내항성능 해석 기반의 선박 해양활동지수에 관한 연구는 연근해에서 활동하는 30톤이하 선박에 대해 해양기상신호표지 정보 및 내항성능 해석 정보를 이용해서 선박의 안전한 해양활동 대책을 연구하는 것이다. 해양사고는 매년 증가 추세에 있으며 특히, 연근해 활동 소형선박의 사고가 해양사고의 많은 부분을 차지하고 있고 이러한 선박은 복원성 승인 및 유지 제외 선박(길이 24m 미만)으로 대부분으로 건조 시부터 폐선 시까지 해양활동에 대한 안전대책이 부족하여 사고로 인한 사망, 실종 등 인명손실이 많이 발생하고 있다. 선박의 해양활동에 가장 큰 영향을 미치는 해양기상정보는 여러 기관별 목적에 맞게 수집되고 있으나 활용도가 떨어지고 실제 기상과 다를 수 있으며 지역 및 지형에 따라서도 기상여건이 상이하므로 현지 실시간 기상정보를 활용한 선박에 대한 적극적인 안전한 해양활동 정보 지원이 필요하다. 이 연구에서는 파고와 풍속 및 선박의 내항성능 해석 정보를 이용하여 30톤이하 선박에 대한 안전한 해양활동 대책을 강화하고자 함이다.

최근 여가 관광의 기능이 활성화되고 해양활동에 대한 관심이 증가하면서 주로 어업의 대상으로 여겨지던 해양공간이 관광자원으로서의 중요성이 부각되고 있으며, 여가활동 및 가족단위 관광활동의 증가로 인하여 해양환광활동에 대한 국민적 관심이 높아지면서 해양레저에 대한 수요가 증가하고 있다. 하지만 우리나라 해양레저활동의 현실은 시설 및 프로그램이 활성화되지 못하고 있으며, 기존의 낚시나 유선사업의 수준을 벗어나지 못하고 있다. 현재 해양레저활동자 조차도 바다에 관한 깊은 이해와 일정수준의 기술 및 노하우를 가지지 못한 상황이며, 레저보트가 접근할 수 있는 지역의 정보 부족으로 근거리의 단순한 경로만을 반복적으로 운항하고 있는 실정이다. 따라서 본 연구에서는 이러한 문제점을 개선하고 요트항해에 필요한 다양한 정보의 제공에 대응하여 해양레저활동을 위한 레저항로를 부산지역을 중심으로 제안하였다.

부산은 자연적 지리적 인문적 조건은 물론 도시적 위상으로 볼 때, 한국 최고의 해양관광지임에 분명하다. 특히 다대포에서 송도와 남항 북항, 광안리, 동백섬, 해운대를 거쳐 미포와 청사포 그리고 송정, 일광에 이르기까지 부산의 해안선은 모두 강력한 배후도시의 인프라를 갖춘 상태이다. 때문에 도시의 첨단 활동과 바닷가에서 할 수 있는 다양한 레저활동이 어우러진 해양관광 1번지로 자리매김하고 있다. 하지만 이러한 외견적인 특성에도 불구하고, 보다 다양한 해양레저를 하기에는 여러 가지 측면에서 미흡한 것도 사실이다. 만일 해상, 해중에서 가능한 다양한 레저활동을 가능하게 해주는 각종 제반시설과 제도가 운영된다면 부산은 진정한 의미에서 입체적인 해양관광수도가 될 것이다. 이러한 맥락에서 부산에 존재하는 수십 개의 무인도서는 청정한 해양생태환경 속에서 해양레저활동을 향유할 수 있도록 해주는 천연의 자원이 된다.

This study was carried out for the purpose of proposing the guideline for the non-mischief and comfortable coastal leisure activities to reduce the marine pollution caused by sea fishing and strengthen the marine management and supervision for the fishing activity. In research method, a extensive reference was examined and analyzed, and the questionnaire investigation and field work were carried out to recognize the present conditions and problems concerning the environmental pollution caused by sea fishing. At the same time, the guideline for the safe and comfortable activities was proposed by diagnosing of actual evil conditions of marine environment due to the sea fishing activity and by analyzing of foreign mangement cases. On the basis of these research results, it is useful to contrive a management criteria for the realities investigation on the pollution of coastal activities. It also contributes to develop the regional economy by controlling coastal leisure activities effectively and systematically through the national publicity for the prevention of marine pollution.

