The Realities and Practices in the UK's Community Archives Movement (영국 공동체 아카이브 운동의 전개와 실천적 함의)

  • The purpose of this study is to analyze the present stage of community archives movement in the UK. By doing so, it draws some implications of the UK case for the community archives movement in Korea. The UK's 'Independent' community archives as a part of grassroots movement are characterized by participation, autonomy, and self-help of community members. Along with the appearance of the concept of 'community', the UK has experienced the revitalization period of community archives in the social context of community-based urban regeneration project. Recently, the UK's community archives have transformed themselves into building a 'governance model' relying on the partnership with mainstream archives. In particular, the UK model of community archives is based 'on their own ways' with their autonomy as a product of intrinsic development initiated by communities themselves. The character of the model of this type is very analogous to the nature of maul' community archives movement in Korea. Since the early 2000s, however, the UK model of community archives has been evolving into a way of building governance through their appropriation of the skills and methodologies from mainstream archives without endangering the autonomous essences of community archives themselves. We need to note the point of local researchers' view in archival science who have tried to seek out the methodology for building maul community archives with regard to openness and collaboration. In this respect, a shift in archival principle in the UK would give significant implications in regenerating the locally based community model.

A Study of the Governance Discussion on Community Archives in North America (북미지역 공동체 아카이브의 '거버넌스' 논의와 비판적 독해)

  • The Purpose of this study is to analyze an active discussion in North America about the issue of community archives governance which mainly focused on 'participatory archives' model and from it, draws implications for the present stage of domestic community archives development. Traditionally in the United States and Canada, local community archives have been built mostly by mainstream cultural institutions such as public archives, public libraries, museums, and historical societies as a part of comprehensive documentation of the society at large. At the same time, they have been processed and managed in accordance with the institution's collection development policy. As a result, most community archives in North America are characterized as top-down community archives model (in contrast with down-up model of 'independent' community archives as a part of grass roots movement in the UK). Recently, the community archives in North America with these characteristics try to overcome their limitations, which result in 'the others' of community archives, through governance, that is, community-institution partnership. Participatory archives model which assumes active community participation in all archives processes is being suggested by archival communities as the effective alternative of governance model of top-down community archives. This discussion of community archives governance suggests progressive direction for the present stage of domestic community archives, which has been built mostly by various mainstream cultural institutions and still has been stayed in 'about the community' stage. Particularly, community outreach strategies that participatory archives model concretely suggests are useful as a conceptual framework in building community archives based on community-institution partnership in reality.

  • 한국의 농촌개발정책은 지난 50년에 걸쳐서 많은 변화를 겪어왔다. 농촌개발정책은 국내외의 정책 환경인자와 관련성을 맺는 가운데, 농업 농촌이 처한 시대별 과제를 해결해나가는 과정의 결과라고 여겨진다. 농촌개발정책은 1960년 이후 현재까지의 기간 동안에 4단계의 시기별, 정책구성요소별로 의미 있는 변화가 일어나고 있다. 2000년을 전후하여 국가발전을 위한 행정이념이 효율성에서 형평성으로 전환됨에 따라 농촌개발정책은 전반적이고 근본적인 변화에 직면하고 있다. 농촌지역은 국가발전을 위한 새로운 가치와 자원을 가지고 있는 공간으로 재인식되고 있다. 농촌은 곧 마을이라는 으로 변화되고, 농촌의 소도읍이 새로운 농촌지역의 삶의 미시적인 관점에서 접근되던 정책이 인근의 도시와 연계를 맺는 방향 공간으로 접근되고 있다. 농촌개발정책은 농업을 중심으로 하는 정책에서 비농업부문의 개발을 중시하는 방향으로, 지역농업과 공간정책을 통합하여 개발하는 방향으로 나아가고 있다. 이 과정에서 농촌개발과 관련이 있는 중앙정부 부처의 수가 증가하는 가운데, 지방정부와 지역주민의 역할이 강조되면서, 수직적 수평적인 분권화와 협치 체제의 구축이 중요해지고 있다. 또한 지역의 고유성과 지역단위사업의 연계성에 대한 강조는 자연히 지역단위 계획제도의 정착과 이를 현실적으로 뒷받침할 수 있는 예산제도의 변화를 가져오고 있다.

  • This paper aims to consider governance and governance of records and archives management suggested with democracy development. And there are some issues like that. First, it's an issue of authenticity and reliability. Authenticity means that records can be proven to be what it purports to be, to have been created or sent by the person purported to have created or sent it, and to have been created or sent at the time purported. Reliability means that the contents of the records can be trusted as a full and accurate representation of the transactions, activities or facts to which they attest and can be depended upon in the course of subsequent transactions or activities. Second, it's a problem of a point of time related opening when the records and archives management process has designed. Third, there is an issue that a people can related records and archives management, or not. Fourth, it's to consider systematic methodology for achieving business management and records management. And last, it's a topic of relation governance of records and archives management and the nation's participation.

