Maeul-making, which is to restore inherent characteristics of maeul as a living community has been proceeded by local communities themselves since the 1990s when political democracy and local government in Korean society has been progressed in full-scale. Although New Maeul Movement has been done in the 1970s before and after, it is different from maeul-making because it was focused mainly on improving physical environments of rural communities and initiated by government. The development of maeul community archives in Korea has been related closely to such a maeul-making since the 1990s. Maeul-based community archives, maeul community archives had been begun to build as part of maeul-making and grass-root movement by the 2000s. Initiated by self-motivated communities, maeul community archives were carried out through cooperations between civic activists and residents in maeul communities and voluntary professional archivists from outside. Although records about the maeul community has been collected by mainstream cultural institutions such as public archives, museum, local historical association, and local cultural center, it was at this time to collect records of the maeul community by self-motivated local residents. This tendency of 'independent' maeul community archives, however, is currently entering upon a new phase with the city of Seoul's project (2012) to support making a maeul community, that is, the governance phase based on private-government partnership. At this point of time, it is important for maeul community archives to be built on privately-led governance model that guarantees their autonomy and at the same time bring government's knowhow and supports into them, as opposed to the way captured or driven unilaterally by government. This article explores the growth of maeul community archives and collections in Korean society through a range of self-motivated bodies; the interaction with government; and as a result of those interactions, the creation of maeul community archives based on governance. To introduce and explicate the motivations behind maeul archiving endeavors, this article will first sketch something of the historical, social, and political context in which 'maeul' communities have arisen, collapsed, and restored. It will then examine in more detail some specific examples of maeul community archives as grass-root movement of maeul community. The third section will attempt to identify the governance model of maeul community archives under the auspices of the city of Seoul and its limitations. Finally through these activities, it will suggest the ways in which maeul community archives commit themselves to their duty of grass-root movement of community and at the same time, secure sustainability, that is, concrete ways of privately initiated governance model.

A The purpose of this study was to determine the present state of the exercise rehabilitation field, promote elderly sport for all, and present a revitalization program for higher quality of life for the elderly in the coming era of the Fourth Industrial Revolution and aged society. Literature review was performed to analyze the actual conditions of the activities for elderly sport for all and the relevant field of exercise rehabilitation, analyze the elderly health and welfare and elderly sport for all programs, and present a plan for revitalizing the field of exercise rehabilitation to promote elderly sport for all. First, it is necessary to reinforce the awareness and promotion of the need and importance of exercise rehabilitation in inducing seniors to participate in sport for all. Second, it is necessary to make it compulsory to place sport leaders for seniors at such places as elderly leisure and welfare centers and promote expertise in managing elderly health guidance efficiently through cooperation with welfare workers. Third, it is necessary to make it compulsory to take exercise rehabilitation and similar subjects in the curriculums of sport for all, elderly sport welfare, and silver welfare sport as well as the subject of volunteering activities at such places as elderly leisure and welfare centers with the aim of giving opportunities for career choice. Fourth, it is necessary to develop characterized exercise rehabilitation programs at senior welfare centers, community centers for the elderly, and elderly classes and employ experts equipped with exercise event and exercise rehabilitation capabilities as itinerant lecturers to contribute to the government's job creation policies through cooperation between the Ministry of Culture, Sports, and Tourism (MOCST) and the Ministry of Health and Welfare (MOHW). Fifth, it is necessary to make a greater investment in research and development required for elderly sport for all. Sixth, it is necessary to develop and distribute various exercise rehabilitation treatment videos and guidelines that seniors can use for themselves. This is associated with the fifth one; in particular, it is urgent to devise measures against Coronavirus 19. Seventh, it is necessary to reduce inefficiency and budget waste caused by overlapped tasks by establishing a new elderly sports promotion organization through adjustment by MOCST and MOHW; it is also necessary to increase the functions of organization establishment with the aim of reinforcing the education area, which involves post-retirement health care, exercise rehabilitation, safety accident prevention, and virus.
