  • The performance of navigational equipments is advanced, but the importance of the practical capability of bridge device by ship's officer, ie the ability of risk prediction and the obligation of avoidance for reducing sea accident, has been constantly augmenting. This abilities and obligation may be represented in the cognitive competence of navigational officer. Different levels of ship's bridge team was carried out rescue maneuvering by ship handling simulator and then it analyzed the resulting of initial response in cognitive progress by case based on trajectory. Further, the data will be used as training and evaluation model of cognitive situation.

  • Aids to Navigation have been operated and placed along coasts and navigable waters as guides to mark safe water and to assist mariners in determining their position in relation to land and hidden dangers, controled on the basis of the maine traffic survey. The traditional survey have been conducted by some methods like an ocular observation using portable radar, a on-the-spot survey, a questionnaire. But these methods must have a lot of manpower and expenses. In this paper, we have developed the module which have some real time processing functions like making a database of radar image using PC camera, saving of the vessel's track, analysis if the maine traffic tendency and the distribution of density.

Building of a Simulator for Analyzing Ship's Collision Accidents (선박 충돌사고 분석을 위한 시뮬레이터 구축)

  • Vessel collision accidents have been investigated by means of questioning the persons involved and plotting manually the stated situation. But the repetitive plotting by hand can cause the investigator or to make some errors, and it can be connected to a wrong judgement. In this paper, we proposed a simulator for reconstructing and analyzing vessel collision accidents at sea, where the given situation is plotted automatically on it. We verified the validity of the system by applying it to some collision accidents.

  • In this study, for the purpose of collecting and analyzing target-specific RCS data of target signals simulator for verification/improvement of radar system performance, VHF band monostatic/bistatic RCS of civil aircraft(B-747, B-737) and fighter(F-16) models were analyzed by EM simulation tool. In order to reduce the RCS analysis time, the analysis time and RCS data were compared and cross-verified. Also, the analysis range was selected by examining the interpolation error according to the analysis angle resolution. The RCS data obtained for each model were analyzed separately by the incident/reflection elevation angle and frequency. The RCS characteristics according to the shape of the aircraft and the incident/reflection azimuth angle were described. Finally, the statistical RCS distribution value of each model is presented through RCS distribution histogram analysis. In the future, the RCS database obtained by this study will be used for the target signals simulator of the VHF band radar system.

  • The analysis of maritime traffic refers to the processes that are used to analyze the environmental characteristics of the target area and, based on this analysis, predict the traffic pattern of the vessels. In recent years, maritime traffic analysis has become significant with increase maritime traffic volume and expansion of VTS coverage area. In addition, maritime traffic analysis is also applicable in the safety assessment of port facilities and the VTS (Vessel Traffic Service). In this paper, we propose a method to analyze the vessels' traffic pattern by using the heat map and the centroid method. This method is efficient for the analysis of the vessel trajectory data where spatial characteristics change with time. In the experiments, the traffic density and centroid by time have were analyzed. Trajectory data collected at Mokpo harbor was adopted. Finally, we reviewed the experimental results to verify the feasibility of the proposed method as a maritime traffic analysis method.

광안대교 충돌사고 SEA GRAND호의 선박 조종에 관한 분석

  • 2019년 2월 러시아 선적의 Sea Grand호가 부산 용호부두를 출항하는 과정에서 용호부두 전면에 위치하고 있는 요트와 광안대교를 순차적으로 충돌하는 믿기 힘든 해양사고가 발생하였다. 이러한 형태의 해양사고 방지를 위해 Sea Grand호가 용호부두를 출항한 시점부터 광안대교 충돌까지 선박의 조종 과정을 항적도를 기반으로 심층 분석하였다. 또한, 앵커와 예선 등을 활용한 안전한 출항 조선법과 요트와의 충돌 이후의 안전한 회두 방안 및 광안대교 충돌 직전의 회피 방법 등을 검토하였다.

