A Study to Improve the Vessel Navigation Suspension Order System (항행정지명령 제도의 개선방안에 관한 연구)

  • With the introduction of the maritime safety supervisor system in Korea following the passenger vessel Sewol accident, the safety control system for coastal vessels has been reinforced. A maritime safety supervisor performs marine accident prevention activities by offering periodical or occasional guidance and supervision. When a deficiency is found during guidance or supervision sessions, an order for improvement is issued to rectify the problem by such measures as supplementation or replacement of vessel facilities, improvement of work hours and working conditions for employees, educational and training programs for executives and employees, or the improvement of other affairs relating to maritime safety control. However the present order for navigation suspension by a maritime safety supervisor is limited solely to supplementation or replacement. For this reason, orders for navigation suspension against other facilities is impossible, even if a serious deficiency that could lead to a marine accident such as poor cargo loading conditions or unqualified crew is identified. Therefore, the order for vessel navigation suspension to secure seaworthiness should be expanded to include cargo loading/unloading operations, certificates and documentation, maritime safety management systems, and human elements including emergency drills and working conditions, in addition to the supplementation or replacement of vessel facilities that exists.

  • 현대의 어뢰는 함정의 회피운동만으로는 대처하기 곤란하며, 차폐, 방해, 기만등으로 어뢰에 대항하는 방법과 저소음화, 피채율 감소 등으로 상대방이 탐지하지 못하게 하는 방법이 있다. 어뢰공격으로부터 함정을 보호하기 위해 영국, 프랑스, 이스라엘 등은 음향대항전 체계를 개발해사용하고 있으나, 이에 관련된 기술은 매우 신중히 보호하고 있으며 노출시키지않고 있다. 이 음향대항전 체계는 주문구매가 가능하나 극비에 속하는 자국함정의 음향징표를 제작국에 제시해야 하므로, 상호 기밀을 유지할수 없는 현실을 감안할때, 이 분야는 독자개발이 바람직하다 하겠다

  • 극동지역에서 Loran-C 국제협력 체인의 구성에 따란 한국, 중국, 러시아 3개국에 상호호혜원칙에 따라 이용범위의 증대 및 전파표지의 연구 발전을 도모하는 등 전파표지분야의 협력과 발전을 위하여 협정서에 명시된 정책수행과 협정 체약국간 활동을 조정하는 역할을 하며 초기('92.9.7)에는 기관간의 협정으로 시작하였으나 '00.12.22에 정부간 협정으로 변경되어 그동안 Loran-C 국제 협력체인을 구성하는 한편 전파표지에 관한 정보 교환 및 운영절차 마련 등으로 해상교통안전에 크게 기여하고 있다. 최근 해사안전정보(MSI) 제공과 GNSS 전파간섭에 대비한 위치정보 제공에 관한 관심이 대두되면서 향후 FENRS에서 협력하고 발전해나갈 방향을 제시하고자 한다.

  • The aim of Port State Control(PSC) system is recognized as a proficient mechanism in preventing coastal traffic accident and protecting marine environment. Recently, PSC system is focused on human factor of International Maritime Convention, especially ILO and STCW Convention by considering many accidents resulted from human factor. Therefore, we have to understand of Consolidated Maritime Labour Convention which describes employment conditions and social welfare policy, the rights about the lowest wages, the overdue wages, the unemployment protection. a disaster reward, etc and STCW Convention which describes standards of training, certification and watchkeeping for seafarers. The aim of this study is to recognize inspection points about human factor of these Conventions. .

  • The era of PSC is coming up with the increasing numbers of MOU which is a regional cooperation organization all over the world and this PSC is more likely to be intensified as time goes by. Therefore, the changes of MOU and PSC in the main maritime powers are dealt with and then the system for operating development of PSC meeting all kinds of International maritime conventions and national laws in comparison with other countries is studied in this paper.

  • 항로표지시설(Aids to Navigation, AtoN)은 항해하는 선박의 안전 및 효율적인 항해를 위하여 설치 운영되는 것으로 현재 우리나라는 총 4,722기의 항로표지시설을 해양수산부 산하 해사안전국 항로표지과를 중심으로 해양수산부장관 소속으로 11개의 지방해양수산청을 두고 항로표지시설 설치 유지 및 보수관련 업무를 수행하고 있다. 그러나 각 직무에 대한 명확한 업무분석이 이루어지지 않고 지방청별 관리해역을 기준으로 항로표지시설을 관리하고 있어 실질적인 업무 상 어려움이 발생하고 있는 실정이다. 이 연구에서는 항로표지시설을 인적요소와 물적요소로 구분하여 전체 항로표지시설 관리체계의 효율성을 향상시키기 위하여 업무량 기반의 항로표지시설 관리 인적요소 체계를 구성하고, 이를 통한 거점등대 중심의 효율적인 물적요소 관리체계 구축하고자 한다.

  • Bans on TBT based antifouling paints have been drafted since 1998 by meetings 42, 43, 45 and 46 for the MEPC (Marine Environmental Protection Committee) of the International Marine Organization, and decided finally at a Diplomatic Conference of IMO in October 2001. It was a key issue that there should be a global prohibition on the application of organo-tin compounds as biocides in Anti-fouling systems by Jan. 2003, and a complete prohibition on the presence of organo-tin compounds on ships by 1 Jan. 2008. This paper suggests a method to design International Anti-fouling system cretificate, Record of anti-fouling system, Endorsement of the Records, Declaration on Anti-fouling System, Port State Control and reform(legislative) associated a law.

  • In order to meet the international performance requirements for eLoran testbed operation, it is necessary to measure ASF (Additional Secondary Factor) of vessel's route as well as differential correction and the provision using differential Loran (dLoran) station operation. According to HEA (Harbor Entrance and Approach) performance of the IMO, the position accuracy should be within 10meters. Therefore this paper presents the possibility to meet the position accuracy of the IMO HEA through simulation results.

  • The International Maritime Organization(IMO) could try to adopt more severe amendment to prevent any air pollution from various waste materials by marine incinerator. This study is to analyse the performance improvement through Ansys CFD about new invented system which has three flue-gas discharge channels and sub-ejector installed in the dischage channel in order to evacuate flue-gas well from the combustion chamber. The results showed that the discharge temperature of flue-gas was below the regulated value of IMO by the multi-channels, and the sub-ejector system installed in the discharge channel was highly effective one to improve the flue-gas discharge ability.