In the fields of science and engineering, multidisciplinary research is common, and researchers with a diverse range of expertise collaborate to achieve common goals. As the 4th industrial revolution gains currency in society, there is growing demand on talented personnel both with technical knowledge and skills and with communicative skills. That is, future engineers are expected to possess competence in social and artistic skills in addition to specialized knowledge and skills in engineering. In this paper we introduce an emerging field of 3D bioprinting as an exemplary case of interdisciplinary research. We have chosen the case to demonstrate the possibility of cultivating engineers with π-shaped expertise. Building on the concept of T-shaped talent, we define π-shaped expertise as having both technical skills in more than one specialized field and interpersonal/communicative skills. Wtih references to such concepts as trading zones and interactional expertise, we suggest that π-shaped expertise can be cultivated via the creation of multi-level trading zones. Trading zones are referred to as the physical, conceptual, or metaphorical spaces in which experts with different world views trade ideas, objects, and the like. Interactional expertise is cultivated, as interactions between researches are under way, with growing understanding of each other's expertise. Under the support of the university and the government, two researchers with expertise in printing technology and life sciences cooperate to develop a 3D bioprinting system. And the primary investigator of the research laboratory under study has aimed to create multiple dimensions of trading zones where researchers with different educational and cultural backgrounds can exchange ideas and interact with each other. As 3D bioprinting has taken shape, we have found that a new form of expertise, namely π-shaped expertise is formed.
This study analyzed policy implementation factors focusing on how Donuimun, a demolished cultural heritage, was digitally restored and the policy implementation process of Donuimun Gate restoration. Through this, the characteristics of the implementation process of the digital Donuimun Gate restoration policy promoted by public-private multilateral collaboration were examined and implications were sought for how institutions with different interests solved problems and collaborated in the implementation process. The research method was focused on policy implementation factors including policy executive factors, policy content factors, policy resource factors, and policy environment factors, and the process was analyzed for each detailed component. Along with literature analysis, in-depth interviews were conducted with participants in policy implementation. As a result of the study, first, it was found in the policy executive factor that the quick decision-making leadership of the policy manager and the flexible attitude of the person in charge of the government agency had a positive effect on preventing conflicts between different interest groups. Second, in terms of policy content, establishing a common goal that everyone can accept and moving forward consistently gave trust and created synergy. Third, in the policy implementation resource factor, the importance of the budget was emphasized. Finally, as an environmental factor for policy implementation, the opening of 5G mobile communication for the first time along with the emergence of the Fourth Industrial Revolution at the time of policy implementation acted as a timely factor. The digital Donuimun Gate was the first case of restoring a lost cultural heritage with AR and VR, and received attention and support from the mass media and the public. This also shows that digital restoration can be a model case that can be a solution without conflicts with local residents where cultural heritages are located or conflicts between stakeholders in the preservation and restoration of real objects.
I tried to analyze export relation of influence in Chinese H beam(common steel), Hot Rolled Steel(common steel), Plate(common steel) which could be influenced immediately by China's cancellation of the export rebate of value added tax in 2010 through the statistic methods such as cointegration, Granger causality, impulse response and variance decomposition. In the first period they mutually influenced each other in export to Korea but in the second period, this relation of influence was lessoned. Due to production expansion of Hot Rolled Steel(common steel), Plate(common steel) in Korea, the change of import trend, the market change of steel users' industries and China's expedient export of boron steel to Korea, mutual influence among these products was greatly declined. Ever since Hyundai Steel's production expansion involving blast furnace facilities, there is need for the industry to concentrate on developing new markets for its facilities' output in Korea. Therefore, Korea's steel industry desperately needs strength of de-jure standards such as unique quality standards and related certifications, efficient distribution management, as well as export promotion strategy through its global trading network to effectively address its structural supply-demand imbalances.

Domestic PCB industry formed by orders of demand companies is extremely vulnerable in its innovation infrastructure including high value-added technology development and information exchange. The majority of PCB products produced in the country relies on the imports from abroad and it causes its vulnerability to external market changes. Due to the negative perceptions about the industry (e.g., 3D job), low treatment (especially SMEs) and expertise employment avoidance in PCB industry, the job market conditions of PCB industry is not so good. In these circumstances, the PCB industry is completely dependent on the demand market such as cellular phones, and tablet PC, and as a result the responsiveness of PCB industry to the changes in demand market is also vulnerable. In this PCB industry, Korean government is trying to build the research infrastructure for PCB industry that realizes the sharing of information among companiesthrough the operation of the PCB industry innovation forum (information innovation), builds SME suppot platform and supports quality improvement (technology innovation), and supports enterprise collaboration processes (material-process-equipment) utilizing PCM open laboratory. The PCB industry technology infratstructure project is going to be promoted by the government(1.3 billion won, each year) and the private investmen(434 million won each year) from 2013 to 2017(5 years project)(table 1). This study analyzes the feasibility of the project, by using the AHP analysis and the results shows that this project is considered feasible because the AHP overall score is evaluated as 0.841, the overall score is greater than or equal to 0.55.
