Comparative Studies of Standard of Estimated Unit Manpower and Material of Landscape Architecture Construction in Korea and Japan (조경공사 표준품셈의 한·일간 비교 연구)

  • This research was carried out to compare the standard of estimated unit power and material in landscape architecture construction between Korea and Japan. It has also been done to offer a practical and reasonable information to Korea landscape architecture industry. The research results are as follows. First, both Korea and Japan's standard of estimated unit power and material in landscape architecture construction are part of civil construction. Second, Korea's detailed type of construction is centered on plant's type and size while Japan's centered on architectural construction. Third, Korea's standard of estimated unit power and material are composed of workforce construction, mechanical construction and addition of soil. On the other hand, Japan's estimated unit power and material are composed of workforce construction, time of transportation, date of transportation. Fourth, the planting specification of Korea seems to be more in detail than that of Japan, Japan's showing a wider implication. Fifth, when comparing the information regarding standard of estimated unit power and material between Japan and Korea, transportation, independent stalking for plant, soil for landscape architecture is difference between the two countries. On the base of this research results, Korea's standard of estimated unit power and material in planning construction should be more elastic in its implication and independent standard of estimated unit power and material in landscape architecture construction. Also, examination of transportation, independent skating for plant and soil for landscape architecture should be done in order for better improvements.

Diagnosis for Review of Statement and System Improvement of Consultation on the Coastal Area Utilization in Korea (해역이용협의 검토유형 분석 및 제도개선 진단)

  • The review of statements and coastal development characteristics in South Korea were diagnosed by the consultation on the coastal area utilization in Korea. The occupation and the use of public water were dominated by installation of coastal structure and seawater supply and drainage whereas the reclamation areas were predominantly utilized for developing industrial complex, harbor, fishing port and road. The occupation and the use were dominant in western coast, but reclamation was dominant in southern coast of Korea. The number of utilization cases was particularly greater in Jeonnam, Gyeongnam, and Gyeonggi Province including Incheon. The number of the statements reviews increased by more than 200 cases in 2008 compared with 2007, and most of them were the simple statements. The statements related to ocean disposal of dredged sediment, reclamation, dredging sediment, seawater supply and drainage, and marine sand mining were submitted for review. Coastal utilization was especially active in the regions of seawater quality criteria I and II. In particular, special management sea areas designated under the relevant marine regulations were utilized mostly by reclamation for developing harbor, fishing port and coastal structure. Development activities in national parks comprised primarily structure installation and coastal maintenance. In the fisheries resources protection areas, 40% of the total cases accounted for coastal maintenance, 31% for structure installation, and 16% for seawater supply and drainage. In addition, alternative plans for the improvement in policies and system of marine environmental impact assessment were suggested to enhance the function and confidence of the consultation on the coastal area utilization in Korea.

Methods to Propel Tourism of Yeosu City Using Big Data (빅데이터를 활용한 여수관광 활성화 방안)

  • The fourth industrial revolution introduced at world economic forum in 2016 has had huge effects on tourism industries as well as the change of core technologies in ICT such as big data, IoT, etc, This paper proposes the methods to propel tourism of Yoesu city through big data analysis and questionnaires. Sensitive words and positive-negative trend are extracted by Social Metrics and the keywords for Yeosu tour trends are extracted and analyzed by Naver datalab, and the results are visualized by R language. And frequency, difference, factor, covariance and regression analysis in SPSS are executed for the questionnaires for 493 visitors who traveled in Yeosu city. Sentiment analysis for Yeosu tour and maritime cable car shows that positive effect is much more than negative one. The analyses for questionnaires in SPSS show that Yeosu area is statistically significant to tour satisfaction index and tour revitalization for Yeosu, and favorite sightseeing places and searching electronic devices for age groups are different. The sightseeing places such as a maritime park with soft contents that give joyfulness and healing to tourists are highly attracted in both the big data and questionnaires analysis.