우리나라는 다양한 해양활동을 즐기기에 풍부한 자연환경을 가지고 있으며, 소득 증가와 주 5일 근무 등의 사회적 여건 변화에 따라 해양에서의 여가활동이 다양해지고 증가하고 있으며, 이에 따른 국민의 해양활동과 관련된 사고 발생빈도도 함께 증가하고 있다. 이에 따라 해양에서의 사고를 직접적으로 감소시킬 수 있는 국민의 해양사고 대응역량 강화를 위한 해양안전 교육 및 체험시설의 필요성이 증가하고 있다. 본 연구에서는 해양 재난·사고 발생현황, 안전관련 체험시설 현황 등의 여건분석과 안전 및 해양안전에 대한 국민의 인식조사 결과를 기반으로 해양안전 교육 및 체험시설 건립의 사회적 타당성을 제시하였다.

국민소득 증대와 여가시간 증가에 따른 여가 활동에 대한 수요가 증가하고 해양관광 및 해양레저에 대한 수요가 지속적으로 증가하고 있다. 기존의 낚시 활동이 전문낚시객에서 가족중심의 체험을 통한 해양관광 형태로 변화하고 있어 해양관광 활성화와 이에 적합한 모델 개발이 시급한 실정이다. 낚시활동을 기반으로 한 새로운 해양관광 모델인 낚시복합타운조성을 위한 낚시인구 및 이용자 실태조사를 실시하여 낚시복합타운 조성을 위한 기초자료로 사용하고자 한다.

In accordance with the increased demand for ocean use, the Marine Spatial Planning system was introduced to rationally allocate ocean space, under which fishing activity protection zones have been designated to protect fishery activities and promote fishery resource protection. However, fishing vessels that mainly sail in fishing activity protection zones are exposed to risk, such that they account for about 70% of marine accidents that occur in Korea, Proper risk management is thus required. This study aims to analyze marine accidents in fishing activities protection zones and port and navigation zones to secure the safety of fishing vessels passing within fishing activity protection zones. To this end, the traffic volume in marine use zones was investigated, and marine accidents were investigated by ship type, accident type, tonnage, accident cause, and loss of life. Analysis determined that most of the marine accidents per unit area of each type occurred in port and navigation zones, but overall most marine accidents occurred in fishing activity protection zones. In particular, it was found that traffic safety management was necessary because many human accidents occurred.

The marine leisure activities are specially increasing among the other leisure activities due to the improving of people's life quality and formation of people's values which pursuit the various life styles with the development of economy and society and operation the system of five working days per week. Among the various marine leisure activities, skin scuba diving is the mast prevalent activity, even though it doesn't have proper legal system in relation to the safety of the activity. Thus, this paper studies the various legal issues in relation to skin scuba diving to improve the safety and activation of the activity, and identifies the problems and proposes the ways of improving it.

여가생활과 건강에 대한 관심이 증대함에 따라 웰니스와 휴양과 관련한 컨텐츠가 요구되면서 산림치유, 해양치유와 같은 헬스 투어리즘에 대한 관심이 높아지고 있다. 산과 바다를 모두 갖고 있는 우리나라의 경우 치유산업의 발전가능성이 충분하고 치유자원 발굴, 효능에 관련된 연구도 진행되고 있다. 해양치유시설은 프로그램에 맞게 제어 가능한 실내에 비해 옥외활동에는 가능한 시간, 기후가 한정되어 있으며 지역특성에 따라 달리 적용되어야 함에도 불구하고 아직 명확한 기준이 미비하다. 이에 본 연구는 해양치유 옥외활동에 적합한 기후환경 가이드라인 개발을 위해 온열환경, 풍환경, 공기환경 및 체감온도, 불쾌지수와 같은 생활지수와 같은 항목을 정리하고 해당 데이터를 활용하여 옥외활동을 할 수 있는 시간, 기후 등 판단기준을 작성하고자 한다.