The purpose of this study is to observe the awareness and needs of original inhabitants on urban to rural migration and propose public projects with a consideration of their stance based on the results. To comprehend their awareness and needs on urban to rural migration through their experience related to it, focus group interview was done and three categories were identified as a result, which are 'relative deprivation', 'limitations and difficulties of urban to rural migration', and 'plans for successful settlement'. First, the original inhabitants were discontent towards the government policies related to urban to rural migration and migrant's behaviors seemed to form negative perception on it. Second, financial difficulty and trouble in stable crop cultivation and acquirement of farming techniques were identified as limitations and difficulties of urban to rural migration. Third, the original inhabitants recognized the need of direct communication between original inhabitants and migrants and activation of meetings for exchange of information to positive relationship between the two groups and migrants should have proper attitude and effort to learn the rural culture for interaction and cooperation. Fourth, there's in need for an institution, which serves as a focal point that provides information and support urban to rural migration. Fifth, successful plans for settlements of migrants thought by the original inhabitants were found. Sixth, there's a need for the original inhabitants to play the role of a mentor to the migrants for their settlement and to promote positive relationship between them.
The purpose of this paper is "A Study on the Establishment of Distribution and Logistics System in the unified Korea". The main conclusion of this paper are as follows : North and South Korea shall conjunctionally foster the exchange and cooperation area and operate the joint pilot project to combine distribution and logistics system. To solve the problems of the maritime affairs, Fisheries, and international logistics, the cooperative agreement between North and South Korea will be needed to protect and develop of shipping, aviation and shipbuilding industry. Unification of two Koreas must be prepared as stage by stage ; ${\cdot}$Stage1(preparation period) : initiation of peace area. ${\cdot}$Stage2(development period) : forming the exchange and cooperation area ${\cdot}$Stage3(settlement period) : establishing peace belt on border area. After the unification, two Koreas must plan and undertake the construction of the distribution and logistics infrastructures, establishment of SCM system through Network and the connection to China through railway and road Network.

Recently, as the range of users utilizing open data has expanded from experts to students, and general citizens, the role of open data portals has changed. In the past, portals have neglected to increase data utilization through citizen participation by focusing on the role of simple data repository, but now they tend to focus on understanding, collaboration and sharing values so that users can actively use data. To meet these social trends, open data portals need to seek ways to improve user-centered services that can encourage citizen participation. The purpose of this study is to identify the main functions for citizen participation in open data portals, to analyze the current status of open data portal user services and to suggest ways to improve them. Through the literature research, we investigated the functions provided by portal services for citizen participation, deduced the types of user services, and analyzed open data portal user services. Furthermore, we suggested user-centered public data portal services improvement plans for citizen participation.
There were three important species among the marine organisms which were cultured in the inter tidal zone in the old days, and an ark-shell was one of them. Exaiming old books and reports concerning fishery were made in order to reveal the history and industrial trend of ark-shell culture. Ark-shell was called by the different names in the old days "Komak" and "Sohap". The name of Komak was originated in the southern coast area in the 1,700s, and from the begining of 18 century Komak was used only. Ark-shell was produced in all southern and western coast areas, where a little of fresh water flows into the calm inner sea and the intertidal zone is well developed. It was well known that ark-shells shell as well as its flesh took the effect of a medicine. Its culturing method in Korea seems to be derived from China in the beginning of 19 century, it was cultured first at the southern area of Chollanam-do. It was considered as the side business, but after Korean war it is produced on the basis of cooperative work, now its production is quite increased (more than $5,000\fra{M}{T}$) due to the goverments development policy.
