This research proposed a new method to evaluate the objective validity to launch smart transportation services that various stakeholders are complicatedly inter-connected. First of all, we have designed the fundamental business model to form the smart transportation services and defined the stakeholders taking part in the services. Also, the criteria to evaluate the economical validity has been proposed based on the relationship among stakeholders. Especially, in the case EV drivers and charging service providers, the economical validity depends on the scale of spreading. Therefore, we have compared the two extreme scenarios, the poor and stable level of EV spreading. According to the result, it may be said that EV drivers and charging service providers cannot be guaranteed the economical validity due to the burden of initial investment. On the contrary to this, suppliers of EV and charging gears may secure more than a certain level of profit. In addition, the government may have great profit due to reducing the CO2 emission and cost for importing energy sources. Therefore, it is needed to enhance the level of supporting EV drivers and charging service providers at the first stage. Also, the impact of the ratio of EV and charging service stations on the economical validity of smart transportation should be further investigated.

This study examined the attitudes of the Korean forest policy interest groups toward the new environmental paradigm and resources management paradigm which were emerged in western societies. The 1st survey was conducted for five interest groups (forest owners, timber industries, members of the Korean Alpine Club, members of the Korean Natural Parks Association, forestry experts) in 1995, and the 2nd survey was conducted in 2006 for three interest groups (forest owners, members of the Forest for Life, members of the Baekdudaegan Preservation Society). The survey results show that there are significant differences in attitudes and beliefs toward the new environmental and resources management paradigms among groups. The environmental conservation groups such as the members of the Alpine Club, Nature Parks Association, Forest for Life, Baekdudaegan Preservation Society favor the NEP and NRMP more than those of traditional forestry related groups such as forest owners and timber industries. But, there are no significant attitudinal changes among forestry related groups. This research provides valuable insights into understanding the attitudinal positions of the interest groups toward forest resources management and policy formulation in Korea.

This study postulates that Government as a Platform(GaaP) could be a next generation government model, drawing activation strategy from success factors of webtoon platform by NAVER. It suggests success factors of Naver webtoon case based on three main components of platform strategy. First, in the aspect of platform infrastructure, Naver webtoon was established based on powerful portal site by parent company Naver and improved platform accessibility through using webtoon without login. Second, in the aspect of stakeholder engagement, Naver webtoon has offed webtoon at no cost and it has taken an intermediary role for supporting the stakeholders with PPS. Third, in the aspect of outputs production, Naver webtoon offered real time feedback from webtoon users that could affect webtoon production and established incubating system that allow users to create their webtoon. And due to PPS, it makes possible to various create second outputs based on webtoon, which can contribute to activating webtoon ecosystem.

Based on the stakeholder theory, this paper analyzes a clash of standards in Korea's Electric Vehicle(EV) market, particularly between an EV charging standard and a smart grid communication standard in 2012~2013. For charging, EV is connected with the electric power grid and simultaneously exchanges data regarding the charging status. When EV is connected with the power grid, a clash between two standards may arise. It actually happened when BMW entered into the Korean EV market with the DC Combo charging system. In that course, the frequency interference occurred between the EV data communication technology adopted by BMW and the AMI(Advanced Metering Infrastructure) for the smart grid system in Korea. Standardization of Korea's EV charging systems was required to solve this problem. However, it had been delayed due to the confrontation between various stakeholders involved in the process of standardization. It lasted until the DC combo was accepted as one of the Korea EV charging standards(KSAE SAE 1772-2040, 2014.1) by KSAE(The Korea Society of Automotive Engineers) in January 2014. This is an interesting case in the age of convergence. As it deals with the standard competition not among EV standards, but a clash between the EV industry and the smart grid, i.e. electric power industry, it addresses the necessity to consider standardization processes between different industries. This study draws on the stakeholder theory to analyse the dynamics of the standard clash between EV charging systems and the smart grid system, which is a unique example of standard clash between different industries. We expect such clashes to increase in the age of convergence.

