무기체계가 국내개발로 생산되었다 하더라도 이 무기체계의 핵심이 되는 기술 및 부품을 외국에 의존하여 개발하였다면 완전한 우리의 무기라 할 수 없고, 외국이 기술에 대한 통제력을 행사 한다면 그것은 곧 기술종속을 의미한다고 볼 수 있으며 예측할 수 없는 국제안보 환경하에서 기술종속은 곧 안보종속이 될 수 있기 때문에 주요무기체계의 핵심기술 확보는 국가안보를 위해 중요한 것이다. 그러므로 향후 우리 나라의 경우 국제협력연구개발 필요성은 증대될 것으로 전망된다. 그것은 주요 무기체계 개발을 위한 국내의 국방과학기술 수준을 볼 때 핵심기술이 미흡한 분야가 상당하므로 외국과의 협력을 필요로 하기 때문이다.

Currently, the necessity of inter-system integration and sharing system increases to additionally construct and efficiently utilize the geographical information data in accordance with the increase in demand for geographical information. The provision of the data within the domestic sharing system is led by the tasks within national geographical information distribution network or intra-local governmental combined system. However, any voluntary geographical information sharing cooperation body is increasingly required with the increase in necessity of administrative cooperation among neighboring metropolitan areas, including space planning and development. Accordingly, this study is aimed at looking into the constitutions and roles of cooperation bodies within metropolitan areas by the composition, distribution, update and management of data with special regard to overseas advanced cases whose sharing systems and their effects are highly evaluated, and at presenting any model of the domestic future voluntary sharing cooperation organization within metropolitan area.

MIMO 기술은 데이터 전송률을 증대시키고 수신 성능을 향상시킬 수 있는 다중 안테나 기술로써 각광받아왔다. 그러나 단말 크기의 제한으로 인하여 구현에 큰 어려움이 따르게 되었고 이를 해결하기 위해서 하나의 안테나를 갖고 있는 단말간 서로 협력(cooperation) 하여 데이터 전송률을 높이고 수신 성능을 향상시키기 위한 연구가 논의되고 있다. 특히 ad-hoc 이나 mesh 네트워크에서의 다중 홉 기술을 기반으로 단말간 서로 협력하여 채널 용량을 늘리고 수신 성능을 향상시키기 위한 다양한 연구가 진행 중이다. 본 고에서는 다중 홉 중계 기술에 대한 기본적인 개념과 협력 통신 기술, 그리고 IEEE 802.16j 표준화 동향에 대해 살펴본다. 이론적인 채널 용량 분석과 중계(relay)의 목적에 대해 알아보고 중계 기법에 따른 채널 용량을 분석한다. 더 나아가 다중 홉 중계 전송 기법의 성능을 분석하고 다중 홉 지원을 위한 표준화 동향 및 프레임 구조를 알아본다. 마지막으로 다이버시티 이득과 다중화 이득을 얻을 수 있는 협력통신 기술에 대해 살펴본다.

민선지방자치제가 실시된 지 10년이 지난 지금 지방자치단체간 소모적인 경쟁보다는 생산적인 협력이 중요하다는 분위기가 고조되고 있으며, 행정구역 경계를 넘어선 지역개발 협력 모델이 구체적으로 논의되고 있다. 특히 도시가 점차 확장되면서 그 주변지역을 망라함에 따라 연담도시권은 생활권 경제권역을 공유하게 되어 각종 행정사무에 대한 상호 협력의 필요성이 증대되고 있으며, 교통, 공공시설, 수질, 대기 등의 문제들이 중요한 이슈로 부각되고 종종 지역간 갈등의 주원인으로 나타남에 따라 이러한 사안들을 협의할 수 있는 지역단체간 협력기구에 대한 중요성이 대두되고 있다. 금번 해외정책연수기간 중 방문한 SCAG(Southern California Association of Government) 와 ABAG(Association of Bay Area Governments) 는 미국의 광역도시계획기구 (Metropolitan Planning Organization: MPO) 중 하나로, 광역행정의 추진 및 정부간 갈등 조정, 협력 촉진의 역할을 수행하고 있어, 작금 우리의 행정현실에 대해서도 시사하는 바가 크다 하겠다.

