The purpose of this study is to examine the job characteristics of care workers in elderly care voucher service emphasizing a social service quality management approach. The study sample was composed of randomly-selected 233 centers which dispatched care staffs to clients' home. Descriptive analyses were performed for examining the unique aspects of relationship-based labor of care staffs, and logistic regression analyses were performed for investigating the association between service quality structure and human right violation against staffs. As the first empirical study focusing on staff-side service quality factors, this study found out that human right violation against staffs was mainly influenced by record-keeping and document management capacity of center, risk protection under insurance, compliance of standard contract procedure, and regular supervision. These results suggest particular policy attention should be given to basic protection for and set-up of core activity boundaries of care workers as well as clients-centered rights both for preventing human right violation and improving overall social service quality.

The Government of South Korea is actively promoting entrepreneurship policies to help solve an age old problem of unemployment; however, the unemployment rate of youth entrepreneurship remains at a low. Primarily due to the government fragmented policies that are unable to solve the daily difficulties young entrepreneurs undergo. Therefore, this study aims at deriving a modern solution to an age old problem that exists through the use of co-creation by first interviewing young entrepreneurs to help derive a paradigm model. The model was developed through a grounded theory approach to help strengthen the young venture entrepreneurs. The results revealed that majority of the young entrepreneurship revitalization policies had exclusive participation structure, allowing only a selected few: complex policies of various government departments, short-term funding, one-size-fits-all training and support, lack of follow-up support policies after start-up, excessive administrative requirements, and performance-oriented fragmented support. Concluding that the policies were unrealistic and ineffective for the entrepreneurs. Accordingly, the result suggests that Co-creation entrepreneurship revitalization policy, based on the experiences of entrepreneurs, will need to be established to formulate an effective policy that provides practical assistance to the entrepreneurs in the field.

This study was intended to present the need for building the library as a hub of the community memory preservation which provides the collection, sharing, and curation services of the locality specific historical and local data based on the policy task, namely supporting the collection, preservation, and management system of the community's life memory. To this end, the current status of data collection, management, and operation of institutions serving regional-based materials such as cultural centers and regional archives was grasped, and the cases and status of curation services in libraries were investigated and analyzed. The discussion proposed via the results of the study are as follows. First, to the culture center, external demand has been increased from the aspect of social education including festivals, cultural and art event, cultural and art educational business, art activities business of local residents and managerial business is to be carried out, which makes it difficult for the culture center to manage its businesses. Accordingly, it is necessary to collect and preserve regional various data at the pubic libraries playing various roles including provision of informative services, cultural programs and information sharing places to local residents and provision of services to vulnerable social group. As the existing libraries have a plan to collect data systematically, it is considered that those libraries will smoothly operate the data management through cooperation with existing culture centers and various cultural organizations. Second, it appears that a plan will be needed to set up all the data including the ones owned by libraries, local administrative agencies, individuals and other competent agencies in online database so that they are easily available to the public and always available in the libraries because there are a lot of data which cannot be moved to other place and it is actually difficult to concentrate and set up all the data to those libraries.

Is there my relationship between a port information system and a port type? This paper aims to define its relationship through a study on the port types of advanced countries and their information systems. In terms of port ownership and its governing body, the port type can be divided into 4 types: state-run, public corporation, local government-run, and private ownership. According to the port type, the major activities of ports are different. In the case of a state-run and local government-run port, they put emphasis on the function of administration, but a public corporation and private ownership stress the importance of customer services. The study results of the mutual relationship of a port type and an information system show that the state-run and local government-run ports have a good administration-oriented system, and public corporation and privatized ports have an excellent customer-oriented community system and e-business system. The differences in the information system by port type provide an important suggestion to the improvement of information system of Busan Port Authority. As Busan port has been transformed from a state-run type to a public corporation, a new port information system has to be followed. Accordingly, this study has suggested a three-stage development plan: The first is a mirroring stage of stabilizing the port management, the second is a cooperation stage of enhancing customer services through the establishment of a community system, and the third is an e-business stage of developing a profit system in order to create value added.

This paper aims to link the development strategy of a local government(Guri-si, Kyunggi-do) to a spatial decision support system that is in the early stages of implementation and testing. Spatial Decision for a local governmental authority typically involves multiple stakeholders. To any specific regional problem, stakeholders often have various levels of knowledge and experiences about it, that yield conflicting views. In this point of view, the enhanced access to information can bring the decision process to solve the problem throughout more public participation. Recently, Urban development study was required to improve the decision making of public participation form. This study aim to investigate an analysis local government of Guri-si, can be supported as the suggestion of decision making system. Guri-si has been argued that it would improve citizen's life quality intent theme 'by historical tourism in general dimension' promote region identity, environment friendly and transportational strength, by reflecting various plan of urban development and it executed strategy. There are increasing interest in citizen participation and practical using of policy decision making to respond to uncertain environment and systematic exploration of local government. Focused on the contents of public participation decision making, it is important to investigate how to analysis urban development strategy and geographic information relationship for useful. The paper concludes with a discussion of current issues encountered during development and implementation of spatial decision making(or support) system for the local administrative authority.

