미래 학자들은 21세기를 해양혁명(Marine Revolution)의 시대로 예견하고 있으며, 세계의 선진국가들은 해양이 지닌 방대한 자원을 개발하고 해양환경을 보전하기 위한 노력을 기울이고 있다. 또한 해양관광은 전세계적으로 신관광상품으로 인식되고 있으며, 수심이 얕은 연안, 섬과 섬사이, 해안 등은 미래의 공간자원으로써, 제2의 국토공간개발지역으로 그 중요성이 증대되고 있다. 또한 "21세기 국토개발구상(안)은 해양을 중심으로 U자형의 국토개발축을 구상하고 있다. 남해안축은 한려해상, 다도해의 역사 문화자원을 이용하여 "남해안국제관광벨트"를 조성하고 정기적으로 서해안 동해안과 연계하는 관광벨트를 조성하여 3면의 해안을 활용하는 관광계획을 구상하고 있다. 현재 추진중에 있는 남해안 관광벨트사업은 동 서화합의 물꼬를 트는 대표적인 사업으로 지역간 화합을 추구하는 새로운 전기를 모색하고 있다. 남해안 관광벨트사업은 산발적 부분적 개발을 지양하고 해양관광벨트 산업관광벨트 환경생태관광벨트로 공간의 다원화 전략을 세계적으로 수립하여 지역발전을 도모하고 주민의 일자리 창출을 통해 소득의 극대화가 가능토록 하여야 한다. 따라서 남해안을 국내 외 관광객을 대거 유치할 수 있는 국제 해양관광 선도지역으로 개발을 유도하며 영 호남 공동의 상징적 프로젝터로서 21세기 해양관광시대에 대비하고 동 서화합협력체제의 구축방안을 마련하는데 있다.

국민관광객과 방한 외래관광객의 증가(문체부, 2012)로 도서와 해안지역에 대한 관광수요가 확산됨에 따라 중앙정부와 지방정부는 등대(예 : 영도등대, 간절곶등대, 울기등대, 거문도등대)를 중심으로 국민생활속의 해양관광공간, 해양레저스포츠공간, 어촌체험공간, 유통관광중심의 어항개발 및 크루즈관광활성화를 위하여 노력하고 있다. 새로움을 추구하는 관광객의 욕구가 증가하면서 틈새관광(niche tourism)의한 형태로 도서 관광(small island tourism)이 주목되고 있다(김영준, 2011). 내륙 중심의 관광에서 해양 관광으로 관심이 변화 확산되면서 친수공간시설에 대한 관광수요의 증가가 예상된다(이한석, 심미숙, 2009). 이와 같은 현실에서 도서에 위치하고 있는 등대자원을 활용하여 관광객의 욕구를 충족시킬 수 있는 등대관광활성화가 기대된다. 등대가 전통적인 기능과 역할에 충실한 항로표지로서 뿐만 아니라 공공서비스장소로서 해양문화를 향유할 수 있는 체험의 장을 제공하고 건축문화유산으로서의 역사성과 등대 고유의 기능에 대한 관광객의 흥미와 욕구를 잘 접목시켜 해양관광자원으로서의 가치를 극대화할 수 있을 것이다.

The tourism industry is considered as the world largest industry and it is assessed as the most effective way to create employment. In particular, the marine tourism industry such as marine leisure sports, cruise can create high added value so that its significance has been more emphasized. Korea has natural tourist attractions such as more than 3,000 islands, about 12,000km lengths coastline, wide wetlands and beautiful seascape. In addition, the establishment of the five-day workweek and the development of means of transportation make the policy demand of the public for marine tourism increase continuously. However, Korea currently lacks policy and system for revitalizing marine tourism industry as the new growth engine and has not made good use of its retained tourist resource. Accordingly, this study explores the current situation and challenges of Korean marine tourism industry and further analyses the limits of the national legal systems for marine tourism. Lastly, it suggests policy recommendation for promoting marine tourism industry.

