Imporovement Plan of Fire Inspection System (소방검사제도의 개선방안)

  • Modern constitution obtains its justice by protecting the people's basic legal rights. The constitutional rights can be more than a defensive measure against government power by modern viewpoints. The government has to create an atmosphere which the rights are not violated. The Constitution provides that the government has to make efforts to prevent disaster and protect the people from danger in Clause 34, Art. 6. The government has an obligation to protect the people's basic legal rights of life, health and property from fire damages, and those rights are gathering strength under a socialist state principle as fundamental ideology of modern societies. The present fire inspection system gains a point constitutionally but it still needs to be certified as the most suitable system. This article examines the solution to operate fire inspection system efficiently, given the reality of present system operation. It is necessary to improve the system by integrating the present fire inspection with the self fire inspection. Government needs to re-modification the Fire inspections system for prevent and promote (resolve) the problem which government officer (ex fire fighter) can make a irregularities and corruption as do it oneself.

Development of Safety Equipment Database for Effective Management in Wooden Cultural Heritage (효율적 목조 문화재 방재관리를 위한 방재설비 데이터베이스구축)

  • Wooden cultural heritage is vulnerable to fire, flooding and other hazards. Therefore, an effective disaster prevention and mitigation strategy for them should include preventive measures in a full range of management. These were used to construct a disaster safety system for 508 wooden cultural heritage items by the Cultural Heritage Administration. According to the type of ownership and administration, national and public heritage is controlled by personal management or commissional management. Among them, it is arranged with the safety security institute for important cultural properties. In addition, they have problems of field management with no computerization about the management information for a disaster facility system. Therefore, this study aimed to develop a DB platform that can share information with many users who need to manage cultural heritage. Through a field survey, it is feasible to develop a disaster facility system to provide the information, such as the main data, quantity and location.

A Plan for Construction of the National Electrical Safety Grid to Prevent the Fires Caused by Electrical Faults (전기화재 예방을 위한 국가전기안전망 구축 방안)

  • In this paper, in order to monitor and manage an electrical risk factor like as leakage current, load current, and arc-fault, a real time monitoring and management system being operated in the ubiquitous environment was developed, and a plan of construction of an electrical safety grid using the system was proposed. For confirmation of usefulness and reliability of the proposed safety system and grid, the developed intelligent panels were applied to 28 Korean traditional houses in Jeonjoo city, and the grid including the panels was operated. If the proposed National Electrical Safety Grid is completely constructed in the houses of general electrical users, the Grid will have an effect on that a main manager on electrical safety transfers from management system by general people to real-time management system by expert. As a result, the electrical fires caused by an over-load, an arc-fault, and an earth-fault will be prevented.

A study on working out arc detector related regulations (아크 검출기 관련 규정 마련에 관한 연구)

  • More than 70% of the electric fire cases happen in this country are caused by arc. This paper aims to prepare measures of preventing electric fires resulted from arc by analyzing the technical standards and related regulations on the existing circuit breaker. Based on the study, we concluded that the technical and legal standards of the arc detector should be separately regulated from those of existing circuit breaker, considering the characteristics of arc detectors. Accordingly, we suggested in this paper that the arc detector related regulations should either be added to the existing circuit breaker related regulations, or to be handled separately. For effective prevention of electric fires caused by arc, it is urgently required to install arc detector and it is, therefore, appropriate to make it mandatory to install an arc detector. Under the given circumstance, it is suggested that the arc detector related regulations should be added to the existing regulations for the circuit breaker. The technical standards of arc detectors should reflect the arc judgement specification, breaking threshold of arc and the range of unnecessary signal that breaker should not react to respond.

Experimental Study on Flow Direction of Fire Smoke in DC Electric Fields (DC 전기장 내에서 발생하는 화재연기 진행 방향에 대한 실험적 연구)

  • Fire accidents on land and at sea can cause serious casualties; specifically, owing to the nature of marine plants and ships, the mortality rate at sea from suffocation in confined spaces is significantly higher than that on land. To prevent such cases of asphyxiation, it is essential to install ventilation fans that can outwardly direct these toxic gases from fires; however, considering the scale of marine fires, the installation of large ventilation fans is not easy owing to the nature of marine structures. Therefore, in this study, we developed a new concept for fire safety technology to control toxic gases generated by fires from applied direct current (DC) electric fields. In the event of a fire, most flames contain large numbers of positive and negative charges from chemi-ionization, which generates an "ionic wind" by Lorentz forces through the applied electric fields. Using these ionic winds, an experimental study was performed to artificially control the fire smoke caused by burning paper and styrofoam, which are commonly used as insulation materials in general buildings and ships. The experiments showed that a fire smoke could be artificially controlled by applying a DC voltage in excess of ±5 kV and that relatively effective control was possible by applying a negative voltage rather than a positive voltage.

