This study is to examine the cooperation plan of participating bodies in the area on social welfare system that is appropriate in the localization era. In order words, in order to develop the local social welfare system by approaching on the cooperation within the participating bodies within the area in the local governance level, the purpose of this study is to find out the problems that the existing local community welfare system has, and seek the responsive development cooperation plan. Furthermore, through this study, it is expected to present desirable cooperation model of local social welfare, and the reasonable welfare plan on the locality would be available.

The study is to investigate the extent to which public sector and private sector have established local governance at the community level. Also, it examines similarity and dissimilarity in the perception of unmet needs in the community service delivery system among local officials and workers in social service agencies for poor female-headed households, using survey questionnaire. It finally aims to propose more effective way of local governance between officials and workers in service agencies, and to improve living conditions for poor female headed households. Results show that first, about 70% of survey participant assess community governance and network system do not work well. Second, the more positive people evaluate their outreach efforts and the network level among community service agencies, the more they perceive that unmet needs are satisfied and recipients are well benefited. Third, the perceptions are significantly different in the extent of service delivery and the unmet needs between local officials and service workers who implement direct social service to female-headed households, after controlling for other related factors. In conclusion, suggestions are given to develope more effective service delivery system for poor female-headed households.

본 연구는 지역사회의 노인 가운데 지역사회에서 홀로 살아가는 남성 저소득노인의 일상생활경험을 토대로 복지욕구를 파악하기 위한 양적 질적 통합연구로서, 65세 이상의 연구 대상자의 삶에 대한 경험분석을 통하여 남성노인의 삶과 욕구충족을 위한 복지정책과 서비스 방안을 탐색하는데 목적이 있다. 질적 자료 분석을 위한 연구방법으로는 중심주제 분석을 활용, 남성노인들의 생애사를 종단 분석하였으며, 남성독거노인의 경험은 다양한 개인의 특성을 반영한 인생이 담겨있었다. 따라서, 실질적인 남성독거노인의 사회적 관계망 확대, 남성노인 지원정책의 로드맵 재조정, 사회적 연결감을 위한 조직적 지역 네트워크 구축, 고령친화 커뮤니티인프라 구축방안을 국가와 민간이 협력적이고 융복합적인 대책으로서 강구해야 할 것이다.

This paper searches for programs for creating increased employment in local society in important occupation sectors such as education and training services, insurance and social welfare services, culture and arts, housing and environmental service fields. As part of an improvement plan, while strengthening investment in education training infrastructure for the suppliers of social services, cooperation and coordination by the public and private sectors is necessary. Also necessary are identifying model social enterprises that are based upon joint efforts for success of social enterprises and publicity efforts necessary.

The purpose of this study was to analyze the effect that the social support for social welfare workers who are the key personnel providing the service to children directly at local child care center would have on job satisfaction. For this study, the social welfare workers of local child care center in Jeollanam-do were surveyed. A total of 240 questionnaires which had been collected were used for analysis. This study analyzed the effect of social support on job satisfaction by defining the demographic characteristics of social welfare workers as the control variables. The results of the analysis showed that the social support had the greatest influence on job satisfaction. Such results suggest that the stronger social support for social welfare workers would increase the job satisfaction of social welfare workers. Based on the results of the analysis, the following recommendations are presented which can help increase social support for social welfare workers: First, it is necessary to standardize the works of social welfare workers at local child care center and provide them with specialized training and education. Second, additional points should be granted to excellent local child care centers. Third, a cooperation system needs to be established which links the networks of colleagues and local societies.

The purpose of this study is to investigate the influence of the social welfare service delivery system of Namyangju City on the satisfaction degree of the elderly with welfare services and on their quality of life. This study conducted a survey of the elderly aged 65 and over who were either service users or nonusers of the public-private partnership welfare service delivery system called Hope Care Center. A total of 324 copies including 205 copies of Hope Care Center users and 119 copies of nonusers were analyzed. The analysis shows that the four key elements of welfare service delivery system are statistically significant to the service users of Hope Care Center than the nonusers with the users' higher level of satisfaction with the services. However, in terms of quality of life, there was no meaningful distinction between the two groups. This indicates that services of Hope Care Center increased the satisfaction with welfare services, thereby improving users' quality of life to the level of nonusers. Further studies for the same subjects are expected to be deeper if they compare and analyze the before and after of using Hope Care Center with more comprehensive independent variables.

This study analyzed the growth process types of social welfare corporations that have operated social welfare facilities after the Korean War and studied the methods of their organizational management. A number of 20 participants composed of the original founders, directors, and chief directors of social welfare corporations that have been established for more than 40 years were selected for in-depth interviews. The researcher had procedures of in-depth interviews with 20 participants, relevant literature reviews, conformation of the research results by participants and peer reviews. There were 169 concepts, 49 sub-categories, and 21 categories revealed by applying the grounded theory method of Strauss and Corbin. The organizational growth types were categorized into the three patterns: familism practicing type, community changing guidance type and the realization of a just society leading types. The results from the research work will provide understanding the original characteristics of social welfare corporations in Korea, building the theory for the growth process types of social welfare corporations and implicating the practice of social welfare organizational management.

Based on the Everyday Information Seeking Behavior Theory, this study investigates information activities and library experience of 66 elderly or people with disabilities in Autonomous District A. In addition, this study analyzes contextual circumstances of daily information activities through in-depth interviews with a subset of 11 people. Although community welfare centers provide basic welfare, the elderly and people with disabilities seek to learn and socialize in cultural welfare centers, particularly in libraries. This study shows that libraries can fulfill their top three of Maslow's hierarchy of needs: Self-Actualization, Esteem, and Love and Belonging. Specifically, digital literacy education has been identified to be highly demanded. They seek to distinguish correct online information and to socialize using digital technologies in this contactless society. This study proposes a detailed plan for public libraries to offer cultural and information welfare in order to reduce the information gap within the local communities.

본 논문에서는 대학이 보유하고 있는 인적 물적 자원의 효율적인 관리와 지역사회 자원봉사활동 연계를 중심으로 지역사회에서의 대학의 역할과 자원봉사활동 강화 방안을 모색하고자 하는데 연구의 중점을 두었다. 먼저, 대학의 자원봉사활동을 지속적으로 발전시키기 위해서 다양한 정책개발이 필요하다. 둘째, 일상생활보조나 단순봉사활동 보다는 전문화된 자원봉사 프로그램이 필요하다. 셋째, 자원봉사 활동이 대학생들에게 반강제적으로 실시되는 측면도 있어, 자원봉사에 대한 인식 개선이 필요하다. 넷째, 대학생 자원봉사활동이 지역사회에서 지속적으로 이루어질 수 있도록 체계적인 자원봉사체제 확립이 이루어져야 한다.

The purpose of this study is to grope for the improving the management in order that Korea community centers may put better welfare services to community residents. Community welfare center is a professional social welfare agency that meets welfare needs of community residents by offering synthetical and various welfare services in community according to social, economical, cultural, regional background. Community welfare center was established for clearing up the conflict between social classes after Industrial Revolution in England, for solving problems of women movement and immigration in America, for different purpose in other countries. But there is no difference between countries in the sense of welfare services activities centering around poor community though each purpose are different. It can be known that community center must perform the function as social welfare professional agency which aimed at community care program. Resource which are needed for management of community center are mostly in community and community center must strive to get resources which are in community. But all the weakness of finance and facility which community center has may not be solved by using community resources. Community welfare center is not fixated yet in Korea. And community residents has little understanding of community center. Thus national financial support is needed. Actually community has difficulty to mobilize community resource. The problem is how to carry out this national financial support effectively and going on study about this problem is needed.
