MICE 분야의 안전관리를 위해, 정책적이고 제도적인 부분에 대한 연구와 함께 현장에서의 실무 매뉴얼에 대한 연구결과물들이 있었고 지금도 만들어지고 있다. 그렇지만, 기존의 매뉴얼들은 매뉴얼이 상정하는 범위의 한계, 전문가 중심의 시각, 구체성의 결여라는 한계를 가지고 있다. 본 연구에서는 '재난 및 안전관리'가 자신의 전문분야가 아닌 MICE 분야 현장에서 각종 프로그램을 기획하고 운영 관리하는 실무 관리자들의 시각에서 실제적인 활용성을 높일 수 있는 안전관리 실무 매뉴얼의 주요 요소들을 제안하였다. MICE를 기획 운영하는 데 있어서의 대략적인 업무요소들을 파악하고, 일관된 방식으로 이해할 수 있도록 재난 및 안전분야의 논리인 '예방-대비-대응-복구'의 단계에 따라 MICE 안전관리의 요소들을 재구성하였다.

재난에 대비하여 각 기관에서는 자체의 위기관리 매뉴얼을 보유하고 있고, 이를 기반으로 재난대응 훈련 등을 실시하고 있다. 그러나 이러한 매뉴얼은 개념적이어서 재난 발생 시 현장에서 즉각적으로 수행하기에는 구체성이 부족하다. 본 연구는 이러한 관점에서 위기관리 매뉴얼을 SOP 기반의 시스템으로 변환하여 운영할 수 있는 플랫폼 기술을 개발하는데 있다. 플랫폼은 단위 행동 모임인 SOP 관리 모듈, 위기관리 매뉴얼 기반 재난 대응 절차를 수행을 위한 시나리오 관리 모듈, 그리고 기관의 담당자가 직접 해당 SOP를 수행하기 위한 정보인 조직도 관리 모듈로 구성되어 있으며, 실제 재난 대응을 통하여 수행한 활동에 대한 정보를 기록하여 빅 데이터를 분석하여 보완할 수 있는 기반을 마련하였다.

This paper is designed to report the results of response manual development in relation to the freeway Incident Management System(FIMS) development as part of Intelligent Transportation Systems Research and Development program. The central core of the FIMS is an integration of the component parts and the modular, but integrated system for freeway management. The whole approach has been component-orientated, with a secondary emphasis being placed on the traffic characteristics at the sites. The first task taken during the process was the selection of the required actions for each step within the Incident Management System. After through review and analysis of existing incident response procedures and manuals, the incident response manual led to the utilization of different technologies and actions in relation to the specific needs and character of the incidents. FIMS also provides Integrated Incident Management according to the verified incident information provided by the each components The deployment of containment and mitigation strategies for incidents will be automatic or manual depending on the configuration of the system. It is anticipated that, over a period of time, operators will be able to response the incident using integrated and organized Procedures and action items.

The need for the development of practical manuals for responding to disasters in public libraries has emerged after COVID-19 was confirmed in Korea in January 2020. The library is a social organization directed affected by COVID-19. Therefore, a reasonable and consistent disaster response manual should be developed and used as a guideline for responding to disasters at the library sites. This study aims to derive implications by examining the current situation of public library manuals for both domestic and international. Furthermore, the responses of overseas libraries experiencing major disasters were analyzed and issued to reflect the current domestic situation. As a result of the study, it was suggested that the library's role as a social organization for disaster response should be enhanced, and that disaster experience needs to be implemented, as guidelines, toolkits, and archive.

The manual was proposed for individual role, according to the stages of forest fire suppression at forest fire occurrence site, for forest fire crew who has a responsibility of national forest office. The scopes of this manual are (1) apply to initial attack before arriving helicopter, (2) apply to ground fire fighting support with air attack, (3) apply to mop-up after withdraw air attack, (4) apply to night suppression when air attack is impossible. This manual is arranged for incident commander or ground fire fighter duties from the 1st stage of acceptance of forest fire to the 10th stage of withdraw of helicopter. This was developed for the purpose of every awareness of the crews and therefore of fire reduction of damage of lives, properties and forest through systematic and rapid response to forest fire.

2020년의 경우 6월부터 8월 중순까지 54일 동안 전국에 걸쳐 대규모 폭우가 집중적으로 내리면서 산사태·침수·저수지 붕괴 등이 산발적으로 발생하였다. 특히 집중호우와 같은 풍수해의 경우 매년 반복적으로 발생하는 재난유형으로서 안전점검과 같은 대비를 위한 활동을 실시하고 있음에도 피해가 꾸준히 발생하고 있는 실정이다. 재난으로 인한 반복적인 피해로 인해 국가의 재난대응에 관한 관심이 점차 증가하고 있다. 현재 이러한 재난대응을 위하여 재난유형별로 위기관리 매뉴얼을 구축하였으며, 13개 협업기능을 통해 효율적인 재난대응을 실시하고자 정부 및 각 지자체, 유관기관 등이 노력하고 있는 실정이다. 그러나 복합적이고 큰 규모의 재난이 발생하면 현장과 상황실 간에 정보공유가 제대로 이루어지지 않는다는 문제가 반복적으로 발생하고 있다. 재난이 발생하면 지자체에서 재난대응 및 상황관리를 우선적으로 실시하고 있으나 재난현장에 파견한 현장담당자의 경우 잦은 보직이동으로 재난현장에서 필요로 하는 정보와 전달해야하는 필수정보에 대해 정확히 알지 못해 재난현장에서 수집해야할 정보들을 제대로 파악하지 못하는 등 재난대응에 있어 어려움을 겪기도 한다. 또한 현장대응 담당자들이 초기 대응에 집중 할 수 있는 정보전달 체계가 존재하지 않아 상황실에서 재난현장으로 필요로 하는 정보를 전송하는 현장대응 지원체계가 미비한 상황이다. 이에 본 연구에서는 재난현장과 상황실 간 원활한 소통뿐 만 아니라 재난현장담당자들이 재난현장 및 피해현황 정보 등을 신속하게 수집할 수 있도록 재난현장에서 필수적으로 수집되어야하는 정보 DB(Database)를 설계하였으며, 이를 바탕으로 모바일 기반 재난현장 정보수집 앱을 개발하여 현장대응 지원체계의 기초를 제시하고자 하였다.