  • LH공사가 인천광역시 서창지구에 총 약 210만$m^2$ 규모, 1만4천여 가구, 약 5만여명이 거주하는 대규모 자족도시 단지를 조성하고 국민 공동주택을 공급하고 있다. 인천 서창지구는 인천의 대표적 주말 나들이 공원인 인천대공원이 근접해 있고 장아산, 거마산, 관모산, 장수천 등 산과 들, 습지(그린)와 바다(블루)로 둘러싸여 있으며, 시립미추홀도서관, 문학경기장, 문화예술회관, 길병원, 백화점, 인천터미널, 남동구청, 인천시청 등 풍부한 생활인프라와 함께 고속도로, 지하철 및 각종 도로가 결합된 멀티 교통망을 두루 갖춘 친환경 생태 해양 문화도시(Ecological & Culture Ocean City)이다. 해성산업개발(주)(대표 이연풍)는 서창2지구 중 1블럭 아파트 기계설비공사를 지난 해 10월 완공 후 3월 6일 입주 전까지 5개월간 최종 점검을 마쳤다. 이 현장은 LH공사가 주계약자 공동도급 시범사업으로 선정한 3개 현장 중 한곳으로 기계설비 건설업계의 관심이 집중된 곳이다. 본지는 입주 전 최종점검을 마친 현장에서 해성산업개발(주)(대표 이연풍) 안선준 기계 부장을 만나 시공 및 주계약자 공동도급에 대한 얘기를 들어보았다.

Habitat Characteristics and Spawning Ecology of Hippocampus haema (Pisces: Syngnathidae) Inhabiting the Soando (Island) (소안도에 서식하는 해마(Hippocampus haema) (Pisces: Syngnathidae)의 서식지 특성 및 산란생태)

  • This study investigated the habitat characteristics and spawning ecology of Hippocampus haema (Syngnathidae) in Soando Island, Korea, from May 2015 to December 2016. The survey site where seahorses inhabit was mainly formed by seagrass of Zostera marina populations. Total density and biomass (Mean±SE) of Z. marina were the highest at 136±14.4 shoots/m2 and 489.8g DW/m2, respectively, in spring (May), while the total density was lowest at 93±7.0shoots/m2in autumn (October), and biomass was the lowest and at 122.3g DW/m2 in winter (February). During the study period, 293 individuals were identified through a diving and kick net survey, and the total length of H. haema ranged from 10.1 to 87.0mm. Male individuals nurturing fertilized eggs or larvae appeared beginning in May and were collected until October in both 2015 and 2016. Juvenile individuals were captured beginning in July 2015 and June 2016. As a result of a comprehensive analysis of the spawning season characteristics, it was estimated that the spawning season of H. haema was from April to October. The number of fertilized egg or larvae inside the male brood pouch were 38.3±14.8 (20-76), and the number of fecundity identified from female were 47.2±8.6 (31-59). The male-to-female ratio of H. haema was 1:1.7, indicating the dominance of males.

Marine Algal Flora and Community Structure in Kijang on the Southern East Coast of Korea (부산시 기장군 연안의 해조상 및 군집 특성)

  • Marine algal flora and community structure were investigated at four sites in Kijang area on the southern east coast of Korea in August 2006 and August 2009, respectively. A total of 54 seaweeds including 6 green, 10 brown, 38 red were collected and identified. Of 54 seaweeds, 35 species were found throughout the survey period. Mean biomass in wet weight was from $616.0\;g\;m^{-2}$ to $1,462.4\;g\;m^{-2}$2 in 2006, and $354.8\;g\;m^{-2}$ to $965.6\;g\;m^{-2}$ in 2009. Maximum biomass was recorded at Mundong site, and minimum was recorded at Seoam (2006) and Dongbaek (2009) sites. The flora investigated (2006, 2009) could be classified into six functional groups such as coarsely branched form (58.7%, 58.1%), thick leathery form (10.9%, 11.6%), filamentous form (13.0%, 9.3%), crustose form (6.5%, 9.3%), sheet form (6.5%, 7.0%) and jointed calcareous form (4.3%, 4.7%) during survey period. The R/P, C/P and (R+C)/P values reflecting flora characteristics were 4.00, 0.75 and 4.75 at 2006, and 5.17, 1.00 and 6.17 at 2009, respectively. Therefore, the number of marine algae species and biomass in Kijang area were similar when they were comparing with the previous data. It suggest that any changes of seaweed diversity have not been observed in Kijang coastal area before and after the anthropogenic construction between 2006 and 2009.

