  • The Importance of SEP (Standard Essential Patents) Procurement Operation is on the side of Governmental and Public both to accelerate the national trade negotiation competitiveness. To operate cooperative system of SEP creation and management, Government should monitor the effect and performance periodically to public sectors. and To achieve the support objectives, it should establish the virtuous circle infrastructure between R&D and economic performance on SEP. This can make the SEP enhancement to pursue the international competitiveness on Intellectual Property Rights. Especially the specific support approach to each phase of the SEP declaration matrix is essential to consolidate the possibility of SEP creation and acquisition. In this study, the concepts of SEP to accelerate the national trade negotiation competitiveness and the prior research were verified through the investigation of market trend and current state of affair analysis. Through the analysis of international and domestic situation of SEP procurement and management, We have found the results as follows. First of all, the leading conglomerates and the Government should focus on the secondary and tertiary industries to create and acquire SEPs to accomplish the effectiveness of selection and concentration. In second, the SMEs and Univ. Labs should focus on the quaternary sector of the economy to retain the competitiveness of speed and challenge on SEP related. From this study, the appropriateness of the tailored-support management model should be institutionalized, and the results implied an research in order to examine the suitability among the current SEP to enhance the competitiveness of national trade research issues.

Artificial Agent-based Bargaining Game considering the Cost incurred in the Bargaining Stage (교섭 단계에서 발생하는 비용을 고려한 인공 에이전트 기반 교섭 게임)

  • According to the development of artificial intelligence technology, attempts have been made to interpret phenomena in various fields of the real world such as economic, social, and scientific fields through computer simulations using virtual artificial agents. In the existing artificial agent-based bargaining game analysis, there was a problem that did not reflect the cost incurred when the stage progresses in the real-world bargaining game and the depreciation of the bargaining target over time. This study intends to observe the effect on the bargaining game by adding the cost incurred in the bargaining stage and depreciation of the bargaining target over time (bargaining cost) to the previous artificial agent-based bargaining game model. As a result of the experiment, it was observed that as the cost incurred in the bargaining stage increased, the two artificial agents participating in the game had a share close to half the ratio and tried to conclude the negotiation in the early stage.

  • Local opposition and protest constitute single greatest hurdle to the siting of locally unwanted land uses(LULUs), especially siting of high-level radioactive disposal not only throughout Korea but also throughout the industrialized world. It can be attributed mainly to the NIMBYism, equity problem, and lack of participation. These problems are arisen from rational planning process which emphasizes instrumental rationality. But planning is a value-laden political activity, in which substantive rationality is central. To achieve this goals, we need a sound planning process for siting LULUs, which should improve the ability of citizens to influence the decisions that affects them. By a sound planning process, we mean one that is open to citizen input and contains accurate and complete information. In other word, the public is also part of the goal setting process and, as the information and analyses developed by the planners are evaluated by the public, strategies for solutions can be developed through consensus-building. This method is called as a co-operative siting process, and must be structured in order to arrive at publicly acceptable decisions. The followings are decided by consensus-building method. 1. Negotiation will be held? 2. What is the benefits and risks of negotiation? 3. What are solutions when collisions between national interests and local ones come into? 4. What are the agendas? 5. What is the community' role in site selection? 6. Are there incentives to negotiation. 7. Who are the parties to the negotiation? 8. Who will represent the community? 9. What groundwork of negotiation is set up? 10. How do we assure that the community access to information and expert? 11. What happens if negotiation is failed? 12. Is it necessary to trust each other in negotiations? 13. Is a mediator needed in negotiations?

An analysis of Korea-China FTA Service Chapters and Implications for Further Negotiations Strategy -With special focus on the Insurance Market- (한-중 FTA 서비스 분야의 분석에 따른 향후 추가협상에 대한 시사점 : 보험시장을 중심으로)

  • As Chinese insurance market grows rapidly due to market reforms, China got recognition as second-largest insurance market in the world in 2016. However Korean insurance companies have had difficulties to grow in Chinese insurance market despite Chinese participation in the World Trade Organization (WTO) and the growth of chinese insurance market. The reason for the decline in Korean insurance companies is economic retaliation due to the deployment of THAAD in Korea. However, this is not a fundamental reason. The underlying cause of the effects of economic retaliation is the result of insufficient negotiations in Korea-China FTA services sector. In Service sector of Korea-China FTA, the level of concession between Korea and China differs greatly, when comparing China and South Korea's FTA. In addition, it has only been a few years since China collected the position of the WTO Doha Agenda, which currently deals with concessions on intellectual property rights and services. More important is that the Korea-China FTA service sector, as it stopped short of being protected by the most-favored-nation state treatment level when Korean insurance companies entered China. Further negotiations to supplement the weak points in the Korea-China FTA service sector were promised in December 2017, but international tensions over THAAD deployment made it impossible to hold such negotiations. However, due to changes in international affairs in 2018, the first additional negotiation was decided and held. This paper implicates strategies of further negotiation between Korea and China for service and investment chapter. Consequently, the aim of this paper suggests directions how to re-enter Chinese insurance market to Korean insurance companies.

