A Study on Legislation for the Improvement of the Marine Environment and Safety Act for Deep Sea Drilling (심해 시추와 관련된 국내 해양 환경 및 안전 관련법 개선에 대한 입법론적 연구)

  • This study is focused on concepts and types of drilling investigating the scope of activity and problems the application of marine environment and safety acts related to deep-sea drilling for the development of the continental shelf in Korea. For the systemic development of subsea mineral resources, this study suggest a legislative proposal for the establishment of a separate law based on the UK Offshore Installation (Safety Case) regulation and improvement of the marine environment management act, maritime safety act and oil & mining safety regulation. Specially, this study emphasized on the necessity of establishing education, training and evaluation system according to the international certification training for the domestic work force based on accident cases related to overseas offshore plants.

An Analysis of Demand and Seating Capacity for Maritime Safety Training in Accordance with the Seafarers Act Revision (선원법 개정에 따른 선원안전교육 수요분석 및 수용능력에 관한 연구)

  • This study estimates the demands for safety training courses with reference to research on safety training records, seafarer statistics, target groups for safety training, expiry dates of existing safety courses, seafarer employment rates, the retirement age, etc. These results are compared with the seating capacity of the maritime training institute to analyze the anticipated increase in and convergence of demand can be accommodated. The average annual safety training needs for the next five years according to the Seafarers Act include approximately 10,444 people, and the proper annual seating capacity of the maritime training institute is approximately 7,280 people at present. Thus, in order to respond to an increasing demand for safety training, it is necessary to expand the capacity of the safety training facility.

On the Comparison of the Maritime Education System of the Advance Countries and the Development of the Educational Model for the College of Maritime Science of the KMU (각국 해기교육과정의 비교분석 및 한국해양대학교 해사대학의 교육과정 및 교과과정 개선의 기본 방향에 관한 연구)

  • In this paper, the maritime educational and training systems in different countries were compared and analyzed. The sample countries have been divided into two large groups, one of which comprising the countries adopting European maritime educational system and the other of which consisting of countries adopting American maritime educational system. From the comparison of the two educational systems, the merits and demerits of each system has been analysed. The results of the analyses show that the maritime educational institutes of the countries such as U.S.A., Japan, Korea, Taiwan, which have American maritime educational system, have more adaptability to the rapidly changing, shipping environment. In addition, it has been concluded that the college of the Maritime Science of the Korea Maritime University is required to set up a new educational model which is similar to the of the SUNY Maritime College in the U.S.A to meet the recent changes in Korean shipping industry.

  • 해상구조물은 그 특성상 해상에서 고립되어 있고, 액체상태 또는 가스 상태의 탄화수소 등을 다루고 있어 사고발생시 대형사고로 이어질 가능성이 크다. 이에 해상구조물에는 유엔해양법협약에 따라 500m라는 넓이의 안전수역이 설정되어 있으며 추가로 설정되는 제한 수역은 명확한 근거 없이 상이한 넓이로 설정되어 있다. 이에 본 연구에서는 선박의 조종성능 및 해상구조물에서 다루는 화물의 고유한 위험특성을 파악하여 표준화된 안전수역을 설정하는 방안을 제시하고자 한다. 이에는 국제해사기구의 조종성능기준인 선회경의 크기제한, 초기선회성능, 정지성능 등이 있다. 본 연구는 정량화된 안전수역 및 제한수역 설정 등에 대한 기준을 제시하는 데 도움을 줄 수 있을 것으로 사료된다.

  • 최근 자율운항선박(Maritime Autonomous Surface Ship, MASS)의 개발이 활발히 추진되고 있다. 자율운항선박의 완전한 자동화가 이뤄지기까지 육상센터에서 원격제어(Remote Control)로 선박을 운항하게 된다. 따라서 해기사의 역할을 육상 원격제어자가 수행하게 되며, 원격제어에 요구되는 기술, 교육, 시스템 등 여러 측면으로 이슈가 되고 있다. 아울러, 아직 구체적으로 고려되지 않는 원격제어자의 최적 원격제어 자세에 대한 고려가 필요하다. 제어자세는 업무의 집중도, 사고의 위험성 등에 많은 영향을 줄 수 있다. 그래서 이 연구에서는 현재 일반적으로 항해하는 형태인 서서하는 형태와 앉아서 하는 형태로 구분하여 항해 시 나타나는 해기사의 기술적 행동을 상황인식을 중심으로 고찰하였다. 추후 다양한 기술적 행동 분석 실험을 통해 자세결정을 위한 평가 기법을 제시할 예정이다.

Influence of Education Program Satisfaction on Core Competence and Self-directed Competence: A Study of Mokpo National Maritime University (사회맞춤형학과 교육 프로그램의 만족도가 핵심역량 및 자기주도역량에 미치는 영향에 관한 연구 - 목포해양대학교 사례를 중심으로 -)

  • Mokpo National Maritime University's Maritime College operates education and training programs that allow students to adapt to the specifics of ships and the oceans. The purpose of this study is to investigate the effect of student satisfaction on core competencies and self-directed competency through the operation of socially customized education programs. We surveyed the leaders in industry-university cooperation+ education programs, and selected TALK+, an education program capable of statistical analysis, as the focus of our analysis. The TALK+ program connects people in charge of communication with those in charge of reflecting the peculiarities of maritime universities. Data were collected using satisfaction surveys that returned 259 results. These were analyzed using a 5-point Likert scale that showed a high level of satisfaction with an average of 4 points or more. The satisfaction level showed that there is positive correlation between satisfaction levels and core competency and self-directed competency. In addition, a linear regression analysis was performed, and the results showed that satisfaction has a statistically significant effect on the improvement of core competencies and self-directed competencies (p<0.001). Through this study, it was confirmed that efforts to improve the satisfaction level and develop various comparisons method and programs are necessary.

