  • 해상교통 환경은 항해사, 관제사, 자선, 타선 등의 복합적 상호작용과 관계에 의해서 형성되지만 그동안의 해상교통 분석은 과거 항적 데이터의 통계분석이나 선박운항 시뮬레이터를 이용한 자선의 운항특성을 분석하는 것에 국한되어 왔다. 복잡함 속에서도 교통흐름과 특성을 나타내는 교통 환경을 사실적으로 모사하기 위해서는 교통 환경을 구성하는 각 요소에 대한 모델링 및 시뮬레이션이 사실적으로 이루어지고 요소간의 상호작용이 재현될 수 있어야 한다. 이를 위해서 본 논문에서는 에이전트 기반의 시뮬레이션 기술을 분석하고 적용 방안을 연구하였다.

  • IMO MSC 에서 제안된 E-Navigation 개념은 전자정보통신기술에 기반한 선박과 육상간 해양정보의 수집, 통합, 교환, 표현, 분석 풍을 통해서 항행 안전과 효율을 높이고, 해양환경을 보호하는 항행서비스를 개선하는 것이다. E-Navigation 전략을 개발하고 E-Navigation 환경을 구축하는 과정에서 해상교통환경의 주체가 되는 관제센터와 운항 선박의 정보교환 연동 시뮬레이션은 E-Navigation 환경 구축에서 중요한 의의가 있다. 육상-선박간 연동 시뮬레이션을 통해서 E-Navigation의 다양한 정보 교환의 기술적 가치와 새로운 교통환경의 안전성과 효율성을 평가할 수 있다. 본 연구에서는 항만 관제 모의를 수행하는 VTS 시뮬레이터와 선박운항을 모의하는 선박운항 시뮬레이터를 통합 운영하여 고급의 교통 정보를 양방향으로 교환하고, 각 선박마다 차별화된 교통 정보를 제공받을 수 있는 방안을 마련하기 위한 E-Navigation 환경을 시뮬레이션하는 시스템을 연구하였다.

  • The area including outside of Mokpogu has not been routed for a fairway, and PTMS(Port Traffic Management Service) did not carried out south of Sihado. So there are many dangerous elements because some fairways are crossed. In this paper, we proposed a fairway which is designed with expert group's knowledge for safety navigation in the area and marine transportation environment and domestic and foreign route design standard.

  • It is very important to protect life, property at sea and marine environments from any pollution AIS, which was been carried out July 1st, 2002 by SOLAS ch. 5, is an communication system to enhance navigational safety by transmitting and receiving vessel information automatically. In this paper, we investigated the positive factors expected by introducing AIS. For this, ship's collision accidents were analyzed. Finally, we suggest methods to solve several problems related to operation in AIS.

  • A virtual vessel traffic control system is introduced to contribute to prevent a marine accident, e.g. ship collision or stranding. from happening. The system that comes from VTS limitaions, consists of both data acquisition by satellite remote sensing and a simulation of traffic environment stress (here, INOUE model used) based on the satellite data. Remotely sensed data cab be used to provide timely and detailed information about the marine safety, including the location, speed and direction of ships, and help us operate vessels safely and efficiently. If in the future, e.g. 5-minute after, environmental stress values that a ship may encounter on a voyage can be available, proper actions can be taken to prevent accidents. It lastly can be shown that JERS satellite data are used to track ships and extract their information.

  • 선박의 출항부터 입항까지 전 과정에서 선박 안전과 보안 및 해양환경 보호 증진을 목적으로 선박과 육상 관련 정보의 수집, 통합, 교환, 표현 및 분석을 수행하고자 하는 e-Navigation 정책 하에 북유럽에서는 선박들 간 및 선박 대 육상 간 Way Point로 구성된 선박의 Route 정보를 교환하여 항행정보로 사용하는 개념인 Route Exchange 방안을 연구 중으로 향후 e-Navigation 시스템에서는 선박통합항행시스템의 주요 기능으로써 구현 및 현 VTS 관제 방식에도 큰 변화를 가져올 것으로 예상된다. 이에 따라 이 연구는 북유럽에서 선행 연구 중인 Route Exchange 개념을 소개하고 실제 사고사례를 통해 Route Sharing의 필요성을 제기하며 항만과 연안 VTS 관제 해역 내 적용 시에 고려되어야 할 문제점 및 방향성 제시와 함께 시급히 개선되어져야 할 관제장비 기능에 대하여 소개함으로써 관제해역 내 적정 Route Exchange 도입방안을 모색한다.

  • Korea is surrounded on three sides by the sea, through the maritime transportation accounts for close to 90% share in the total cargo volume. In addition, there are amount of small and medium-sized fishing vessels registered. These days, a number of maritime accidents caused many casualties and having an adverse effect on the marine environment. Therefore, there is a need for a maritime traffic control has been increasing. Information about the ship is divided into AIS information for VTS, Port Management Information System (Port-MIS) operated by the Port and vessels pass (VPASS) that are installed on fishing. However, there is a problem that is not achieved the information exchanged between each other. That is, information on the vessel are stored in diverse inefficient in the management, operation and utilization. This paper discusses the ways to efficiently manage and integrate vessels information for VTS, and proposes the method for implementation and application.

  • With the development of digital technology, the marine environment is expected to change rapidly. In the case of autonomous vessels, technology is being developed in many countries, and the international community has begun to discuss ways to operate it. Changes in ships cause changes in the marine traffic environment and urge changes to aids to navigation. This study aims to analyze the cyber security management awareness of VTS personnel to improve the cyber security system for aids to navigation. To this end, the current status of cyber security management was reviewed with a focus on VTS, and a survey was conducted on VTS personnel. The survey analysis used the IPA methodology, and as a result of the analysis, a clear difference was observed in the perception of cybersecurity between those with experience in security and those without experience. In addition, technical measures related to cyber-attack detection and blocking should be implemented with the highest priority. The results of this study can be used as basic data for improving the cyber security management system for aids to navigation.
