This study analyzes the concentration ratios (CR) and the shift effect in the system of Korean container ports that concern the export and import of container cargos, especially from/to 5 overseas origin/destination (O/D) regions, using the Hirshmann-Herfindahl Index (HHI) and the Shift-Share Method. The results shows that the CR has decreased during the last 20 years, from 0.86 to 0.44, mainly because cargos from/to the Far-East/South-East Asian regions have become more dispersed to several domestic container ports, especially from the Port of Busan. This study also indicates that there has been little change in the CR for all cargos, like the value of -0.3%, in the last 5 years. However the change in CRs for the cargos from/to the North America and Europe is positive, with the value of 7.6% and 6.6%, respectively. It can be inferred that the future development of medium- and small-sized container ports in Korea is not very likely. The study also suggests that the CR and the shift effect of the Korean container ports for the cargos by the domestic O/D regions should be analyzed in the future to suggest policy implications in great detail.

본 연구의 목적은 지난 20년 간 세계 컨테이너항만들을 대상으로 항만집중도 및 항만규모와 성장간 상관관계를 분석해 봄으로써 현재 우리나라가 추진하고 있는 중심항만 개발전략에 대한 시사점을 제시하는 데 있다. 이를 위해 아시아 21개 항만의 허쉬만-허핀달지수를 구하였으며, 세계 50대 컨테이너 항만뿐만 아니라 유럽, 북미 그리고 아시아지역 컨테이너항만들을 대상으로 항만규모와 성장간 실증분석을 시도하였다. 그 결과 아시아 컨테이너항만의 물동량 집중도는 90년대 중반 이후 둔화되고 있으며 동북아지역 항만집중도가 다른 지역에 비해 상대적으로 낮은 것으로 나타났다. 항만규모와 성장간 관계에 있어서도 세계 및 유럽 항만들은 대형항만일수록 성장률이 높았던 것으로 나타난 반면, 아시아지역 컨테이너 항만들은 소형항만들의 성장률이 더 높았던 것으로 분석되었다.

본 연구는 우리나라 수출입 컨테이너화물의 5대 내륙기종점 권역별로 항만집중도 및 변이효과를 분석함으로써, 항만간 경쟁 구도 및 효율적인 컨테이너부두 개발 및 운영에 대한 시사점을 도출하고자 한다. 2011년, 2006년, 2011년의 항만별 내륙기종점 조사자료를 바탕으로 허쉬만-허펜달지수 및 변이할당법을 활용하여 분석하였다.

부산항 신항은 현재 21개의 선석 규모에서 2030년까지 총 40선석까지 확대할 계획을 갖고 있다. 항만의 확대에 따라 선박 통항량 증가가 예상되며, 이를 대비해 해상교통관제도 해상교통량을 기반으로 집중관제구역을 설정할 필요가 있다. 본 연구는 부산항 신항을 대상으로 해상교통위험도 모델을 이용해 위험구역을 정량화하고 집중적으로 관제가 필요한 구역을 도출하는 것을 목적으로 한다.

Lately most Asian countries have tried to develop their ports into a hub port in their region. However, only a few studies examined the theoretical rationale for hub port strategy. Thus, this paper aims to identify the effectiveness of hub port development strategy in global and regional perspectives, respectively. For this aim, the paper conducts regression analysis on the relationship between port size and growth and calculates the Hirshman-Herfindahal Index oN Asian container ports. According to the empirical results, larger ports have grown faster than that of smaller ports in the world container ports and European/North American ports. However, in the case of the Asian container ports, this results was opposite. And port concentration in Northeast Asian ports is decreasing gradually during the last two decades. Consequently, the effectiveness of hub port development strategy was not very strong in Northeast Asian region.

The purpose of this paper is to analyze the concentration effect of Busan container terminal. Productivity and efficiency have played key role to attract more cargo to a port because these are important factors to select liners’ calling port in vessel deployment. It means that productivity directly links with the liners’ vessel operation cost. The main results of this paper are as follows: the port concentration by terminal integration can improve the port's external image with recovering tariff competitiveness and also facilitate economic effect of size through efficient management.

Ports in Korea have been increasing in terms of volume while they have performed functions and roles such as industrial ports in promoting industries of their hinterlands as well as commercial ports supporting imports and exports. Nevertheless, specialization degree is different from port to port by cargo type and the changes in cargo volume. This study aims to analyze the structural changes and the degree of concentration and specialization by cargo type and port between 2001 and 2020. Top 10 ports were analyzed in terms of traffic volume by categorizing liquid, dry, general cargo and containers. HHI(Herfindahl-Hirschman Index), LQ(Location Coefficient), and shift-share analysis were employed in order to identify the degree of concentration, specialization and changes in cargo volume by port and cargo type. As a result of the analysis, the degree of port concentration and specialization for each cargo of 4 categories have maintained a high level, and no significant difference were found in fluctuations over the past 20 years. As a result of calculating the flucation of cargo volume through the shift-share analysis, the growth rate of liquid cargo was high in Yeosu Gwangyang Port, Pyeongtaek Dangjin Port in dry cargo, and Busan Port in general cargo and container ports. The result implies that it is not expected that the structural changes including degree of cargo concentration, specialization and relative fluctuation of cargo volume is significant in Korean ports in the future since the effects of economies of scale and clustering were achieved to the great degree.

본 연구는 다양화, 정밀화, 현대화되고 있는 해상교통관제 환경에 맞추어 신체적, 제도적, 환경적인 근무요건들을 분석하여 관제사의 집중도 향상을 위한 Workload 경감 방법에 대하여 고찰하였다. IALA Guideline No. 1045 - On Staffing Levels at VTS Centers Edition 1에 언급된 workload에 영향을 끼치는 요소들을 중심으로 현재의 국내 해상교통관제센터의 여건에 대하여 분석하였다. 항공관제센터 등의 순환근무체제를 비교 분석하고, 관제집중도 향상을 위해 보완해야 할 사항에 대하여 검토하였다.

해양 수색구조 시나리오 수립 시 익수자 생존시간은 의사 결정을 하는 데 있어 중요한 고려 사항이다. 이 연구에서는 국내 보도자료와 설문조사 및 해외 생존모델을 참고하여 수색자원을 신속하고 집중적으로 투입해야하는 집중 수색기간과 생존 가능성을 고려하여 수색을 유지해야하는 추천 수색시간을 정할 때 참고할만한 익수자 생존시간 지표를 개발하였다.