A Study on the Enhancement of Maritime Education and Training to cope with IMO Member-state Audit Scheme (IMO 회원국 감사제도 대응을 위한 해기교육 강화방안에 관한 연구)

  • In spite of adoption of various IMO Conventions over the past, the reason why large vessel accidents related to human life and marine environment occur is that the IMO Conventions are not effectively implemented due to contravention of the conventions by flag states. In particular, the implementation of the conventions are not well being performed because some flag states having weak genuine link between them and vessels haven't set up proper personal and structural organizations in charge of maritime safety and marine environment protection. From this background, IMO Resolution A.946(23) on the voluntary IMO Member-state Audit Scheme was adopted at the 23rd Assembly in Nov. 2003 and the Scheme is expected to be executed compulsorily in 2015 through the adoption of the IMO Resolution A.1018(26) in Nov. 2009. Accordingly, this study examined outline of the IMO Member-state Audit Scheme and the Code for the Implementation of Mandatory IMO Instruments used for the audit standards of this scheme. In addition, this study reviewed the member-states' obligations and responsibilities according to the compulsory implementation of the member-state audit scheme in 2015. Based on this, this study suggested the enhancement measures for maritime education and training of maritime education institutions of the Republic of Korea to cope positively with compulsory implementation of the IMO Member-state Audit Scheme.

On the Educational and Cultural Aspects in the Ship Safety Assessments (선박의 안전평가에서 교육적, 문화적 영향인자에 대하여)

  • The current paper is to review the need to considering cultural and educational aspects rather than technical approaches for the maritime safety. General and rather simple views on culture and education are provided as well as the state-of-the-art of the methodologies on ship safety assessment. Conclusions such as the national role and contributions to the international bodies and the third worlds are drawn in addition to the importance of cultural and educational factors to enhance the safety of ships.

A Study on the Improvement of the Education and Training System for Response to Marine Chemical Incidents in Korea - Based on the Comparison of Systems between Korea and Foreign Countries - (해상화학사고 대응을 위한 국내 교육훈련체계 개선에 관한 연구 - 국내 체계와 외국 체계의 비교를 기반으로 -)

  • The present situations of the education and training systems for the response to marine HNS spill incidents in domestic and foreign countries were reviewed and the plans to improve domestic system were suggested on the basis of the comparison between domestic and foreign education systems. There were almost no private education and training institutions in Korea, and they have not been activated, compared with those of foreign countries such as USA, Canada, Australia and UK. The domestic marine HNS-related education has been implemented uniformly under Korean government initiative. In addition, there were differences in the targets and duration of the education offered by Korea Coast Guard Academy (KCGA) and Marine Environment Research & Training Institute (MERTI) in Korea. Domestic HNS-related curriculum was relatively simple, compared with the curricula of foreign countries, and has not accepted two levels (operational level and manager level) required in HNS model courses of International Maritime Organization (IMO). The domestic education and training period was short relatively to those of foreign countries. The following suggestions were made to improve the education and training system for the response to domestic marine chemical incidents. In the short term, an HNS education and training management consultation body (tentative name) should be established, with both KCGA and MERTI participating jointly while maintaining the current system of the two institutions (KCGA and MERTI) simultaneously. In the more distant and long term, the HNS-related departments of KCGA and MERTI should be incorporated into a National Marine HNS Response Academy (tentative name) as unified system to enable international competitiveness.

Eligibility Standards for Recognized Organization Personnel Responsible for Statutory Survey (정부대행검사기관 선박검사원의 자격기준에 관한 연구)

  • According to Article 77 of the Ship Safety Act and Article 97(2) of the Enforcement Ordinance of the Ministry, the Recognized Organization (RO) personnel (ship surveyors) responsible for statutory survey shall have educational qualifications and experience in a specific field or obtain a license under the National Technical Qualifications Act. However, graduates from maritime high schools and those who completed the short-term course of the Ocean Polytec did not satisfy the qualification standards for the RO personnel since they did not graduate from the departments of maritime/fisheries or shipbuilding. Major shipping countries such as the United Kingdom, the United States, and Canada use the IACS (International Association of Classification Societies) regulations, and the Ship Safety Act in Japan has eliminated the qualification requirements for ship surveyors. In particular, under the IMO (International Maritime Organization) and IACS regulations, the RO personnel shall have as a minimum the following formal educational background: a degree or equivalent qualification from a tertiary institution recognized within a relevant field of engineering or physical science (minimum two years' program); or a relevant qualification from a marine or nautical institution and relevant sea-going experience as a certified ship officer; and competency in the English language commensurate with their future work. Considering that Article 17 of the Enforcement Decree on Public Officials Appointment Examinations prohibits educational restrictions and there are no educational restrictions on the qualifications of British and Japanese surveyors, if the maritime high school graduates have sufficient sea-going experience, education, and training, they could be recognized as meeting the qualification requirements. Moreover, those who completed the short-term course of the Ocean Polytec could also be recognized as meeting the qualification requirements because they are required to have at least a professional bachelor's degree (in the case of a third-class CoC (Certificate of Competancy)) and some sea-going experience after completion.