  • This study was intended to analyze media in education policy from the governance perspective and suggested some orientations and innovative ideas to a new governance in media in Education. For these purposes, this study reviewed related literature about media in education and governance policy and drew a governance model of educational community as an analytic scheme to understand a governance approach to orientation-order-performance of Schmank. Thereafter, the study analyzed formulation and implementation processes of media in education policy, based on some criteria to operate the model, and also analyzed the policy governance in a comprehensive way. Based on the results, this study suggested recommendations to innovate current media in education governance as follows: (1) working towards an idea of operative cooperation through reforms (2) constructing a rational policy system to incorporate socio-political variables, and (3) activating cooperative governance to transform 'governing' into 'governance'.

  • The study seeks to present ways to form and express political opinions while monitoring, regulating and critically accepting the production and distribution of false information and platforms, which are spread channels, through the participation of citizens. First, it logically identified the unfairness of legal regulations on false information. In other words, it is often practically impossible to judge whether false information is false or not, and even false information can sometimes fall within the category of freedom of expression protection. It also revealed that voluntary regulation by platform operators was limited. As an alternative, it was theoretically clear whether civil society should participate in the maintenance and development of democratic public debate sites and create social discourse. The specific method is to find and classify false information and share it with citizens to raise awareness. Second, it forms an autonomous cooperative system with platform operators and others. Third, develop critical media capacity of citizens. Fourth, it responds to producers and platform operators of false information while engaging in community activities as a direct practitioner.

  • This study aims to analyze the characteristics of the smart city governance through the multi-layer governance model, which includes administrative governance(AG), technological governance(TG), and global governance(GG). The results of the smart city governance are as follows. Multi-layered governance was modeled to enable cross-checking of each element of the propelling process and types of governance. AG has transitioned from a public partnership to a public-private people partnership(pppp) through a public-private partnership(ppp). TG has the characteristics of information communication technologies(ICTs) - eco technologies(EcoTs) - Spatial technology convergence including physical center, information software platforms such as the CCTV convergence center, and virtualization such as the cloud data center. GG aims at developing killer applications and ICTs-embedded space with intelligent buildings such as a smart city special zone to enable overseas exports. The smart city roadshow and forum have been developed as a platform for overseas exports with competition as well as cooperation.

A Study on the Characteristics of Projects Following the Promotion of Private Park Special Projects (민간공원특례사업의 추진에 따른 사업특성에 관한 연구)

  • This study was conducted to examine and analyze local governments, park status, project characteristics, and the implementation in detail for private park special projects across the country as a means of responding to the sunsetting of urban parks. As a result of the analysis, first, the private park special project, was found to be mainly implemented in cities with a population of more than 100,000, so there was a limit to the application on military installations or in local small cities. Therefore, rather than applying the special system collectively, it was judged that institutional flexibility, considering the characteristics and size of local government, was needed. Second, the current special projects by the park creation donation collection method shows monotonous development centered on apartment houses, so it is necessary to diversify the development by introducing a park preservation method that purchases and donates park sites. Third, it was found that the area standard needs to be eased to less than 50,000m2 to include parks with high utilization and good accessibility in urban areas of large cities, as the type and area of parks are limited. Fourth, most special projects are mountain parks, which are feared to damage the natural terrain and skyline, so separate ordinances should be established and applied, and development approaches should be made to allow nature and parks to coexist with the setting of detailed building guidelines for each type of facility. The guidelines should include, first, after the nationwide private park special projects are completed, standards for appropriate returns for similar projects should be established, institutional standards such as the recovery of excess profits should be established, and environmental reviews should be conducted. Second, it was found that local governments should institutionalize the composition of private consultations to promote the efficient management of projects through a cooperative system, and third, a roadmap for maintenance after the donation of special parks should be established.

  • After 394 inpatients examined as to the result of combined treatment of Oriental and Western medicine on Dongguk Incheon oriental medicine hospital and Dongincheon Gil hospital from july/21/1994 to june/21/1995 for 11 months, the results were obtained as follows : 1. Distribution of sex ; male 187(47.5%), female 207(52.5%) 2. How can the development of neighbourhood renewal strategies in Malaysia be informed by best practice and transferable lessons from developed countries (선진국 도시재생 사례비교를 통한 말레이시아 주거재생 전략의 모색)

  • Economy-based urban redevelopment is the main priority in Malaysia, but has resulted in social problems such as gentrification, loss of heritage and identity, inequity, etc. Hence, it is crucial for the government to seek other alternatives rather than being solely reliant on urban redevelopment. Neighborhood renewal is a strategy involving the integration of redevelopment, rehabilitation, revitalization and preservation that aims to improve deprived areas using a more holistic approach. The aim of this paper is to review the neighborhood renewal policies in developed countries and to identify those elements that can be adopted in Malaysia. This study is conducted via a literature review. It was found that neighborhood renewal which integrates people-based, place-based and system-based policies highlights the importance of diversity, thereby aiming for resource optimization, community engagement and urban governance with the focal point of the fair, equity and systematic provision of resources. This paper concluded that neighborhood renewal in Malaysia should be initiated by locals with an emphasis on real local participation and a sustainable funding system. The government and local authorities should be observers rather than implementers.
