국방 시뮬레이션 유형은 워게임 모형으로 분류되는 Constructive 시뮬레이션, 실 기동에 의한 Live 시뮬레이션, 그리고 가상현실을 적용한 Virtual 시뮬레이션 등 3가지로 분류될 수 있다. 워게임 시뮬레이션은 일반적으로 대부대 훈련에 적합하지만 많은 가정사항을 내포하게 됨으로써 현실감이 떨어지고 실 기동 시뮬레이션은 실전적인 훈련이 가능하지만 전구급 수준의 대부대 훈련에의 적용이 곤란한 단점이 있다. 또한 이들 시뮬레이션 유형들은 개별적으로 운용됨으로써 각 유형들이 가지고 있는 취약점이 노출되고 있는 현실이다. STOW(합성전장 훈련체계, Synthetic Theater of War)는 실제훈련이 가능한 분야는 실 기동으로, 실 훈련이 불가능한 전장상황은 시뮬레이션 기법을 활용하여 상호결합 시킴으로써 각 시뮬레이션 유형들의 제한사항을 상호 보완하여 실제와 유사한 전장을 조성하여 훈련하는 종합적이고 체계적인 훈련체계로써 21세기에 예상되는 전쟁이외의 작전(OOTW), 비대칭전, 정밀타격 및 C4I를 모의할 수 있는 엔티티 수준의 합성전장이다. 본 고는 STOW의 구성요소(합성부대, 합성환경, 시뮬레이션 네트워크, 지형 DB 개발도구, C4I 인터페이스, 기반체계 등)를 국내기술 능력과 비교, 분석함으로써 우리의 여건에 적합한 STOW 체계 구축방안을 제시하고자 한다.

This paper analysed the training effects on wage and employment security by the non-standard worker types by using Economically Active Population Additional Survey data. Through propensity score matching method, we found that the regular workers' training effect on wage was 4.2%, that was very higher than 2.7% of fixed-term workers. Logistic regression analysis showed that the training participation itself did not affect on the regular workers' regular position continuance, but training duration affected. Just in fixed-term workers among non-standard workers, both of training participation and training duration affected the transition from non-standard position to regular position. The result that both training effects on wage and on employment were positive just in the fixed-term workers might be interpreted owing to the clear employment contract relation between employer and employees.

최근 가상현실 기술의 발전과 함께 다양한 산업계 및 공공기관(국방부, 소방청, 경찰청, 환경부 등)에서 가상현실 기술을 적용한 교육, 훈련 시스템 개발에 다양한 시도를 하고 있다. 이러한 영향으로 가상현실 기술이 적용된 교육, 훈련 시스템이 발전하면서 다양한 유형이 나타나게 되었는데, 특히 기본적인 가상현실 기술에 더하여 현실과 같은 UX(유저 경험)을 구현하면서 제한된 현실 공간을 기반으로 실 세계에서 구현하기 힘든 규모가 큰 재난대응 및 팀 훈련을 가상공간에서 구현 가능한 기술이 추가된 '대 공간 워크스루형 XR 융합 교육 훈련 시스템'의 유형이 제시되고 있다. '대 공간 워크스루형 XR 교육 훈련 시스템'은 필요한 교육 훈련 내용에 맞춘 시나리오에 따라 현실의 훈련 공간의 크기, 사용 디바이스 및 하드웨어의 종류, 요구되는 시스템의 기능이 달라지는 등 다양하게 특성이 요구된다. 본 기고에서는 이러한 '대 공간 워크스루형 XR 교육 훈련 시스템'의 주요 기술과 특성에 대하여 설명하고자 한다.

Drought has repeatedly occurred due to the climate change effect. The government is working on ways to reduce drought damage and is conducting drought exercise. This study analyzed drought literature and exercise cases in the United States, Australia and Korea. Based on the analysis results, the study suggested considerations in selecting exercise types which are workshop, tabletop exercise and functional exercise, and process of the drought exercise. The results of the study can be used as an effective tool to prepare the virtual drought exercise.

본 훈련 시스템은 재난유형별 국가재난대응시나리오 기반의 대응체계를 바탕으로 재난의 종류나 규모, 복잡성 등과 무관하게 유관기관의 재난관리 관계자를 위한 교육 평가를 통해 표준화된 교육 훈련 평가체계를 확립한다. 이를 위해 국내와 해외의 사례에서 조사된 내용의 특 장점 및 표출형태를 고려하여 재난대응역량 강화를 위한 재난 발생 시나리오 기반의 텍스트 위주의 훈련용 웹 시스템을 개발한다. 무엇보다도 현실적으로 지역의 위험과 위협을 대표하는 검증된 유형별 시나리오를 기반으로 예방(Mitigation) 대비(Preparedness) 대응(Response) 복구(Recovery) 단계의 복잡 다양한 재난상황에 대한 재난대응역량 및 상황대처 능력을 향상시키기 위한 훈련지원 교육으로 활용하기 위한 사용자 확장성이 유용한 훈련용 웹 시스템을 개발한다. 이를 통해 사전에 유관기관과의 협력강화를 위한 원활한 재난대응 협력체계 강화방안을 수립하고 재난현장 협력업무와 관련된 필요역량을 도출하는 등의 활동과, 이에 대한 실효성 있는 평가로 재난현장의 기관간 상호협력 능력을 제고할 수 있다. 또한 대응기관의 역량수준을 점검하고, 대응역량에 대해 부족한 부분을 보완하여 효율적 재난대비태세 구축하여, 재난피해를 최소화하는 효과를 기대할 수 있다.