Currently, the government has been driving numerous projects to build the e-government which can enable limitless access and utilization of the information through the accomplishment of the real time based various administrative services. In water resource field, a project to generate digital river thematic maps has been undergoing as a part of the computerization projects. As a partial results, the RIMGIS project has been completed and generation of the various river thematic maps has been required to fully utilize the DB built from RIMGIS project. For the effective generation of the thematic maps, a data model needs to be developed. A data model has been developed in this study to provide more efficient method to generate the thematic maps utilizing existing DB. The data model proposed from this study has defined the relationships between core feature data and framework Data along with relationships among data elements to represent the rivers in the real world more accurately. The core feature data and framework layers have been defined based on the survey of the domestic and foreign case studies along with requirement analysis of the users in the water resource field. The proposed core feature data has been defined based on the minimum unit of 'class', and the relationship between classes has been established based on the ArcGIS Hydro Data Model for the integrated processing of the river information. The proposed spatial data model can be judged to contribute establishing more efficient generation methodology of the river thematic maps.

This research is a descriptive correlation research for comprehending the end of life care stresses, work environment, and reduction of nurses in geriatric hospitals and analyzing the factors influencing their burnout. We recruited 195 nurses from 8 geriatric hospitals in B metropolitan city and collected data on the end of life care stress, work environment and reduction using organized questionnaires. The data were analyzed with SPSS WIN 21.0 program. The average grade of end life care stress was $3.84{\pm}0.56$, nursing work environment $3.25{\pm}0.60$, and burnout $2.93{\pm}0.52$. There was a positive correlation between the end of life care stress and reduction(r=.206, p=.004) but a negative correlation between nursing work environment and reduction(r=-.431, p<.001). The most influential factor on the reduction was nursing satisfaction(${\beta}=-.302$), followed by work environment(${\beta}=-.294$), age(${\beta}=.286$), duty style(${\beta}=-.17$), and end of life care stress(${\beta}=.164$). The overall explanatory power was 41.2%.These results suggest that in order to minimize the reduction of nurses in geriatric hospitals, the provision of a supportive work environment which enhances their pride and responsibility as a nurse and offers incentives is required with effective distribution of duties, development of the end of life nursing education and administrative tools for reducing their stress.
The purpose of this study is to investigate the effect of participation of sports activities on job duties by analyzing job satisfaction of workers in rehabilitation hospital. From April to May 2015, 400 nurses, nursing assistants, physiotherapists, occupational therapists, and administrative staffs were selected from eight rehabilitation hospitals in Busan Metropolitan City. Analysis was performed by t-test, frequency analysis, exploratory factor analysis, Cronbach's alpha analysis, one-way ANOVA and Duncan tests. correlation analysis and regression analysis were conducted to obtain the following conclusions. As a result of the difference of job satisfaction according to participation form of sports activity, there was a significant difference in all factors such as exercise time, exercise frequency, sports item, and exercise period. As the exercise time and exercise frequency were higher and the athletic career was higher, Among the items, participation of aquarobic and aerobic was found to increase job satisfaction. Regression analysis showed that self - evaluation, job orientation, job commitment, and job satisfaction had positive effects among the five factors of job satisfaction. There is a significant difference.

Currently, university students majoring in security are required to take a judo class, one of their security art martial, which can use a technology to catch, crush and repress opponent. Therefore, this study identified the effects of systematic training on body composition, Performance fitness, growth hormones, and IGF-1 among male university students through a 10-week judo training program so that it was committed to providing objective data to enhance the value of judo as a security art martial and as a result, we have a conclusion as follows: After 10 weeks of judo training, muscle mass increased significantly, and body fat rate and BMI decreased significantly. The muscular strength and power of Performance fitness were shown to increase significantly, and growth hormones were shown to increase significantly. In total, the above results showed that for judo training university students, overall body composition improved positively, the muscular strength and power of active physical fitness improved, and growth hormones increased. Thus, the increase in muscle strength and growth hormones through judo training will encourage fat breakdown due to the development of the body's muscles and increase bone density in the spine, thereby reducing the risk of fractures and preventing injury to the trainees who are performing a security art martial. It is not an overstatement that nowadays electronic mails are communicated more frequently as well as conveniently than phones and facsimiles, not only in routine life hot also in business transactions. Also, it is evident that emails will be used more and more as a communication method between internal and external organizations. If the information transferred and received via emails takes a role of business records, it is no wonder that emails should be uniformly managed as public records. Currently, however, specific policies or guidelines for the management of email records are not available, nor do most of public employees realize that emails are the actual records of the organization. In fact, the three research methods have been used for this study in the purpose of the establishment of email records management scheme. First of all, bibliographic research has been conducted in an effort to describes the definition and types of email records indicated in the guidelines of each nation, as well as the differences from the transitory email messages. Secondly, email management guidelines and policies of public institutions of England, The United States, Australia, and Canada, so-called the advanced countries of the records management, have been analyzed to examine the advanced examples of email management. In order to manage email records effectively, the functional requirements - capture, classification, storage, access, tracking, disposition, and role and responsibility were categorized in this thesis, based on the ISO 15489. As the designs of these foreign guidelines vary one another, common factors of them were extracted to be included in the realm of the seven stages. Lastly, this thesis has analyzed characteristics of the email system within the Electronic Document Management System of existing administrative institutions. Also, it has examined the overall environment of the email records management of public institutions and sought out its improvement. In essence, focused on the crucial factors on email management drawn out from the email management guidelines of foreign nations and the analysis of the policies, this thesis proposes an email records management scheme for Korean public intuitions, as well as an email management model suitable for forthcoming e-government era.