Important-Satisfaction Analysis as a Management Strategy of Suncheon Bay Ecological Park (순천만 자연생태공원 관리를 위한 중요도.만족도 분석)

  • The coastal area is the place where two conflicting values provide opportunities for recreation, tourism and conservation of the natural environment. Most of these coastal areas have been disregarded in terms of tourism because of the high value placed on natural resources. Management strategy has usually been first on the priority list of natural. resources. However, due to the significant number of visitors, the Important-Satisfaction Analysis(ISA) was applied as a mean of complement since the 1970s. This study analyzed the difference between visitor satisfaction and the importance of the main management strategy targeting visitors to Sun-cheon Bay Ecological Park on weekdays and weekends. Results show that Sun-cheon Bay Ecological Park and the city government have paid a lot of attention and invested a lot of money, but efficiency of publicity didn't come up to their afford. Therefore, we should prepare information facilities, public education facilities and human power. Also needed are visitors' temporal-spacial control to set specific programs and a guide for information education control. It means visitors' company forms change depends on weekday and weekend. In addition, a breeding space for birds should be built for observation, education and exhibition to help meet visitor expectations. Visitors' positive satisfaction might be provided in establishing strategy as a very important measure in limited area. In conclusion, this study might be provided as preliminary data when the management strategy and related guidelines are established through the management priority of coastal regions where importance and satisfaction conflict.

Age and Growth of the Hard Clam, Meretrix lusoria (Bivalvia: Veneridae) on the West Coast of Korea (한국 서해산 백합, Meretrix lusoria의 연령과 성장)

  • Samples of Meretrix lusoria were collected monthly from the tidal flat of Simpo, Puan-gun, Chollabuk-do, west coast of Korea from April 2004 to March 2005. Age of M. lusoria was determined from the rings on the shell. The relationship between shell length and ring radius in each ring group was expressed as a regression line. Therefore, there is a correspondence in each ring formation. Based on the monthly variations in the marginal index (MI') of the shell, it is assumed that the ring of this species was formed once a year during the period of February to April. The relationship between shell length (SL) and shell height (SH; mm) was highly correlated with shell height as the following equation: SH = 0.8103 SL + 0.5145 $(r^2=0.991)$. The shell length (SL) - shell width (SW) relation was also expressed by the following equation: SW = 0.4897 SL + 0.0315 $(r^2=0.976)$. Shell length (SL; mm) and total weight (TW; g) was expressed by the following equation: $TW=2.9195\times10^{-4}\;SL^{2.9547}\;(R^2=0.991)$. Shell length (SL) and shell height (SH; mm) was highly correlated with shell height as the following equation: $SH=0.8103\;SL+0.5145\;(R^2=0.991)$ The shell length (SL) - shell width (SW) relation was also expressed by the following equation: $SW=0.4897\;SL+0.0315\;(R^2=0.976)$. Growth curves for shell length and total weight fitted to the von Bertalanffy's growth curve were expressed respectively as: $SL_t=104.9[l-e^{-0.2235(t+0.7677)}],\;TW_t=280.8[l-e^{-0.2235(t+0.7677)}]^{2.9547}$.

