A Study on the Improvement of Marine Pollution Response Education Program of Korea Coast Guard Academy - Focusing on Comparison between Domestic and Foreign Curriculums - (해양경비안전교육원 해양오염방제교육 프로그램 개선에 관한 연구 - 유류오염 방제 교육과정에 대한 국내외 비교를 중심으로 -)

  • Approximately 250 marine pollution accidents involving oil and HNS spills are reported every year in the Republic of Korea. It is necessary that a strengthen of specialization of marine pollution response personnel on marine pollution response due to a diminution of damage when a major oil and HNS spill incident occurred, as in the case of the M/V Heibei Spirit and the M/V Maritime Maisie. In regard to this, the International Maritime Organization (IMO) has planned to revise the OPRC Model Training Course to strengthen expertise for oil spill incident responses. Through a comparison of curriculum with the Korea Coast Guard Academy (KCGA) program, a revised IMO Model Course and the OSRL training institute, this study recommends the following improvements for the education program of the KCGA in response to oil spills. This study suggests several options in line with this approach to revise the oil spill response education curriculum, exercise, discussions and making materials. Accreditation of the KCGA as an institute that provides an IMO Model training course developed according to the revised IMO Model Course material is proposed.

A Study on the Development of a Curriculum for Shore Remote Control Officer in Maritime Autonomous Surface Ship (MASS) (자율운항선박 육상원격제어사 교육과정 개발에 관한 연구)

  • As the fourth industrial revolution (Industry 4.0) evolves, studies on autonomous ships have been conducting in the shipping industry. Currently, two or three degrees of autonomous ships is in operation, and a shore remote control of icer (SRCO) monitors vessel operations and intervenes remotely where necessary in the service. However, as the curriculum for an SRCO has not been established internationally, the risk of an accident by an unqualified SRCO is increasing. In this study, specifies the curriculum required for SRCO that consists of suitable existing training and new training under remote control circumstances. This includes Non-technical skill training to enhance the effectiveness of an SRCO. This curriculum can be used for a new SRCO to evaluate training and competency specific safety standards, and to enable existing seafarers to become SRCOs through the necessary training.

Study on the Satisfaction on Onboard Training in Shipping Companies during the COVID-19 Situation - Focusing on the Cadets of Mokpo Maritime University - (코로나19 상황에서의 위탁승선실습 교육만족도 분석 - 목포해양대학교 위탁승선실습생을 중심으로 -)

  • In the current situation where clearly the ship officer is avoiding boarding, the purpose of this study is to investigate the satisfaction of onboard training in shipping companies during the COVID-19 situation and to suggest plans to improve onboard training. Furthermore, by improving satisfaction, students of maritime university can improve their career awareness as a ship officer in the future. The survey was conducted with the cadets of Mokpo Maritime University after completion of onboard training in shipping companies. The questionnaire contains seven factors: education administration, education contents, officer, facility, education ef ect, education satisfaction and career awareness. The survey analysis results indicated that the satisfaction with education administration and education effect was relatively low, and the satisfaction differed by gender and vessel type. In addition, hypothesis verification revealed that the education contents did not have a positive effect on education satisfaction and career awareness. Furthermore, a great correlation existed between education satisfaction and career awareness. We suggested that education and promotion must be improved before onboard training. In addition, the officer must be educated on the method to teach cadets and establish a training plan such that the officer can systematically guide the cadets with an educator mindset.

Diet of the Korean Flounder Glyptocephalus stelleri in the Coastal Waters of the East Sea of Korea (동해에 출현하는 기름가자미(Glyptocephalus stelleri)의 위내용물 조성)

  • The diet of Glyptocephalus stelleri was studied using 475 specimens collected in the coastal waters of the East Sea of Korea. The specimens ranged from 6.8 to 43.4 cm in total length (TL). G. stelleri was a crustacean feeder that consumed mainly euphausiids [percent index of relative importance (%IRI)=63.7%]. Polychaetes were the second largest prey component. The diet also included small quantities of bivalves, copepods, amphipods and shrimps. Individuals smaller than 15 cm TL fed mainly on euphausiids. The proportion of euphausiids decreased as body size increased, whereas the consumption of polychaetes increased gradually.

Plan for Revitalizing the Return-to-Farming / Fishing Villages of Young and Older Adults Through the Marine Leisure Industry (해양레저산업을 통한 청장년층 귀어·귀촌 활성화 방안)

  • This study suggests a plan for revitalizing return-to-farming / fishing villages through the marine leisure industry by analyzing the practical problems faced by young and older adults who have returned to the marine leisure field. A case study was conducted to identify the problems faced by those returning to marine leisure, and to determine the measures for revitalizing return-to-farming / fishing villages. Interview participants were those returning to marine leisure and experts in related fields. The problems identified include the exclusive culture of fishing villages, difficulty in raising initial investment funds, and lack of marine leisure education programs for return-to-farming / fishing villages. The proposals to solve these problems and revitalize return-to-farming / fishing villages through the marine leisure industry include the introduction of an incentive system to mitigate barriers to entry; establishment of a matching system; use of idle land in fishing villages to promote return-to-farming / fishing villages; introduction of a consignment management system after the pre-investment of the fishing villages; and establishment of an education program, including in the fisheries field, and infrastructure for return-to-farming / fishing villages for marine leisure.
