  • 국민안전처는 2016년 국민의 생활안전 기반 강화를 위한 정책으로 맞춤형 소방안전교육과 소방안전 문화 확산을 위한 정책을 추진하고 소방안전 교육체제 마련을 위해 소방안전교육 방안을 계획 중이다. 이는 우리사회의 안전에 대한 문제점을 개선하기 위한 방안으로 본 연구가 선행되어진 이유이기도 하다. 현재 안전교육이 시행되고 있으나 실제현장과 같은 상황을 체험할 수 없으며 교육에 대한 이해와 만족도도 기초적인 수준이다. 이에 본 논문에서는 이러한 문제 해결을 위한 효과적인 대안으로 VR(Virtual Reality) 소방체험교육콘텐츠를 개발한다. 이는 화재진압과 대피훈련을 가상공간에서 체험하는 것을 목적으로 1)안전한 소방체험 환경제공 2)흥미를 유발할 수 있는 UI(user interface)제공 3)체험교육으로 소방교육현장에서 활용 4)예산 절감의 경제적 효과를 기대할 수 있다.

A Comparative Study of the Vocational Education Training in Germany, Switzerland and Austria (독어권 국가의 도제훈련제도 비교연구)

  • The apprenticeship training is given as a solution of the youth unemployment problem. The apprenticeship is a system that companies hire and instruct trainees and is implemented in various countries. In Korea, there is a Korean work-learning dual system which is managed by the government rather than the company itself. This Study analyzed Germany, Switzerland and Austria's apprenticeship training system and compared common factors of apprenticeship system, a trainer in company and cost-benefit analysis. The result of the study can be shown as follows. First, Germany operates practical training, meanwhile Switzerland and Austria provide a pre-education course before students enter the upper-secondary VET course. Second, Germany and Switzerland give a single type apprenticeship training, whereas Austria runs a modularization system, which enables students to specify their skills and improves clarity. Third, social partners as well as the government, states, companies/schools actively participate in apprenticeship. Fourth, there is a suitable trainer's qualification system in all countries. Finally, Germany and Austria's companies cause larger cost than benefit in apprenticeship. On the other hand, Switzerland gets larger net-benefit than cost. We can give implications to the Korean work-learning dual system based on this study.

Development of International Education and Training Program for Building Practical Competence in Radiation Protection (방사선방호 실무역량 강화를 위한 국제 교육훈련 과정 개발)

  • Education and training is an important means of promoting safety culture and enhancing the level of competence of radiation worker in radiation protection. The existing international nuclear education and training of short duration has been carried out on the high-level officials and focussed on the classroom based training. The developing countries has been asking for support to cultivate their own technical experts to Korea which is a donor country exporting nuclear power plants. This paper summarizes the results of developing and operating the international education and training course to froster technical experts in radiation protection that emphasized practical training sessions and technical visits using the excellent domestic radiation facilities and infrastructure of education and training. It mentions the procedures of assessment and feedback as well. In an effort to maximize teaching-learning effects and to maintain consistency of the learning objectives, methods and assessment, SAT methodology has been applied on the processes of developing and operating the course. In the comparative and final assessment which were conducted at the beginning or at the end of training course, participants' average score increased around 2 points. The questionnaire of participants showed a high level of satisfaction of 4.0 points or above for the most of the questions. These imply teaching-learning methods applied to it might be effective. The teaching-learning methodologies may provide the opportunity to develop the customized training course for bringing up international technical experts and to shift educational paradigm from theory-oriented to on-site practice-based education.

A Study on the Education and Training of the Municipal Policemen in Korea (한국 자치경찰의 교육훈련에 관한 연구)

  • This study intended to examine the Korean municipal police operating system which is certain to be introduced to the nation, and verify the effect of the new appointment system presented herein from the viewpoint of police and experts in related areas, thus contributing to having the municipal police system in place stably. In particular, this study focused on the education and training in the process of a new appointment. On the basis of the discussion based on the results, it could be concluded that: First, it must be executed the adequate education and training to foster needed democratic policemen considering regional realities and different localities. Second, it must be included the open environment to train competent policement in the process of education and training. In addition, it needed to utilize the educational facilities and professor of regional universities. Third, it must be needed to secure independent education and training different from National Policemen Education. To do this, it must be developed curriculum fit for characteristics fo the municipal police system.

Implementation of Line Scan Camera based Training Equipment for Technical Training of Automated Visual Inspection System (자동 시각 검사 시스템 기술훈련을 위한 라인스캔 카메라 기반의 실습장비 제작)

  • The automated visual inspection system (machine vision system) for quality assurance is important factory automation equipment in the manufacturing industries, such as display, semiconductor, etc. There is a lot of demand for the machine vision engineers. However, there are no technical training courses for machine vision technologies in vocational schools, colleges and universities. In this paper, we present the implementation of line scan camera based equipment for technical training of the automated visual inspection system. The training system consists of the X-Y stage which is widely used in machine vision industries and its variable image resolution are set to $10-30{\mu}m$. Additionally, this training system can attach the industrial illumination, either the direct illuminator or coaxial illuminator, for verifying the effect of illuminations. This means that the trainee can have a practical training in various equipment conditions and the training system is similar to the automated visual inspection system in industries.

