An Analysis on Structure of Risk Factor for Maritime Terror using FSM and AHP (해상테러 위험요소의 구조와 우선순위 분석)

  • Since the destruction of World Trade Center the attention of the United States and the wider international community has focussed upon the need to strengthen security and prevent terrorism This paper suggests an analysis prior to risk factor and structure for anti-terrorism in the korean maritime society. For this, in this paper, maritime terror risk factor was extracted by type and case of terror using brainstorming method. Also, risk factor is structured by FSM method and analyzed for ranking of each risk factor by AHP. At the result, the evaluation of risk factor is especially over maximum factor for related external impact.

  • After the Cold War, international terrorism and related issues have been the most urgent problems. However, Korea hasn't recognized this seriousness due to relatively slight damage. Yet the interest about the international maritime terrorism and related issues is increasing as the maritime terrorism issues emerged. This is because Korea is located next to three oceans and majority of international trades depend largely on international maritime transportation due to its scarce natural resources. Therefore this study has the purpose that it reviews the advanced researches and documents, analyzes the priority about response system against international maritime terrorism, suggests the practical solutions. For these purposes, it conducted Delphi technique to international maritime terrorism experts with response system factors selected among the advanced researches and documents. As the result of analysis, this study figured out that legal and institutional countermeasures are needed as international measures, strategic countermeasures are needed as domestic measures to set up the response system against international maritime terrorism. Synthetically, for the efficient and practical counteract against international maritime terrorism, the response institute against international maritime terrorism and the awareness of relevant experts are preferentially necessary.

  • Along with unification world market, marine transportation has become important for international community. At the same tome, piracy, armed robbery and maritime terrorism which threaten marine transport have been issued in international society. International organization like a IMO has continued to regulate maritime crimes by international law and regulation. Bearing in mind the in importance of the issue, this article analyze maritime crimes covering piracy, armed robbery and maritime terrorism about definition and legal character and pointed out problems. Finally it suggest methods to enhance international regulation on them.

  • 2001년 미국 뉴욕에서 항공기를 테러수단으로 사용한 테러사건발생이후 국제항해선박과 항만시설에 대한 보안의 중요성이 강조되며 국제해사기구(IMO)에서 ISPS Code제정 국제적 테러대응을 한지 10년에 이르렀다. 그러나 여전히 항만보안에 대한 항만시설운영자의 관심을 받지 못하고 있으며 항만보안의 최일선을 담당하는 항만보안책임자 및 보안관리자의 교육 및 관리가 열악하다. 본 연구에서는 항만보안교육의 실태분석을 통하여 향후 우리나라가 항만보안교육을 임해야 할 방향성에 대해 제시하고자 한다.

  • In the post-Cold war world, the threat of terrorism is emerging as the most formidable challenge. The terrorist attacks including 9.11 World Trade Center attack have proved such challenge. It has become apparent that no country is safe from the scourage of terrorism. The region of the southeast Asia is no exception to this trend. The Bali bombing of 2002, killing about 200 innocent people, demonstrated that the threat environment had significantly altered. Today, local and regional groups such as Jemiah Islamiah can conduct terrorist operations as devastating as those carried out by Al Qaeda. As fighting terrorism is a complex multi-dimensional task, the responsibility for fighting terrorism must not rest with a single government. The burden must be shared by both the local governments and international communities. In addition, To prevent another bombing of the scale of Bali, countries in the region of southeast Asia must respond decisively. The purpose of this study is to examine the current situation on terrorism in the southeast Asia and to provide perspectives on future terrorism in this region. To foster the better understanding, historical survey on the terrorism in the region and local terrorist groups' network with the foreign terrorist organizations including Al Qaeda have been researched. Based on the result of the research, this paper provides a perspectives and evaluation on the future terrorism in the southeast Asia. It also provides an implications for our reference in the war against terrorism.

  • 2001년 9 11 세계무역센터 테러 사건 이후, 많은 국가들과 국제기구들은 국제해상운송의 보안을 극대화하기 위해 여러 가지 보안 관련정책들을 제정하였다. 그러나. 이러한 보안정책들은 해상운송망의 원활한 무역흐름에 악영향을 미쳐 경제적 손실들을 초래할 뿐만 아니라 각 국가들과 국제기구들이 추구하고 있는 각종 간소화 정책에 반하고 있다. 이에, 보안정책과 간소화 정책들 간의 균형적 발전을 위하여 이 논문에서는 통합품질관리(TQM)에 보안을 적용하여 새로운 통합보안(TSM)시스템을 구축하고자 한다. 이러한 통합보안관리시스템은 해운회사, 정부당국 및 국제협약이 구성주체가 되어 그 시스템을 통해 저비용으로 보안기준을 상승시킬 수 있을 뿐만 아니라, 구성주체들 간 TSM의 상호협정을 체결하는 등 상생전략을 통한 무역간소화를 이룩할 수 있을 것이다.

A Study on the Development of Analysis Model for Maritime Security Management (해상보안관리 분석모델 개발에 관한 연구)

  • Maritime security incidents by pirates and by terrorists increase, but maritime incidents investigation models are limited to figure out the maritime security incidents. This paper provides the analysis model for maritime security incidents. To develop this analysis model, this categorizes five threat factors, the ship, the cargo type, port system, human factor, information flow system, makes the risk assessment matrix to quantify the risk related to threat factors and classifies four priority categories of risk assessment matrix. Also, this model makes from the frameworks which include a variety of security initiatives implementing in stakeholder levels like international organizations, individual governments, shipping companies, and the ship. Therefore, this paper develops the Analysis for Maritime Security Management model based on various security initiatives responding to the stakeholder levels of maritime security management and top-bottom/bottom-up decision trees, and shows the validity through verifying the real maritime security incident of M/V Petro Ranger.
