This study is a case study in which collection performance evaluation was attempted using key performance indicators presented by EBSM or collectionHQ, taking three public libraries located in Geumjeong-gu, Busan as examples. Focusing on the collection performance evaluation, which evaluates the performance of the collection, not only the evaluation of individual libraries, but also the differences in the evaluation results of libraries were reviewed. The key performance indicators used are grubby items, dead items, popular author provision, popular subject provision, overstocked subject areas and understocked subject areas. The main analysis results are as follows. First, in the evaluation of the grubby items, the ratio of grubby items out of all items in all three libraries was low. Second, in the case of all dead items, the ratio was high in all three libraries, It exceeded the base value suggested by collectionHQ. Third, the Top 10 popular authors were identified, and there were differences among libraries. Fourth, in the evaluation of provision of popular subject areas, all three libraries had almost no popular subject areas. Fifth, in the evaluation of overstocked subject areas, there was no overstock at Geumsaem Library, but many at Geumjeong Library and Seodong Library. Sixth, in the subject area evaluation of understocked inventory, only Geumsaem Library showed a lack of inventory.

The University of Northern iowa Rod Library has mission statement that a personalized learning environment founded on the strong liberal arts curriculum and to supporting an intellectually and culturally diverse community. The Rod Library has been developing the strategic plans by 5 years since 1987 Recently, the strategy has been faced need to measure of performance how much does make it up. This study developed the BSC model and the strategy map that analyze the strategic plan 2004-2009 of the University of Northern iowa Rod library and transfer the strategy into the four perspectives of BSC. In addition, this study presented the success performance indicators measuring the strategic goals of each perspectives and the cause-effect model driving the lead indicators of performance.

The purpose of this study is to present the directivity of outcome management through the analysis of public library operations in Seoul. For this purpose, author evaluated the public library policies by linking the 「Metropolitan Comprehensive Library Advancement Plan 2018~2022」 and 「The Third Comprehensive Library Advancement Plan: 2020 implementation plan」 and compiled to draw up the issue of policy development on the awareness of public library services by Seoul citizens. Nest, author analyzed and compared the core infrastructure, collection services, programs and activities of 173 public libraries in 25 local governments. Based on these results, author suggested the directivity of outcome management as follow. All public libraries in Seoul must emphasize the development scope and management methods of the performance indicators. For outcome management, this study emphasized building a strategy planning with the development procedures of performance indicators, categorizing outcome management indicators, developing user-centered indicators, and improving qualitative indicators. As there is a possibility that the quality of services expressed in the output may deteriorate due to the failure of the physical input indicators, it is necessary to strengthen the input and encourage the resolution of the service gap by establishing a performance management system to logically explain the relevance or causal relationship between these indicators.

일반적으로 기술평가는 무형의 기술을 대상으로 그 기술의 기술성, 사업성, 시장성을 검토하여 기술을 금액, 등급, 점수, 의견 등으로 표시하는 평가활동으로 정의할 수 있으며(Cordon, 1994), 평가목적에 따라 다양한 기술평가유형이 존재한다. 최근 기술의 사업화가 선진경제구현의 핵심 매커니즘으로 부상함(박종복, 2008)에 따라 성공적인 신기술 사업화의 선행절차로서 기술평가가 필요하다고 할 수 있다. 일반적으로 신기술의 사업화 관련 선행연구 및 그것을 추진하는 기관들은 기술의 기술성과 사업성을 중심으로 신기술을 평가하고 있다. 하지만, 현재까지의 신기술 사업화 목적의 기술평가와 관련한 선행연구는 기술성과 사업성의 균형 있게 평가하지 못하고 있다. 따라서 본 연구에서는 신기술의 평가를 위해 기술의 기술성과 사업성을 동시에 고려할 수 있는 기술평가지표를 개발하였다.

Purpose: The purpose of this study was to develop effective management indicators for improving efficiencies of visiting nursing centers. Method: This was a methodological research study to develop the key performance indicators based on balanced score cards for long-term care visiting nursing centers. The main methods used in this study were literature review, focus group interview, and content validity index. The data analysis was used frequency, percentage, mean, and standard deviation. Results: The common vision of the long-term care visiting nursing centers was identified as "The healthy visiting nursing center to serve high quality cares." Eight action strategies and 15 key performance indicators to achieve this vision were developed. Conclusion: Based on the results of this study, we suggest that the developed balanced score cards will be used as an effective managerial guideline to improve performances of long-term care visiting nursing centers.

오늘날 조직의 활동이 복잡해지고 외부환경과의 상호작용이 활발해짐에 따라 조직유효성을 측정하기 위한 기준이 다양해졌고 특히 조직의 목표가 연속적이고 조직의 산출물이 유형적 물질이 아닌 외식산업에서의 조직유효성 측정이라는 난제는 조직연구분야에서 핵심논제가 되고 있는 가운데 급격한 기업 내ㆍ외부의 환경 변화로 인하여 기존의 단면적인 측면으로 평가되는 유효성 지표보다 조직 전반에 대한 거시적인 입장에서 평가될 수 있는 유효성 지표를 도출하기 위해서 조직전반의 운영 과정 및 성과가 모두 포함되는 종합적 품질경영을 선택하는 것이 바람직하다는 의견이 다수 제기되고 있다. 국내 인용 데이터베이스에서도 해외와 마찬가지로 저널 영향력 지수가 핵심 지표로 제공되고 있으며 저널 평가나 연구성과 평가의 기준 지표로 사용되는 경향이 확산되고 있다. 그러나 국내 저널에서는 논문이 발표된 당해년도에 인용되는 비율이 해외에 비해서 높기 때문에 이를 반영하지 않는 영향력 지수는 국내 저널에 대해서는 더 불완전한 지수라고 할 수 있다. 이 연구에서는 여러 해에 걸쳐 발행된 논문이 특정 연도에 인용된 횟수로 평가하는 저널 영향력 지수와 달리, 특정 연도에 발행된 논문이 여러 해에 걸쳐 인용된 횟수로 평가하는 통시적 영향력 지수의 개념과 산출방법을 알아보고 정보관리학회지를 대상으로 시험 측정한 결과를 살펴본다.

In order to successfully adopt and implement the Balanced Scorecard(BSC), firms need to respond adequately to the rapid changes of today's business environment and consider the growing importance of non financial factors in the business activities such as intangible assets(R&D expenditure, patent, goodwill, etc.). Our primary focus throughout this paper is on developing Key Performance Index(KPI) of BSC for R&D expenditure activities. In this study, we have developed and named PEI(Patent Efficiency Index),which is the KPI for R&D expenditure by focusing on the efficiency of a patent that is the output from the R&D expenditures. Secondarily, we have attempted to address the solution for the current problems of the traditional R&D performance measurement by using our developed PEI and examine the usefulness and effectiveness of the newly developed our PEI. According to the empirical test results, we find that the PEI is positively associated with ROA and Tobin's Q, respectively and show that our developed PEI is more effective and accurate than the traditional R&D performance measurement as a business performance measurement. Furthermore, these findings proves that we can measure and evaluate how efficiently the firms perform the R&D activities and shows that the PEI can be a critical index for evaluating firm's business performance related to the R&D expenditures.