To improve cooperative performance, organizations are increasingly developing its technology capabilities to maintain performance and satisfaction with its collative partners. The data for 143 collaboration experiences from domestic manufacturing firms were used to test hierarchical regression model with trust moderating between technology capabilities and collaborative performance and satisfaction. The result suggests that technological human resources, technological organization, technological leadership are the most important factors to affect positively collaborative performance and satisfaction, and there are interaction effects of trust on technological assets and technological organization with collaborative performance and satisfaction.

The purpose of this study was to delve into all sorts of literature concerned in a bid to suggest how the Public Law Enforcement and private Security sector could join forces in preventing crimes and guaranteeing the safety of people. Quite naturally, crime has increased greatly to become one of the major social problems. Crime has been conventionally recognized as 'something' to be prevented and controlled by public law enforcement. However, the rate of crime increase has been so rapid that public law enforcement alone could not effectively control the everincreasing and diversified crimes in our society. To serve as a qualified partner for the police, private security industry should strive to secure excellent manpower and provide education for workers to improve their qualifications. Specifically, they should put sustained efforts into diversifying the types of security business and creating a new market to extend their scope of business and become more competitive. Intensified collaboration between the Public Law Enforcement and private Security security sector is expected to create new synergy in addressing people's needs for safety and enhancing their quality of life.

국내 상위 10개 업체가 국내 장류시장의 70% 이상을 차지하고 있으나 최근 들어 귀농인구의 증가로 소규모 농가형 장류 생산업체가 급격히 증가하고 있고, 전통식품인증마크 획득 등으로 전통장류 생산업체들은 지역 특산품으로 생산하여 공장형 장류와 차별화를 하고 있다. 이러한 취지에서 경북발효식품산학연협력사업단은 가내 수공업 형태로 군 단위의 지역에 산재해 있는 발효식품 업체를 클러스터 형태로 집적화하고 지역 원료의 활용을 극대화 방향으로 추진하여 전략적 발효산업으로 육성 발전시키며, 발효식품 전문제조업체를 발굴 육성하여 지역 업체의 매출 증대 및 수출 증대에 기여하고자 염미강화 및 보완소재 개발로 고부가가치 저염제품으로 발효식품에의 상용화 기반을 구축하고 있다. 경북지역 재래된장 및 개량된장 업체의 지원을 통해 저염된장을 출시함으로써 연구에 취약한 소규모 전통장류 업체의 매출 증대에 기여하고 정부시책에 발맞추어 국민의 나트륨 섭취를 줄이는데 도움이 되는 고부가가치 저염 발효가공품으로 경쟁력을 강화하고자 노력하고 있다. 앞으로 장류시장의 세계화를 이루기 위해서는 저염 상태에서 발현될 수 있는 이종 미생물 독소, 식중독균 등 오염원균으로부터의 안전성 확보 기술을 가져야 할 것이다.

극동지역에서 Loran-C 국제협력 체인의 구성에 따란 한국, 중국, 러시아 3개국에 상호호혜원칙에 따라 이용범위의 증대 및 전파표지의 연구 발전을 도모하는 등 전파표지분야의 협력과 발전을 위하여 협정서에 명시된 정책수행과 협정 체약국간 활동을 조정하는 역할을 하며 초기('92.9.7)에는 기관간의 협정으로 시작하였으나 '00.12.22에 정부간 협정으로 변경되어 그동안 Loran-C 국제 협력체인을 구성하는 한편 전파표지에 관한 정보 교환 및 운영절차 마련 등으로 해상교통안전에 크게 기여하고 있다. 최근 해사안전정보(MSI) 제공과 GNSS 전파간섭에 대비한 위치정보 제공에 관한 관심이 대두되면서 향후 FENRS에서 협력하고 발전해나갈 방향을 제시하고자 한다.

우리나라의 양계산업이 일진월보 급진적인 발전을 가져온 것은 국가경제발전에 따른 국민소득의 증대와 인구증가로 인한 수요량의 급증에도 있겠지만 양계분야에 종사하는 사람들의 피눈물나는 회생과 노력 그리고 협력으로 타 동물성식품(쇠고기, 돼지고기 등)보다 저렴한 가격으로 생산공급하였고 급증되는 육류수요증대를 충족시키고 쇠고기부족을 대체하므로서 또한 국민보건향상과 식생활개선에 기여도가 큰 것은 자타가 공인하는 바입니다. (중략)