운항사고 평가와 예측기법의 개발동향 조사 연구

  • 운항사고는 충돌, 좌초, 화재, 사망 등 모든 해양사고가 내포된 것으로, 선박을 관리 및 운영하는 회사에 막대한 손실을 야기할 수 있다. 고도의 운항사고 예방기법과 예측 시스템 등은 비용손실 최소화를 위해 중요하다. 이 연구에서는 지금까지 연구 개발된 운항사고 평가와 예측에 관한 기법과 시스템 등의 개발동향을 조사하였다. 운항사고는 인적요인이 80% 이상을 차지하기 때문에 이에 대한 사고예방이 중요하지만, 더욱 중요한 것은 이러한 과실을 시스템적으로 평가하고 예측할 수 있는 시스템의 구현이 중요함을 알았다. 향후, 기존 연구를 토대로 실제 해운회사에 적용할 수 있는 첨단 시스템 개발을 지속 전개할 예정이다.

  • 대규모 산불로 인한 재해가 최근 급증하고 있어 이에 대한 예방과 대응이 중요해지고 있다. 기존 산불 화재 예방에 대한 다양한 연구와 기술 적용이 있어 왔다. 그러나 예방과 대응에 한계가 있어 필요성과 기존 사례연구를 통해 인공지능 기반의 산불대응 재난 안전관리시스템 구축을 위한 제안을 7 단계로 구분하여 제시한다. 향후 제안시스템의 고도화를 위해 지속적인 다양한 연구와 데이터 수집과 분석 등 기술적인 연구와 함께 법과 제도에 대한 개선 논의도 필요하다.

  • 유해위험한 물질을 다루는 사업장 내에서는 폭발·화재·누출 등의 사고가 발생할 가능성이 상시 존재하므로 사고를 미리 예방하고 위험성을 파악하여 발생할 수 있는 사고를 예방하고 대처하는 안전관리가 필요하다. 우리나라는 1990년대 이후 중대산업사고 예방을 위해 유해 위험방지계획서 시행, 공정 안전관리 제도 시행 등 여러모로 노력해 오고 있으나 최근의 일련의 중대 산업사고는 그 한계를 보여주고 있다. 그래서 본 연구는 PSM 취급사업장의 안전관리 개선을 위한 대책을제시하게 되었고 PSM 취급사업장의 안전관리 개선을 위해 철저한 안전 수칙 준수를 통해 중대 재해 발생을 방지하는 안전관리 개선에 대한 방안을 도출하였다.

A Research of Risk Assessment for Urethane Fire Based on Fire Toxicity (연소 독성 기반 우레탄 화재의 위험성 평가 연구)

  • Fire in the risk management subject belongs to high risk disaster which accompanies personnel and materiel loss. So, management of disaster and safety is required to include fire prevention activities, fire risk prediction and investment of safety management expense. Combustion toxicity is required by gas toxicity test (KS F 2271), to minimize human damage. In this study, gas toxicity test were experimented with regard to urethane sample (Depth 5~25 mm) to obtain basic data. Fire effluent exposing to experimental animal were analyzed by FT-IR (Fourier transform infrared spectroscopy). Combustion toxicity index Lethal Fractional Effective Dose ($L_{FED}$) of ISO 13344 was calculated. According to the result of calculating Lethal Concentration 50% ($LC_{50}$) based on $L_{FED}$, $LC_{50}$ of urethane sample containing certain level of fire load is confirmed as $118{\sim}129g/m^3$. Through this study, applicability of this method was confirmed for fire risk assessment. This method can provide information to predict human damage by toxicity combustion gas for securing safety.

  • In this paper, a research and development result for the implementation of single station fixed temperature detector for residential fire prevention is described. The detector was developed for the certification in Japanese market because of very low domestic market situation. It is in the situation that there is no other regulation especially for residential detectors in Korea, Japanese case has been reviewed. Investigation of domestic legal circumstances and a comparative study for the test standard owned by KFI (Korea Institute of Fire Industry & Technology) and JFEII (Japan Fire Equipment Inspection Institute) respectively are also indicated. The detector alarms with a buzzer and an indicating LED. In the implementation ultra low power MCU(Micro Controller Unit) is applied to control the sleeping state and the monitoring state properly with low current consumption. To sense the temperature fast response thermistor is adopted in the design of fixed temperature residential detector. Automatic test function and alarm stop function are also considered in the design. The major factors which influence to current consumption are explained for the purpose of design reference. Main electronics circuit parts related to it's characteristics of the detector are described. It is explained that the measured current and experimental result of the battery discharge can be met over 10 years operation.