4차 산업혁명의 가속화에 따라 해운 항만 산업 분야 또한 정보적 측면에서 빅 데이터에 대한 업종별 통합과 공유를 통해 연계 산업 간 산업활동 효율화를 위한 노력이 요구된다. 현재 물류 분야에 다양한 플랫폼들이 도입되고 있지만 대부분 화물운송업 또는 창고 중개업 분야에 편중되어 있다. 항만산업의 경우 코로나 펜데믹 이후 발생한 컨테이너 반입 제한 및 장치율 증가 등에 따라 운송사와 컨테이너터미널 간 갈등이 지속적으로 유발되는 상황이 발생되었다. 이에 따라 본 연구는 플랫폼을 활용한 컨테이너터미널과 운송사 간 플랫폼 개발의 필요성을 인지하고 상호 기업 간 연계 효율성을 높일 수 있는 방안을 모색하였으며 산업 관계자인 컨테이너터미널 운영사, 운송사, 포워더 업종 종사자들을 대상으로 설문지 기반 실증 분석을 수행하였다. 결과적으로 EFA를 통해 추출된 14가지 요인으로 IPA 분석을 수행한 결과 1사분면(사용 용이성, 보안성, 정보 정확성, 정보 적시성, 차량 반출/반입정보, 공컨테이너 반입/반출 정보, 풀컨테이너 반입/반출정보)으로 품질에 대한 지속적인 개선이 수행되어야 하며 2사분면(APP 시스템 품질)에 대한 고려가 종합적으로 수행되어야 함이 도출되었다. 또한, 플랫폼 개발의 주체와 이용자의 참여 유도가 필요하며 상호 이해관계자 간 효율적인 연계와 효율화를 위한 인식 구조 개선이 필요하다고 나타났다. 연구결과는 향후 컨테이너터미널과 내륙운송의 효율적인 연계를 위한 플랫폼 구축에 중대한 시사점을 제공한다.

This study renewed the 'RE_Double Diamond' design process on the importance that material selection should reflect the needs of the consumer as much as possible in product development. In addition, the provider-centered secondary stakeholder map process among existing double-diamond methodologies has been applied, and the selection of materials through communication between designers and engineers, including the construction of information focused on visualization.

With the occurrence of the 4th Industrial Revolution, environmental change is happening in the healthcare industry as overall flow of Industry heads to ICT-based business environment. Healthcare Industry, which has the characteristic of public goods, is requiring a reliability and continuity of healthcare industry, however, the introduction of security is being delayed due to the problem of compatibility and extendability of existing system. Accordingly, in this research, we have built a section and role for stakeholders to be concerned in order to induce, analyze and introduce a needed security technology for rapidly building a security system in a smart healthcare environment. We have suggested a possibility of extendability regarding a multi-dimensional effort of stakeholders for establishing a healthcare security system.

산업통상자원부는 '17년부터 '31년까지 향후 15년간의 전력수급 전망 및 전력설비 계획 등을 담은 '제8차 전력수급기본계획'(안)을 마련하여 12월 14일 국회 산업통상자원중소벤처기업위원회(이하 산업위)의 통상 에너지 소위에 보고했다. 이번 계획(안)은 지난해 12월 계획 수립에 착수한 이래 약 1년간 70여명 전문가들의 43차례 회의를 거쳐 작성되었으며, 그간 수요 전망, 설비 계획, 예비율 등 5차례에 걸쳐 중간 결과를 공개하여 시민 환경단체, 에너지업계 등 이해 관계자로부터 의견을 수렴해 왔으며, 지난 9월에는 국회 산업위 통상에너지소위에 중간 보고를 하였다. 기존 수급계획이 수급 안정과 경제성 위주로 수립되었던 것에 반해, 이번 8차 계획은 최근 전기사업법 개정(전기사업법 제3조 개정('17.3월) : "전력수급기본계획 수립시, 전기설비의 경제성, 환경 및 국민안전에 미치는 영향 등을 종합적으로 고려하여야") 취지를 감안하여 환경성 안전성을 대폭 보강하여 수립한 것이 특징이다. 또한 발전소 건설을 우선 추진하기보다는 수요 관리를 통한 합리적 목표 수요 설정에 주안점을 두었고, 신규 발전설비는 대규모 원전 석탄 일변도에서 벗어나 친환경 분산형 재생에너지와 LNG 발전을 우선시하였다. 이번 수급계획은 국회 산업위 통상에너지소위 보고 외에도 국회 산업위 전체회의 보고, 공청회 등을 통해 추가적으로 의견을 수렴한 뒤 전력정책심의회 심의를 거쳐 최종 확정될 예정이다. 국회에 보고된 제8차 전력수급기본계획(안) 전문을 게재한다.

This study has begun with the perception that proper measuring system is required to grow community business in equilibrium and to grope for some developmental directions of it. First, for effective performance evaluation of community business, the study developed a performance evaluation model based on balanced score cards, and to apply validity analysis and analytic hierarchy process (AHP) by classifying. Second, the relative importance of the second indicator for each of the first aspects shows that participation of local residents and in the aspect of person interested, satisfaction of inner education in the aspect of learning and growth, shortening of work process in the aspect of inner process, and sales per head in the aspect of substantiality were high in relative importance. Third, in the result of calculation of overall weight for each aspect, participation of local residents, a business connection to the community, sales per head were ranked in the upper group. Thus, it's now necessary to have management support through fostering intermediate support organizations in community business which has been bureaucratic, and improvement of product and service through connection with outside consulting agencies and strategic alliance with the leading businesses is required.
