Korea's Response Strategy to Stop Japan's Plan to Discharge Fukushima Radioactive Water into the Sea: Policy suggestions for protecting territorial waters from radioactive materials (일본의 후쿠시마 오염수 해양 방출 계획 저지를 위한 한국의 대응 전략: 방사성물질로부터 영해 수호를 위한 정책적 제언)

  • Even 10 years after the Fukushima nuclear disaster, Japan has yet to solve the problems emerging from generating contaminated water every day. Japan has unilaterally decided to release nuclear wastewater in the sea despite Korea's concerns about safety as their radioactive water storage tanks reach the limits. Despite Korea's response, Japan is still preparing to discharge nuclear wastewater without fulfilling its obligations under the United Nations Convention on the Law of the Sea. There are concerns about marine pollution caused by the radioactive materials from nuclear wastewater and invading Korea's maritime sovereignty. In particular, it is impossible to reverse the effects of environmental pollution, so plans to discharge radioactive water must be prevented unless immediate safety is guaranteed. This study proposes Korea's response strategy to resolve the conflict between the two countries due to plans to release contaminated water. Korea should respond to Japan's release of nuclear wastewater in the sea in various ways through cooperation with Japan, provisional measures, and cooperation with neighboring countries.

  • Numerical model is proposed to estimate dynamic responses of riser with vortex excitation by inline current. Galerkin's finite decomposition method is implemented for the development of a numerical model and vortex excitation is modeled by coupled wake oscillator proposed by Blevins. The numerical results are inspected through the physical interpretation to give the verification and usefulness of the suggested numerical model.

  • Oil drop formation during the underwater oil discharge is investigated experimentally. The focus is placed on the size of the drops formed with the variation of discharge speed and nozzle diameter. As the Reynolds number based on the nozzle diameter increases, the droplet size decreases first and then increases until an explosive atomization occurs. The length of the jet attached to the nozzle Increases with the Reynolds number and then decreases. The transition occurs when the flow becomes asymmetry.

  • Satellite generates a complex electromagnetic noise by conducted and radiated coupling effect of the various electrical instruments. This noise may cause serious problems on the satellite system. To minimize the electromagnetic coupling effects and maintain the system safety margin, system noise reduction technique should be applied from the beginning of the system design. The COMS system is evaluated by measuring the conducted noise on system electrical power leads at PSR(Power Supply Regulator) and verifying a 6 dB system safety margin under the complex noise environment with current injection. The radiated noise due to the complex transmit antenna configuration is evaluated by integrating all unit-level RE measurement results, and the RF compatibility between spacecraft and launch vehicle is analyzed with the above estimations. This paper describes the COMS EMC compatibility analysis with respect to each unit level EMC test results, and RF compatibility analysis between spacecraft and launch vehicle. The analyzed results will be reflected on FM(Flight Model) EMC test.

Effects of Deep Sea Water on the Liberation of Monospore and Growth in three species Porphyra (Rhodophyta, Bangiales) (김속식물 3종의 생장과 단포자방출에 미치는 해양심층수의 영향)

  • The objective of the present study was carried out to clarify the effects of deep sea water on the growth and maturation of $Porphyra$ (Rhodophyta, Bangiales). Foliose thalli for indoor culture were collected from Yeongok ($P.$ $okamurae$) in Gangwon Prefecture, Tongyeong ($P.$ $suborbiculata$ f. $latifolia$) and Namhae ($P.$ $yezoensis$ f. $narawaensis$) in Gyongnam Prefecture respectively. Monospores were cultured at five temperatures (5, 10, 15, 20 and $25^{\circ}C$) with a photon irradiance of $80{\mu}m^{-2}s^{-1}$ under photoperiods of 14L:10D and 10L:14D in surface, deep and mixed seawater in respectively. The fast growth of foliose thalli were observed in $P.$ $suborbiculata$ f. $latifolia$ cultured at deep seawater under $15^{\circ}C$ and 10L:14D. In three species, the optimum growth occurred at 10 and $15^{\circ}C$ under deep and mixed seawater and short day-length. In general, monospores from the cultured thalli were liberated within three weeks after incubation under $10-25^{\circ}C$ and both photoperiods. From the result of this study, deep seawater is considered that the natural species of the genus $Porphyra$ can be useful for the development as the new cultivars.