A Review on the International Trends for Establishing Post-2020 National Targets Relevant to Protected Areas - Focused on the CBD Decisions and Aichi target-11 Achievement Status - (Post-2020 국가 보호지역 목표 설정을 위한 국제동향 고찰 - 생물다양성협약 결정문 및 글로벌 목표 성취현황 분석을 중심으로 -)

  • This study aims to draw suggestions for establishing the Post-2020 national policy direction and goals related to protected areas in Korea by analyzing the trends of major discussion issues on protected areas in the Convention on Biological Diversity (CBD) and reviewing the achievement progress of the Aichi target-11. Regarding the CBD decisions on protected areas, two decisions (Decisions II/7 and II/8) were adopted in 1995, and then the Program of Work on Protected Areas (PoWPA), which presented an ideal blueprint for protected areas, was adopted at the 7th Conference of the Parties (COP) in 2004. At the 10th COP in 2010, the "Strategic Plan for Biodiversity 2011-2020 and the Aichi Biodiversity Target" (Decision X/2) was adopted along with the Decision X/31, which presented ten key issues related to protected areas. The global outcomes of the Aichi Target-11 include 15% of the earth's land area and 7.4% of the ocean being designated as protected areas. In Korea, 16.63% of the land and 2.12% of the ocean have been designated as protected areas. However, the outcomes of the effective and equitable management, protection of areas important to biodiversity and ecosystem services, and identifying "Other effective area-based conservation measures" (OECMs) and linking them with protected areas have been found to be significantly short of global goals. The first draft of the Post-2020 Global Biodiversity Framework (Post-2020 GBF) prepared in January 2020 presented multi-step objectives. They included protecting at least 60% of particularly important sites for biodiversity through protected areas and other effective area-based conservation measures, at least 30% of the entire land and sea areas, and at least 10% of them under strict protection by 2030. The Updated Zero drafted in August 2020 concisely set out one quantitative goal of at least 30% of the globe by 2030, adding qualitative goals that these areas should be protected and conserved through "well connected and effective system of protected areas and OECMs at least 30 % of the planet with the focus on areas particularly important for biodiversity." Based on the draft Post-2020 GBF's targets related to protected areas and Korea's national targets reflecting the current state of Korea and established national plans, we suggest the national targets "to protect and conserve at least 30% of the land area and 10% of the marine area and to strengthen the means of qualitative achievement by establishing sub-targets through an effective system of protected areas and OECMs by 2030.".

  • 본 논문은 국제물류 거점항만인 광양항을 사례로 하여 항만친수공간의 개발정책을 다루고 있다. 연구의 목적은 항만친수공간의 기본이론과 개발실태의 실질적 분석을 토대로 광양항에 항만친수공간을 개발하기 위한 종합적인 정책방향을 계획 ${\cdot}$ 제도적인 시각에서 제시하는 것이다. 본 논문의 주요내용은 항만친수공간의 개념과 유형/외국 항만친수공간의 개발사례/항만친수공간 개발의 문제점/광양항의 항만친수공간화 정책방향 및 결론 등으로 구성되고 있다. 광양항 친수공간의 실제 대상지는 컨테이너항 지구와 묘도지구이다. 컨테이너 항만의 부지에는 이용자 및 시민에게 쾌적한 공간을 제공하는 녹지공간의 조성과 함께 친수성 항만공간의 확보가 중요하다. 묘도지구는 해안매립과정에서 소실된 자연생태계를 복원하여 자연친화적인 지속가능한 자연의 이용방안을 마련하며, 이의 일환으로 해양생태공원을 조성한다. 이와 더불어 광양항 친수공간의 개발전략들에는 항만시설의 개방과 홍보활동의 강화, 선항만 개발과 항만재개발시 친수공간확보 의무화, 항만친수공간 확충목적의 관련제도 정비, 항만친수공간 기본계획의 수립, 항만친수공간 지구의 지정, 항만친수공간 관련제도의 정비, 항만친수 행적기관조직의 정비 등으로 제시할 수 있다.