  • Based on Kingdon's policy stream model, the logical mechanism of student burden double reduction policy agenda setting process in China was analyzed from three aspects: problem stream, policy stream, political stream. It was found that the direct reflection of data, the feedback and improvement of current policies constitute the problem stream.The high attention of government departments, the suggestions of CPPCC members and experts and scholars, the strong voice of schools, and the continuous voice of stakeholders constitute the policy stream. The ruling party's governing idea and educational policy, national mood and interest game during the transition period constitute the political policy stream. The three streams, coupling interaction, open the policy window, promoting the introduction of the 'double reduction' policy.

Proposed Sustainability Risk Framework through the Analysis of Advanced Donor Countries' International Development Cases (선진 공여국의 국제개발 사례 분석 기반 지속가능성 리스크 프레임워크 제안)

  • The goal of international development projects is to assist sustainable development in recipient countries through foreign aid from donor countries. However, despite the need for both countries to negotiate and work together from the initial stages to maintain sustainability after the project, clear guidelines or standards have not been established. Additionally, despite the need for donor countries, which are relatively advanced, to understand the situation of recipient countries, many projects are donor-centric and fail to prioritize the value of sustainability. Therefore, this study extracted economic, social, and environmental risks that threaten sustainability through literature review and proposed a sustainability framework based on these criteria. To validate framework, actual international development cases conducted by advanced donor countries such as Australia, the United States, and Japan, in collaboration with South Korea, were analyzed by applying content analysis with the reports, which covers the overall contents from the planning stage to the operation stage. Analysis of sustainability perspectives focused on economy, society and the environment, advanced donor countries emphasized (1) the importance of pre-assessment, (2) the need for coordination with the local population and communities despite the existence of donor-specific values, and (3) addressing economic considerations such as pre-operational and maintenance costs, social communication with the local population, and environmental considerations starting from the initial stages of construction regarding the treatment of pollutants as values to be improved. Compared to other advanced donor countries, the Republic of Korea should also focus on consultation with local residents to achieve social integration, and improve sustainability by deployment the managers in local sites for better negotiation.The proposed framework in this study will serve as a tool to enhance communication among the countries and the locals, with the expectation of increasing project efficiency and sustainability.

  • This study on strategy and its function in debate offer the materials of education concrete and practical to be able to improve the expression ability and comprehension ability of the students, and can give lots of help to improve the ability of application that can answer quickly in trouble circumstances. The type of strategy in the course of set up the theory are (1) the form of concept definition, (2) the form of solution offer, (3) inductive form and deductive form, (4) the form of example offer. The type of strategy in the course of contradict are (1) the form of soliloquy, (2) the form of claim comparison, (3) the form of partial recognition. The type of strategy in the course of cross examination are (1) the form of question in return and contradict, (2) the form of partial consent contradict. We believe this study will improve the communication ability and negotiation ability and also make a great contribution to improve the leadership of 21-century type if this study will be used in the field of education.

A Study on the Trade Structures and International Competitiveness of the Korean Environmental Industry (우리나라 환경산업의 무역구조와 국제경쟁력에 관한 연구)

  • This paper analyzed the Trade Structure of environmental industry in Korea and some major countries in preparation for The Doha Development Agenda (DDA) Trade Liberalization Negotiation in the environmental goods. Based on 161 environmental goods list proposed by OECD, this paper examined the Trade Returns of worldwide environmental goods during the past 10 years from 2002 to 2011. The analysis showed that Korean environmental goods' International Market Share(IMS) in the world was 3.2%; trade specialization index(TSI) -0.128; Revealed Comparative Advantage(RCA) 1.002 in 2011. And Korea Export Similarity Index(ESI) to Japan was the highest rank in the world market. According to the results of investigation, it is clear that International Competitiveness of the Korean Environmental Industry was received a relatively poor evaluation compared with Korean trade scale. To strengthen the competitiveness, it is required that Korean government should make an effort to boost domestic environmental industry and promote systematically Trade Liberalization Negotiation including the enforcement of transient period for Korean environmental goods in the next DDA Negotiation.

  • The present research has been conducted on the arranged form, the number and kinds, the area, the location of the rooms and the variation on exterior designs, based on a layout and a ground plan of each step, which are general plan, VE proposal and the final negotiation, for 11 elementary and middle and high schools that are designed in the way of BTL project. In consequence, it has been found out that there are some changes in the number and position of the rooms. However, the changes are not exceeding the overall arrangement form. This could not have led to the original aim, which is to induce creativity by PFI. It can be supposed that it is because the BTL system is stick to the old process, the method of financial investment and it is true to say that there needs to be solution for that.

  • 일반적으로 B2C가 불특정 다수에 대한 서비스라면 B2B는 특정 소수에 대한 서비스라고 할 수 있다. 이러한 특성으로 B2C와 B2B에서 고객의 구매의도는 다르게 평가되어야 한다. 또한 B2B는 협상이라는 단계가 있고, 이것은 B2C와 B2B의 구매의도 평가기준에 영향을 미치게 된다. 본 연구에서는 B2B에서 구매의도 파악을 위한 웹 로그 분석 모형을 제시한다. 제시된 모형을 통해 구매의도 파악을 위한 웹 로그 분석 데이터를 추출하고, 추출된 데이터를 기업의 레거시 시스템 데이터와 통합하는 과정을 보여준다. 또한 분석 데이터를 추출하기 위한 웹마이닝 과정과 추출된 분석 데이터가 데이터베이스에 저장되는 과정을 보여준다.