Detection and Analysis of Acoustic Emission Signal at the Epicenter on the Circular Glass Plate During Pencil Land Fracture (연필심 파괴시 유리원판의 진앙점에서 음향방출 신호의 검출 및 해석)

  • Theoretical evaluations of the vertical displacement at the epicenter on the circular glass plate have been carried out in the case of the unit point loading(1 dyne force strength) with the Heaviside step-function time dependency. Acoustic emission signals generated during pencil lead($\Phi$=0.5mm, HB) fracture on the soda-lime glass($\Phi$=22cm, thickness=2.8cm) were observed by the optical Michelson interferometer with the stabilized circuit, and then the source function of the observed acoustic emission signals was analyzed by the deconvolution method. The source function of acoustic emission during pencil lead fracture had a 'dip' of~0.7$\mu$sec duration time at the front portion and a step function of~0.5$\mu$sec rise time with a force strength of~4.5N.

  • In marine environments, plastics have become more abundant due to increasing plastic use. Especially, in coastal regions, particles may remain for a long time, and they interact with flows, wind, sand and human activities. This study aimed thus to observe how plastic debris interacts with and escape from sediments. A series of experiments were conducted in order to gain a better understanding of particle release from coastal sediments into water body. An oscillating water tunnel was built for the experiments, and used to generate oscillatory flows of relatively high Reynolds number and induce sediment transport. Spherical plastic particles of three different sizes was used in lieu of plastic debris in environments. It was observed that release of the particles was directly related to change of bedform, which is in turn determined by the flow condition. Also smaller particles tend to escape the sediment more readily. Critical values for dimensionless parameters are proposed.

Temporal and spatial distributions of heat fluxes in the East Sea(Sea of Japan) (東海熱收支 의 時.空間的인 分布)

  • Air-sea heat fluxes in the East Sea were estimated from the various ship's data observed from 1961 to 1990 and the JMA buoy #6 data from 1976 to 1985. The oceanic heat transport in the sea was also determined from the fluxes above and the heat storage rate of the upper layer of 200m from the sea surface. In winter, The incoming solar radiation is almost balanced with the outgoing longwave radiation. but the sea loses her heat through the sea surface mainly due to the latent and sensible heat fluxes. The spatial variation of the net surface heat flux is about 100 Wm/SUP -2/, and the maximum loss of heat is occurred near the Tsugaru Strait. There are also lots of heat losses in the southern part of the East Sea, Korea Strait and Ulleung Basin. Particularly, the heat strong loss in the south-western part of the sea might be concerned with the formation of her Intermediate Homogeneous Water. In summer, the sea is heated up to about 120∼140 Wm/SUP -2/ sue to strong incoming solar radiation and weak turbulent heat fluxes and her spatial variation is only about 20 Wm/SUP -2/. The oceanic heat flux is positive in the southeasten part f the sea and the magnitude of the flux is larger than that of the net surface heat flux. This shows the importance of the area. In the southwestern part of the sea, however, the oceanic heat flux is negative. This fact implies cold water inflow, the North Korean Cold Water. The sigh of net surface heat flux is changed from negative to positive in March and from positive to negative in September. The heat content in the upper surface 200 m from the sea surface reaches its minimum in March and maximum in October. The annual variation of the net surface heat flux is 580 Wm/SUP -2/ in southwestern part of the sea. The annual mean values of net surface heat fluxes are negative, which mean the net heat transfer from the sea to the atmosphere. The magnitude of the flux is about 130 Wm/SUP -2/ near the Tsugaru Strait. The net surface fluxes in the Korea Strait and the Ulleung Basin are relatively larger than those of the rest areas. The spatial mean values of surface heat fluxes from 35$^{\circ}C$ to 39$^{\circ}$N are 129, -90, -58, and -32 Wm/SUP -2/ for the incoming solar radiation, latent hear flux, outgoing longwave radiation, and sensible heat flux, respectively.