  • In recent years, vocational training has shifted away from lectures and practice-oriented methods in light of rising demand for project-based classes in which trainees can produce results while simultaneously receiving feedbacks from field experts from the industry. Therefore, this study aims to suggest a salient role of the project-based classes of enterprise-customized training programs, which private vocational training institutions regard as vital, by identifying demands from trainees or the actual beneficiaries of these programs. To this end, a written survey of the trainees' perception of the enterprise-customized training programs was conducted along with a qualitative analysis of open-ended questions. Specifically, we analyzed the overall satisfaction level of these classes, their contribution to employment, degree of meeting the expectations, and areas for improvements to ultimately derive significant implications.

  • This study was performed to identify the education and training characteristics and the educational performance of the incumbent. For the enterprise in the rapidly changing market environment, the human resources is an important factor to secure the market competitiveness, and the enterprise promotes the development of competence and the corporate performance through the education and training. However, in spite of such effort, the continuously increasing turnover rate and the low utilization rate of educational contents make the enterprises to hesitate the investment in the education and training. Although, the researchers are conducting lots of researches on the characteristics and the performance of the education and training, the research focusing on the characteristics and the field utilization of the education and training is not sufficient due to such reasons, Therefore, this study intended to draw the factors of education and training characteristics through existing researches and find out what impact they have actually on the utilization in business by the incumbents through the organizational commitment. In the results of this study, it was shown that the self-efficacy do not have impact on the organizational commitment, the appropriateness of instructor ability has positive (+) impact on the continuous commitment and the emotional commitment, and the work correlation has negative impact on the continuous commitment and the emotional commitment. These results seems to mean that the importance of the instructor ability and the educational program should be increased and it is intended to provide the basic data for the education-related personnel and the related enterprises.

자율운항선박 시대를 대비한 스마트 해기사 인력양성 시스템 구축 현황

  • 자율운항선박과 관련된 첨단기술의 급속한 산업현장 적용과 상업화가 진행됨에 따라 이와 관련된 해양계 인력양성을 위한 교육 시스템에 대한 연구개발이 요구되고 있다. 본 연구에서는 기존 국내외 자율운항선박의 상용화 또는 산업화 동향과, 이와 관련된 다양한 연구결과의 자료 수집과 비교분석 등을 통해서 현황을 분석하고, 자율운항선박과 관련된 스마트 해기사 인력양성 시스템 구축에 요구되는 교육 관련 내용을 정리 한 후, 현재 연구 개발된 시스템 또는 장비 등과 향후 교육 및 훈련에 요구되는 시스템 또는 장비 등을 연계하여 고찰하였다. 연구 결과, 자율운항선박 관련 기술의 상용화 속도는 기존 예상과 달리 빨라지고 있으며, 이에 대응하기 위한 스마트 해기사 인력양성 시스템의 구축이 시급한 것으로 고려되었다.

Developing Educational System based on S-OJT in Contract Based Department using DACUM: Case of Software Development and Materialization Occupational Group (DACUM을 활용한 S-OJT 기반의 계약학과 교육체계 개발 : 소프트웨어 개발 및 구현 직군을 중심으로)

  • The purpose of this study was to develop field-centered educational system in contract based department using DACUM for occupational group in software development and materialization area. Job model for contract based department was developed and both educational need and appropriate educational method was investigated and analyzed. Then, knowledge, skill and attitude were elicited and categorized. Subjects for S-OJT were organized and hierarchy of subjects was constructed according to career path set by job experts. Then, educational system in contract based department for software development and materialization was developed by connecting developed subjects with former curriculum. Based on this result the directions for the future studies was discussed.

  • 가상현실 (Virtual Reality, VR) 기술은 3차원 가상공간 내에서의 높은 몰입감에 기반한 체험을 바탕으로 다양한 분야에서 활용되고 있다. 소방훈련이나 태풍, 지진 등 재해 대응훈련과 같이 인명피해의 위험이 있는 재해에 대한 VR 기술을 활용한 방재교육은 위험성을 동반하지 않으면서도 현장감에 기반한 높은 교육적 효과를 창출할 수 있다. 한국전자통신연구원에서는 VR 기술을 이용하여 소방훈련을 위한 실감 소방훈련 시뮬레이터를 개발한 바 있으며 목동재난체험관에서는 홍수, 태풍, 지진 등 다양한 재해에 대한 안전교육을 위한 자연재해 가상현실체험을 운영하고 있다. 이외에도 전국 지자체 및 교육청에서는 방재교육을 목적으로 VR 기술을 활용하고 있다. 그러나 기존의 VR을 활용한 수재해 방재교육은 범람의 수리학적 특성과 함께 수해지의 지형적 특성을 적절히 반영하지 못하는 단점을 가지고 있다. 이는 방재교육이나 경각심을 부각하는 데엔 효과적이나 실질적인 방재 가이드라인을 제시하는 데엔 한계가 있다. 본 연구는 몰입형 파랑해석모형인 Celeris Base를 기반으로 3차원 가상현실 시각화를 활용한 수리학적 홍수추적 모형을 개발하였다. 3차원 가상현실 시각화는 Unity3D를 이용하여 모의환경 내에 구현되었다. 강우-유출 과정의 수리학적 해석을 위해 동수역학 수치모형의 연속방정식 내에 강우와 침투에 대한 항을 추가하였다. 침투모형으로는 Horton 모형, Green-Ampt 모형과 함께 사면의 기울기를 고려한 Green-Ampt 모형을 적용하였다. 실제 유역에서의 홍수추적 모의결과는 관측값과 비교적 잘 일치함을 확인하였다. 개발된 모형은 VR 방재교육을 통해 일반인의 수재해 대응능력 향상에 기여함과 동시에 정확성 높은 홍수추적 모의결과에 기반한 홍수대책 마련에도 활용 가능할 것으로 기대된다.
