This article shows how the university can contribute to regional development through its public services. To that end, this article firstly tried to examine the functions and activities of the universities in civic engagement. Secondly the actual contents and various programs of the Chonnam National University located in Kwangju, South Korea are analyzed as a case study. It is seen that Chonnam National University is emphasizing the civic engagements in terms of continuing educations, openings of the facilities, and volunteers services or social works of the students. But the more active connections between university and its community are still needed for the enhanced responsibility of the faculty about public services and for the enduring civic engagements.

Since 'Private Investment Act for Social Infrastructure Facilities' were changed in January 2005, BTL projects have been activated in the market. Nevertheless, several problems have been indicated as to the BTL system. Most of these problems are about the choice and scale of the target facilities and the reasonable rate of return allowed to the private investors, which are directly related to the VFM (Value for Money) analysis for the BTL projects. This study discusses the concepts and the methodologies of the VFM analysis, reminds its importance by investigating current problems of the BTL system concerned with the analysis, and suggests useful implications and alternatives through the case studies on the four ongoing BTL projects for the educational facilities.

Nowadays, the administration is strongly driving self-innovation including public sector to solve problems continuously pointed out as issues of public sector such as the low management achievement, the low productivity and costliness structure, the low ability coping with market changes and ineffectiveness in managing organization. The core of such renovation is the systematic performance management. Provincial public enterprises are also required to furnish system that can measure management results accurately and make payment according to measured results under autonomous management system to raise management efficiency and strengthen competitive power. In this paper, we design framework for measuring management results of provincial public enterprises based on Balanced Scorecard and show the example applied to Gwangiu Metropolitan City Environmental Installations Corp (GEIC).

To build ubiquitous agriculture environment successfully, development of core technology for agriculture, such as sensor node H/W, sensor node middleware platform, routing protocol and agricultural environment application service is essential. With the application of u-IT technologies to traditional agriculture area, fusion complex technologies become a source to raise value-added agriculture product and its productivity. However, it is imperative to expand horticulture industry area and improve infrastructure for utility-based horticulture. This paper proposes an agriculture product growth environment management system that utilizes environmental factor monitoring sensors and biological information sensors in greenhouse to specifically manage botany growth environment management.

현재 글로벌 환경은 빠르게 변화하는 4차 산업혁명의 도래로 산업구조는 물론 사회경제 전반에 걸쳐 거대한 변화에 직면하고 있으며, 미래에 대한 불확실성이 깊어져서 이에 대한 빠른 대응이 필요한 시대가 되었다. 또한 4차 산업의 주축인 디지털 혁명과 코로나 19 팬데믹 사태로 변화의 가속화가 진행되면서 이러한 변화에 얼마나 신속하게 대응하느냐가 생존과 성장의 핵심이 되었다. 본 연구는 기존의 선행 문헌연구를 바탕으로 기술기반 창업기업의 창업가 역량과 기업성과 간의 인과관계를 통합적으로 규명하는 것을 목적으로, 불확실한 경제 상황 속에서 기술창업과 창업가 역량의 중요성을 인식하여 기업성과에 영향을 주는 요소를 분석하고자 한다. 이와 같은 목적을 달성하기 위하여 창업가 역량을 독립변수로 하고, 정부지원활용을 매개로, 창업가 일반적 특성(업종, 업력, 창업경험, 특허보유, CTO인력보유 여부 등)을 조절변수로 하여 기업성과에 미치는 영향에 대한 연구모형을 설정하였다. 연구모형 검증을 위해 대전 대구 지역의 연구개발특구, 산업기술단지, 첨단산업단지, 창업보육센터, 테크노파크등, 기술집접화시설에 입주해 있는 217개 기업을 대상으로 온 오프라인 방식의 설문조사를 실시하였다.