Growing serious on the required conditions for the On-the-Job Education Training at the firm field, a large number of firm make a plan for implementation and pushing ahead of the On-the-Job Education Training. Further, A lot of firms effort to attract multi-professional person at an firm level recently. However, there were little information about the what for the reason to choose the OJET, come what may on the OJET and how to thinking on the outcome for the latent employee. On the basis of these issues, this study discovered the motivations from the employee point, finding out the factors on the effect of the choice as the OJET type and the integration point of view. The study results found out significant variables of the OJET type factor, the business for which one is responsible factor, OJET participation reason factor, business environment factor and individual background factor on the OJET decision plan. On the basis of the results, this article further discusses what we need to do for the intensity of participation invigoration at a firm level.

이 연구에서는 민방위훈련방송에 관한 소방공무원들의 주관성을 진단하고, 기능적인 측면에서 세부적인 유형적 효과요인들을 짚어봄으로써 향후 개선과 방향성을 알아보고자 한다. 위에서 제기된 사항들의 해답을 얻기 위하여 주관성연구 분석방법을 활용하며, 민방위훈련방송이 소방공무원들에게 미치는 영향에 관하여 소방공무원들의 주관적 성향을 살펴보기 위해서 Q방법론을 이용하였다.

As the "Partial Amendment to the Vocational Competency Development Act" was passed, and the mandatory refresher training was legislated in March 2020, HRD education institutions has prepared a plan for the improved refresher training to strengthen the competency of vocational training teachers and to improve the quality of refresher training. However, as demand for refresher training is concentrated in partial occupations, it is necessary prepare a separate plan to recognize personal learning as a refresher training for a minority of teachers who are not provided with a training. Therefore, this study aims to identify areas of a minor training occupations that don't exist many participants for a refresher training and to derive ways to recognize their multiple education experiences and participations instead of attending a refresher training. To this end, literature review, analysis of current situation, consultation with stakeholders, and written interviews with experts were conducted. As a result, a minority of training occupations was defined as type 1 and type 2 and ways of the recognition of refresher training for minority of training occupations which embrace various educational types were derived. Lastly, discussions and suggestions on the expansion of the scope of the recognition of refresher training for minority of training occupations were provided.

기존 연구에서는 질의 응답 시스템에서 정답 유형을 분류하기 위해 패턴 매칭 방식이나 교사 학습(Supervised Learning)을 이용했다. 패턴 매칭 방식은 질의 분석을 통해 수동으로 패턴을 구축해야 한다. 교사 학습에서는 훈련 데이터 전체에 정답 유형이 태깅(Tagging)되어야 하며, 이를 위해서는 사용자의 질의에 정답 유형을 수동으로 태깅하는 작업이 많이 필요하다. 웹을 통해 정답 유형이 태깅되지 않은 대용량의 사용자 질의 말뭉치를 구할 수 있지만, 이 데이터에는 정답 유형이 태깅되어 있지 않다. 따라서, 대용량의 사용자 질의에 비례하여, 정답 유형을 수동으로 태깅하는 작업량이 증가한다. 앞서 언급한 두 가지 방법론에서, 정답 유형 분류를 위해 수작업이 많이 필요하다는 문제점을 해결하고자 본 논문에서는 일부 태깅된 훈련 데이터를 필요로 하는 반교사 학습(Semi-supervised Learning)에 기반한 정답 유형 분류를 제안한다. 이는 정답 유형 분류 작업에 필요한 노동력을 최소화함으로 대용량의 데이터를 통한 효율적 질의 응답 시스템 구축을 가능하게 한다.

사회의 발전과 더불어 현시대에는 지역적으로 특성화된 재난의 급증과 함께, 각종 재난 유형의 복합화와 대형화가 일어나고 있는 실정이다. 이에 반하여 현재 적용되고 있는 재난대응 훈련의 조치들은 증가하는 재난의 위험에 발맞추지 못한 채 한계에 부딪쳐 답보중인 상태이다. 이에 따라 재난대응역량 강화를 위하여 현장의 긴박한 상황을 이해하여 빠른 상황판단을 할 수 있는, 현실감 있고 생동감 있는 훈련 시뮬레이터의 개발이 추진되고 있다. 더불어, 훈련 시뮬레이터의 개발뿐 아니라 시뮬레이터의 효율적인 이용과 변화하고 있는 현대 재난에 대한 발 빠른 대응을 위하여, 기존의 단편, 부분적인 훈련 시스템을 탈피한 새로운 훈련 시뮬레이터에 대응하는 훈련 방안과 재난대응훈련 평가체계 방법에 관한 연구도 필요한 실정이다. 본 논문에서는 개발되고 있는 증강현실기반 시뮬레이터를 활용한 재난대응 훈련 방안 개발 내용을 소개하며 연구의 목표와 기대성과에 대해서 설명하고자 한다.