유해화학물질의 제조, 취급사업장의 화학사고에 대한 대응에는 어느 정도 체계적으로 이루어 지고 있으나 유해화학물질의 운송 중 설비결함이나 교통사고에 의한 폭발, 누출사고는 장소 및 시간등이 확정되지 않고 다양한 변수로 인하여 정부기관의 신속한 대응에는 많은 어려움이 따르고 있다. 다양한 변수들을 고려한 화학사고 업무대응 매뉴얼이 부족하고 현장지휘체계의 신속한 구성과 협업에 의한 비상대응체계를 구축하여 운영하는데 현실적으로 많은 어려움이 있어 이에 대해서 효과적으로 대응하는 방안을 수립하기 위해 검토해야 할 사항들에 대해 알아보고자 한다.

The importance of disaster management and response is emerging as various disasters such as COVID-19, torrential rains, and fires occur one after another. In addition, in order to respond efficiently throughout disaster response activities, it is necessary to quickly collect disaster site information and quickly check the site situation through photo and video information so that rapid disaster response can be achieved. In this study, essential information required for decision-making was derived by analyzing the essential activities of each disaster response stage, analyzing the crisis management standard manual and related laws for each disaster type, and daily comprehensive report. In addition, a list of information necessary to grasp the situation of the disaster site and grasp the status of real-time damage was derived to establish guidelines for collecting volatile disaster site information, and disaster situation information can be efficiently displayed through a spatial information-based display system. By presenting essential disaster management information to be collected first, the person in charge of collecting information can efficiently collect information, and the situation room in charge of disaster response decision-making is expected to enable more efficient disaster situation management by receiving only the necessary information.

우리나라의 경우 집중호우와 돌발홍수로 인한 침수 발생에 대응하기 위해 유역 및 하천관리 사업, 각종 풍수해 예방사업 등을 추진하고 있으며, 관련 분야의 스마트기술 도입을 적극 추진하고 있다. 그러나, 2013년 노량진 상수도관 공사 현장 사고, 2019년 신월 빗물저류 배수시설 현장 사고 등과 같은 건설현장 침수 피해 사고가 지속적으로 발생하고 있다. 또한, 건설현장의 다양한 조건 및 시시각각 변화하는 상황에 따라 구조적 대책 및 대응방안을 수립하는 데 한계가 있으며 지금까지는 법, 제도에 기초한 대응 매뉴얼을 제작·배포하여 현장 근로자 교육을 실시하는 수준에서 진행되어 왔다. 본 연구에서는 건설현장의 자연재해, 특히 수재해에 대응하기 위해 보다 과학적인 방법을 통한 현장 침수 예경보 체계를 수립하였으며, 강우예측-침수예측-침수예경보 생산-현장 상황전파에 이르는 일련의 시스템을 개발하여 공사별, 규모별, 공정별 침수 대응 솔루션을 제공하고자 한다. 건설현장 침수예경보 시스템 개발의 주요 내용은 요소기술 개발이며, 간략하게 정리하면 다음과 같다. ① 강우 예측정보 생산: 현장에서 발생하는 집중호우를 고려하는 실시간 강우측정 자료와 연계한 초단기 강우예측 기술 개발, ② 침수 예측모델 개발: 현장의 시공간적 특성, 수재해 피해의 유형 등을 반영할 수 있는 침수피해 예측 모델 개발, ③ 침수예경보 의사결정 방법론 개발: 침수 피해 예경보를 위한 침수 위험단계 세분화 및 노모그래프 개발과 모델 적용(예측정확도 85% 이상), 이를 통합하여 건설현장 침수예경보 시스템 개발을 수행하게 된다. 연구에서 개발된 침수 예경보 통합 시스템은 향후 수재해로 인한 건설현장의 인명, 재산 피해 최소화에 기여할 것으로 기대된다.

This study has some issues about the elderly, the disabled, and the vulnerable groups whose economic ability is low even if the disaster or disaster situation is not a big problem for the people. we should emphasize the necessity of disaster preparedness action manual considering the characteristics of disaster vulnerable classes and taking serious risks to them even in the same situation. We also want to conduct research only for people with disabilities who are choosing the same definition of the world among the vulnerable groups. I would like to provide a basis for developing a site action manual for people with disabilities by comparing the cases of Korea and Japan. Therefore, through the cases of Japan and Korea, it is possible to maintain the independence of everyday life during disasters, the communication function in disasters, the method of moving information and mobile information, the function of recognizing emergency response, Action Emphasize the urgency of developing action manuals. From this domestic situation, we will conclude the discussion on the disaster safety and action manual for the disabled.
