. For reflect eco-component in design, design VE that be appling to basic design and executing design phase of all construction project of over 10 billion should be use. But present applying VE Job Plan is reflecting partly eco-component, so the effect is small. Therefor new eco-VE development that reflect eco-elements to exist VE need. As the result of this study, the concept of environmental cost is defined to accounting. The calculation of the cost was using methods that apply $CO_2$ emission trading price, WTP, carbon productivity concept and carbon tax based on $CO_2$ emission. However, in order to apply eco-friendly VE at design phase, the model of new concept included carbon productivity concept is necessary. The eco-friendly VE model of new concept is model using $CO_2$ emission and potential environmental pollution index (PEPI). This study tried define eco-value model and environmental cost definition that become the major axle of eco-VE.

Microbiological Safety During Delivering of Food Ingredients Supplied to Elementary School Food Services in Daegu and Gyeongbuk Provinces -Seafood, Meat and Frozen Processing Food- (대구.경북지역 학교 급식에 공급되는 식재료의 유통단계별 미생물 평가 - 어육류, 냉동가공 제품 -)

  • This study evaluated the microbiological quality and safety of food items(seafood, meat, eggs, and frozen food) supplied to elementary school food services, during delivery, and analyzed the distribution/delivery system. To this end, 10 food items supplied by 13 factories in Daegu and Gyeongbuk were chosen for study. Beef and pork were delivered directly to schools in freezer vans. Seafood, chicken, and frozen food were delivered to schools by refrigerated vans(${\leq}10^{\circ}C$) that made other delivery stops before arriving at schools. After food was delivered to schools, total bacterial counts and coliforms(respectively) were as follows: mackerel($2.0{\times}10^2-3.2{\times}10^5$, $<5-4.0{\times}10^3CFU/g$), common squid($2.5{\times}10^4-6.6{\times}10^5$, $1.6{\times}10^2-6.0{\times}10^3CFU/g$), shellfish($3.2{\times}10^5-1.7{\times}10^3$, $4.0{\times}10^3-3.0{\times}10\;CFU/g$), boiled fish paste($1.9{\times}10^4$, <5 CFU/g), beef($9.2{\times}10^2-6.4{\times}10^4$, $<5-2.0{\times}10\;CFU/g$), pork($2.6{\times}10^3-1.3{\times}10^6$, $<5-2.7{\times}10^2CFU/g$), chicken($1.0{\times}10^4$, $2.4{\times}10^2CFU/g$), egg($<5-2.3{\times}10^2$, <5 CFU/g), frozen mandu($3.2{\times}10^3-9.5{\times}10^4$, <5 CFU/g), and frozen noodles($<5-9.0{\times}10$, <5 CFU/g). Bacillus cereus($2.0{\times}10\;CFU/g$) and E. coli($1.0{\times}10\;CFU/g$) were detected on shellfish, and Staphylococcus aureuswas detected on pork($3.1{\times}10\;CFU/g$) and chicken($7.8{\times}10\;CFU/g$). Most food items were double-wrapped in vinyl and placed in corrugated cardboard boxes prior to delivery, and the boxes weremixed with other food items when they were put in the vans. There was no cross-contamination during distribution. However, total shellfish bacterial counts increased slightly. These results indicate that foods need to be completely pasteurized during processing. Frozen food items should not be mixed and should be delivered by freezer vans(${\leq}4^{\circ}C$). The number of stops made during distribution/delivery should be reduced.

Study on Improving the Environmental Performance of a Railway Vehicle through a Life Cycle Assessment of the Tilting Train (틸팅열차의 전과정평가를 통한 철도차량 환경성 개선방안연구)

  • Recent international environmental regulations are focused on reducing pre-contamination and on sustainable development prior to the usage stage of a product. The Environmental Performance Declaration is being used as a tool for quantifying the environmental performance of products, to reduce contamination in advance, and for advertising the results of railway vehicles in Europe. In this study, a life cycle assessment of the tilting train was conducted, the first such case study in Korea, according to the ISO 14025 standard and Korea EDP (Environmental Declaration of the Product) rule. As a result of the LCA, the life cycle carbon emission of the tilting train was determined to be $3.54{\times}10^7kgCO_2eq.$ which is higher than that of a European train. Also, the amount of $CO_2$ emission of the Mcp and car body is higher than that of the other car and bogie.