Tourists' needs are changing rapidly and new niche markets, such as nature tourism, eco-tourism, and marine tourism, are flourishing in response to consumer demand. Especially, the estimating demand & supply of manpower in marine tourism is a very important issue for basic tourism HRD policy. This research is focused on the estimation of growing demands of manpower and suggests the method to estimate the proper number of manpower in marine tourism industry.

본 연구는 사회적 관광과 복지관광에 대한 선행연구 검토를 통해 해양휴양복지에 대한 개념을 정립하는 한편 국외 해양휴양복지사례 및 국내 문화 관광복지 정책 및 산림휴양복지 정책, 국내 해양휴양관광 실태 분석을 통해 국내 해양휴양복지 발전 여건을 파악했다. 우리나라 국민들은 해양을 통한 휴식 및 휴양에 대한 수요가 높으며 만족도 또한 높아 향후 해양휴양복지 서비스에 대한 수요 또한 높을 것으로 전망된다. 다만 해양관광 관련 정책 중 복지와 관련된 사항은 어업인, 연안 어촌에 집중해 추진되어 왔으며, 전 국민이 해양을 통해 보편적으로 누릴 수 있는 복지 서비스 측면에서는 다루어지지 않았다. 향후 우리나라 해양휴양복지 정책은 해양치유 및 해양휴양 자원을 발굴하고 관련 프로그램을 개발하는 한편, 해양치유를 통한 해양휴양복지 서비스를 누릴 수 있는 공간을 조성하고, 전국민이 해양휴양복지 혜택을 받을 수 있는 법제도적인 기반을 마련해야 한다.

The purpose of this study is to suggest a plan to promote the tourism of the island by developing the contents of the marine food tourism. Activation of island tourism should begin with developing marine food tourism content. In the viewpoint that the development of marine food tourism content is a priority, previous studies were examined and related cases were analyzed. For this purpose, this study reviewed and analyzed various literature, periodicals, government documents and newspaper articles published in Korea and abroad. As a result of this study, to develop the marine food tourism contents in Korea and to promote the island tourism, it is necessary to develop the marine food tourism contents as representative contents of the island tourism, develop and operate the high value added fusion food tourism product, And the development of marine food tourism products that meet the island tourism paradigm and changes in tourism patterns of tourists.

최근 부산 영도를 중심으로 해상관광에 대한 논의가 활발히 이루어 지고 있다. 그에 따라 해상관광에 대한 법률 및 항로 개정, 부산 북항-남항에 대한 여건변화가 지난 몇 년에 걸쳐서 현재까지 계속되고 있다. 본 연구에서는 부산 영도에서 이뤄지는 해상관광의 현황을 분석하고 해양도시에 적용할 수 있는 도시형 해상관광 네트워크 구축 방안에 대해 제안하였다.

Busan is one of the most popular tourist cities of the Republic of Korea. To develop differentiated urban brand as the nation's flagship maritime city, Busan needs to explore diverse marine tourism stories and develop related contents. For the purpose of developing storytelling as a way to facilitate the maritime tourism of Busan, this study attempted to i) create 'marine leisure Galmaetgil of Busan' contents using 5-step storytelling modules and ii) develop themed tour routes based on the marine tourist contents and related graphic elements such as tour route map and image editing. Galmaetgil is a beautiful trail developed along the coastal line. It is one of the most famous tourist contents of Busan. Based on this asset, Busan would be able to develop its own tourist contents as the nation's proud marine-leisure city. The emotional stories which can draw a great attention from the citizens and tourists and informative storytelling would make people understand and experience marine leisure in a fun and easy.

Domestic marine tourism has been greatly influenced by traffic accessibility. The purpose of this study is to provide a way to improve the plan of marine tourism in order for expanding traffic network. In particular, with the successful hosting of the 2018 PyeongChang Winter Olympic Games and the opening of Seoul-Gangneung KTX.