A Study on the Improvement of Recommended Route in the Vicinity of Wando Island using Support Vector Machine (서포트 벡터 머신을 이용한 완도 인근해역 추천항로 개선안에 관한 연구)

  • It is necessary to set a route to reflect the traffic flow for the safety of the traffic vessels. This ongoing analysis is needed to ensure that the vessels comply with a route. The purpose of this study is to discover the problems of the recommended route vicinity for Wando Harbor and suggest an improvement plan. We used a support vector machine based on the ship's trajectory to establish an efficient route center line. Since the vessels should navigate to the starboard side, with reference to the center line of the recommended route, the trajectories of the vessels were divided into two clusters. The support vector machine is being used in many fields such as pattern recognition, and it is effective for this binary classification. As a result of this study, about 79.5 % of the merchant eastbound ships in a 2.4 NM distance to Jangjuk Sudo did not observe the recommended route, so the risk of collision always existed. The contraflow traffic rate of the route of the eastbound ships decreased from 79.5 % to 30.9 % when the recommended route was reset about 300 meters to the north, from its present position. The support vector machine applied in this study is expected to be applicable, to effectively set the route center line because the ship trajectories can be classified into two clusters.

  • $21^{st}$ century is digitally civilized era. Technologies such as AI, Iot, Big Data, Mobile and etc makes this era digitally advanced. These advancement of the technology greatly impacted detection range of the radar. Human's eye sight can see about 20Km and hear 20 ~ 20000 Hz. These limitations can be overcome using radar. This radar technology is used in military, aircraft, ship, vehicle and etc. to replace human eye. However, radar technology is capable of making False Alarm Rate. This document will propose the fix of these problems. Radar's distortion includes beam refraction, diffraction and reflection. These inaccurate data result in deterioration of human judgements and my cause various casualties and damages. Radar goes through annual testing to test how many false alarm is being produced. Normal radar usually makes 10 to 20 False alarms. In emergency situation, if operator were to follow this false alarm, this might result in following false object or take 12 more seconds to follow the right object. This problem can be overcome by using different radar data from different places and angles. This helps reduces False Alarm rate and track the object twice as fast.

Risk Analysis of Flight Procedures at Incheon International Airport and Gimpo International Airport (인천국제공항과 김포국제공항의 비행 절차 위험도 분석)

  • This paper presents a risk assessment methodology for standard flight procedures using recorded automatic dependent surveillance-broadcast (ADS-B) data. Utilizing the proposed methodology, the results of risk analyses in RKSI (incheon international airport) and RKSS (gimpo international airport) using trajectories that are regenerated based on 100 days of ADS-B data are presented. For the risk metric, detect and avoid well clear (DWC) is used. With this index, each procedure was evaluated for the sections with highest level of risk. Among the standard instrument departure (SID) of RKSI, the section between SI712 and RANOS of RNAV BOPTA 1L showed the highest level of risk. For the standard terminal arrival route (STAR) of RKSI, section between SI947 and DANAN of RNAV GUKDO 1N wasthe one with the highest level of risk. For RKSS, the segment between SS726 and SS727 of RNAV BULTI 1X and the segment between KAKSO and KALMA of RNAV OLMEN 1D showed the highest level of risk among the SIDs and STARs, respectivly.

Analysis of Marine Accident based on Impact of Tidal Stream and Vessel Tracking in VTS Are (VTS 관제 구역 내 조류의 영향과 항적 이동에 따른 해양 사고 분석 방법)

  • Since the routes within VTS areas include harbour limit of major ports, there are sections where the traffic volume increases and the routes are normally narrow according to the geographical conditions. In the case of ports and VTS areas located on the west coast of Korea, it is affected by strong current due to large tidal differences. In this paper, we propose a method to produce useful information according to the change of navigation environment by analyzing the characteristics of ship's movement according to tidal stream or current. The SVR seaway model, support vector regression, and grid search were conducted in order to extract models.