This study investigated the base of marine leisure facilities and studied the future vision for development of marine industry by conducting a systematic analysis on the category of marine leisure products for development of design and specialization of southeast area of Korea. If the age of $20,000 of per capita national income is called 'the age of my car', $20,000 of per capita national income is called 'the age of my boat'. According to the report of UK-based Marine South East, the scale of world's small boat and personal waterborne equipment reached 277 trillion won in 2010 and domestic market scale is expected to be 11 trillion won. Marine leisure facilities are the new growth engine industry that the government should promote as a nation's strategic and core industry, and the government is pushing ahead with promotion of marine industry actively by announcing Marine Leisure Equipment Industry Activation Plan(June 2009, Ministry of Knowledge Economy), Marine Leisure Activation Plan(July 2010, Ministry of Land, Infrastructure and Transport), The 1st General Plan for Marina Port(January 2010, Ministry of Land, Infrastructure and Transport) etc. The purpose of marine design lies in seeking the status of the country and qualitative value in human life through functional, artistic, industrial and cultural development of design elements for all marine activities made around the sea. Related to all activities made in the ocean and cost, marine design is a sphere of design that includes special conditions centering around water. Considering the condition that 3 sides of land are facing the sea, this study systematically analyzed present condition of equipment possessed by each area, type of facilities, operational status, current status of sectoral use of marine leisure facilities and future prospect of marine leisure products that become the basis of value to raise the statue as an advanced marine power in 2010s through development of the qualitative level of the people, establishment of the direction of national strategy, convergence of industry and culture and specialization of area focusing on the actual condition survey of marine leisure facilities. Especially, this study will be predicting the basis of strategy for strengthening marketability and competitiveness by suggesting role and process of design in developing a promising marine leisure product through an actual condition survey of marine leisure products of southeast area.

In order for public education to iud its balance, stronger arts education program is necessary. Successful delivery of arts education program is expected when it is implemented in cooperation with public library, which is at the heart of community culture and education. Under these assumptions, this study determined current status of arts education programs by investigating public library documents. The research also verified the prospect of facilitating the programs with public library support with survey. Based on the findings, problems in current public library were identified and alternatives for seamless collaboration with schools were recommended.

The purpose of this research is to analyze the trend and performances of contracting out the management of public libraries in Korea, in order to help promote the effectiveness and efficiencies of their operations. In this research, Investigated in detail are the following issues: First, the need for and background of contracting out public library services and their present state in Korea; Second, the pros and cons of contracting out public library services; and finally, based on the aforementioned findings, a future model of 'contracting out' public library services is proposed in order to further the effective management of public libraries in Korea.

u-City는 첨단 정보통신 인프라와 유비퀴터스 정보 처리를 도시공간에 융합해서 도시민에게 편리하고, 건강하며, 안전하고, 쾌적한 생활을 누리도록 하는 목표로삶의 질을 향상시키는 신개념의 도시이다. 도시기반시설인 도로는 이러한 u-City를 구축하는데 있어 핵심 구성요소 이지만, 도로 공간에서 발생하는 인명사고는 u-City의 목표인 안전한 도시를 구축하는데 있어 걸림돌이 되고 있는 것이 현실이다. 따라서, 본 논문에서는 안전한 도시 구축을 위하여 USN 기술을 활용하여 횡단보도 주변에서 보행자의 안전을 지원하는 시마트 연석에 대한 개념과 개발 내용을 소개하고자한다. 스마트 연석은 도로 연석과 동일한 크기로 설치되어 지상에 돌출되지 않으므로 주위 환경과 잘어울리며, 상부 모서리에 경광등이 점멸되어 운전자로 하여금 횡단보도 지역임을 쉽게 알 수 있도록 하고, 측면에서 바닥비춤조명을 비춤으로써 운전자의 시인성을 높여 안전사고를 미연에 방지하는 기능을 가지고 있다.

해양플랜트는 일반적으로 Offshore라고 일컫는 심해 자원을 생산하기 위한 산업 분야를 비롯하여, 해상 풍력 및 조류와 파랑을 이용한 에너지 자원 개발과 관련된 발전 설비 등 해상에 설치되는 모든 사회 기반 시설을 포함한다. 이러한 해양플랜트는 점차 고도화된 기술을 사용하여 미개척 해양 지대로 진출하게 되는데, 육상과 고립되어 해양 환경에 노출되어 있는 만큼 안정적인 시스템을 요구한다. 이는 곧 해양플랜트 설비 자체와 운영 인력들의 안전과도 직결되기 때문이다. 따라서 심해 및 정밀 위치 유지를 위한 DP(Dynamic Positioning) 시스템은 해양플랜트에 반드시 탑재되어야 하며, 운영 환경에 따라 차별화된 DP 시스템이 탑재되어야 한다. 또한 해양플랜트 핵심장비는 국가적인 차원에서 개발이 추진되어야 하며, DP 운영 인력도 체계적으로 양성할 수 있는 메커니즘을 구축해야한다.
